The United Protection Alliance



Introduction

The purpose of this alliance is to promote peace to the world.



Terms of Admittance

1. Any nation is allowed to join the UPA.
2. Every nation that joins has to donate 0.03% of their GDP.
3. All nations in the UPA are bound by a Defensive Pact.
4. no alliance members may attack each other, if you feel threatened by another member, take with the Security Council of this alliance.
5. Chemical and Biological weapons are banned from being in a member's armouries.
6. Members are asked not to attack a enemy with a ICBMs or orbital-based weaponry, unless a enemy nation attacks your nation with ICBMs and orbital-based weaponry. UPA Inspectors from each member are asked to inspect each member's nukes for saftey resaons.
7. Every 3 months the UPA members are asked to vote for a new UPA President.
8. All member nations are asked to send their delegates to meet yearly at a capital city anounced at this thread.
9. Any member can propose to remove a member, which has to be aproved by the members.




Security Council
1.The UPA Security Council meets every 3 weeks at a secret location the president gives them.
2. Sanctions can only be approved by the the UPA Security Council.




The UPA President's Powers


1.The UPA President has the power to choose UPA Security Council members and also has the power to approve sanctions, and military action.
2.The president is allowed to declare a emergency meeting of the Security Council.
3. The UPA president has the power to ban a member, but the UPA has to vote on it first.

We would like to join this Alliance, however, we do have some concerns:

The lack of a full and comprehensive charter
Nuclear weapons can make an effective first-strike weapon. A request that members do not use them unless in a retaliatory fashion will, in the majority of cases, not be heeded. Furthermore, the term "nuclear bomb" is an outdated term, and the use of ICBMs and orbital-based weaponry would be used. Very few nations we believe use the traditional iron bomb for nuclear weapons any more, and the term should be adjusted as such.
Members showing hostilities of each other should be encouraged to bring the debate to the table with Security Council members, rather than behind-the-back telegramming. Members should be entirely open with the Alliance.
Alliances built to prevent wars will inevitably be attacked and falter themselves - such a task as preventing war between nations is impossible to say the least, lest all nations be turned into the proverbial glass-lined crater. Such an alliance as to prevent wars between nations will end up despised by the international community, rendering it's members more vulnerable to attack by other nations. We would suggest that this objective be removed from the UPA.
We would suggest that the amount each nation gives be proportionate to their GDP. For a nation of 5 million, 1 billion can seem a large amount of money. However, for a 5 billion nation like ourselves, 1 billion is the sort we have lying around.


We hope you will address these concerns, before we make our final decision.

One of my allies erupted into civil war, and ended up having the majority of his nation gassed by another ally of mine. Doesn't mean I'm planning to do the same. :p
