As Alexandre Brune stared out the window of the Parliamentary Palace in New Geneva, Reichskamphen...the thought suddenly hit him. "This is the worst it has ever been."

Brune was once called, 'Marechal' Brune...because he was a Marechal of the Greater Prussian Empire. Now, the Empire was gone. Collapsed into nothingness, a thing he thought he would never see. And so was his title. Others tried to pretend that the titles of nobility infront of their name still meant something. Brune had no such pretensions.

After the brutal conflict that brought the Empire down, Brune was put in Charge of the nation's recovery by the new Parliament. He found that most of the nations infrastructure hadnt been completely annhialated, but that Reichskamphen, once the centre of a grand Empire...now had trouble feeding its people.

The only exception was New Geneva, the gradious city that once served as the Imperial Capitol. With the return of political activity, business also returned, and the economy was reving itself up there. But nationwide, there had been no such occurance.

Brune immediately sent out a host of letters to previously friendly nations, and even former enemies, begging for any type of help they could offer.

To: (Insert World Leader Name Here)
From: Senator Alexandre Brune, Chairman of the Temporary Committee for the Reconstruction of Reichskamphen.

To whom it may concerne,

It is not an easy thing for a people as proud as the people of Reichskamphen to ask for help...and it is no light set of circumstances that brings us to do so. It is the ultimate collapse of our way of life and our economy that brings our government to beg for any assistance that we can possibly get.

Most importantly, we ask that any nation that is able invest in Reichskamphen. For, I swear to you...we may be low at this late hour, but the time is near where we will return and the investment will pay off. We ask for any foreign investment, be it businesses moving in, or even direct investment in business efforts undertaken by locals.

Further, was ask for Humanitarian aide to those people who are nolonger able to ensure their own survival and whose cities ahve been dessimated by war.

We further invite any nation that so wishes to establish an embassy here in New Geneva for we are in desperate need of foreign advisors to help us restore our nation.

Some of you may have been friends of Greater Prussia, some of you Enemies. But Greater Prussia is a thing of the past. We are all just human beings, and the Democratically elected Government of Reichskamphen has asked me to extend a hand of peace and friendship and pleas for help to even those nations which once found us so abhorrent.

I pray that God will greatly move you to come to our aide.

Sincerely,

Sen. Alexandre Brune.

It has come to my attention that your nation is in need of financial aid. My advisors have suggested that perhaps it would be in our interest to provide your nation with a large sum as a long term investment. Because I trust my advisors, I will provide Reichskamphen with a lump sum of $10,000,000,000,000.00 USD, and offer to deploy a single division of marines to aid in peacekeeping and reconstruction.

Your Highness,

My nation and its people greatly appreciate your generousity and value the giving spirit of your nation. We don't have much, but you will find a shipment of three cases of 1947 Petrus (a Bordeaux wine) waiting for you at your Palace. These came from the cellars that were established long ago. We appreciate the offer for assistance in peace keeping, but sufficient native and foreign forces are in place to assure security.

Response from the Demented Schooling Corporation (http://forums.jolt.co.uk/showthread.php?p=12723851)

One day, we helped the Greater Prussians found the Robert E. Lee Military Academy – which became a beginning of new, quality education in Allanea and a foundation for a new Allanean culture. Today, we, too, wish to give back.

As Allanea’s premiere private education system, we would like to offer our services to the Reichkamphians. We would like to set up about 1.2 million schools in Reichksamphen, sufficient for 450 million children. The costs would be approximately 1.2 trillion dollars per annum, which would be paid through the usual system of school vouchers. Given Bryn Shander’s generous donation, your nation is obviously more then capable of sponsoring this, and, as all investments of education, this would pay off.

We also would like to receive an additional 120 billion dollar subsidy from the government for the construction of the schools.

Response from Kazansky Heavy Industries

As one of Allanea’s biggest heavy industry companies, we heard of the money that the Bryn Shanderian monarchy had send to aid your nation. We believe it is just the time to fund large-scale contracts for infrastructure.

As such, we suggest that you contract KHI Limited to construct an international airport/spaceport near the capital of Reichskamphen. We believe that the costs of such an airport, and linking it to the capital city proper via maglev, would only be about 210 billion dollars, of which 10 billion dollars account for the costs of building the maglev.

