Droskianishk Diplomatic Message to the World
Today it is the pleasure of myself to announce that all nations wishing to ship through the northern Canal of the Middle East (Suez) will have to pass through Droskianishk Checkpoints in either the Southern Arab Provincial Port or the African Provincial Port (RL Yemen or Somalia) or risk being boarded and captured. There will be a small fee required by ships passing through these areas (1% of each individual ships cargo trade worth).
President Abdullah
SIC:
Foreign Office HQ, Jabero
"They wish to charge us to pass through!" Kennis, the Deputy of Foreign Affairs blurted out.
"Yes Sir, 1% of the total worth of the shipping goods - that could be a lot" A small, deep voiced man replied.
"The bastards, we have friendlier nations who use that canal...however we cannot get past Yemen! They are a poor country; this might be their way of asking for money!" Small amounts of laughter were heard around the room.
"We shall not abide by these rules for long...send a message to them requesting that we are allowed through, ask them for whatever they want. If all fails, we will just have to continue ignoring these checkpoints..."
To The Honourable President Abdullah,
HRH King Nicolas R. Dubois and his Advisors wish to know if they can perhaps strike a deal that means we do not have to pay these tariffs to travel through. As you can see, this could make trade to European nations via these shipping routes expensive, and possibly see hostile relations unless it is halted between you and a number of Asian nations, so we wish to know - this is not a bribe, but what would it take for you to remove these tariffs for us...?
- HRH King Nicolas R. Dubios,
Supreme Monarch and Ruler of The Honakon Empire
- Mrs. Catherine Kult,
Advisor for Foreign Affairs of The Honakon Empire

Though our two nations have not gone much further than the customary exchange of embassies, Leader Jean-Marie DuBois would like to request that the Animarnian Government allow the Nationalist Realm's companies to transport its goods over your lands. We can provide our own fuel.

Marxikhan supports this fully. We understand the need of protectionism in trade. If you need any economic, military or political support, let us know.

Official Corbournnian Response
Leader Jean-Marie DuBois is glad that you are far more reasonable than your neighbors. The Freight System should be fine for most products. However, the land trucks may be necessary for some of our larger shipments, and the aircraft for those that need to be quickly transported. Again, our thanks for your cooperation in this matter.

Honako will be rid of this tarrif if they invest $10 Billion dollars a year in the economy of Droskianishk, or agree to purchase the equivalent in oil.

Your nation is the most economically powerful in the world, and Droskianishk is a very weak nation, for your nation to use such force to bully us would not look good to the international scene.
Minister of Foreign Affairs Mr. Kalied
Official Granatian Response
We are infuriated at this attempt to regulate trade through the Red Sea. Trade through the Red Sea has always been free and unopposed. This is a slap in the face of the Global Economy. In accordance with our beliefs, we will not be paying the Tariff and any attempt to board/seize our vessels will be taken as act of war. You have been warned.

OOC: 2 issues. If you don't control Egypt you can't tax the Canal. How do you know the people passing aren't going to stop short of the canal? You can tax them for going through that straight, but not the canal. Also, enforcing this will be a tactical nightmare. If you insist, I will have some fun with this.
Prime Minister Costel Nechita is not slow to add Bulgia's voice to those already crying foul over Droskianishk's transit fees.
Nechita claims that taking 1% of a cargo's worth will be impractical and lead to corruption and inefficiency. Bulgian vessels belonging to private companies have already begun grossly under-stating the value of their cargo, and one tanker carrying oil from the Middle East claims instead to be selling fresh water to the dry lands of Western Asia and East Africa.
How, asks Nechita, do the Droskianishki authorities plan to deal with these problems? By boarding and inspecting every vessel in the daily convoys through the canal? This will be incredibly costly and will surely slow trade and damage the global economy.
Bulgia is already threatening to place heavy tariffs upon Droskianishki imports in response to the new policy.

When Bulgia begins to purchase items from Droskianishk, then will Droskianishk fear their hollow threats. Inspection of cargo ships will be random, those which do not check in will be fired upon from banked guns.

