FROM the Federal Republic of Hamilay, to all interested nations

As you will know, terrorism and terrorist organisations are a major threat to the stability and security of free and peace-loving nations. To combat this, the Federal Republic invites all nations to a conference in the capital of Sayenna to discuss membership and principles of the newly drafted International Anti-Terrorism Coalition (IATC) dedicated to fighting terrorist groups throughout the globe and opposing the use of terror in all its forms, whether perpetuated by paramilitary organizations, individuals or nation-states. Obviously, states with a proven record of sponsoring or harbouring terrorist groups are barred.




PROGRAMME
Friday
Debriefing on the aftermath of the Hamilayan Civil War to raise international awareness among the delegates and media representatives (9am) followed by a memorial service through the city. (12 noon). This event is strictly optional, although open to all who wish to attend.

Saturday-Sunday
No event scheduled, delegates have the chance to tour the capital if they wish.

Monday-Friday
Welcome luncheon at Presidential Palace (11am, Monday). Conference through the week.

The Republic and its Ministry of Defence hope for the focal point of this alliance to be a the formation of a multinational, rapid-response tactical counter-terror force, with units stationed in all signatories to the alliance charter. For this reason, if possible, it would be appreciated if you could send a small number of representatives from divisions of the military or police, specifically forces trained in counter-terror warfare, of course, as well around a squad or platoon of these troops, to discuss the formation of the team separately to the conference and initiate organizational and training procedures.

It would also be appreciated if this was kept reasonably quiet for the time being.

Yes, I know the civil war isn't over, people won't start arriving until I've tied it all up anyway. This is to get some interest in early. If you question why I'm holding an international conference so soon after a bloody civil war, just remember that the first few days are going to be showing the delegates how much devastation the poor nation has suffered and to get some easy foreign aid. Also, because I want to. :p MT/PMT. An, um, homage, to Rainbow Six- the military force will look something like this but bigger.

One final thing... an international organization to fight terror might be BAD for terrorist groups. It would be a real TRAGEDY if any terrorists, oh, ATTACKED, whilst the conference is going on. I mean, you'd think this would be a GREAT target for terrorists, wouldn't you? Cause I'm just sayin'.

May we enquire as to what limits are place as to how much security we are able to bring and also what Security Measures in place?

Due to both recent events and the nature of the subject of the conference, security is of course paramount. The section of the Government Quarter around the Presidential Palace has been locked down to civilian traffic, with all entering requiring identification. The 1st Presidential Guards Div. is providing security, and Civil Guard and regular law enforcement have been placed on heightened alert. You are of course welcome to bring your own bodyguards, but we request you limit their number to ten and bring no weapons heavier than assault rifles. Does Mr Fielding wish to attend the events of Friday?

The Imperial Kingdom will send its internal affairs minister Lenoard Tillman to attend this anti-terrorist conference. We are sure his expertise from experience combating terrorism inside the Imperial Kingdom will prove most useful in this most noble and just endeavor. We hope that this will be the beginning of mending the strain full relationship between our two nations caused by your bitter civil war. For security purposes the Imperial Kingdom will be sending ten armed guards five from the state security force and five from a Had Jemzi Imperial House bodyguard unit, also due to the stressful relationship between our two nations the Imperial Kingdom requests that its guard count be raised to 15-20 personnel to ensure our ministers safety. We would also request that all security matters regarding our minister be taken care of strictly by Imperial forces for the same reason.

Yes, CAP is more or less defunct, as its founder, Credonia, appears to have been DEATed for inactivity, and the Coalition seems to have died in the absence of its founder. I was kicking around the idea, before I left NS for a while, of resurrecting it myself, if enough of the original members were still active, but it never panned out. I may still do that, but you're fine with IATC. I know you didn't copy the name. :p]

This sort of coalition is most agreeable to us, and our only regret is that we were a bit behind our Vetakan allies in responding. Likewise, affairs of state prevent my personal attendance, but I can send my trusted Defense Secretary Mario Iliescu to represent me. As for particular concerns or questions, we shall send a squad of ten Rangers with the specified armaments to back up his security.

I'll send my head of the Special Operations Police (SOP) to go to all events that you have planned. A team of SOP operatives will be with him for security reasons. Are they any other events coming up besides the ones you listed already?

No other events have been scheduled as of yet. The delegates will have the opportunity to casually discuss any particular things they wish to do at the welcome luncheon, and we will see if they can be arranged. For organizational purposes, will the Head of Green Hawk's SOP be attending the events of Friday?

Like I said he will go to all planned events, yes he will go on Friday.

A coalition of this type is of interest to the Kingdom of SaintB. We would like the oppurtunity to join and to offer advice on tactics and training for anti-terror squads. Our Special Forces, the Golden Lions are some of the best in the world and have fought terror in both Firehelper and Calizornstan in recent months. Terrorism is one of the many evils my Kingdom seeks to oppose and we will gladly step up to this oppurtunity.

Just wondering OOCly... are you guys targeting a specific terrorist organization or is this just against terrorism as a whole... since I'm a terrorist organization, I'd like to know, lol

EDIT: Also wondering... I saw your first post... I'll volunteer to attack at the meeting, not a problem. Nice bombing, a shootout involving my guys and anti-terrorism forces, some of my guys die, some of your guys die, a good time is had by all. :)

We're actually a terrorist organization for hire. Kind of like mercenaries, but we don't help out in traditional conflicts like mercs do. We also usually attack those in power (which is why the conference is a perfect target), but will sometimes work for those in power if the price is right.

Anyways... I'm off to sleep for now... I'll log back on later and post in the IC thread about my guys getting around the convention and stuff, I'll TG you with specifics.

OOC: I'd be willing to stage a small terrorist attack. My nation isnt a terrorist state or anything, but I am sure a disgruntled citizen or two, former military types with all sorts of nasty training, are in my nation somewhere and could be convinced to do something....
