The Federation invades Jamaica (EFJ)

Allied General Hames Kirkuten poured over the maps laid out in front of him. The invasion of Puerto Rico was commencing, if slowly, and now it was time to look elsewhere as well. Jamaica was a perfect target. Close, small, another naval base for the Federation's large navy to port at. And it was discerning to have an un-allied island that close to Arkanis and the seat of Federation power. Slowly, the commander of the Federation's military rose.

"Tell the second Airborne to make ready, keep the first on reserve for Puerto Rico. Have four Executor-class ships make ready with their Marine compliments. And tell the 1st Air Wing, as well as the 1st Ground Fighter Squadron and the 1st Light Bomber Squadron to make ready. And I want eight Portos-class catamarans to deploy as well, to protect the Executor-class ships, as well as the Arkanis and Dolareo (OOC: Adrai-class air defense destroyers) and the Kazcex and the Lacvetor (OOC: Atlanta-class AEGIS destroyers). I want all ships ready in the next 24 hours."

"Roger that, sir." The General smiled, sat down at his computer, and typed a message to the Jamaican government.

To whom it may concern in the Jamaican government;

Too long has your nation been allowed to sit idle off of the shores of our shipping lanes, our canal, and our capital. The time has come to change this. We formally request your island's surrender to Federation forces by this time tomorrow, or military action will be taken. Should you surrender, you would be allowed to continue to govern yourselves, keep your culture and heritage, and not have any loss of life. Resist, and any and all actions deemed necessary will be taken to quell said resistance.

We expect your response by this time tomorrow.

I ask you to consider that - they may seem weak, but in reality, there is something more there. You must strike the first blow - after all, you are the stronger one, and with the element of surprise, a quick victory is imminent. Crush their navy, and you win. We can help to that matter - if the Federation is defeated, we can surrender to your nation as a protectorate - thereby retaining internal rights, but allowing you to do all else. This is to mainly ensure that tourism - which will be under your grasp - and thus boost our economy, but since we will also be paying taxes, yours. This is an opportunity to take a lot of land - because personally, English-speaking countries are of my preference.

In this time of military crisis, I am wiring 2.5 million dollars to an account in your nation. It is all of my family's heritage, as well as mine. If all goes bad here, I will try and escape to your nation - if that is possible - and take up a small home somewhere, and proceed into trying to get Jamaica back. The 2.5 million dollars, however, can be used as mercenary money, to hit the Federation as hard as possible. Obviously you would know more about this than me - but 2.5 million dollars is enough to create a lot of pain for them. Use it well - terrorism and the such.

OOC: How big is your military budget Amb, cause you sure have a lot of military hardware and even an aircraft carrier, I'm assuming it's like, very high?

"I am getting increasingly frustrated with this nation." The voice was directed to a large, pale faced man, who looked like he could work as an assassin, but was actually the speaker’s greatest advisor "They have so far taken two countries expecting the world to overlook. One, I will accept. I mean, it would be hypocritical of me to stop expansion considering the events our King has ordered in Mongolia. But, now this is unwarranted Imperialism, against a nation I am very fond of."

The voice came from the dark end of a small, box-sized room, that was dominated by a expansive desk made of fine oak which shimmered in the little light of the room. The hidden man was not only Governor of Huis (RL Thailand) which made him a powerful man and decision maker in that area, he was the King's Advisor for Defence, which made him one of the most powerful men in government - the Supreme Monarch actually listened to him.

He blew a puff of cigar smoke in an upwards direction. In the background the soft melodies of "No Woman, No Cry" could be heard, and the pale Advisor waited anxiously for the Governor to speak again - he was often unpredictable and unstable.

"Send them a letter, I will write it. I want this to stop."

OOC: Honako. my defense budget is approximately $40,808,960,000. (40 billion, 808 million, 960 thousand). This comes from 40% of my total GDP ($255.056 billion x .4 = $102,022,400,000) and then 40% of my government budget goes to defense ($102,022,400,000 x .4 = $40,808,960,000). So that's where it comes from. Most of the rest of my navy are small patrol ships, corvettes, frigates, patrol craft and the like, mostly for the canal.

