A great cheer arose from the crowd assembled in the plaza beneath the podium from which the speaker, Anna Frank - the governor-general of the Imperial Province of Atopiana and right-hand Paw of the God Wolf Ianovich - roared her defiance into the night. The torches lit from above the shining, passion-filled faces of the Atopian survivors and their allies; the workers and the soldiers, the blood and toil of whom and built the Palace of Progress on the very centre of Atopiana.

They would not be cowed. Even in their damaged state, with a military entirely reliant on their Imperial allies and with no nation to speak of, they would not be broken. They could be killed, they could be stamped on - but anger and love fired their hearts and underlined their being. They were the New Order... and nothing would be the same again.

The Hegemon Lord Sumguy offers $200 billion USD from the Hegemony treasury to aid in civilian reconstruction. We will require reports on all transactions made with the donated money, as we do not wish our donation to be used for military buildup. The Holy Empire of Lord Sumguy also offers to send 45,000 soldiers to aid in radiation cleanup and reconstruction.

In Descartesland's largest harbor, New Dublin, a fleet of 7 transport vessels as well as several smaller support ships raised anchor and set sail for the land of Atopiana. The ships contained 10,000 eager young men and women, ready to make a difference in the world, as well as 10 tons of food and medical supplies.

As they left the harbor, the Commodore of the flotilla sent a message over the loudspeaker to all of his sailors and all of the engineers.

"Young servants of our great nation, we sail today as a reminder that there still is compassion in this world. In just one week, 7 short days, we will arrive in the nation of Atopiana. There, you will assist in helping to rebuild a nation having gone through the hellish nightmare of nuclear devastation, and has come out of it stronger and with a much more positive doctrine. These people should be an example to us all. Do your best to help them with all they need. These people could become great allies, and we are taking the first steps to forging that alliance."

Commodore O'Malley's transmission was met with a cheer that could be heard reverberating throughout the harbor....

While half the world concerns itself with making a good impression upon the newly rising Empire, Cusco is openly discussing the possibility of a challenge to the status quo in Colombia. Several officials have suggested that the apparent end of the Pact of Iron means the end of Tahuantinsuyu's obligation to share the profits of Colombia's mineral and petrochemical concerns, and that foreign troops ought really to withdraw from their Colombian bases.

The Sapa Inka has not openly commented at this stage, but some believe that he may yet attempt a stop on payments and present Cusco's case to the world.

It is in the best interests of both the Sapa Inka and the Empire of the Wolf for the status quo to continue for the time being. The Imperial Realm of Axis Nova congratulates the Empire of the Wolf on it's prosperity, and hopes that the Empire will be able to maintain that prosperity in peace everlasting.

You know, I don’t treat my people as servants unless they were hired to be servants. Anyways, my people will be heading towards your nation in the next eight hours. I have already got in touch with Lord Paris about you and your empire, so we have figured out that there will be fifteen teams of five Dominionites each to see about the changes in your new empire.

Below this will be what each teams will be doing in the Empire of the Wolf.

Two teams will be stationed to watch of the government of the Empire of the Wolf.

Two teams will be stationed to watch the actions of your Judges.

Four teams will be stationed to watch over the actions of your military. Two for your Armed Forces, one for the Air Force, and one for the Navy.

Two teams will be stationed to watch over the building of the mega city, Megalopolis Primary.

Five teams will be stationed to check out the other areas of your homeland.

I hope you understand the meaning of why these teams have been ordered to watch over those areas. I hope that they will not find anything that would bad for your nation. With the downfall of your last government, the United Dominion shouldn’t see you as enemies.

P.S. I think you need to add something catchy to your name like my title as His Royal Badass. It makes be think and see that you’re royal in some foreign lands. Maybe His Royal Emperor or His Royal Alpha as you’re like the Alpha Male of your pack in some ways. Anyways, think about it.

A few hours later, a total of seventy-five Dominionites were loading onto four civilian transport planes, which held twenty five people per plane. They were unarmed, but it doesn’t mean that they were harmless. With the idea form the Count, each of the teams had two men trained in hand-to-hand combat as this whole thing was still iffy. These thirty men and women were fighters from one of the eight Martial Arts Schools in the United Dominion. Plus, all of the seventy-five Dominionites were ex-military, but some had gone into government work. Even thought they were ex-military, they were current linked to the United Dominion’s over-all military in anyway.

These people board the planes, unarmed and only carried things need for their mission. These things, which was mostly winter clothes, notepads and cameras, would be opened to searched, if it was need.

