Seeing that The Tahuantinsuyu Empire was a good force against The 'Pact of Iron' (More like a Pact of Evil) The Hatarian Government saw this as a good sign to make The Inka a ally of The Hatarian Empire, if not a Member of The Confederacy of Free Nations.

OOC: ICly I officially believe in the superiority of the Skgorrian race and those of the region of Brzno (which includes Grossetape). We also detest any other poltical beliefs apart from that of the ultra-right. Atopiana mainly cleanses on the base of being leftist, but is otherwise far more accepting. That's us in a nutshell. We are unsure as to whom exactly we are adressing, but rest assured that we pay all due defference to you, oh might Inca, for resisting our onslaught so effectively.

You fought us over Colombia, and we in the Pact are so impressed with you that we are prepared to make you an offer.

- We will turn Colombia over to you in return that Pact forces be allowed to be stationed on the Colombian coast and 50% access to Colombian raw materials reserves.

- We will supply, arm and train the Incan military up to operational standards until the Incan military is fully capable to stand on its own.

- We will also aid in the modernisation of the Ican nation if so requested

- We will give access to up-to-the-minute medical care for NBC victims and reconstruction and decontamination at the expense of the Atopian nation.

- In return, we ask that you do not pursue any diplomatic relations with Hataria. They are our enemies and we would rather see you as a friend and ally than a prolonged enemy.

All of these above points are negotiable apart from the last one.

The Naval of the World remains a scene of significant ruin since The Atopianan Aggression and its nuclear force, but tens of thousands of labourers undertaking the Mita Obligation continue to work for its second resurrection. Thick walls that withstood Spanish cannons and five centuries of earthquakes remain defiant in spite of the mess at their massive feet.

Pachacutec Inka will not observe any mistakes in the Hatarian communique, for, like most good Quechua, he does not read. One of the holy city's Quipucamayoc -a class of accountants and administrators- does the dirty work and humbly conveys the information to his god-emperor.

The Sapa Inka immediately sees some merit in associating with a wealthy nation three times Atopiana's size, but as the Only Son of the Sun he is wary of putting himself in a possible position of inferiority next to Barbarossa and as a student of history he has much distrust borne of his ancestors' attempts to deal in a civilised manner with the likes of the Pizarro brothers.

More to the point, he is advised, the Confederacy promotes something called free trade which does not seem likely to mesh well with Tahuantinsuyu's cashless domestic economy.

Never the less, Pachacutec was preparing a generally positive reply, short of accepting membership in the alliance but pursuant of trade relations and possible military co-operation in the future... when he received word of an approach by the Skgorrians.

Colombia is something that Hataria probably can not offer him, and though some of the terms are disagreeable they certainly get the better of the alternative, which gives Pachacutec nothing of that nation. At least this way he can extend his borders to the Aztec National League and attempt new relations with them.

The Sapa Inka, through his underlings, replies to Skgorria by saying that, in general terms, Cusco approves of their proposal, and that details may be worked-out after consultation with his advisers and consideration of the Empire's unique economy as it may relate to resource-sharing.

A half-finished reply to Hataria is halted at the last moment and re-drafted. Tahuantinsuyu bears no ill will towards Hataria, its leader, or its people, but, "it is expedient to our own foreign policy that the Empire pursue alternative arrangements that, we regret, are not compatible with strong ties between our nations."

Notably, Pachacutec does send Barbarossa an apparently solid gold statue of the Hatarian Emperor along with a large quantity of rare hand-woven cloth valued over gold in the empire as a sign of his intended good will. In fact the statue is roughly 50% pure and treated in a manner that fooled the Spanish into believing in the existence of a city of gold. Still, that's several kilos of the good stuff.

Pachacutec considers the Skgorrian proposition

This contains probably the most complicated point in the appealing plan.

The Empire runs a domestically cashless economy sustained by the centuries-old Mita Obligation. This code obliges all citizens to work for the state, primarily to support the Inka (here the term refers to an elite class, once a tribe in its own right and now essentially the Sapa Inka's extended family), the temples and priesthood, and the army, and also now to provide goods for export.