OOC2: Fut, I'm going to need Jamaica's military stats so I know what I'm facing.

Allied-General Hames Kirkuten frowned as he read over Mendez's letter. Disrespectful twit for someone who was about to have his country squashed. He walked into the President's office.

"Sir." He saluted. President Ambrose nodded to him.

"What's the word, General?"

"War, sir, they have refused to surrender."

"Very well, commence preparations. Also, contact Schroeder Corporation."

"We don't need the help of any filthy mercenaries, sir."

"We have already accepted their help for the Puerto Rican conflict, why not use them here. We observe them, watch their tactics, better know how to beat them in the future."

"Yessir."

"Don't worry about the letter, General. I'll send it off myself. I also need to send one off to the word community, to make sure no one interferes."

"Roger that, sir. The forces will be ready within hours." The President returned the General's salute before Kirkuten turned on his heel and walked out of the office. Sighing, the President sat down at his computer and started writing.

Mr. Mendez,

I was saddened to hear of your decision not to accept our terms and ask that you reconsider. I respect your nation, its people and heritage, but you must understand our position. Your nation sits just a few hundred miles from our capital city, and is even closer to major shipping lanes that we control. This is an undesirable threat that we cannot allow to continue.

I again extend the invitation to join our Federation, be able to reap all the benefits that comes from doing so, and integrate your military with ours. In return, we offer you any and all protection from future aggressors, economic aid to get your country up to steam with other provinces of the Federation, and allow your province to keep all tourism monies that you make.

I ask you, leader to leader, to consider this offer very carefully, for the good of your people. Your government will not be harmed. Your infrastructure will not be harmed. Your people will not be harmed. Please, this is for the best for all of us.

If you choose not to accept this offer, I ask that you have any civilians living in or around military bases on your island to be moved. We wish for as few civilian casualties as possible in this conflict, though we hope that there will not be any need for conflict.

Greetings from the Federation. We require your unique services with another area in the Gulf of Ambrose-Douglas. We believe it safe to assume that Jamaica has already contacted you about our impending "aggression". However, we would like to strike a deal.

We will offer you $10 million to follow their plan, get your mercenaries into their country, accept anyone they want in exile, and then work for us. Assassinate any leaders who have come to you for refuge, assault their military and police forces, and work with our troops to secure victory.

Please note that this will only happen should Jamaica choose to refuse our offer for a second time. If that happens, and you accept, the money will be wired immediately to a bank account of your choosing.

We also expect you know that it is in the highest priority to keep the information contained in this letter confidential. Failure to do so will result in the revocation of Canal rights and the elimination of the Federation ever calling on the Corporation to do a job again. We trust you understand.

Esteemed world leaders;

We are sure that you have heard of the conflict currently going on in the Gulf of Ambrose-Douglas, and are equally sure that the nation of Jamaica has called on some of you for military aid.

We humbly ask that everyone remains neutral in this conflict. The Federation has chosen not to take sides in the current conflicts going on around the world, believing that they are matters of a national level, not a global one, and we ask that you offer us the same respect in this case.

To alleviate any fears anyone has about our military action, allow me to lay out plans for Jamaica once it has been integrated into the Federation.

1) Jamaica will continue to be governed by Jamaicans. All tourism dollars Jamaica brings in will be kept on that island alone.

2) Jamaica will be offered protection from all invaders in the future will all available resources at the disposal of the Federation military.

3) Jamaica will be given financial aid to bring its economy up to the standards of that in the rest of Federation, as well as reconstruction aid for any structures damaged or destroyed in the conflict.

4) Rules of War governing the Jamaican Conflict:
A) No civilian areas, including but not limited to, residential areas, schools, places of commerce, and civilian airports will be targeted by Federation military forces, unless the Jamaican military has placed soldiers or military equipment in any of the aforementioned areas, in which case, any civilian blood is on their hands.
B) Any civilians wishing to defect from their country will be granted their request. Medical treatment will be given if needed, and the civilians will be treated as Federation citizens.

