The Waldenburg Empire stretches back through millennia, it’s Emperors descended from an unbroken line supposedly from Roman Emperors. The Royal family thus is the height of power, all obey its whims and its many servants are dedicated to the Imperial will. After the Imperial line comes the Holy Church in precedent. The Cardinals and Archbishops effectively govern the country with the occasional proclamation from the Palace. The Church rules with an iron fist, and still believes in the general goodness of crushing and smiting. This general outlook on life makes a very dedicated if terrified citizenry, who tend to obey or face a very difficult time. The Church is subservient to
The Vatican to a limited degree (If the player choose to place a pope there) and will preserve it’s sanctity.

The Church, along with a system of local landowners and aristocracy run the land and daily business of the Empire. Nearly the entire country is run on the municipal, and county level, with the needs of each community being assessed and either tended to by caring officials or exploited by the other sort.

Surprisingly, Waldenburg, for its governmental style Waldenburger citizens are quite content, their GDP is above average and generally a fair taxation system has created a well-balanced country. With a comparatively small population Waldenburg grows comparatively little food and uses most of it’s available land for resource exploitation, industry and huge energy complexes. Waldenburg is perhaps the first state to be nearly done and over with the oil dependency. All of Iceland, and 70% of the rest of the Empire is powered by renewable resources, mainly hydro electric but with considerable wind power as well. All in all the people consider their country economically sound and the currency has been on the rise for decades as the mineral and shipping resources of the Most Divine Empire continue to expand. Especially with the capital on the Oresund strait, and the Kiel Canal inside the Empire, the Baltic is effectively Waldenburg’s plaything.

Military:

The Divine Legion: Begun in the 1500’s the Divine Legion was the hand of the Church. The anvil on which heresy was to be beaten, and it worked for the longest time until those not wishing to believe either died or decided for something more subtle. Now they guard the Emperor and senior Church officials. They are considered the elite corps of the Empire and it is the highest honor to be even considered for the rigorous training. After two years of training and ten years in the normal services, with combat service, a man can become eligible for the Legion. It numbers around 25,000 with five thousand guarding the Palace at any given time. Other qualifications are at least two types of martial arts, fencing, and armored vehicle compatibility.

(I will use British equipment for the military, and give numbers later. I will have to go into detail on the navy, as I would change a few things there but for the military assume it’s around 110,000 active troops. And maybe 700,000 reservists. With the navy and air force having another 200,000. For starters just assume they are standard British troops for the moment I don’t have time now for it, but I will do soon.)

Beginning in 1559 the Imperial army started conscripting units from every villiage and town in the Empire. Each to their own, leading eventually to the rise of nobility and class distinction as well as the municiple system. Now though the army is on a volunteer system heavy training, any person not currently commiting a act of heresy is free from interrogation from the Church so it is a popular policy, one to have heavily armed soldiers around people who exploit the system and the other to increase recruitment. By Imperial standards it has seen the most combat and indeed, has proven an effective group in combat against revolutionaries and terrorists. The Grand Army is divided up into two Territorial armies, Continental serving in Germany and Denmark, and Colonial serving in Scandanavia and Iceland.

Only 6% of the GDP goes into the military making it a fairly small force in comparison with the other nations of the planet. The Church also looks poorly on killing others it may convert (Which is strange because it has no problems killing believers.) so military reserch is fairly far behind in most aspects. Reservists for the Army are around 450,000 and mostly fill support roles.

This is the only branch with no connection to the Church, which means in vast terms that is worthless, it has no connection to them and therefore receives hardly any funding. Being fromed in the 1920's the Church really had little of the military power, and it was a neccesary instituition the state has taken it over while the Chruch still directs most policy. It has been said that if there was to be an attack in modern Waldenburg a well equipped air power could waltz through the skies.

Diplomatic Note From Droskainishk

The nation of Droskianishk would like to thank the great nation of Waldenburg for its aid in helping the people of the former nation of Djibouti. Droskianishk would like to invite Waldenburgen diplomats to come and have an embassy in the capital city of Drosk. This diplomat could discuss further trade treaties as well as a possible establishment of a Waldenburg military base in the gulf area. We would also like to inform you that the parliament is considering legislation that would outlaw all forms of 'Christianity' except Catholicism.

OOC: Would our countries relation's be hostile, because my nation's official church is the Anglican Church of Calizorinstan, given that the Catholic church has been at odd's with the Anglican Church and all.....

Besk, capital of the Bulgian Republic, is keen to initiate diplomatic and economic dialogue with Waldenburg, seeking to establish the safety of Bulgian waters and of sealanes out to the open ocean, as well as desiring some trade.

