Allied-General Hames Kirkuten stood with his hands clasped firmly behind his back, staring at a holographic display, his eyes squinted as if trying to discern some deeper meaning from the glowing figures dancing across the screen. The second most crucial shipping lane in the entire world, right there on the screen in front of him. A throat being cleared behind him jarred him out of his stupor.

"Allied-General?" He recognized the voice immediately. It was Admiral Franklin Piet, leader of the Ambrose-Douglas navy, the second most powerful man in the military, behind Kirkuten himself. Since Ambrose-Douglas was made up primarily of islands, it made sense that their navy was the largest part. Their Air Force was decently substantial as well, and after that followed their Army, made up mostly of Special Forces units, with only a couple full armies at its disposal. General Spencin Altonar led the Air Force and General Solias Gergan led the Army, respectively.

"Yes, Admiral, what is it?" Kirkuten asked.

"Our military is all in place, sir. Every ship, every plane, every soldier exactly where you requested them. Soldiers are stationed at the border of Calzorinstan, at the southern end of the Karlonian province, and at the northern end of the Yussel province. Soldiers are also ready to annex the territory between Yussel and Xelan, and Marines are ready to take the island south of Ambrose-Douglas."

"Excellent. Have diplomatic relations with Calzorinstan started as of yet?"

"No word from Ambassador Douglas, sir. We expect that he will be contacting them soon."

"Excellent, the sooner we can solidify our borders, the better. And our fleets? Are they ready to stop any intruders?"

"Ready and waiting, sir. With our air support, our coastal guns, and our submarine kill squads, nothing should get close to that canal without our permission."

"Excellent job, Admiral. Let me know if anything changes."

"Roger that, sir." The Admiral saluted.

The General smiled. "Dismissed."

OFFICIAL FEDERATION ANNOUNCEMENT


Small though we are, The Federation of Ambrose-Douglas recognizes that we sit on one of the most important shipping lanes in the entire world: The Karlonian Canal (RL The Panama Canal). As such, the Federation has imposed the following policy on use of the Karlonian Canal in the Karlonian Province.

1. No nation shall be able to use the Karlonian Canal without permission from the Federation government. Requests to use the Canal made be made to Benjamin J. Douglas, Ambassador to Foreign Lands.

2. No ship of war, nor any ship transporting war materials is allowed to use the Karlonian Canal. The government of the Federation reserves the right to investigate any ship with or without reason, and if materials of war are found, the crew will be detained and the ship, as well as its contents, will be integrated into the Federation's military or destroyed.

3. The government of the Federation reserves the right to define what it considers "war material", within reason.

4. The Canal is Federation Territorial Waters, and any ship entering it without permission is subject to full repercussions, including destruction without warning.

5. Nations can have their status to use the Canal revoked at any time. Should such revocation happen, any ships from said nation in the Canal will be given 24 hours to vacate Federation Territorial Water, or suffer the consequences.

We will not follow any rules placed upon the canal. If you refuse our ships then we will just have to use other methods to get our good elsewhere. Seizure of any of our vessels will be seen as an act of war, we are warning you as a preliminary measure, not because we beleive you will.

Official Federation Response

We are distressed to see that the Republican Monarchy of Granate refuses to adhere to such simple rules for transporting goods through our sovereign waters.

The Karlonian Canal was built with Ambrosian tax credits, and Ambrosian tax credits alone. It would be fully in our right to charge a nominal fee for using our canal, yet we choose not to. Why? As a gesture of goodwill to the world community as a whole.

We choose not to allow ships of war or war materials through our territorial waters because the Karlonian Canal passes directly through the Karlonian province, and near citizens of our great land. They should not fear for their safety any time they see a ship passing through.

If you choose to use other means to transport your goods, so be it. I can assure you that it will be much more expensive and time consuming than simply asking for permission. However, if you want your citizen's tax credits going to fund that because your government is simply to hardheaded to ask to use another nation's territorial waters, then please, feel free.

A final note. Seizing any ship that is within our territorial waters is our right as a country, under international law. Any attack that occurs after that would be seen as an act of war instigated on your part, and I'm sure that wouldn't look good to the world community as a whole.

It has come to our ears in the north of your offer. One which, we way add is the very height of generosity from the position of the Federation. In that atmosphere we request access to the canal and swear to uphold the rules laid down in your previous message.

Although we must ask as it is somewhat unclear, war materials applies only to when nations or at war or does it include peace time shipments of weapons passing through the canal that are nor destined for the Federation? Either way we agree completely, as Waldenburg hardly makes a habit of selling weapons, but it is best to know.

At this point we should also inquire to an exchange of embassies, no limitations despite those of size, Ours hopefully somewhere is Panama and yours on the Oresund strait, and Blünderburg. (Copenhagen) From there we shall both have vantage points on the great waterways of the world.

However in these diplomatic cases it is a Waldenburg custom to inquire if our missionaries may enter your country and preach. Some of what they preach is offensive to other religions but most nations agree provided they don't set fire to anything. As a stipend we offer 10Million USD yearly for the privelage., it is small, but it is a triffling business one which I must entertain or recieve a constant hail of indignent clerical letters. If 10 million is not suitable we are perfectly happy to arrange something else. We hope brighter relations shall be at hand.

Prime Minister Costel Nechita, on behalf of the ruling Bulgian Socialist Workers' Party, finally forwards the Republic's desire to receive access to the Karlonian Canal. Bulgia adds, though, that it may in future wish to transport military equipment via the water way for export, or to receive it in the same way, and may wish to discuss this matter at some stage.

We thank you for agreeing to adhere to the regulations our president has laid forth for use of the Karlonian Canal. Your nation will be added to those who are allowed to use the canal and our navy shall be informed.

As for war materials, they apply during all times, peace or war. As stated to the Republican Monarchy of Granate, our citizens deserve to live without fear of weapons passing through their territory. We hope that this clears things up for you.

An exchange of embassies would be most satisfactory to us. Our diplomatic district is actually in our capital city of Arkanis (RL Havana, Cuba), in the Ambrosian province. There is still easy access to either the Karlonian Canal, the Gulf of Ambrose-Douglas (RL Gulf of Mexico) or the Great Sea (RL Atlantic Ocean).

Finally, in regards to your preachers, the Federation welcomes them into the country. Though our nation is decidedly atheist/agnostic, we still accept all religions to come and preach since we hold our value of freedom of speech quite dear. In fact, most of our high ranking government officials, including myself, are Pastafarian. We shall not require any payment for them to be here.

Should the matter you described ever arise, negotiations will need to take place. It is not our habit to allow war materials through the canal, and, unless we are directly involved in a conflict, we do not see this changing in the future.

If the Federation ever does go to war, which we sincerely hope we will not, save for minor operations of occupying nearby islands, our allies will, of course, be allowed to transport war materials through the Karlonian Canal if this will expedite the end of the conflict.