We hope that these rules are acceptable to all. If you have any questions concerning the current conflict, please, do not hesitate to message me. Thank you for your time.

OOC: Not much. Around 2,000 troops at most, almost no equipment of any kind. I'd say really just rifles and standard grenades, etc. mostly American or British equipment. The real thing is going to occur when you try and occupy Jamaica. You'll get loads of resistance, and I think Honako might get involved.

OOC: A bit of OOC knowledge, my Governor is not the King or leader of Huis, which is Thailand. However, he is like the King's aide there, and runs day to day business. He does not speak for the Honakon Empire officially, though many people share his sentiments. He cannot declare war, though if the King gives him permission, which he may, depending on your response, he can use Thai soldiers and naval equipment to help stop you.

"...as for the situation in Jamaica, I'm sure you ten thousand gathered here all know that this has upset me greatly. I was born in that safe haven, a relaxed nation that has posed no threat to any country around them and sat quietly in it's ways. I will not stand for the pitiful excuses this "Federation" throw at the international community in an attempt to make what they have done more justified.

"If they were provoked like we in Mongolia we could understand their fight - but they were not. They try to throw us feeble attempts of saying that Jamaica will be "free" and keep there tourist dollars. Why not just leave this unthreatening country alone, they have done little to provoke you, you have little bad history with them. Your reasons for war are terrible."

Unfortunately, it is our policy at Schroeder to stay with a deal, and since the Jamaicans have come to us first, we must assist them. We can Logistically support you all you want, but it goes against every aspect of courtesy to swing back a deal, not to mention killing the deal maker. Like I said, logistically we can assist you all you want, but militarily it is unavailable in part because of the Jamaican deal and also due to the widespread demand of combat forces in Djibouti and Agnolia. I must apologize for the inconvenience.

We can supply you with weapons and bombs, but at the moment soldiers are unavailable. Amnesty is given to you and your gov't, including families of all listed, in the Territories. In the Territories you will be granted protection as well as the right to special privelages. You may do what you please once within our terrtories. The weapons will be sent via four fishing trawlers to a port of your naming. Notification of soldier availability will be granted when it comes.

While we know that Minister Tallon is concerned about the plight of his homeland, we wish to alleviate both your fears and his. We cordially invite both your Royal Highness and the honorable Minister Tallon to our capital city of Arkanis (RL Havana, Cuba), to witness the Federation's thriving culture, tourism, and to show that we do not "ignore our people in favour of large guns that can still not stand up to the threats around them," as Minister Tallon so eloquently put it.

If your Royal Highness and the honorable Minister would join us for a State Dinner at the Presidential Palace in Arkanis, we would be able to provide you with detailed plans as to the aftermath of the Jamaican conflict, the programs the Federation has in place to make the transition as smooth as possible for the average Jamaican citizen, and our military plans to limit or cancel out civilian casualties. Perhaps these would help to put your mind at ease?

Finally, as a gesture of friendship and to further alleviate fears that we are power-hungry and imperialistic, we invite Honakoan observers to be in Jamaica when the rebuilding/revitalizing process takes place, to ensure that we follow through on our promises and that no human rights transgressions transpire.

After the e-mail was sent off, Ambrose turned to his military aide. "Get Kirkuten on the phone. Tell him to clear a beachhead and land the first troops."

Federation Military Command Bunker (RL Guantanamo Bay, Cuba)

Allied-General Hames Kirkuten hung up the phone and immediately started barking orders.

"Get the ships out and ready for the operation. Tell the 2nd Airborne that they will be the second wave to hit the beaches and be prepared for immediate deployment. I want the naval beachhead established north of Kingston, and the Airborne beachhead established just east of Montego Bay. The President tells me the international community is watching this one extremely closely. Tell the bombers to only hit confirmed military targets. Tell the soldiers that if they don't know, don't shoot. Ask questions first, shoot later with this one. Once they get the beachhead, fortify it and don't advance until we get the go-ahead from the President. Now move!"