Anyways, after an hour and a half, the four planes were cleared to enter the air and they did so. Soon, the planes were in the air, heading towards the Empire of the Wolf.

Many hours later, the four civilian planes were nearing the Wolf Empire’s airspace and each one of the planes started to radio their air control. Each one was mostly the same type of short message like “Greetings Wolf Air Control, we’re carrying a group of Dominionites that Emperor Ianovich I knows about and the reason behind them. We would like to be cleared to enter your airspace as these men and women could be something great for the United Dominion and the Empire of the Wolf. And please point us to the airport we need to land at.”

“Roger that, Skgorria City Areodrome ATC, all flights are moving in a path to Skgorria City. I read that we’ll be landing at runway zero-four-niner red.” came the radio message back.

The four civilian flights moved into the path to Skgorria City. Arriving in Skgorria City, the first plane touched down at the runways before being taxied to somewhere for the others to land. In the end, all Dominion flights were on the ground and the teams prepared to exit.

As soon as the doors of the Dominion aircraft opened, they would be confronted by a full brass band playing the Imperial Anthem, a stirring and lifting number involving copious use of the trombone and cymbals.
"If you would follow me please," a suited man asked with deference and walked along the carpet. A full company of the Imperial Guard would be lining the red carpet leading into a rather dingy looking single-storey building that looked older than anyone present. The Guard themselves were lined up in one single rank already at attention, their boots and white uniforms glistening in the sun, their banner flying proudly in the soft breeze and as the Dominionites walked past the soldiers towards the building, any officers or NCOs would perform a Roman salute, clacking their heels together.

As the Dominionites exited the planes, they were carrying their bags at their sides or on their backs. Everything they need were in those bags, which were brown or black in color. Their clothes were heavy winter stuff to fit into the weather of the Empire of Wolf. Mostly what was seen in Western Russia during winter. Mostly the clothes were in a dark brown color, dark gray, or black Some of the men were wearing Ushanka Hats, which matched their clothes

The Dominionites weren’t all the same color of skin or even the same color of hair. White, black, and even dark tanned skins people walked down the red carpet leading the building. Blonde hair, brown hair, red hair, even salt and pepper hair were in this group.

The Dominionites didn’t take the Roman salute as anything, but a salute. Most of them knew the history behind that salute. Some of them even returned the salute with a free hand.

The Dominionites, all seventy-five of them, stopped at the building before entering in by their teams.

The soldiers remained at attention until the guests had all filed into the building, when a Captain called out in a commanding voice,
"Company! Company, dismissed! 1st Platoon into the building, everyone else back to barracks." The soldiers would then either return to the barracks or wait behind the Dominionites to enter the building.

As the Dominionites entered the building, they would see rows of chairs set up to face a small stage upon which stood a figure that some of the Dominionites might recognise: Storm-General Beckenbauer, although he was not in National Socialist uniform and in the rather brighter uniform of the Imperial Guard.
"Come in, come in," he grinned, waving his hand at the seats in front of him. "We don't shoot foreigners on sight anymore, times have very much changed here in Skgorria. Take a seat and I'll explain all."

The Dominionites moved to the chairs in their assigned teams and placed their bags either next to him or in front of them. They knew whom Storm-General Beckenbauer was, so he wasn’t a surprise to them. A few questioned whom he was still alive even thought his nation had changed. But they were asking that to themselves.

As the last one took a seat, they waited for the Strom-General to explain things.

Clearing his throat, the Storm-General began as soon as the last of the Dominionites were seated and the Imperial Guardsmen and Guardswomen had entered the building and closed the door behind themselves. They stood behind the seats, though not so close as to unnerve the Dominionites.
''Firstly, welcome to the Empire of the Wolf. Times have very much changed here as you can see by my uniform.'' Beckenbauer gestured at his clothes, which bore no Nazi insignia of any kind. In fact the only visible insignia on the uniform was a large wolf's head on his right breast, similar to that seen on the nation's flag.
''As for how we ended up like this, well doubtlessly you heard of the Axis Novaen attack upon Atopiana? It was damned effective, killed almost two billion people and destroyed almost all of their infrastructure.'' Beckenbauer's tone was one of anger, but also of admiration. ''It was a genius stroke if I'm being honest. It wiped out Atopiana as a cohesive political, economic and military body and left the Pact completely shaken. The Fuhrer decided that rather than avenge the Atopians he would simply make all Atopian survivors Skgorrian citizens. He didn't care one iota for the blood and tears that our nations have spilt together! Naturally that didn't sit too well with the Atopians, but whilst the majority of Atopian survivors were military units posted abroad, they became completely dependent upon us for supplies and so could not take any effective action.'' Beckenbauer paused, sipping from a glass of water before continuing.
''Our nation was also plunged into economic chaos - can you imagine having to feed an extra 200 million souls overnight? Food shortages were rampant and to make things worse, some Atopian terrorist groups were formed to avenage what they saw as the betrayal of their nation by us. With law and order slowly collapsing, this situation could not continue. A group of Skgorrian officers, myself included, and secret service personnel met with Atopian and Grossetapen sympathisers to attempt to recreate an orderly society from the ashes of the old. In due course, the coup plotters instigated their revolt and, after several months of bloody fighting, succeeded. His Serene Majesty's Government, having heard of your need, and proceeding in the spirit of charity, has directed me to make an offer to your nation of development aid to assist with civilian reconstruction.