Presently Cusco dictates that 73% of a citizens working life be dedicated to fulfilling the Mita Obligation, leaving 27% of his time each year with which to tend an allotment granted to his household by the local government based upon the size of his family. In this 27% of his time a citizen must meet the basic needs of his family before he is called to attend to the Obligation. The Obligation may see him tending further crops to feed the army and the elite, or working in the mines to produce ore for domestic use or for export. Failure to meet the Obligation can result in the citizen's Curaca (administrator to the ayllu, or community) deciding to reduce the size of the allotment granted to the offender's family.

Exported goods generate foreign currency which is used to buy manufactured items: presently that means modern firearms and equipment for mining and petro-chemical extraction (oil and gas in turn being useful only for export!).

In some respects it might not be hard for Fascist and Inka societies to foster some degree of mutual respect. In Tahuantinsuyu it is most important for citizens to remember the Mita Obligation, which in essence is the Empire's Social Contract, maintaining that all that one has is of and owed to the state, and that weakness comes without the unity of the Four Quarters.

Pachacutec's proposals

-The Imperial Army will march peacefully into Colombia and begin to re-structure society in the proper Quechua model. All Colombians not resisting will receive Imperial citizenship and receive education in the Quechua language and the traditions of the Empire. No questions will be asked about the fate of those that do resist.

-Pact of Iron forces shall withdraw their strength to parts of the Colombian coast (which will become part of the Chinchaysuyu Quarter under Apu RumiƱavi), where Tahuantinsuyu will mobilise Colombian mass labour to assist in the construction of long-term basing facilities.

-NBC decontamination advice will be shared during the Imperial and Colombian reconstructions.

-The Imperial Army will seek infantry weapons, anti-aircraft guns and missiles, radar systems, and coastal-defence guns and missiles from Pact of Iron sources. The Empire has no interest in the high seas and seeks only to discourage future marine invasion attempts, and is still debating the viability of an air force within Tahuantinsuyu's economic structures. Its terrain limits the value of mechanised forces, and Quechua soldiers -like the Zulu and other ancient warriors- have repeatedly shown themselves more mobile on foot than are foreign forces when mounted.

-The only non-military modernisation aid that Cusco seeks is in repairing petrochemical infrastructure. Gas (in former Bolivia especially) and oil are found in economically viable quantities and the Empire wishes to export these resources for profit.

-Pursuit of war-crimes compensation and convictions over the Colombian conflict will be mutually banned, and all references to their alleged occurrence will be excluded domestically and in future transnational dealings.

-Cusco will not establish regular diplomatic ties with Hataria and will cease export of produce to that nation.

Now comes the final matter, resource allocation.

Here Pachacutec has an idea. He proposes that the Empire take charge of extracting Colombia's resources, through the Mita Obligation, using primarily the Colombian populace. Since the Mita Obligation means that workers are not actually... paid, it is possible for the Inka to keep costs lower than the global market norm, and as such under-cut competition or simply generate a higher profit margin.

Pachacutec suggests that the Pact of Iron deliver extraction technology to be worked by imperial labour under imperial supervision (with initial training for experts provided by the Pact) and that petroleum, natural gas, coal, iron ore, nickel, gold, copper, emeralds, and timber exports will be subject to the terms of this agreement. The Pact and Tahuantinsuyu will split the cost of redeveloping these industries under Quechuan management, and once exports begin Tahuantinsuyu will pay each year the sum of 50% of the profits from these exports to the Pact nations of Skgorria and Atopiana.

The Sapa Inka promises that his agents will make good workers of the Colombians, binding them to the Inka code: Ama Sua, Ama Kjella, Ama Lllulla. Don't lie, don't cheat, don't be lazy!

If all goes well, Pachacutec may be able to cement his name amongst the greatest Inka conquerors... just in time for the famous and sacred Festival of the Sun in late June.

As much as I do not agree with the Atopianan and Skgorrian nations and their views, I have to reccomend to you not to go with Hararia's offer. The Hatarian Empire has a history of imperalistic expansion towards others, and I fear this may be yet another attempt in that direction.