After the construction ends, we will turn the airport over to the relevant authorities or a private company of your choice for operation.

Further, we will construct 200,000 lane-miles, or 50,000 regular miles, of strategic highway of varying width across Reichskamphen, for a total cost of 400 billion dollars.

Furthermore, we will construct 200 nuclear power plants throughout the country, operating on either the PWR or PBNR principle, which will be sufficient for your nation’s energy needs. The reactors will not be kept by KHI, but they will be yours to keep or resale to public or private entities. This is however the most expensive part of the project, costing 1 trillion dollars including purchasing the land for the reactors.

Additionally, we will construct five full-grade commercial harbors in locations necessary for development of Reichskamphen’s economy, for the total cost of one trillion dollars. The locations will be chosen based on an extensive study of the nation’s shores (OOC: I have no map so I have no idea where to build).

Furthermore, we will construct a new railway system for Reichskamphen, which will then be sold in parts to several local entities that will be able to compete with each other, or to the Reichskamphen government. The costs will comprise 2.39 trillion dollars, including not merely rail, but all relevant facilities.

Finally, we will construct the following (it will be up to your government to decide whether to leave these places public or privatize):

1. 2,000 new hospitals for a total cost of one trillion dollars, to be spread throughout your country as needed (1 trillion dollars).
2. 50 local airports to be constructed at lesser cities through out the country (1 trillion dollars)
3. 4 shopping malls to be constructed in New Geneva.

The total costs of construction will run up to 5 trillion dollars. We do not intend to retain any of the above functions, but to allow you to sell or give them away to other capable corporations or investors.

Sincerely yours,
Joe McFlunky

Alexandre Brune looked at the bevy of letters sitting on his desk.
"Thank God for the response, but be damned for the reading I have to do..." he muttered to himself as he opened the first letter. "Allegiance...to the Emperor of Xis....crapia. Bah."

He crumpled the letter into a ball and threw it into the nearest wastebin.
The next letters had mailing addresses from Allanea. As he read the letter, his eyes began to widen a bit. "These people think we have that kind of spending power? Hell, thats why we're begging for help! If we had the kind of money to do any of that or were even able to collect it from taxes, we wouldn't be here!"

Brune wasn't even sure if these businesses had even offered him any kind of deal for the labour.

"Friends of the Empire indeed...all they want is for us to lay the donations we are recieving in their hands." Brune couldn't help but feel a bit betrayed until he realized. "These are Allaneans...that must be their idea of help."

He folded the letters tightly and filed them for later reference. "We just don't have the money." he said aloud, pursing his lips as he tightly creased the stationary.

"Hmmm." he mumbled to himself. "These people in RevTerr have the idea. Yes...investors."
(Response letters will be at the bottom of the Post)
-------------------------------------------------------------------------------------

Matthew Forester, the new Secretary of Transportation squinted in the bright sun at a six year old Imperial roadmap of this particular area of Southern Reichskamphen that led into the main port city, Kampfstadt.

His finger traced the red line of Imperial Highway 3 that ran from the very north of the Scottan Provinces (in the very north of the country) all the way down the Sea. Finally his finger settled on the exit where he was. He moved the paper to look up. Even one year ago...this would have been a bustling highway. Two overpasses had collapsed and there were brokendown cars all over the highway. The highway also seemed to disappear into black, churned earth for about the length of a football field after that. "A missile." he reasoned to himself. "Or Satan..."

Order had only recently been restored in that province, so the Secretary was safely inside an old Imperial Tank that had been seized by the Government. On the side was still emblazoned the insignia of the Imperial Guard and words in black. "Soli Deo Gloria" and "Joseph-Napoleon, Emp. et Roi" The first words indicated that it was from the infamous Soli Deo Gloria division of the guard, and the last indicated that it was a relatively modern piece of equipment, made during the reign of the last legitimate Emperor.

Secretary Forrest took a keen interest in even the most minute details of his job and had chosen to tour the country with the official survey group. So far, they had found that the highways needed about 50 billion in repairs...but these were generally only on the main highways and most of the country roads and non-expressways were still relatively operational. The only problem was affording the gas to run a car. Matthew recalled seeing a few here and there, but was always astonished when he did. Most of the nation's automobiles were either abandoned on the highway where they ran out of gas, or sitting tightly tucked away in a garage, hoping for better times.

