The Noble Enemy Anti-Indignity Treaty Organization, or NEATO will now hold its first ever conference. This organization, which is not an alliance, will be formed in order to put a stop to some of the preventable brutalities in warfare. The points of the actual treaty will be discussed and determined at this conference. By signing the treaty, nations will agree to conduct warfare in an honorable and dignified manner.
Treaty components up for review:
Ships of war, military aircraft, and vehicles will be visually marked in someway identifying the nation that it is from. Military personnel shall wear uniforms or identifying marks of some kind. (does not include paramilitary forces)
Biological weapons based on communicable diseases will not be stockpiled or used at all. No biological weapons will be permitted to be used to poison civilian food supplies.
Prisoners of war will not be executed after they have been taken prisoner.( No provision addressing the shooting of surrendering troops)
Intentionally destroying life rafts that have been launched from a burning or sinking warship is prohibited.
IMF/Red Globe vehicles, personnel and buildings will not be targeted or attacked under any circumstances. (International Medical Federation, lead by Jarridia and ViZon)

Field Marshall Seville took one last look at the chamber that had just been prepared for the NEATO meeting, and turned to walk back to his waiting limo. He would meet as many foreign representatives as he could, as they landed at Navira International Airport. The Phoenix Milita's navy was out in full force, but the Air force and Army was keeping a low profile. Most of the security was contracted out to Phoenix Dynamix Security Division, who were experts at keeping a low profile. Food trucks were dropping off the supplies for the grand buffet that would be served for dinner after the signing and gardeners were making last minute preparations to the grounds in front of the building that the meeting would be held in, and along the route the motorcades would take from the airport. At least five nations were expected to send representatives, but last minute guests were expected as well.

Seville listened carefully as an aide whispered the names of the nations that had just informed the government that they are interested in the treaty. He marked them off on a list he had written out on his PDA. The conference, which would finalize the details and wording of the actual treaty document would begin soon.

Deputy Prime Minister of New Brittonia Mohammed Javaid was at the airport. He came here not to make alliances but to prove that war must be treated fairly. New Brittonia was a neutral nation, a non-belligerent, so that was his reason. If war happens, then these rules must be followed. Javaid waited for the man as he bought a Diet Mountain Dew from a vending machine.

Field Marshall Seville hopped into a J-Jeep that had been modified to drive on the tiled floors of the airport, and went over to meet the Deputy Prime Minister. He hopped out and went over to introduce himself.

His Majesty the Vice President Lewis ((first cousin to "President" Lewis)) steps down from his blue and gold private jet onto the tiled airport floor. Startled to see a Jeep driving across the airport he felt he truly was in the right place. Who else would drive a jeep across the floor of an airport than the lease of Phoenix Militia. He began to make his way toward where the jeep had stopped by a man Lewis did not recognize, accompanied by his security detail.

"These fine gentlemen will escort you to the hall where the conference will be held, please follow them. I'll be joining you in a little while but I have a few things to take care of first". the Field Marshall said while climbing back into the J-Jeep and motioning towards some members of the diplomatic corps who were standing by to bring the representatives to the chambers.
Field Marshall Seville revved the engine and started towards an approaching group. Once he realized it was a government official, he slipped into neutral and rolled the J-Jeep slowly towards Vice President Lewis. When he go about 10 feet away, he came to a stop put it in park. Seville hopped out and made his way over to welcome the Vice President and give the introduction as he had a moment earlier.

"Ah, Navira is beautiful as ever Field Marshall Seville" said the Vice President, giving the customary bow "I remember it from my younger days when I could visit places around the world without an escort of security, but alas freedom for my country has meant a little less for me!" Lewis chuckled, then he cut himself off short. "Im sorry, where are my manners?" The Vice President extended his hand as he had only just remembered that this was the strange custom the Phoenix Militia used to greet one another. Though many countries he had visited used the handshake, it was still odd for Lewis to use as a greeting, as in his country it symbolized a bond of trust or an agreement. "I am Vice President Lewis of Colony West."

The HSST whined as it shut down, stairs at the ready to allow it's occupants to exit. On board was Chancelloress Santina Verona-Barron, and Chair of CDAW General Conrad Strom.
Having seen Christine Friedrich off not two days previous, they had rushed to be ready for this conflict. Shivering in the wind that blew across the tarmac, they awaited the man that was to greet them...

