"Captain Badalov we've reached it sir." said the navigations officer at the helm of the RNS Konya. She was a frigate of the Spruance Class reassigned from her post at Havvy to here.. a small inlet in southern Allanea. Along with her was a small fleet of vessels; military engineers, freight, transport, etc. Shadows creeped farther along the shoreline from the cliffs that were in the west. The effect on the water was a beautiful display of natural beauty.

"Did he hear you?" - "No I don't think he did. Alright I'll go to his room them."

The young sailor knocked on the door at the back of the bridge.

"Captain, we've made land...... Captain!-"

"Alright I here you." Salman Badalov dressed in his navy uniform and walked into the bridge, hat under his arm. "Well will you look at that.." he said to no one in particular, "Well, alright. Let's get some surveyors on this patch of land and get to work."

The quick oncoming of darkness did nothing to stall the Groznian engineers. Out of transport ships landing craft spewd forth and from these large tractors and bulldozers. Four wheel drive SUVs filled with engineers and equipment drove out onto the beach. In a few minutes the first light pole was up bathing the site in white light. Within the hour the strip of coast was a bona fide construction site and continued to be a beehive of activity all through the night and the next day and the night after that and so on. In a short amount of time a port had been raised out of nowhere with all the basic and most necessary facilities in place. The ships accompanying the Konya and she herself were now docked in Port Resilience. A road was made connecting the port with the Allanean network and a perimeter sketched out. A double fence topped with razor wire enclosed the base although there was little to be feared from by the Allaneans at this point. A small prefabricated checkpoint building was built at the entrance of the base.

In a short amount of time this small almost ragtag fleet had transformed an inlet in the middle of nowhere into a decent looking port ready to receive trade and serve as an outpost in the area. By proper etiquette this port would not be ready to serve until it received its first guest: an Allanean official.

The new Port Resilience

Invites you to the Grand Opening ceremony of Port Resilience as a merchant port and naval base of operations in the area of Haven.

P.S. We understand if will not be able to join us and will happily welcome a representative in your stead.

Yours truly,
Captain Salman Badalov of the Groznian Navy

With the letter sent and preparations well underway it wouldn't be long before Port Resilience and its garrison could get underway. The port would become the nerve center for all actions done in Haven from here on out. After this sign of good will to the Allaneans diplomatic and economic efforts would be underway immediately to make Port Resilience a profitable port.

But underneath the spit and polish decor of the new port was something else. A statement. The Republic of Groznyj was embroiled in the middle of a potentially life threatening war with not only the Kraven Corporation, but Three of its cronies. This was saying that the aspirations of the Republic cannot be put on hold so easily. Nohkchichoo may be a new player on the block but it isn't something to be taken lightly.

Official Allanean Response

While the President is currently unable to attend, the Undersecretary of State for Haven Affairs, Mahmud Nesmeyanov, will be arriving shortly. Please make arrangements for a standard lightweight biplane/seaplane, the standard vehicle of Allanean diplomats.

The seaplane was received and crew offloaded without a hitch. There was a band playing outside and several flags waving from their masts behind a podium. There was a little marching by the marines stationed at the port and a Groznian spokesperson, an attractive brunette woman, gave a speech on how the occasion was such a great step forward for both Groznians and Allaneans. After this the Allanean representative was given a giant scissor with which to cut the ceremonial tape. After this there was another band performance and a lot of polite clapping. The party then moved into the reception hall; a large room with an inverted sloped glass wall facing the ocean and topped by a horizontal metal sunshade. The floor was made of tiles of some sort of granite and there was even a reception desk. The representative was taken on a full tour by the captain and PR woman through the facilities of the port. The people present at the small party had been business entrepreneurs and a few big fish here and there. One was CEO of Groznyj's largest small arms manufacturer the Kosumov Corporation.

After the part was over and everyone had left the place was open for business. The government had not picked this location for no reason; it was situated in the middle of some of Haven's great shipping lanes and was nearby to some sizable cities and infrastructure making the worry of receiving any cargo ships a non issue. The port had been registered on whatever official Havenic port lists there were and a radio facility was put up. This tower served a dual purpose; on one hand it radioed the position of Port Resilience, these advertising it and issued regular weather reports and some music to civilian merchant shipping frequencies and on the other hand it served as the central radio station for Groznian military elements in the area....which at the moment weren't great in number by any measure. In the meantime a lighthouse was being constructed on an island a mile off-shore. The port itself was situated on the Allanean Island of Roanoke. Now with a large traffic road and train tracks leading out of the base to Allanean infrastructure the base was ready to receive cargo and turn a profit while keeping a strategic presence in the area. All hopes were on the small and medium freight vessels the small port was designed to accomodate. With rest facilities, a fuel depot, fully trained workers, and brand-new equipment, as well as an aesthetic touch, ships would be lured to this port to drop off and recieve goods.

The RNS Konya was now on regular patrols of shipping lanes in the area and the occasional test firing mission. The goal was to be noticed. Any international attention was something to be sought after in this case and a foreign military vessel patrolling high traffic international shipping lanes was the perfect thing to do it.