That is of course, outside of the now three functioning cities. The Army had moved its headquaters to another still functioning city of Kaiserstadt several months ago, and it looked like the move was paying off as business was returning. There was even a traffic jam at one point.

Kampfstadt still functioned as the main port and was relatively untouched by the war that went on farther in the North. People still hurt, but nowhere near as badly as those just 50 miles north of them. New Geneva continued to thrive, and the taxes taken in that city from approximately 1% of the people were paying for 70% of the Governmental expenses simply because no one anywhere else had any income to tax.

The Secretary was making good notes, as later in the week, they would be meeting with the Interim head of Reichskamphen and presenting before the Reconstruction Subcommittee. Once these evaluative measures had been taken, the problem would be more clearly in focus, and a solution more easily found.

We appreciate the thought that you have given to your donation, but we will in no wise submitt our Allegiance to any foreign power. I remember all too well the Robert E. Lee Academy. My son went there for several years. I always believe that it was his presence there during the death of Joseph-Napoleon that kept him from harm. God had it though, that this time, he was of age and chose to fight. My son is numbered among the many alumni of your prestigious academy who have died in defense of the now fallen Empire, and their now rebuilding country.

I appreciate greatly the efforts and plans that you have drawn to better the people of Reichskamphen, but I am sad to inform you that the monetary resources to undertake such an action are not currently in place. This plan may be executable 3 years from now if recovery goes as planned. But for now, my government is unable to act on your offers.

God Bless you all.

After Brune had signed the letter, he realized that he had mistakenly put his Imperial title. He reached for the whiteout, but then paused. "It may make them remember who it is they are doing business with...or rather...who we were." So he let it go, this once.

Commander Revert,

We sincerely appreciate the assistance that you have chosen to give our people. There are currently two functioning airports, one in the south in Kampfstadt, the other just outside of New Geneva. I reccomend the planes with medical supplies direct their courses southward as there are still several rural areas there that have been without utilities for several months.

When the Ambassadorial flight arrives in New Geneva, you will be escorted from the airport in one of the cars from the former Imperial motorcade and be given an Ambassadorial suite in what was the Imperial Palace.

Look forward to meeting you,

Alexandre Brune.

Before the mail went out to Bryn Shander, an assistant tapped the former Marechal on the shoulders and whispered.

"Erm. Mister Senator. Mister Marechal...Sir. I believe you made a mistake."

Brune turned to him inquisitively. "Calm down...now tell me what it is."

"Bryn Shander donated...10 TRILLION dollars...not Billion."

"S***!" Exclaimed the old Soldier...whose lips hadn't witnessed a fould word in years. "Tell the men to pack up the whole wine cellar and ship it off!"

Brune immediately got to writing new letters to the Allanean corporations as well promptly informing them that their offers had been accepted and next week was good for him.

From: Sen. Alexandre Brune

I appologize about the previous letter. When I had it sent out...I was under the impression that the donation by Bryn Shander was 10 billion rather than 10 trillion you spoke of. I am sure that buildngs can be found in existance, in large part for the schools to cut some expenses, and we have several of the newly appointed Cabinet members doing studies on the infrastructure of the country. Currently, what is needed is more heavy repair than complete overhaul, but it is always necessary to invest in the infrastructure. I will present your suggestions before the Reconstruction Committee, but I suspect that they will find some of the expenditures unwarranted. I will however fill you on in the details as they come in.

From: Field Marshall Maximus Seville II (http://ns.goobergunch.net/wiki/index.php/Maximus_Seville_II), Leader of The Phoenix Milita and Chief Executive Officer of Phoenix Dynamix Incorporated.