Field Marshall Seville excused himself and passed off the Vice President to a group of aides. He got a text message indicating another delegation was waiting for him on the tarmac. He climbed into his J-Jeep and took off down a corridor, turned right and went through a terminal. The terminal had a ramp which dropped down, and he drove right onto the tarmac and over to the plane that had come from Pan-Arab Barronia. He thought he saw one of them shiver, which was strange since it was a sunny day and 88 degrees F... probably a few degrees warmer on the black runway... He came to a stop and hopped out, most his entourage remained seated in the back of the J-Jeep, but his right hand man and body guard stepped out beside him.
"Welcome to Navira and The Phoenix Milita. I am Field Marshall Maximus Seville II, leader of The Phoenix Milita and host of this conference. "

The Corbournnian Airways jet landed softly on the steamy runway, gliding to a stop as it approached the rear end of the HSST. Stepping off the extended stairway was Field Marshal Benjamin Shockey himself, dressed in his customary uniform adorned with military decorations. He was not usually one to travel to far-off lands and foreign destinations, but he had been ordered to go due to his rank, which corresponded with the leader of The Phoenix Militia's.
Duxapudaequus Giffin arrived in his helicopter at the airport. Not having arrived at the tarmac with the rest he expected that he might not get the chance to meet the Field Marshall before the conference, but that was alright as he already knew the way to the conference center they would be using. He stepped out of the helicopter and into the waiting dark blue Phoenix Slimline Sedan he had rented from a local Phoenix Dynamix Motors dealership. He got into the passenger seat with one security agent driving and two more in the back seat and with his chief of staff and two more security agents following in another sedan, this one red.
Then they arrived and entered the chamber.

The Azure, Yellow, and White Cookeslandic jet carrying President Alan Foxswift landed on Navira International's tarmac rather smoothly. The President walked down the steps on to the tarmac a little shakily saying "ugh I hate flying..". The secret service followed him as he went to where the other members of the delegation were waiting.

"A Field Marshall, you say? Unusual title for a leader, is it not?" Santina looked puzzled. "No matter. And where are my manners? Santina Verona-Barron, Chancelloress of Pan-Arab Barronia. This is the Chairman for the Council for Defence and Warfare, General Conrad Strom. A pleasure to meet you. It's certainly good to see a treaty which allow us more...civilised nations to take war to a proper and dignified level. At any rate, I'd rather be in a warmer atmosphere...it's hotter back in Barronia, and the HSST is kept relatively warm for us."

Field Marshall Seville introduced himself to Field Marshal Benjamin Shockey and exchanged pleasantires for a few moments before passing him off to a high ranking aide. The airport scene was getting hectic as more diplomats were arriving. He tried to make his way over to Giffin's party, but watched with puzzlement as the Uphaus representative ducked into a vehicle. Seville continued on to meet with President Alan Foxswift, and introduced himself again. It was all very trying for the Field Marshall, who never liked international meetings in the first place. He was looking forward to starting the conference.

Field Marshall Seville II saw that it was time to move into the conference room and so left his J-Jeep for an armored limo and proceeded in a small motorcade down the beautifully landscaped path leading to the conference center. The federal police were out in full force, keeping protesters from view, so it all seemed peaceful , a perfect day for a treaty. Once his motorcade arrived, Seville hopped out to a small smattering of government approved news reporters, who snapped photos and shouted for the Field Marshall to give good poses. The Field Marshall smiled once and then rushed up the steps into the air conditioned building, his entourage close behind him. Hors d'oeuvres and drinks would be served in the grand lobby before they would move into the chamber and get down to the business of signing the treaty. The Field Marshall sampled a few hors d'oeuvres and wandered around to make sure that everyone was getting in ok.

The Chancelloress and the General had finished answering to the few questions the press had, one of which being "who are you?" Barronia not being particularly outspoken in world politics, it allowed for a very quiet Foreign Affairs ministry.
Waiting for the conference to begin, they waited in the entrance, growing more accustomed to the warmth of the day.