This Department, on behalf of His Serene Majesty's Government, is offering your nation $US260 Billion over five years, to be directed towards infrastructure development. An additional US$100 Billion (over three years) will be provided for use in civilian primary and secondary education. We do request that SSAHE auditors be permitted to have access to relevant treasury reports to ensure proper receipt of these monies. All confidentiality and privacy is assured.

Covenant-based humanitarian aid organisations have indicated that, with your government's permission and protection, they are willing to begin operations in your nation and remain for up to 18 months. Such operations range from skills training for the civilian workforce, to direct medical assistance.

Some would have to wonder at Dame Kimberly's motives; the Covenant hadn't delivered foreign aid to anyone, for any reason, in years... and yet here was $360 billion, out of the blue, no strings attached, beyond the oversight.

Clearing his throat, the Storm-General began as soon as the last of the Dominionites were seated and the Imperial Guardsmen and Guardswomen had entered the building and closed the door behind themselves. They stood behind the seats, though not so close as to unnerve the Dominionites.

''Firstly, welcome to the Empire of the Wolf. Times have very much changed here as you can see by my uniform.'' Beckenbauer gestured at his clothes, which bore no Nazi insignia of any kind. In fact the only visible insignia on the uniform was a large wolf's head on his right breast, similar to that seen on the nation's flag.

''As for how we ended up like this, well doubtlessly you heard of the Axis Novaen attack upon Atopiana? It was damned effective, killed almost two billion people and destroyed almost all of their infrastructure.'' Beckenbauer's tone was one of anger, but also of admiration. ''It was a genius stroke if I'm being honest. It wiped out Atopiana as a cohesive political, economic and military body and left the Pact completely shaken. The Fuhrer decided that rather than avenge the Atopians he would simply make all Atopian survivors Skgorrian citizens. He didn't care one iota for the blood and tears that our nations have spilt together! Naturally that didn't sit too well with the Atopians, but whilst the majority of Atopian survivors were military units posted abroad, they became completely dependent upon us for supplies and so could not take any effective action.'' Beckenbauer paused, sipping from a glass of water before continuing.

''Our nation was also plunged into economic chaos - can you imagine having to feed an extra 200 million souls overnight? Food shortages were rampant and to make things worse, some Atopian terrorist groups were formed to avenage what they saw as the betrayal of their nation by us. With law and order slowly collapsing, this situation could not continue. A group of Skgorrian officers, myself included, and secret service personnel met with Atopian and Grossetapen sympathisers to attempt to recreate an orderly society from the ashes of the old. Some Dominionite recorded, on small tape recorder, the speech for evidence on the Empire of the Wolf’s government to be reviewed by the United Senate. There was one whom had a drawing pad out and number of colored pencils next to him. He was drawing in his Storm-General Beckenbauer in his new uniform. They were saving the cameras for other things, so this man was drawing the Strom-General.

Up at the front, a lone man (http://i4.photobucket.com/albums/y101/CountJWolf/SektorKroenen.jpg) stood up. He was young looking man, but he had power within the United Dominion. His clothes were all black, but the two golden crosses on his coat‘s cuffs. The man‘s red eyes were eerily as stared at the Storm-General. “Strom-General, out of all of these people, I fought to come here and see the changes in your nation. The Caesar, along with Chairman Paris, didn’t want somebody like me being sent to nation that could still be hostile to the United Dominion.” said the man, his voice was strong with any fear in it. “As a few of my people know, I’m Sektor Kroenen, the Duke of Habrigberg Prime, the son of Domininioite military commander and a Sandurasian woman. I’m loved by the people throughout Habrigberg as they elected me as the Regional Governor.”