My nation's largest corporation, which I also happen to run, is extremely interested in participating in the reconstruction of Reichskamphen. We believe that the best way we can help is by setting up a small number of production facilities for various products -- everything from aircraft to car tires and civilian apparel-- in your nation. Phoenix Dynamix factories create instant jobs, we will hire your citizens immediately for the construction of our facilities, and once they are complete we will retain a great many to operate them. As a form of humanitarian aid, for the first year we will offer free food and housing to any able bodied worker who wishes to work for Phoenix Dynamix, as well as for their families . After that the workers should have been able to save up enough pay to fend for them selves. We would also like to exchange embassies, and invite you to build one in our capital. If that is cost prohibitive however, a small office in our consular tower can be provided. Our initial proposal is the employ of approximately 100,000 of your citizens to set up a starter production facility and a base of operations for future Phoenix Dynamix expansion projects. Of course, before we can sink considerable funds into our proposed program, we will require a 50 year contract and assurances that we will be allowed to screen potential employees according to our policy and to fire those who are found not to conform to our policies after the date of hire. A small, lightly armed security contingent will be dispatched to ensure the security of the Phoenix Dynamix facility. We will also dispatch a separate military controlled contingent to provide direct security of our embassy. If you are interested in setting up an actual embassy in our nation, in favor of a small consulate, please contact the Embassy Affairs Bureau (http://forums.jolt.co.uk/showthread.php?t=377413) of the State Department.

Toris Ksin was bored. He spent some part of the flight looking over all sort of maps, receiving instructions from Roman and generally, keeping himself occupied. Revterr was proud of his ekranoplan fleet, but actually, flying very fast only meters above the water was like staying in a perpetual "landing mode". Occasionally, the escort plane would report a possibly abnormal sea configuration, and the airship would become a real plane, raising it's altitude, only to get back at his normal cruising "fuel-saving "altitude" minutes later. Toris found the experience not as fun as it looked like.
His wife and economical attaché, Esena, was in a loooong meeting with the other economists, scrambling over maps and plans. With RevTerr being self-sufficient, it was considered a rich country, but still, there is no such thing as a bottomless barrel. So plans where made and scrambled, involving as much as possible from the local work force. After all, those people needed money to start paying for their lunch.
That left Toris to tend for him. So he was walking through the big airship, trying to engage some conversation with the other attaches. In the end, he got to the rear end, in the cargo area. Packs, big luggage, equipment, the two cars, the defensive equipment, were all neatly arranged. It would have taken a cargo boat to carry all that.
A speaker chimed, and then a voice came out:
-This is the captain. We are approaching the European land mass, and we are going to raise the altitude. Please find some safety belts and fasten them.
Toris entered one of the cars and stayed inside until the ship reached the altitude that would entitle it to call a Control Tower.

Greetings, Senator. Allow me to introduce myself: my name is Torin Ksin, and I was appointed RevTerran ambassador to New Geneva. We will arrive shortly by Airship, and we request your permission to use our airvessel as RevTerran embassy, until a proper building could be established. All the equipment is on board. A second Airship is due to land in Kampfstadt at the same time. We request your permission to treat it as a RevTerran Consulate, again, until a proper location could be established. Having a representative there would greatly improve efficiency.
Senator, I will be blunt and ask whether the supplies in board this second airship could be trusted to local authorities in Kampfstadt or not. I do not want to imply that your representatives are not honorable men and we are certain that everything could be moved faster using their channels. But still, I have to ask this, knowing that desperate men are entitled to desperate measures, and taking into account that desperation of other men as war trashed as they.
To save time, I would like to ask how the ships, the construction sites, the supplies and the revterran will be guarded. We have a small contingent of 30 aboard each vessel, a contingent that, for now, is instructed not to leave revterran ground, and, except for 10 ambassadorial guardsmen, will leave Reichskamphen if requested. We saw the news and we read the reports, but again, I’m asking you: how safe will us and our assets be in your country?
I’m sorry if I offended in any way with my bluntness. If you want, it’s the revterran way. We do not want to offend, but there are questions that have to be raised.
That being stated, the Economic Attaché, Esena Ksin, and her team, would like to meet with representative from the Temporary Committee for the Reconstruction of Reichskamphen, and /or with other party involved, as soon as you consider possible.
In the end, I would like to thank you for the escort. I will depart for the Imperial Palace immediately upon landing.

OOC: Response letters at the end of the post

IC: "A bit more wine?" the waiter asked Gerhardt Volckner, the Mayor of New Geneva.