Field Marshal Shockey's armored limousine followed Seville's motorcade. He was not one for the press, so he just pushed his way through the crowd, keeping a straight face and not once glancing at a reporter. The central air system in the building felt good, and, as Benjamin was hungry and thirsty, he reached for some hors d'oeurves as well as an alcoholic beverage.

President Foxswift looked around at the lovely building where the conference was to take place. As his limo followed the motorcade of delegates that were going to the center. As ignored the media and various protestors as they came to the conference hall.
He was eager to start the conference as soon as possible but also wanted to better know some of his fellow world leaders. As he walked over to where the refreshments were the thoughts of the recent collapse of GASN and the apparent "new era" of world politics. "Will we the signers of NEATO influence the world to follow our example"?

Field Marshall Maximus Seville II didn't wait for everyone to enter the chamber but instead jogged ahead and took his seat near the back of the room. In front of him was the circular, or donut shaped table which had a low reflecting pool in the center. The reflecting pool was lit by skylights and accentuated by tropical plants and vines that climbed from the 2nd level all the way up through the skylight to the roof. He poured himself a glass of water and organized his papers as he waited for everyone to move from the lobby into the chamber.

Despite the fact that only New Brittonia, Corbournne, Cookesland, Pan-Arab Barronia and Colony West have RPed their entries at this point I am now assuming everyone else has entered the chamber and has sat down, so we can get on with it.
Uphaus and Vetalia you can just go with the flow or edit your earlier posts to include your entrance into the chamber.

"May I have everyones attention please." he said as he pressed a button on his pda, which caused a screen to drop down and displayed a NEATO Logo.
"We are here today to spark a new era of humanity, before we begin, I would like to propose a toast to all of those that have suffered needlessly in the countless wars that have plagued the world for eons."

When The Leader found out about her lateness, she was sure quite a few disapproving words would be sent her way. Together, he and Santina raised their glasses. "To those who suffered needlessly, and may they be ever remembered!"
Santina turned to Rashida, her voice low. "Nice to see you, better late than never.... I trust the Chancellor is doing well?"

Now that we are all here I think that we should jump right in and look over the articles of the treaty. Seville said as he pushed a button and the power point presentation displayed the first item.

This one is pretty self explanatory, and it is usually taken for granted but we must remember there have been cases in which nations have fought without identification, usually for devious purposes. Does anyone have anything to say about this?

“We in Al Khamali have been firm supporters of this concept for centuries. We still require our regiments and companies to carry their standards into battle, and our officers still lead from the front brandishing sabres’ whilst missiles filled with more silicon than explosive fly around them. Due to a tradition of regular warfare with our neighbours we developed rules for our wars. We have fought as ladies and as gentleman in any conflict since, with our belief in honour strong enough to forge iron on.
But as my Barronian friends remember, we know the grotesque horrors of a dishonourable war with the recent Tunisiana Uprising. The Arab Bolsheviks, without uniforms, without honour, poisoned our civilians, and turned those of Barronia either to molten fat or irradiated corpses! I ask what do we do with the cowards who hide their colours and skulk in the shadows?! Should the Treaty allow us to execute them as spies? As criminals against humanity?! I think we should.”

The Marshal makes an interesting point. While I think executing enemy soldiers for not wearing marked uniforms as this specific provision calls for is ludicros to the extreme, even violating another provisional article of this treaty forbidding the execution of POWs, I believe he was talking about the specific case with the Arab Bolsheviks. Their actions were clearly terroristic, and I beleive that any terrorist, wether in uniform or not, should be exmpt from the protection afforded by the uniforms, that is they will not be considered POWs at all. As far as the uniform, Colonial troops already wear uniforms with insignia altered form those of our former Mangudai overlords. Therfore we already comply with what this provision calls for specifically.

As such, we second the suggestion that terrorists be excluded from the definition of "Prisoner of War", as do all captured soldiers who do not have insignia.
For uniforms, we maintain that all units have some form of insignia on their BDU, although we do not head for such antiquated methods as carrying standards into battle, ha ha."

Can we re-write this rule so that it also covers pilots who have bailed out of their aircraft? And also, how does the matter apply if a paratrooper is stuck with his parachute caught in a tree? Should the treaty have them treated as normal combatants until they surrender? We in Khamali leave that up to the imitative of our field officers, so we cannot accurately give precedence.”

