Introduction

The Intoxicated Socialist States of Drunken Pagan Weirdos (Greek: Μεθυσμένος Γλεντοκόπος Ομοσπονδία, Drunken Reveler Federation) is a large, primarily island-based nation, notable for its unique levels of personal freedom, highly democratic government, 100% income tax rates, and complete absence of drug laws. Though the nation is socialist through-and-through, the majority of the people aren’t particularly ideological; they just like the system as it is, and dislike being mentioned in the same sentence with commie revolutionaries running around in the jungle or any of that radicalist nonsense.

Although the name of the nation may make it seem as though the government sponsors paganism, there is total freedom of religion - all citizens are allowed to honor and worship any god(s) they choose, or none at all. However, the other parts of the nation's name mean something - since alcohol is incredibly cheap, large percentages of the public are at least moderately drunk at any given time. And they're all a bunch of weirdoes.

A Quick History

In older times, the country was a monarchy, ruled by the Achaikos dynasty, which kept the nation under a strict policy of seclusion. After the abdication of the last Drunken Pagan Emperor nearly 200 years ago, the nation became a republic, and quickly developed into one of the most proudly liberal democracies in the world, albeit one that still adhered to the old policy of isolationism, which it still sticks to whenever possible, meaning that little cultural contact has transpired between DPW (as the nation is affectionately known by its citizens) and other countries of the world.

Government

Political Structure
There are four branches of government: Legislative, Executive, Judicial, and Monitorial. In addition, any citizen may petition the government in order to introduce and pass a law, challenge a law, remove government officials from office, or amend the Constitution; if a certain amount of signatures are obtained (and, in the case of a possible constitutional amendment, a majority of state legislatures vote in favor of the amendment), the law, dismissal, or amendment goes into immediate effect. Thus, Drunken Pagan Weirdos is, in a way, considered to be a direct democracy.

The Chancellor is the Head of State, elected by direct popular vote every four years. He (or she) can dissolve the Legislature, though such an action must be approved by at least 40% of the Monitor Council. The President is the head member of the Federal Council.

The Executive Council is made up of seven members, six of which are appointed by the federal legislature every four years with consultation from the Chancellor. (The Chancellor himself is the seventh member, and is considered the head of the council.) Each Council member heads a different government department (Finance, Defense, etc). Once installed, a Council member cannot be removed from office unless 75% of the DPA votes for his or her removal or though a citizen petition. The Council members are the collective Head of Government. They hold veto power over the DPA, though vetoes can be overridden.

The Drunken Pagan Assembly (DPA) is the unicameral legislative body of the nation. Each state receives 15 representatives in the DPA, for a total of 135 representatives. It can pass laws, amend the Constitution, and decide the national budget. Passed laws can be vetoed by the Executive Council, but vetoes can be overridden with a 75% plurality. Members are elected every four years.

The Federal Court is the only national court of Drunken Pagan Weirdos. The Judicial branch is mainly concentrated in the state governments, and the Federal Court exists primarily to be the highest court of appeals in this system. It also hears cases of national importance and interprets the Constitution. There are 15 judges, elected for eight year terms by direct public vote. Judges can be removed by a 75% plurality in the Monitor Council.

The Monitor Council is the head of the Monitorial branch of government, and is in charge of policing the other branches of government for corruption and illegal activities. The Council can remove any publicly elected official from office if there are at least 15 votes in favor. The Council consists of 18 members, two for each State, and its members are appointed by the legislatures of each State. Members serve two-year terms of office, and are unique in that they cannot be removed from office by citizen petitions.

Culture

Ethnicity
The country has a very strong Greek heritage due to immigration and such, and a majority (about 65%) of the citizens has distant Hellenic roots; however, there are also large amounts of other ethnic groups throughout the nation. A census was taken recently by the Drunken Pagan Census Bureau, but the project leader later drunkenly admitted to "pulling the numbers out of me ass", so there is no official estimate.

Religion
The traditional pagan religion of the area that is now Drunken Pagan Weirdos revolves around the worship of hundreds of gods and goddesses, each representing a different facet of life. In recent years, multiple gods and goddesses from other religions have been incorporated into the pantheon. The major gods and goddesses have large Churches or Groves in the Temple District of Augustgrad, led by a High Priest or High Priestess.