FMC Naval Base (RL Guantanamo Bay, Cuba)

The Jamaican Invasion Fleet, as they were coined, set sail immediately. The flagship was the FNS Kazcex, an Atlanta-class AEGIS destroyer. Her sister ship, the FNS Lacvetor, was heading out as well. Two Adrai-class air defense destroyers, the FNS Arkanis and the FNS Dolareo, would be on the lookout for any planes or their missiles headed for the taskforce. The main bulk of the fleet was in the Executor-class support ships, which carried the nearly 3,000 Marines and their equipment. These ships were the FNS Executor, FNS Assault, FNS Yankee, and the FNS Patriot. Finally, close air support would be provided by eight Portos-class close air support catamarans, named the Federation, Kirkpatrick, Meditation, Alamo, Ego, Pluto, Integrity, and Truth.

FMC Air Base (RL Santiago de Cuba, Cuba)

Engines revved and roared as all assortments of aircraft prepared for take-off. Nearly half of the 2nd Airborne Division would be airlifted in to secure a beachhead east of Montego Bay. Forty-eight ATTP-102 "Big Momma" transport aircraft would take them in, escorted by an assortment of IF-4 "Phoenix" interceptor/fighters, MGF-8 "Gorilla" multi-role ground fighters, and LAB-14 "Dog" light bombers. The total troop allotment of the first drop would be four thousand eight hundred ninety six (4,896), the same with the second, and the third would be bringing in the remainder of the troops as well as some heavier equipment, if need be. The operation was finally underway.

Troops, at this time, would only be wasted. I do not expect to win this war - however, resistance is a tactic I will be using. I require from you many explosives - both big and small, of any kind. We already have enough weapons and ammo, and the rifles themselves are okay - the upgrading of them really won't matter in the long run. I again thank you for your support.

The orders were given to prepare for war. The 2,000 Jamaican troops were called to duty, and they were spread out across the island, careful to house themselves sparingly in civilian areas, with only a few Jamaican's manning the military fortifications. Several main beachheads were fortified, and a few old mines were placed - tourism was as always - for Mr. Mendez knew of the humanitarian way that the Federation was to try and conquer him, and the people's of nations all over the world were here, and the Federation could potentially injure them. All along the beaches, people were basking the sunlight, enjoying the warm water, and cool breezes. Mines were placed only on the beaches where tourism was prohibited.

In the urban areas, Jamaican troops lightly fortified their positions, after which they also concealed the fortifications. Thousands of spots for perfect ambushes were placed, and the people were also informed of the invasion - and thereby prepared to lead the resistance. Caches of weapons, ammo, and explosives were placed around the island, so that the Federation could really feel what resistance was.

Four miles off of Jamaica

The four fishing trawlers slowly chugged their way to the Jamaican coast, in mid daylight. They were registered to the Azures, and looked a little out of place in the desolate waters. The leader of the group expected a Federation search of the trawlers after passing two frigates earlier, but they were prepared to elude the searchers of what was on the boats.

President Ambrose looked over the message sent back from Honako. "So... they won't send us the king, they'll just send us the guy who is complaining about everything. Very well. If they want to make this hard on us, we will rise to the challenge. Make ready the city. I want a double-full honor guard for when the Minister's plane lands, full dress. Find out the Minister's favorite dish, if you can, and prepare it for the state dinner. I want everything looking our best. This is the first foreign official to come to the Federation in decades, and we need to make a good impression."

Whenever the Minister's plane gets there, Arkanis International Airport

Two full honor guards, two hundred fifty troops in all, representing the Federation's army, air force, and navy were lined up and waiting, all in their pristine dress uniforms, navy is navy blue, air force in black, and army in white. Half the troops held flags and lined the red carpet that was laid out in preparation for the Minister's arrival. The flags alternated, one holding the flag of the Federation, the other holding the flag of Honako, and so on and so forth. President Ambrose, Premier Christopher Benson, Ambassador Benjamin J. Douglas, and Allied-General Hames Kirkuten stood at the end of the red carpet, waiting.

