The Charter of the Combined Heart Alliance


In such tumultuous times it is recognized to be in the best interest of the sovereign nation to bind itself to others, and agree to join in a council of concerned nations who thrown together their lot in order to facilitate the bettering of the world.
It is recognized that much more can be achieved through joining a confederacy of nations whose only interest is to stand against tyranny and oppression, and the evils that plague our modern-day society.

We, the undersigned, hereby agree to comply with the following terms as laid down by the founders.



In such a situation requiring the attention of this alliance, the proper course of action that shall be undertaken by this alliance will be decided in a grand council of every nation included in the alliance. A majority vote will decide the proper course.

Members shall not declare war upon each other or take hostile action against each other. If any nation belonging to this confederacy of nations shall pursue hostile actions against a fellow nation in this assemblage, that nation shall be expelled from the alliance.


Nations in this body may not commit any war crime. If any nation should pursue such interests, they will be expelled from the alliance. These war crimes include, but are not limited to-
a. Genocide against any Race
b. The Use of Nuclear Weapons against Civilian Targets
c. The Excessive Torturing of Civilians
d. Systematic Rape


The use of nuclear weapons of any kind as a first strike weapon is forbidden to all nations of this assemblage. The usage of such a weapon will be reserved for retaliation only.


Chemical or Biological weapons will be restricted to only 1,500 doses total. The names of the biological and chemical agents are listed below, along with their status.

Military technologies and knowledge shall be shared freely between member states. Such knowledge shall not be withheld because it is not being sold commercially.


Civilian aid will be freely given to any member nation which requests and needs such aid. Aid will not be withheld because of any factor.

Trade lanes will be opened between all member nations, in order to facilitate goodwill and prosperity.



The Combined Heart Alliance shall consist of a Grand Council of nations, from which no nation shall be excluded. The holding of such a Grand Council shall be conducted by the sending of telegrams to all member nations notifying them that such a Council shall be held. This telegram shall include the date of the opening of the thread that will host the Council, and what is expected to be put before the Council. The following set of rules is to govern the council-


The Council shall make decisions by vote. The majority vote, exceeding 50% of all votes, shall be the course of action.


In case of ties, the decision shall be sent to the Emirate of South Thasland and the Armed Republic of Payal for decision, as they are the founders.


Amendments may be added to the charted by a 2/3 vote of all voters.

With the Delkorian Ironworks, I can supply any naval or civilian vessels needed, plus repair those of other member nations. When you say Military technologies have to be shared what do you mean?

The Alversian Army has just spent billions on modernising and it wouldn't like to give it's secrets away for free

The Union of Socialist Republic's of Hrstrovokia wishes to make know it's intention to apply for membership of the Combined Heart Alliance.

We are moving into a period of reapproachment with the international community, having previously adopted a staunch policy of isolationism. This is not a viable position. The economoy and society have suffered drastically as a result.

Our lack of contact with the real world and our loss of friends, allies and respect has led us to ultimately realise that in order to stand strong amongst the titans of this world, we must re-align ourselves with others, who share the same faith in the fundamental rights of sovreignty, peace and freedom.

Hrstrovokia's resources are formidable to say the least. Our armies of peace are more than a match for any foe. Were we to be accepted, we would undoubtedly trouble the thoughts of any nation foolish enough to consider hostile actions against members of the alliance.

Whatever you believe is good to share at this time. The sharing military technology clause is meant more for war situations. Some sharing should happen as goodwill in peacetime, but it is meant to insure that, in war, we all will be well-equipped.

In that case, the Democratic Republic of Alversia would like to join the Alliance.

The Republic of Mirosovia wishes to apply for membership. However, at this moment in time, we have little to offer our fellow members. It pains me to ask, but we desperately require both economic and military assistance urgently.

The Republic was formed very recently and the provisional government is inexperienced and unstable; rebel factions in the southern Daesagaert region have undertaken terrorist attacks against police and soldiers in the area and have sworn to breakaway, and if that happens then the complete destruction of the Republic is assured.

We don't have the funds to properly defeat this rebellion. We can't even pay pensions or social welfare. Soldiers have gone unpaid for weeks, and they will no longer man their posts or engage enemy units. We are losing support rapidly and the faith of the people. The rebel alliance who name themselves the Sons of Daesagaert [SOD] have managed to swing a worrying amount of favour amongst the people and it is all due to our failure to eradicate their dissension.

We ask that a combat formation of the Combined Heart Alliance deploy to Mirosovia to assist the civil power and restore law and order. We also plead with members to donate whatever they can so the Republic can avoid complete economic meltdown.

The Hegemon Lord Sumguy expresses his wish that the two organizations of the Combined Heart and the Hegemony form an alliance, as they share the same goals.

The situation in Mirosovia is distressing to say the least. But if I may bring to your attention, this state is not yet a member of this alliance, and therefore cannot make demands as if it were one.