Prime Minister Costel Nechita is interested in establishing the regular import of small quantities of Waldenburger crude oil so as to lessen the Republic's reliance upon Siberian and Caspian oil and gas fields. Besk is not comfortable sitting so tightly under the thumb of one singe nation when it comes to energy policy.

Two-way trade in minerals is also desired, and Nechita is keen to see wealthy Waldenburgers buying Bulgian consumer goods such as refrigerators, televisions, and light vehicles, produced in near-by Europe with relatively cheap labour (the Bulgian per-capita GDP being thousands of dollars lower than in Waldenburg and wages accordingly lower).

For what it matters, the Bulgian citizenry is, in religious terms, primarily divided between Catholic and Eastern Orthodox churches and atheism, with small Muslim, Jewish, and Protestant minorities. There is, at this time, little religious strife and no major sign of favouritism from the state.


OOC: I think that your per-capita GDP figure is a bit off. The over-all total looks about right, but I don't think it tallies with the 40k figure. Of your nations, only Norway has a GDP above that, so Iceland, Finland, Sweden, Denmark, and Germany all pull it down.
Oh, and I wouldn't go calling your military small! 6% of GDP is quite a lot! In the real-world it would put you just ahead of Syria, where the government relies upon a bloated military to sustain its power. Not a criticism of your military, just saying that if it's classed as small then our world is insane! Bulgia spends 4.5%, marginally more than the warmongering United States.

OOC Cali: It's just general prejudice, in this case the little differences matter hugely. We still practice all the good old timely religion. In this case anything that isn't the same is hostile.

OOC Bulgia: I must admit I was a little noneplused by the GDP. (Sweden is higher also then my average. I'm fairly certain that the average between the nations is what I put it at.) even when I take the GDP of Waldenburg and divide by the population it's not even close to that. I was going to fix it but got side tracked, thanks for brining it up.

As for military spending I meant small per numbers wise, it's just over a million men, slightly above 1% including reservists. In comparsion to most other nations here, that's small, our it's well equipped but small. In Rl terms that gives me the military of Turkey, with 40 Million more people in the regular populace, and 21 Times the spending of the Turkish government on the military. As a Theocracy it's something we need.

IC Bulgia:

We would of course be intereasted in discussing these things, we are not a uncooaperative people. To the issue of trade beteween our people we with to open the port of Romswieden (Rl Kiel) to open trade with Bulgia, no imports shall be charged there and convineintly in is in the Baltic so no costly charges will be racked up. As for the toll on the Oresund and Kiel it is a major provider (One which RL Germany and Modern day Denmark to not charge), we would be hesitatnt to let such an object go least for something major in return.

As for gas and crude oil we have little need, our nation is powered mainly by renewable resources. We can export 500,000 bbl\per day. While not enough to cover your nations use it should certainly help in the affair. Waldenburg is intrigued by your proposals and would like to hear more specific details in the future.

Imperial Decree

Upon the nation of Droskianishk entering the Waldenburg Empire, it is now our duty to bring it up to standards and maintain a more modern standard of living. To achieve these goals several new acts will be created to bolster both our nations upon one another. I assure the tax paying citizens of Waldenburg that this in time will be a profitable venture for those of us not on corporate boards. We will build the infrastructure and operate it till we have achieved our expenses and withdraw. This is an act of God that we have been given providence over these people who we are tasked to help.

Drosk Military Revitalization Act:

I: The WIS Ossury shall be retired in August 2007 it shall be turned over to Droskianishk for their own use.

II: 150 Challenger Tanks shall be built and given to the Drosk: 460 Million USD

III: 100 officers (Army, Navy, Air force, Divine Legion {which becomes and special forces unit}) of every armed forces branch shall enter Droskianishk to train their specific branches in Waldenburg military styles: 65 Million USD

IV: A Ten thousand man Drosk Special Forces shall be formed. They shall be trained internally with whatever weapons are provided (IE whatever you want not mine. But we’re paying for it), and with Divine Legion assistance and training: 600 Million USD

V: Waldenburger logistical and electronic equipment will be installed in Droskianishk on a command basis. This includes radar, sonar, communications, targeting, ECT: 2.2 Billion USD

VI: We ask that any other equipment Drosk needs be purchased from Waldenburg corporations. They have been mandated to sell cheaply to Droskianishk and will be more then happy to work out a financial plan.

Gross Total Cost of Military Plan: 3.325 Billion

Drosk Economic Revitalization Act:

I: Two Hydroelectric dams shall be built on the Euphrates river providing 18 TW yearly. Local labor will be used under the direction of Waldenburger engineers. This will also free up considerable oil for export purposes from fossil fuel fired plants: 4.15 Billion USD

II: The Waldenburger government, along with several large Imperial chartered corporations shall make a large investment in the exploitation and refining of natural resources. The money from this will be used to create and operate additional industry outside of what Droskianishk has already built in their nation: 22 Billion USD

III: In Five major metropolitan areas in Droskianishk, Waldenburg will construct or improve the transit system, to a more modern level: 1.75 Billion USD.