"Please."

The waiter poured a glass full of Burgundy that Volckner himself had brought. The restaurants in New Geneva still didn't have the same kind of ingredients or wine list that they had had even in the darkest days of the Empire even though the city was essentially functioning as the majour metropolis it was. It almost seemed, once you crossed the few miles separating New Geneva from the rest of the country, that there had been no war at all...that is until you saw the faces of the people.

Sen. Alexandre Brune looked on as Volckner's wine was poured. His mind travelled back to the ride he recently took through the surrounding countryside. He remembered the starving faces of the people as he passed, and the cemetaries, filled beyond their boundaries. He could hear the explosions in his ears.

"Keep shooting!" he could hear himself say as a horde of Imperial soldiers came charging his position. "We stand here, or we die! Protect the city!"

The New Geneva Cathedral tower soared high into the air in the distance. It was almost slow motion as the artillery shell struck. The explosion rocked the tower as stories of stainedglass windows collapsed and concrete and dust flew in a sinister plume into the air. The army collectively held their breath.

"That is the first and last shot that will ever land in these city walls!"

"Follow the Marechal! Follow the Marechal!" Brune could hear them say as he pulled his sword and charged blindly into the oncoming horde.

"No wine for me thankyou." The waiter bowed politely and returned the bottle to the Ice bucket at tableside.

"Is there anything else I may get you, Mayor Volckner... or you Monseigneur Marechal?" The waiter inquired.

"Thats fine, son." Brune said with a nod. And the waiter was gone.

"Can't shake it can you?" Volckner said with a bit of a smile.

"Can't say I've tried much." Brune sighed, sipping his water. "I don't use the title anymore, but the Marehcal baton is framed in my office."

"So when are you fatcat politicians going to quit taxing us to hell?" Volckner asked inbetween bites of his steak.

"You will be pleased to know that you're getting a tax break...and every other red blooded citizen as well. Taxes are not to be paid this year, or next, and all currently paid taxes will be refunded. In addition, for three years after that, taxes will start at 50% of their normal rates, and gradually right themselves over the next several years." Brune took a bite of his salad. He was getting a bit more health conscious these days as he entered his late 50's. "Further, back salary for every military and government employee for the last 5 years is going to be paid out. In addition, back salary will be paid to the noble classes on the condition that they immediately begin employment of others and resuming their previous operations. They can apply for one time government grants to help their businesses as well. We will be up and running again soon."

I am aware that your technology level makes them useless to you, but I am sure that you will find some sentimental value in these symbols of history, especially as these three cars carried, at one point, every Emperor that ever held the Greater Prussian throne.

God Bless,

Alexandre Brune

To the Esteemed Monseigneur Senator Marechal Alexandre Brune, Chairman of the Temporary Committee for the Reconstruction of Reichskamphen, Protector of the Snobbery of Nobility, of Reichskamphen, of Protestant Reichskamphen, of wine, joy, money, and vice, King of shouldered burdens

From: Your friend, Aesir Veliky Kynaz Ivan Rekjyavich, Soverign Governor of Terran Derscon, King of the Drink, and yes, I still can drink you under the table Mr. Brune

Hello there again! I've received word that Reichskamphen is in a bit of a predicament. I'm happy to see that my superior's good friends in the Vascilian League have offered you a substantial amount of help. Well, considering our past relationship, I think it would be appropriate to foot your enormous alcohol bill, you silly booze-guzzler.

However, while we're almost done, we still have a bit left to fix up. Therefore, I have been authorized by my superiors to wire you approximately two and a half trillion Amarathine Medallions, which equates to approximately five trillion universal standard dollars.

Try not to get drunk too often.

--Prince John

PS: The Amilii Freighter and Transport Company has offered a fleet of approximately one thousand cargo ships filled with lots of fun stuff like food for you to squander on your lavish palaces.

'Well, I think Vascilia just purchased that nation in thirds.' said Sheikh Navarrone as he sat in a plush leather chair in his office, reading the news paper casually.

'They were donations, sir.' Falkenhayn said curtly, sitting in a chair across the coffee table from Navarrone.