The citizens of Drunken Pagan Weirdos have complete freedom of religion, and many Churches and Temples dedicated to other religions can also be found in the Temple District, as well as in other major cities around the nation. A census conducted by an independent (and slightly more reliable than the Drunken Pagan Census Bureau) organization found that 45% follow the traditional religion, 19% are Orthodox Christians, 18% are Buddhist, 6% are Protestant Christians, and 5% are members of the Cult of the Peanut Butter & Jelly Banana. The remaining 7% are of other assorted faiths, or atheist/agnostic.

Language
The official languages of DPW are Greek, Khmer, and Malay. Greek (or Hellenic) was introduced with the founding of the Achaikos dynasty, which was Greek in origin itself, displacing indigenous languages long ago. It is easily the dominant language in the nation today. Khmer and Malay, on the other hand, are widely spoken among the majority ethnic groups in the states of Cambodia and Malaysia, respectively, though all ethnic groups are required to learn Greek, as most government business is done in that language. Recently, English has come into far wider use in day-to-day life across the country, and the government is considering making it an official language as well.

Drugs and Alcohol
Drunken Pagan Weirdos is renowned by drunkards and stoners the world over as the only place in which they can truly be free, as there are no prohibitions on the manufacture, sale, transport, possession, or consumption of drugs of any kind. Alcohol, especially, is a vital and inalienable part of the local culture, and more often than not a majority of the population is at least moderately drunk. This freedom makes it quite simple to make and transport any and all drugs to other countries, which will not endear Drunken Pagan Weirdos to other nations that crack down on the sale and possession of these substances.

The 1337 Socialist Beach Party
This is a humongous party/orgy that spontaneously springs up every Wednesday at a random beach somewhere in the nation. It is an honored national tradition, started by Drunken Pagan Emperor Alexius IV in order to promote socialism and get chicks to take their shirts off for beads, and is a popular tourist attraction/family vacation destination. Be there or be square!

Diplomacy

Drunken Pagan Weirdos has a long tradition of isolationism and neutrality on the international level. This does not mean that the government will refuse embassy requests; it simply means that the nation wishes to focus on its official policy of "socialism in one country" and keep itself from meddling in the affairs of other sovereign nations. Drunken Pagan Weirdos will usually not pursue diplomatic representation in other nations unless it is asked by those nations first (e.g. an embassy is requested here).

However, due to multiple recent and blatant displays of imperialism on the part of several world powers, DPW is begin to re-examine its position and question whether it is truly best to sit by as personal freedoms and social rights are denied to more and more people around the world...

We appreciate that you show interest in Drunken Pagan Weirdos; however, there are several factors you should be aware of before furthering that interest. Our government has pursued a policy of peaceful isolationism and of the building of socialism in one country (thus far successfully). We hope that you can understand if we are wary in allowing foreign investment, especially investment from a capitalist corporation, into the country. It pleases us greatly to see another socialist nation emerge in this imperialistic, warmongering world of ours. To be frank, we are a little concerned at the level of political power accumulated into the hands of your "Revolutionary Leader", Mr. Neuesca, but we are confident that power will shift into the hands of the people, given time, as it must in all truly socialist nations.

That said, it is true that our kind is numbered. Understand that because our nation pursues a policy of strict isolationism from global affairs whenever possible, we cannot establish any sort of militaristic alliance at this time. We are, however, most interested in trading ambassadors for further discussion, and perhaps allowing a limited economic alliance, given the proximity of our economic systems. If these allowances prove to be mutually valuable, we will look into expanding them further.

Understand the we are not 2 years out of the revolution. The Revolutionary Leader is the power of the people, and he will return all power back to them after the transition phase is complete. Remember what Marx intended. The First step is socialism, wich will be ruled by a despot to ensure that the transition into a statless communism nation is done correctly

We of course meant no offense with our comments on your preferred system of government; other nations' internal affairs are hardly our business anyway. In any event, you will probably find that most citizens of DPW are not strict followers of the economic theories of Marx; we prefer our democratic socialist system as it is, for the moment. We each have our own ways of reaching a perfect Communist state, I suppose; the transition will inevitably be made by all nations by some point anyway.

But just so there is no misunderstanding: we are as serious about our democratic political system as we are about our socialist economic system. (OOC: Think of us as an extremist version of the Scandinavias - they aren't too ideological, anyway...) We will not pressure you one way or another, but we prefer to deal with those who are democratically elected representatives of their people. You have taken important steps in that direction; we see no real reason to worry.

"Reserved" diplomacy will not be a problem, as we wish not to become seriously involved in world affairs anyway, much less involved in affairs on the other side of the globe.
