In an effort to boost tourism, the Czar of West Corinthia recently approved an act suggested by the Senate to re-introduce one of West Corinthia's most ancient traditions - gladiatorial combat. The following is a summary of the act:
Section A: Overview
IA- This act creates the Office of Gladiatorial Combat (OGC), for the purpose of managing all affairs relating to the sport.
IIA- The act legalizes combat between two (2) or more persons designated as gladiators by the OGC. Gladiatorial combat shall not necessarily be to the death.
IIIA- The act grants the OGC the sum of $750,000,000 USD to begin construction of a stadium in downtown Ostia (the capital of West Corinthia).
IVA- Additional funds may be allocated to the OGC by the Czar of West Corinthia at a later date, should they be needed.
VA- Said stadium shall maintain an on-site hospital of the highest quality.
Section B: Participation
IB- Participation in gladiatorial events is voluntary
IIB- The following groups of people have the option of enlisting as gladiators:
Prisoners sentenced to 30 years or more of prison without parole
Prisoners awaiting execution
IIIB- In keeping with GASN regulation, participation shall always be voluntary and there shall be no breaches of human rights.
Section C: Rules
IC- Gladiators shall receive one (1) month off their prison sentence per victorious match. Those who were previously awaiting execution shall delay their execution by one (1) month per victorious match.
IIC- A victorious match is defined as one where the victorious gladiator subdues the defeated one by a) killing him, b) forcing him to surrender, c) incapacitating him and making him incapable of continuing to fight.
IIIC- Combat may be stopped by either or both of the gladiators by raising their left hand in the air. This act will be viewed as surrendering the match.
IVC- Gladiators will be armed with weapons varying from match to match. In some cases, teams of gladiators may be pitted against each other in recreations of ancient battles.
VC- A minimum of 6 battles must be fought to receive prison sentence credit.
Currently, space for the stadium is being cleared in downtown Ostia. Construction is scheduled to begin in one week. The arena is planned to hold 80,000 spectators and have restaurants, shops, a hospital, and even a 5-star hotel.