IV: Waldenburg will pay to begin a Droskian Public works cores (much like the CCC), which may better assess the needs of the smaller towns and villages. This shall cut down unemployment and increase infrastructure together with one stroke. This group will be under command of the elected officials of Droskianishk: 8 Billion USD

V: Money will be invested in the agricultural system. Foremost is the acquiring of better equipment for private farmers, and direction for them to the manner of cash crops: 2 Billion USD

VI: After discussion with the major industrial corporations of Waldenburg, they will hire anyone at Waldenburg wage levels either with the foreign companies moving to Droskianishk or here at home in Waldenburg in the various mines and factories of our northern provinces.

VII: A fund will be created as a back up and free will investment by the Waldenburger government. It shall be used however the administrative officials of Droskianishk view as proper: 40 Billion USD

That alone covers the Empire’s investment and the corporations under direct Imperial charter. The Holy Church of Waldenburg also wishes to set up shop by buying 125 Million USD worth of land where it shall construct it’s missions and churches.

Unfortunately this is not free, I’m afraid I would be booted of the throne if this were the case. Instead we shall a very easy payment plan. We will run all our investments in the area through an Imperial chartered company. (Accept obviously the things placed directly under your control.) Until we have broken even these investments are still purely Waldenburg’s. However they will operate at only a five percent profit, giving the trickle down effect to the Droskian people. While your government will only be making additional money from taxes for the first few years, once we have broken our quota all the business and infrastructure will be handed over to Droskianishk.

OOC Here’s some math.

Our Total Investment: 81.225 Billion (Our percent of withdraw will by 10% profit on this, with the corporations probably reinvesting all of it.) That means Waldenburg will hand over everything we’ve built once we have 89.34575 Billion (A very, very low deal for you, although Icily it’s impossible not to expect the Private corporations to scrape a bit more off the top but still this is amazing.) in hand.

You can also pay with cash or resources ect. At any given time till we reach the withdraw level, although we won’t give you good rates on resources just because. Most of the money I will get will be lost to interest from the loans necessary to make this (I don’t expect more then 1 Billion direct profit.)

Now if we look at this from your point of view:

The Waldenburg company that will be running 28.15 Billion of the investments (the ones not placed directly under Droskianishk) will of course be based in your country. It will also have some personal investments from citizens so let's call in 30 Billion even. And will sell the natural resources mostly to our business, mainly protecting our monopoly. After one year of getting things up and running they will start to earn a profit. Considering that this will be the largest investment in your country, cheap wages for your workers,the range of products which the company will encompass and all the benfits of a foreign company operating in your land, we will turn a high profit.

This gives us the assests of Honeywell (The guided missile and smoke alarm people) With almost twice growth provided the oil market is in game as today. Maybe 9% growth every year (This is an average taken from five oil companies two at about 50 billion, one Haliburton (Not really at 30 billion but slightly below) and Two comapnies at below 30 Billion. That means 2.7 Billion Dollars Net Profit second year, with 2.94 billion profit third year.)
. And this is a very conservative estimate not taking into account mining, forestry, agriculture, shipping, construction, manufacturing. (Although that would spread the resources so it may come out about the same)

I can't think of a single company starting with this much money and all my calculations are based off companies centered in America. I would be amazed if those numbers were not completely blown out of the water within 10 years.

Honestly I can't work out exact growth due to my little knowledge of what they'd be doing, but it is a monumental amount of moeny to start a business with. Any question at all? I would need your Ic approval for this/ and of course there's the whole trickle down effect untill we hand over control.

Official Diplomatic Note

The Kingdom of Droskianishk graciously accepts this aid. WE would however like to point out that water is not a resource in abundance in this part of the world, while dams could certainly change this through construction of artificial lakes, rivers are not sufficient for such energy here. We petition that this part of the plan be changed to providing Droskianishk with a single nuclear power plant, of course this plant would be open to all forms of inspection to assure the outside world that Droskianishk is NOT persuing nuclear weapons.

Unfortunately the Nuclear reactors would be more expensive to run and operate . however if you wish it then 1 reacotor will take it's place. Inspection shall come often, although as it will be under Waldenburger control for at least ten years by the looks of it this should not be a problem. The Money will be transfered shortly and our engineers, advisors, laborors, executives and soldiers shall arrive shortly after.

This would be most acceptable, however Droskianishk does need ways to provide badly needed power to its African Province (Somalia) and its South Arab Province (Yemen). These power forms of course would need to be cheap but able to be updated by this government at a later time.