Sailing towards the eastern tip of Jamaica

Upon careful consideration, the naval beachhead had been changed from northern Jamaica to eastern Jamaica, to start in a corner and work their way out. They had chosen a beach where tourism was prohibited as to minimize civilian casualties. Commander Jacob Michaels stood on the bridge of the FNS Kazcex, scanning the horizon. No shore embankments could be seen. Still, the Federation knew that Schroeder Corp. had been contacted by the Jamaicans, and that made them cautious.

"Get the S/VTOL fighters in the air and tell them to bomb that beach. If there are any mines, that'll destroy them. Tell our Marines, when they get on shore, to crater hop. We know those areas are free of mines, and therefore, safe. Move."

Twenty four SVTF-11 "Steve" S/VTOL fighters took off from their close air support catamarans, armed with assortments of 500 pound bombs to pepper the surface of the beach. Each "Steve" fighter carried seven of these bombs as they raced towards the shore, ahead of the Marine landing craft, launched from the Executor-class ships.

The first pass the planes made was to see if there was enemy ground fire. Encountering none, they whipped around, coming in low and slower, starting to drop their bombs, clearing paths for the Marines. Not even releasing half of their load the first time, the "Steve" fighters pulled back around and made another bombing run. Saving their last bombs for any positions that needed help with, the fighters pulled into the air to provide air support as the first boats reached the shore.

Flying towards northern Jamaica

The target for the airborne drop was actually a tourist beach. With no naval support, they needed all the advantages they could get, including the element of surprise. IF-4 "Phoenix" interceptor/fighters and MGF-8 "Gorilla" multi-role ground fighters suddenly streaked down out of the sky, passing over the beach at as little as a thousand feet for the interceptors, and only a couple hundred for the "Gorillas". The pilots could see the terrified faces of the tourists, but not a shot was fired or a bomb was dropped. As soon as the planes were clear, the ATTP-104 "Big Momma" began their airdrop.

Almost 5,000 parachutes filled the sky as the men of the 2nd Airborne started descending on the beach. Their SM-24 rifles were out and ready, though they would only fire if fired upon first.

IC: "Captain, the Federation Navy seems to be ignoring us."

"Perfect! Radio the Jamaiacan contact and tell them to meet at the spot."

The trawlers began to move to a nice hidden cove that they planned on meeting the resistance at. Once they arrived, they moored themselves to the jungle-covoered docks and waited for the freedom fighters to arrive.

Invasion Beachead

The mines were eradicated, and the first line of defense gone. All along the beach, under heavy forestry, and from inside occupied civilian buildings, Jamaican troops took refuge. They were given food and water from the families living in the houses, and so the troops were ready to fire upon the Marines as they waded through the water, and on to the beach. The mines were gone, but the beach was still to be taken.

Paradropped Beachhead

The Federation had produced the desired effect - the beach became a turning mass of roiling bodies. Jamaican troops fortified the ways out of the beach, making it nigh impossible to get away from the troops. There were hundreds upon hundreds of civilians screaming, running, falling, and doing whatever else they could. It was going to be a long day, as the paratroopers attempted to get up the beach without a shot fired on the civilians. Jamaican snipers took careful aim and fired away at the troops - even if my misschance a civilian was hit, who would be responsible but the Federation?

Ikju, the leader of his squad, was nervous. Already Federation troops were landing on his homeland. His orders were to pick up the required explosives, and hand over the money. He finally caught sight of the cove, and signaled to his men. When they entered, he came up to the nearest man in charge, shook his hand, and asked, "How much was this again?"

I only need know which account, and I will do the transaction immediately - but here is 1.5 million as a start." He handed over a suitcase, with, as he said, 1.5 million's worth of money. Then, he turned to his men. "Get the jeeps, getting this stuff to where we need it might take a while."

Governor Tallon was not impressed. Though, he was at least pleased with the effort.

He walked to the end of the red carpet, and stuck his hand firmly out for the greeters to shake, before saying, in his Jamaican accent infused with a French twang, so to speak, his face still cold and with a look that showed he did not trust these people.
"Good day. Let us get down to business."

He was annoyed already - they had begun military operations in Jamaica, and his Aircraft Carrier and various cruisers had already made waves in the ocean path between Honakon and the Federation, encase of a strike.