With the agreement coming into force, a lot of work needed to be done and the Skgorrian bureaucracy swung into action in sending orders and directives. Contractors were being sought to modernise the Incan infrastructure, luckily the Pact had a lot of experience in rebuilding and modernising industry after its annexations in Ventersdorp, Die Boerstaat, China and now Colombia. An inventory was being taken of spare war material to see what could be provided to the Incans to modernise their armed forces. The Skgorrians had plenty of assorted small and medium arms, but as they operated a very limited navy they had little in the way of naval spares - which was lucky that the Incans didn't need anything!

In Colombia itself, Skgorrian forces were making preperations to pull back from their defensive lines and other positions in the interior of Colombia. However many Colombians, fearful of what will happen to them when the Incans take over, have begun to crowd Skgorrian and Atopian military installations begging for asylum and transport away from the Incans. Only limited asylum is being granted, with priority being given to the spouses and extended families of any Pact of Iron personnel.

*I think the key was that Nazism and Fascism aren't necessarily the same thing. They both suck, but Nazism sucks significantly more than non-Nazi Fascism! Tahuantinsuyu has something in common with their ideologies, too, but in declaring that he will integrate non-Indian citizens when annexing Colombia (rather than wiping them out), Pachacutec is moving Quechua civilisation away from something akin to Nazism without moving it away from something still arguably similar to Fascism. Fascism has all society's members bound together like a bundle of firewood, Tahuantinsuyu has all society huddled together under one sun.*

This is a great time for Pachacutec and his children as the Sapa Inka follows the traditions of his ancient forbearers and expands the corners of the empire still further through the Andes and the jungles. Now there is no colonial legacy state between the borders of the mighty Inka and Aztec civilisations! What a world, and what an age!

General Ozcollo is tasked with leading the army's vanguard to the far north of Colombia, a compromise since there is on-going dispute between the rulers of Tahuantinsuyu's two northern provinces as to exactly how Colombia ought to be split between Chalcuchima's Antisuyu quarter and RumiƱavi's Chinchaysuyu quarter. Both will have their chance to lobby Cusco, later.

Certainly both Apus will inherit significant refugee problems amongst others. It is unlikely that either FARC or the right-wing paramilitaries will have completely disappeared, and much infrastructure building must be undertaken by Colombians who are unused to such hard manual work, but the empire now feels that it has all the time under the sun.

Most probably the Pact of Iron won't be greatly burdened by refugees: Atopiana killed hundreds of thousands if not millions of Colombians, far, far more than Tahuantinsuyu ever harmed. And the Sapa Inka's recent decision to incorporate rather than, 'cleanse' the Hispanic population will certainly help.

It will remain true, of course, that many do not want to be incorporated, and the Apus expect a lengthy counter-insurgency campaign to tax their administrations. For now Ozcollo must dash for the northern border, and he explains to both Fascist powers that his headlong dash is not intended as an act of bad faith towards them, rather he is keen to close the border with the Aztec National League before Colombian, 'terrorists' (or refugees) can begin to cross in significant numbers and survive to pose a future, 'terrorist' (or diplomatic) threat.

Meanwhile, large replicas of the Skgorrian and Atopianan flags are handed over to Pact forces in Colombia in ceremony to mark the end of animosity. The hand-woven flags have a thread-count that could not be beaten anywhere on earth until the advent of mechanisation. To the Quechua, really well-crafted silks and linens et cetera are typically more valuable than gold or oil.

Atopian officers, their bulky armour suits replaced by razor-creased dress uniforms, take the handover with grace and poise. The Atopian forces deployed in Colombia have great respect for their onetime foes, and where cermonies are held many soldiers give Incan troops their treasured Party daggers among other things.

General-Marshal Frank, the Commander-in-Chief of all Atopian forces in-theatre, personally gifts her opposite number, Ozcollo, with a handmade assault rifle of the highest quality in a polished oaken case inlaid with precious metals depicting the sun rising above the Andean mountains.