Free Droskianishk News Report
Today after a week of preparing for inspection and reception of ships in the Strait of Nikako (ooc: Between Yemen and Somalia). President Abdullah has taken a large amount of flak for this trade policy and today after signing the Shipping Lanes Act into law he had this to say:
"Ladies and gentlemen of the world, over the past week Droskianishk has taken a large amount of flak from the international community over this new trade policy. But when has Droskianishk told these nations what to do in their waters? Droskianishk has every right as a nation to decide what happens within its territorial waters. Simply because Droskianishk never before has enforced a trade policy such as this does not mean that it is in its right to do so. This new REPUBLICAN government will work for its people and this is its first act in that service."
For all this loud talk however there was a provision added to the act, these provisions include that allies (in this case most likely in regards to Animaria) or certain products will not be taxed (such as oil). Another such provision is that if a country invests $10 billion annually or signs a trade deal worth the same to the nation will also be free of the taxes.

Verywell, we will host your agent in the capital city of Drosk in the North Arab province (OOC:RL Damascus), name a date that is convinient for your agent.

Bulgia, a nation operating a free market economy, buys goods from anyone who produces them at a competitive rate. If Droskianishk is a poor nation then it follows that what little they do produce is the result of cheap labour and as such low cost, indicating that Bulgia does indeed buy some goods from that nation.
Tariffs, if enacted, will eliminate the only advantage that a poor nation like Droskianishk has in exporting to Bulgian consumers.
Prime Minister Nechita, meanwhile, has expressed his nation's outrage at the suggestion that Droskianishk would fire on unarmed civilian ships, and President Istok has already called the threat, "piratical". A bill before parliament threatens to declare Droskianishk a rogue state and classify its sitting administration as a terrorist organisation. The Bulgian Naval Reserve has been called to readiness and Nechita is said to have hinted that multi-national corrective action may be in order.
Ten billion annual dollars of investment in a state run by an obviously erratic government is more than the Bulgian Republic is prepared to risk.

The Bulgian Naval Reserve has been called to readiness and Nechita is said to have hinted that multi-national corrective action may be in order.
Ten billion annual dollars of investment in a state run by an obviously erratic government is more than the Bulgian Republic is prepared to risk.
The government of Droskianishk would be willing to meet with Bulgian diplomats to discuss a trade agreement of the worth of $10 billion dollars annual (at least), this agreement would eradicate the tarriff on Bulgian cargo goods passing through the Strait of Nikako.
Bulgia still refuses to recommend to its businesses that the contested fees be paid, and all but dares Droskianishk to attack commercial vessels on the high seas, but Costel Nechita's ruling Bulgian Socialist Workers' Party is none the less interested in discussing trade links.
Bulgia at this time makes no promises on the value of trade between the two nations, worrying that Droskianishk's economy may not produce enough to sustain multiple deals of the stated size with various nations, but mid-level negotiators sent to Drosk do indicate a willingness to allow several million dollars worth of bananas to be shipped to the Bulgian market this year, along with a larger quantity of sugarcane, both from the African province, and coffee from the southern Arab province. Besk -the Bulgian capital- is prepared to spend up to US$90 million this year on crude oil and petroleum products from Droskianishk and indicates that it may look to fill 5% of its needs through this nation. Most Bulgian oil naturally is sourced in Siberia and the Caspian basin and pumped directly to the nation, making import of Middle Eastern oil less desirable.
Drosk must realise, says Nechita, that, in 2006, the total value of all Bulgian imports reached only $49.7 billion, while its exports were $41.2 billion. Fitting in $10 billion of trade with one relatively distant and poor nation would be an epic challenge at best. Besk would rather have a few million dollars worth of trade than no trade and several billion dollars worth of war.
"...the Honakon Government has chosen to ignore the tariffs placed by Droskianishk and said it will now only go through "friendlier waters". Honakon operates the de facto largest shipping companies in the world, and the largest port worldwide in Benelux, so the decision here has angered them - although economically it is not expected to do much harm, it has made relations between the countries "wary". However, not all waters in the Suez Canal are Droskianishk, and Honakon Ships will only pass through International Waters and Animarnian waters - which if Droskianishk violates would look terribly bad on them..."

This action, tense with the undercut plannings of the Imperial government against the Federal government, was enough to spark off Emperor Droma's ferocious anger. The Dominion will skirt its convoys by the neutral nation of Djibouti-which is technically Djibouti's waters, not that of Droskianishk. If a single act of interference occurs against any transportation mechanism passing through that region, a full military offensive will be conducted against Droskianishk's nation-very well mindful of the reprocussions. The Dominion cares little for its international looks-it is still a major economic partner with many nations that do not have similar agendas. If Droskianishk wishes to play hardball, the Dominion will gladly exchange.