President Ambrose was the first to shake the governor's hand. As he shook it, he also bowed over it graciously. The other three men's faces all registered a look of surprise, but they did the same as they shook the governor's hand as well. Smiling warmly, the president lightly put his hand on the governor's back as they walked to the presidential limo waiting for them.

Once they all were inside and the limo was driving away, President Ambrose spoke first. "We regret that the King himself could not be present for this meeting, but we are glad that his esteemed governor and counsel has decided to come." He spoke, trying to break the ice. Upon hearing and seeing no response from the governor, he decided to dispense with the pleasantries.

"Alright, look, Governor Tallon. We understand that you fear for the plight of your homeland. But we ask what your government and His Royal Highness would do if Cambodia were to harbor pirates that attack ships that trade with you. Surely you would not allow such transgressions against the state to stand, would you? Now, we have been lenient for many decades, but enough is enough, governor." The President paused for a moment before continuing again.

"As of this moment, no Jamaican soldiers or civilians have been killed, and we'd like to keep it that way. As a gesture of goodwill, we will stop all military action against Jamaica and work towards a diplomatic solution to incorporate them into our Federation, on the condition that the government will no longer allow pirates to operate from their ports and work with us to stop piracy in the Gulf of Ambrose-Douglas. Would this work for you and your government, Governor? General Kirkuten can call off the operation the moment you say the word that you will speak with the Jamaican government and get them to agree to our terms."

OOC: We'll consider this going on during the first landings, shall we, just for the sake of continuum. So... no military postings for a day or two maybe.

Governor Tallon paused for a moment to consider what the Federation President had said. After a minute of awkward silence, he simply said what he felt - Tallon never lied.

"This country, young sir, is my homeland. I have received no reports that they harvest pirates, and even if they do, I highly doubt the government has any say in them. And again, even if they do, there are ways of diplomatic pressuring countries that Honakon would gladly do without having to "incorporate them into our Federation" as you say. To me your excuses are simply just hiding behind a desire to expand your country, and make yourself more powerful - and Mr. Ambrose, every country does it, Honakon has, Futuris is currently, as is Shakal - you merely wish to expand and have come up with an excuse which although may please most in the international community, in reality is not really serious enough to warrant military action."

"However, there are a few things that may make overlook military intervention - firstly, I want your plans for Jamaica, I don't want you to make it into an industrialized nation and ruin its culture. Then, I desire your assurance that Jamaica will not be exploited - I will go into relations with Jamaica and urge them to reconsider their surrender policy if you do this. And thirdly, and most importantly, I wish to monitor your government by two means - firstly, I would like a Honakon Committee to be present - this committee will report back to me, and have no power in government, but the power to tell me what you are doing, or planning to do if it is major. And secondly, a small military base - not one to hold an army, maybe one thousand at most - to keep Jamaica’s interest safe and again to monitor. This base could also lead to the signing of an anti-aggression pact between our nations to make you feel safe with a base on our lands, which could be broken if either us attacks each other, an ally, or commits atrocities in Jamaica."

“Until we meet a conclusion, we would like you to halt your military attacks. Also, this will merely mean we will not defend Jamaica and will join talks for them to surrender, but we will not assist against them.”

The Governor smiled, and waited for his answer.

President Ambrose turned to both his Premier and his Ambassador and then smiled slowly and motioned a hand towards General Kirkuten. Frowning slightly, the General grabbed a phone the side of the limo and hit one number.

"Hold operations." He spoke quickly and then hung up. "You have your cease fire, Governor." He nodded to the president and leaned back. Ambrose inclined his head to him and then leaned forward.

"Our plans for Jamaica, Governor, are pretty much to leave it the way that it is. We would offer them economic aid to bring them up to speed with the rest of the Federation economy, of course, but each island and province of the Federation is fiercely proud of their culture, and we feel one of our greatest assets is that we are able to mesh all of the culture, not forcing anyone to change theirs. Jamaica's main resource is tourism, and we'd be insane to change that. No, your homeland will remain as you remembered it."