'Quid pro quo, my friend. These donations should buy us some access to their markets. When they're buck up on their feet they'll be able to buy things again...and by god, there will be an Aumanii retail outlet just waiting for them to make up their minds.' explained Navarrone, flipping through the pages of the paper before folding it up and placing it on the table.

'The fact remains that donations can run out. It would only help to serve the people of Reichskamphen if we provided them with jobs. I'm going to speak to Mr. Brune about the possibility of opening a few branches of the Aumanii Machine Gun Factory and VascTrak in the country. The CEOs have told me that the population of Reichskamphen are a well educated bunch and should turn out some quality work...' Navarrone trailed off as he popped the tops off of a couple of beers.

'Quality work for dirt cheap, am I right?' asked Falkenhayn.

'Well, their economy is in pretty rough shape. So, yes. At least until it gets back on its feet.' Navarrone passed a bottle to Falkenhayn.

Hello, I don't believe I have had the opportunity to speak with you yet, Marechal, but I am General Sheikh Navarrone, interim ruler of Auman. I would like to speak with you in person about trade. As we both know, donations are only a temporary fix to a long term problem that your people face. We have several powerful corporations in the League expressing an interest in providing jobs to your highly educated and well trained populace. So, my question is, would you be willing to host a trade summit so that we could discuss this in depth?

"So what is the conclusion that your committee has reached?" Sen. Brune pressed the newly minted Sec. of Transportation.

Sec. Thomas Elder leaned forward towards his microphone a bit hesitant to stammer out the next few words. "In the south and centre areas of Reichskamphen, there is a desperate need for a restoration of 30% of pre-existing roadways, and 70% of pre-existing train, boat, and other transportation. All but one of the majour airports are useable, but currently airtraffic is only recieved by two, due to the vast number of jetliners that were destroyed on the ground. This outcome is much better than we had anticipated at the outset of the survey process."

"What about in the North?" inquired Sen. Gerard Falkner, the Vice Chairman of the Reconstruction Committee.

Elder wiped a few beads of sweat from his forehead and took a deep drink from the glass of water sitting next to him. Shaking the cool condensation from the glass off of his hand.

Brune looked on wearily at the floundering beaurocrat, and the line of them that had yet to address the committee. His eyes glanced over the torn upholstery on some of the seats on the floor of the Parliamentary Palace, the Chunks of missing marble where Napoleonic Crests and other symbols of the Greater Prussian Empire had been cleaved off by the occupying Dersconi armies. The building was certainly not as aesthetically pleasing as it once was, but Brune had refused any suggestions to restore the building until the nation itself was completely restored. 'We can stand a few eyesores here, until we fix the gaping wounds that this country has.' he remembered himself saying to the members of his committee.

"I regret being the bearer of bad news..." Sec. Elder began, "but the Northern 30% of the country, the area most affected by the fighting, requires the immediate restoration of 85% of pre-existing roads, and 98% of other pre-existing forms of transportation. Of the 15 pre-existing airports, only one, the New Genevan Airport, is still standing let alone functioning. But in plain language, outside of New Geneva, and the arteries that we have hastily built to the rest of the country, 85% of the roadways have been destroyed, and 98% of the rest of the available transportation has been destroyed, and all but one of the Airports have been bombed into rubble by the Dersconi Army when they retreated."

"And the Transportation Group's reccomendation for the remedy to this situation would be?" Brune asked pointedly.

"The Department of Transportation, agrees with the rest of the Cabinet, with the exception of the Health and Human Services Department."

"For the record, what is it exactly that you agree on?" Sen. Falkner asked, a bit more frustrated.

"We agree that the Allanean proposal for reconstruction, with a few modifications to take into account surviving facilities that don't need to be rebuilt, is the best course of action for this government to take, and is the best course of action for this committee to reccomend to the Senate."

As the RevTerran plane touched down at the New Geneva airport, a black Mercedes S600 pulled up beside the plane flying the tri-sword flag of Reichskamphen and the Imperial banner of the now defunct Greater Prussian Empire. For some reason, much of the government had refused to retire the old flags and crests, and seemed to operate under the illusion that at any moment, the Emperor would return and there would be a grand restoration. Whole regiments of the Imperial Guard, now nationalized into the Reichskamphian Army refused to even don the new non-Imperial uniforms.