Hrstrovokia has monitored events in Mirosovia closely as it borders our own nation. Events described by Premier Elias are not entirely true. The people of Daesagaert have always seen themselves as independent, and this union with Mirosovia has been forced upon them.

Mirosovia has used excessive force in its attempts to destroy the SOD movement, including the razing of an entire village that was suspected of supporting an SOD battalion just two months ago, a well documented incident. Sadly one that saw little attention with the international community. Our estimates are that over 1,000 people have been killed, twice that injured and that four times that have been forced out of their homes since violence began over a year ago.

Although it isnt unlawful in Mirosovia because there is not yet a consitution or code of laws brought into effect, mass internment has been used to drain the SOD of possible fighters. We suspect perhaps as many as 700 men, women and children are detained in these camps against their will in unsanitary and dangerous conditions. International human rights organisations have been denied the right to visit detention centres in Mirosovia, why?

Perhaps offering Daesagaert some sort of autonomy while CHA members form an economic package to revive the economy would solve the situation? It's better than pouring our own soliders into a needless conflict which will undoubtedly worsen with foreign involvement.

Furthermore, the Union would see it as a threat other nations sending large security forces to a nation so close to its own borders.

After reading the reports from the ASIS, we have decided that rather than commit to one side, we would prefer to send in Peacekeepers and allow Daesagaert to gain independance.

King Tirus wishes to know the opionions of the CHA founders before commiting his forces to any action. However, he is prepared to deploy naval units if required.

The Parliament of Nova Pictavia, fearing isolation from the international community in such unpredictable times, would willingly sign the charter and join forces in the union to promote the greater good by all means neccesary.

Should the council choose to accept our proposal of mutual aid and brotherhood, Nova Pictavian resources would be in the hands of the council to do as they wish according to the charter.

The provisional government wants to find a peaceful, lasting solution in Daesagaert. And please don't make any analogies with our hope for a real situation and the evil and cruelty of the fascist past.

The SOD destroy roads, railway and bridges, anything of any use to anyone. They have infiltrated the intelligentsia and corrupted the youth. The enclaves they control are ruled with bayonet and muzzle. They are slowly but surely dragging the land into a dark age. They launch mortar attacks against police stations and army barracks. And then leech off the ordinary, decent people of Daesagaert.

The Republic has offered far too many truces, and now it is too late for dialogue. We will continue this fight, ours is more than petty nationalistic sentiment. We cherish a belief in a society that embraces all creeds and races, not merely selfishly following one exclusive identity and the right of a minority to stamp out the wishes of the majority.

There has always been a kinship between the people of Greater Mirosovia and Daesagaert. Why does Hrstrovokia want the Republic to collapse?

Is it so terrified that the birth of a democratic and sovereign nation on its doorstep will encourage its own people to demand more freedom from its own government? Freedoms that are enshrined in the core values of this Republic!

Should Alversia still wish to send forces to our aid, we would gladly welcome them. Do not let Hrstrovokian threats stop you, they are a paper tiger.

[If you haven't noticed already, Mirosovia and Hrstrovokia are closely related and are controlled by two friends using the one machine. I'd like to make it really clear early on that niether is the puppet of the other. We just always wanted to do an rp together. I don't think there's anything wrong with that, and if there is, we will stop. For some reason Mirosovia doesn't seem able to post, so for the time being we will post the reply so the roleplay can move forward from Hrstrovokia's profile.

The Pictish Republic is also in agreement with The Mapmaker, and confirms that no further action to be taken in this moment until a decision has been attained by the high council. Perhaps this crisis may be solved without further incident.

Normally, as Mirosovia is not a member of this alliance, The Pictish Republic would tend to question its right to join solely because of its own self interest. However, because of Mirosovias close proximity with another CHA member may consequently effect the Alliance, The Oppressed Peoples of Nova Pictavia would be happy to reach a solution in another hall of speech, without Mirosovia's admittion.

OOC: I'm creating a new thread for the debate so we don't clog up this one. It'll be the Grand Council.

Since the proposed Grand Council has plenty of support, it will be officially initiated. All current members are invited to the council, including our latest member, Greston.

While Mirosovia is not currently a member of this treaty, I do not think it would be wise to not permit them to defend themselves. While they shouldn't actually participate in the debate, they should at least have a say.

This issue of Mirosovia has distracted us from another pressing matter, though. Lord Sumguy offer's an alliance between the CHA and the Hegemony. As this should also require a consensus, I think it should also be on our agenda.

Greetings to the members of the CHA,

I am here as the ambassador of the Free World Alliance. Our alliances share the same basic principles and have similar objectives. As such it is my strong belief that a stronger cooperation between us is needed.

As a first step in that direction we would like to invite the CHA and any member of your alliance that so desires to establish an embassy with the FWA. This should bring about a better understanding between our people.