"Do not worry." Premier Benson chimed in. "Arkanis (RL Cuba) is our only industrialized island." The President nodded to his Premier before gesturing to his Ambassador to continue.

"Jamaica will in no way be exploited, Governor." Ambassador Benjamin J. Douglas spoke, smiling. "As a young, small nation, we wish for the world to see that we welcome those who join our ranks with open arms, and that they are accepted into our family, not that we subjugate them and persecute them. Who would want to join then? You have our solemn vow that if Jamaica joins our Federation, they will be as free, if not freer, than they were under their sovereign rule." President Ambrose nodded thanks to the Ambassador and then turned to the Governor again.

"As for the third point, I do not foresee that as a problem. We would welcome Honakoan inspectors in Jamaica. The military base would be the decision of General Kirkuten." The president turned to his ranking military general. The General stared at the governor for a moment before shrugging.

"Details would have to be worked out as to what sort of equipment would be there... obviously nothing except aircraft that could hit Arkanis, so not ballistic missiles or anything of that sort. The non-aggression pact would have to be in place before the base was put in, and we would want a clause that in the event that such military action against allies or each other did occur, the base would be deserted and not used against us. Safe transport for the troops would be given, of course, but equipment would be confiscated unless it can fit on a transport aircraft." The General leaned back and blinked, his indication that he had nothing more to say. President Ambrose took the lead once again.

"Does everything presented before you sound acceptable, Governor? Or is there something that you would prefer changed? As stated before, we wished a peaceful resolution in this conflict from the beginning." The President looked at the Governor and silently waited for an answer.

"And we have one final request - in case of nearby war against nations other than yourself we ask that we can move military ships through your canel. Also, we request free entry through the canal at all times, however I believe we already have that, or something similar."

"The reason we asked for a removal of military in times of war is because we did not want your troops to be immediately in the line of fire with equipment sub-standard to what they are used to using, such as aircraft with missiles and the like. We suggested the free, unmolested transport of your troops from the base should war ever happen, if you have a different solution, please, name it." President Ambrose said, tapping a finger to his ear quickly.

"As for transportation of military craft through the canal, conditions would certainly apply, such as who the war was against and why the war was being fought. Further, all ships around the world currently have free transportation through the canal, however, anything we promise here won't have much, if any, bearing once the new president takes office, who will be Charles J. Turian. He's mentioned he wants to tax ships for using the canal, so you'd have to speak with him about that."

The mentioning of taxing ships worried the Governor.

He spoke again. "We will agree to all conditions here, though as for the base we demand that we are allowed the transfer of all equipment which we desire freely in times of war. Also, the idea of taxes worry us. If, say a treaty or contract is signed agreeing to the things we have discussed here and no taxes on the canal for a time limit or forever, we can conclude this and you may advance."

Other than that, no war materials pass through the canal, from any nation, at any time. Period." The President spoke, looking at the governor. "As long as I am president, I will not have my citizens live in fear because we allow warships to pass within hundreds of yards of their homes."

"As to a treaty, however, we would be agreeable to that. No taxes on Honakoan ships for at least the next fifty years, with a clause that the governments at the time when we are forty-five years into the treaty must negotiate a new one set to take effect after this one expires? Does that sound reasonable to you?"

We will help you in talks for surrender and not intervene in exchange for your legal guarantee you will not mistreat the citizens, a Honakon Committee to check your decisions will also be present. Then we will have a military base of no more than one armed and fighting trained thousand men and no ballistic missiles - these could be the only restrictions - and we will be allowed to transport all equipment we desire from the area back to Honakon in times of war. We will agree to a conditional non-aggression pact, which can be cancel when we wish though we will give good reason if we do, and in exchange we will not move military ships through your water for a fifty year free access to the canal."

"If we are in agreement here, my lawyers will draw up the document."

He knew that relations between the two countries would not improve, but at least the treaty would deter any attacks on either side.

The President leaned forward and extended his hand to the Governor. "Governor, you have got yourself a deal." He said, smiling broadly.

General Kirkuten nodded in agreement before picking up the pone again and starting to tell his commanders in the region the news.