"No, I can not agree with the honourable delegate from Pan-Arab Barronia," the Vice President said, "While we are all signing this treaty and agreeing to give our soldiers unifroms and our weapons markings, it is for the purpose of ridding war of its more barbarous attrocities. As such it would be counter productive to deny soldiers treatment as POWs simply becasue their government does not issue them uniforms or insignia. As an alternative I suggest adding a provision that considers a soldier without uniform acting in a non-combat operation behind our lines or on our soil, whichever wording would best please the delegates, to be treated as a spy and deny POW designation to both spies and terrorists. A soldier participating in a combat operation is certianly not using his lack of insignia to sneak around and be deceitful, for he is in combat as is anyone with an insignia. Furthermore, we shall not confuse our soldiers with theirs if they do not wear inignia because we are all agreeing to wear insignia. As such I think in the interest of civility we must uphold POW designation for as many combatants as possible.

"There seems to be concern that some governments would not provide their soldiers with uniform or insignia, but in those cases, the least we could require is a banner or flag to be flown by a unit, identifying the nation to which the forces are loyal. Those who do not wear uniforms or insignia of some kind-- only one or the other is required -- should not be treated as POWs. Unorganized militia, mercenaries, roving gangs of gunmen, terrorists, looters and rapists should not be afforded the same rights as conscripted or volunteer soldiers of a nation-state. We can not trust the above groups to obey Law of the Land warfare, and we can not, in good faith, hold governments responsible for the actions of unlawful combatants. Those that would fight under no banner, wear no uniform, or bear no insignia would be able to commit atrocities with anonymity. If captured I believe that these elements should be held as unlawful combatants and given a bench trial or something to that effect and either sentenced to incarceration or execution. That is of course only if they are caught in the act doing something unethical or committing a war crime.. If captured while just going about their business or during a conventional attack they should at least have their weapons stripped and forcibly relocated out of the combat zone as refugees and at worst held in the same manner as POWs but without the rights of them." Seville said in one long breath.

With regards to the Khamalian Marshal's (oh my, this shall get confusing) statement, we feel that in the case of a pilot of a downed aircraft, the same rule should apply as with liferafts. A paratrooper, however, is a different matter. Rather than being forced out due to technical difficulties, the paratrooper has been instructed to jump with an intention to commit an act of war. With that in mind, he/she should be treated as a combatant until surrender."

Field Marshal Benjamin Shockey finally made his presence known by speaking, "I agree with the delegate Pan-Arab Barronia. However, a paratrooper is in a difficult circumstance to be able to surrender. If he is in the process of landing with a large group in front of or behind enemy lines, he should be allowed to be shot, but if he or a group is isolated or surrounded, they should be treated as POWs. As for the issue of insignia, it should be required, but civilian fighters should be exempt from any penalties for lacking it."

Judging the numbers of the enemy on the battlefield is no easy task, and remember, merely being outnumbered and surrounded doe not mean your enemy has any desire to surrender. The only time any enemy combatants should be treated as prisoners of war is when and if they actively surrender. A white flag, and hands held clearly without weapons in them, that is the only time armed conflict should cease.”
She continued on in an irritated articulation “Additionally, the term ‘civilian fighter‘ is an oxymoron. A person is either a civilian or a combatant. The two are to be treated very differently, and have to be clearly defined if war can be maintain a shred of honour. Civilian combatants are classified as terroists or spies in our books, and are treated as such. As Barronia has seen, we do not make bargains with those who skulk in the false security of civilianship. ”

We must differentiate between those who would conduct illegal combat-like activities for their own benefit, and those acting in defense of their own nation. Such a civilian surely must make an attempt to display his/her loyalty to a government; either by flying a flag, wearing one or some kind of uniform or marking. The silence mongst the other delegates was awkward. Rashida sighed and made a break to start the discussion again. “If the civilian is attacked, than they have a right to fight back. But only then. Otherwise civilians should remain civilians, and keep away from the firing lines.
But we also have to address the issue of paramilitaries. They are indeed civilians in a manner and not part of the organised military, but at the same time they don a uniform and are often supporters and/or members of the ruling political party of the State. We believe they can be considered as other combatants. We certainly did with the Red Peoples Militia during the invasion of Tunisiana.”
