Dyelli Beybi had always been a turbulent State, with one Government tearing control of the Nation out of the dead grasp of the last... This last Government appeared on the surface to be more stable. A constitutional monarchy that prided itself on transparency...
Perhaps it would come as a surprise that they decided to take the step they took, although at least to the new Prime Minister (coincidentally also the Tzarina), it would be the final step in destroying the ghosts of Dyelli Beybi's past that came back time and time again to haunt them, as well as opening up the avenue for better diplomatic outcomes in the future.

Subject: Dyellian Piracy
As you may be aware Dyelli Beybi is once again a democratic State, and we are now willing and ready to confront the mistakes of the past. Dyelli Beybi acknowledges that numerous of it's Naval Officers did partake in illegal activites, namely piracy and smuggling, with the blessing of a previous Regime.
Acknowledging this fact, Dyelli Beybi wishes to invite a delegation from the Scandavian States to officially visit Cyro. Here we can negotiate some form of compensation to victims for the damage caused as well as to issue a formal apology for the crimes commited under previous Regimes. It is the hope that this will allow for the bridge of reconcilliation to be open between our Nations.