His mother, which moved to the Dominion long before Sanduras was divided between the Dominion and Jenrak, left Sanduras to travel the world. She found the Dominion as a prefect home and met a young Dominionite commander. The two married the following year and Sektor was born two years later. On his sixteen birthday, Habrigberg was formed with the lands that the Dominion took. The family moved his mother's homeland after the Dominion rebuild the damage caused during the war. His father was given the title, the Duke of Habrigberg Prime, by Lord Governor Von Doom. His father died a year old and as the oldest son, Sektor gained the title and retired from the United Dominion Navy to stay live Habrigberg Prime. At the age of twenty, Sektor was elected into the United Senate and is the current youngest member of said group. That was close to six years ago and he is still the youngest.

“It’s a honor to be here to see how your nation has changed for the good. Even thought I’m part of Team One, which will be overlooking your government, I would like to know more about your Judges.” said Sektor, taking his seat again.

Beckenbauer was rocked by the colour of Sektor's eyes.Red eyes? I knew that the Dominion had mutants of some sort, but to see one is quite a suprise. Nonetheless, he kept his composure and did not let this affect him - after all, he had seen and done far more terrible things in his service to the National Socialists.
''Firstly, welcome to you Duke Sektor Kroenen,'' he offered with deference. ''I did not realise that we had someone of such note with us. I assure you that no bad feelings exist towards the people of the Dominion from the populace or government of the Empire of the Wolf, so you have nothing to fear. As for your questions about the Judges, well they are special police officers with the power to conduct trials and pronounce sentence and verdict on the spot. They were formed in response to the collapse of law and order during our brief war against the Nazis. They are answerable to no-one except Senior Judges, but the majority of them work in conjunction with our regular police authorities. To become a Judge, one must have an unblemished record of service with the police for ten years, and by unblemished I mean not a stain. We only want the best of people to hold such power, otherwise the system would be open to widespread abuse and corruption. In addition to the service record, they must pass extensive tests in areas such knowledge of the law and physical fitness. They are all easily recognisable by their armour, which varies in colour depending on which district you are in. Trust me, you'll recognise them when you see them,'' he chuckled. ''They do tend to stand out a bit.''

“Thank you for the information, Strom-General.” said Duke Kroenen, his red eyes still had a eerily stare. Sektor wasn’t a mutant as he didn’t have strange powers or anything other weird but his red eyes. He was just born different and nobody knew the reason behind his red eyes. “I have a feeling that my question was the only one you have to answer.” he said, looking around the room and was right. “So…I think it’s a good time for our teams to get to work. The sooner this is started, our mission will be done.”

''Of course, of course,'' agreed Storm-General Beckenbauer. ''Simply exit the building and we have trucks and helicopters waiting to take your teams to wherever they wish to go. Any of them wishing to go to the construction of Megalopolis One will have to go under armed escort, we've had...problems with some loyalists to the old regime. Nothing our Wulfen can't handle,'' he grinned.

Sure enough, outside of the building the Dominionites would find many vehicles with friendly and knowledgable drivers or pilots. If any of the teams wanted to go to Megalopolis One, they'd go by a large transport helicopter and a handful of Imperial Guard would accompany them. These soldiers would not be in dress uniform, but in the monochromatic grey armour that the Empire now issued its soldiers.

Duke Kroenen and the other four members off his team picked up their stuff to move outside. They were one of the two teams stationed to watch the government of the Empire of the Wolf. The duke was the leader of his team and moved to the nearest vehicles and addressed the driver.

“Hello, I’m Duke Sektor Kroenen and I’m here to lead the team watching your Emperor.” he said, his red eyes looking at the driver. “Are you the right person for this team?”

The other government team, which would focus on the other parts of the government, moved to talk with another driver. The leader of the group moved up to the driver and offered his hand. “Top of the morning to you, I’m Franklin Lee Hall of the United Dominion. I’m part of the other government watch team, we’ll need transportation to the nearest government building to start our job.” said the man. “But we’ll not be staying in one place for a long time though.”

The two Judge teams moved off to find drivers to take them to Judge headquarters. So, their leaders asked to be taking there.

The military teams moved off in their groups. Two for the Armed Forces, one for the Air Force, and one for the Navy. Each one asking for a ride to the headquarters of one of the branches of the military.

The rebuilding teams moved to the transport helicopter and told the Imperial Guards what their missions were. To watch over the rebuilding of Megalopolis One.

The last five teams moved to the other vehicles and told the driver about their mission. To check out the other areas of the Empire of the Wolf. These five would be moving into different areas the whole week. They would tour the nation.
