NEATO - An International Agreement

This is not an Alliance.

The Noble Enemy Anti-Indignity Treaty Organization, or NEATO is going to be formed to put a stop to some of the preventable brutalities in warfare.
Those who join this organization by signing the treaty, will agree to conduct warfare in an honorable and dignified manner. The treaty itself is up for debate, and may be modified before the signing ceremony takes place. If your nation is interested in joining or attending the first conference, please inform us of your desire to do so here.

Provisional Treaty Components
Ships of war, military aircraft, and vehicles will be visually marked in someway identifying the nation that it is from. Military personnel shall wear uniforms or identifying marks of some kind. (does not include paramilitary forces)

Biological weapons based on communicable diseases will not be stockpiled or used at all. No biological weapons will be permitted to be used to poison civilian food supplies.

Prisoners of war will not be executed after they have been taken prisoner.( No provision addressing the shooting of surrendering troops)

Intentionally destroying life rafts that have been launched from a burning or sinking warship is prohibited.

IMF/Red Globe vehicles, personnel and buildings will not be targeted or attacked under any circumstances. (International Medical Federation, lead by Jarridia and ViZon)

OOC: Signing this treaty simply means your nation will abide by these regulations when conducting war, and it does not prevent any members from going to war with each other. Since there are really no Geneva Conventions in NS, this can serve as a point of outrage for nations who are attacked in these unfair manners. So if your POW's are all executed, you can say that's against NEATO, instead of that is against the Geneva Convention!(Which the person who executed your POW's will say "no such thing") of course this will only work if everyone involved signs the treaty) :)

As our country already goes above and beyond the stipulations of this treaty in its military conduct, we have no problem affirming our position through this treaty.

Of course if your own laws exceed the bound of this treaty, it is an even better idea to sign, so that the international community knows that you will abide by these minimum human decency standards can be guaranteed.

Uphaus of course will also embrace this treaty. The humane treatment of prisoners of war and the avoidance of terrible collateral damage should be avoided.

We would be honoured to sign such a treaty. Our armed services so far adhere to much of the conditions, and we will be dismantling such biological weapons as are prohibited forthwith.

We would also be able to attend the ceremony and first meeting, should we be permitted.

The conference will be held in a resort town on the tropical island of Navira, TPM this Sunday.

Field Marshall Seville took one last look at the chamber that had just been prepared for the NEATO meeting, and turned to walk back to his waiting limo. He would meet as many foreign representatives as he could, as they landed at Navira International Airport. The Phoenix Milita's navy was out in full force, but the Air force and Army was keeping a low profile. Most of the security was contracted out to Phoenix Dynamix Security Division, who were experts at keeping a low profile. Food trucks were dropping off the supplies for the grand buffet that would be served for dinner after the signing and gardeners were making last minute preparations to the grounds in front of the building that the meeting would be held in, and along the route the motorcades would take from the airport. At least five nations were expected to send representatives, but last minute guests were expected as well.

Seville listened carefully as an aide whispered the names of the nations that had just informed the government that they are interested in the treaty. He marked them off on a list he had written out on his PDA. The conference, which would finalize the details and wording of the actual treaty document would begin soon.