When the RevTerran ambassador walked down the jetway, the chauffeur exited the vehicle, and opened the rear door. The car was escorted by 6 SUV's full of Government troops and two tanks from a nationalized Imperial Guard regiment. Much of the security was unnecessary in the extremely secure city of New Geneva, but as the ambassador's government had expressed some concern, every effort was made to preserve their peace of mind.

As the Caravan neared the former Imperial Palace, they passed through three Army Barricades and witnessed several Army Patrol groups travelling the surrounding area. As they reached the fortified walls, the number of Patrols increased, stopped at the last external barricade, credentials were presented, and passage was given to the Caravan. After passing a few more barricades and a few more miles of road inside the compound, the Caravan reached the Imperial Palace. Currently, it was being used as the base of operations for the Interim head of Reichskamphen, the Interim Cabinet, the Office of the Mayor, the Treasury, and the Department of National Security. Most importantly though, inside was the office of Sen. Alexandre Brune and the Temporary offices of the Committee for the Reconstruction of Reichskamphen.

After nearly a year of recovery, driven by the newly formed bi-Cameral legislature of Reichskamphen, the time had arrived for elections.

At the end of the last War, the remaining elements of the Revolutionary Army and the Revolutionary government appealed to Dr. Kenneth Stevens of the PCNS to temporarily assume the Protectorship of Reichskamphen as his predecessor, Dr. Graves was required to do. His first act was to create a cabinet and unilaterally appoint officers to fill posts of the new administrative departments, and then to appoint qualified people to form the new Senate. Writing down temporary guidelines and laws for the Interim Government, Stevens provided for the definate transfer of power through national Plebescite at such a time where it was possible to hold an election.

After being advised by the Cabinet and the Senate, Dr. Stevens called national elections to take place in one month from the date of his announcement.

Allready, the appointed Senate stratified into a number of parties and coalitions to more effectively advance their aims. This election was especially important as the elected Senate would be finishing the process of writing the new Constitution, which the appointed Senate had already begun work on.

As the plane approached it’s designated parking area, it was clear that they were being greeted by more then a diplomatic honor guard.
Sir, I don’t like this, came a very predictable line from the military attaché, Dales Tin.
Of course you don’t, Esena replied. They have bigger guns than you.
Is this normal?, the military man asked Toris, ignoring the woman.
Not according to my briefing… Maybe this is how they intend to protect the plane.
Sir, I think I should come along.
Sorry, Dales, but I think we’ll have to trust the diplomacy. Plus, I think I see soldiers inside those SUVs. Even if they would kidnap us, you couldn’t help.
Aren’t those the old flags?
Yes they are.
The plane came to a stop.
Wait, ambassador. Pilot, anything suspicious over the com traffic?
Suspicious, sir?
Invent a definition and use it.
Err, nothing sir. Everything seems to be alright.
Voice tone different, different rithm..?
I didn’t notice it
For Cat’s name, Dales, open the door! This Empire is basically the same, the same peoples, same allegiance, same soldiers, but with a different name. And frankly, I’d rather be shot outside then bombed to ignition inside. The door opened and the Ksin family descended to their limo, while Dales, inside the plane, muttered something about how someday someone will shoot a revterran ambassador who disregarded the safety procedures.

The city seemed largely unaffected by the war, but Esena thought she felt a muttered pain inside the walls. Like something was missing. Like the people were walking straight, but somehow hollow… like they lost something that sustained them…
Defeated’s pride? she muttered.
Sorry, I didn’t get that.
The people seem like they lost something, and I was wondering if it’s not defetead’s pride.
I don’t see it. And I don’t think I should. New Geneva resisted siege, and it’s likely that it’s sons had a big part in cleaning the country of the invaders.
Another army barricade… the third now, and the woman actually got to ask herself how safe this city really was.
Fortified walls—guards—credentials—a very long alley—stop—get out—walk some stairs…

As the family ascended the front steps of the former Imperial Palace, a man in a Royal Blue military uniform stepped out to greet them. The Uniform was brilliantly embroidered and appeared to be from the early 1800's, though it was clear that it bore modern insignia. There were a few places where it was apparant that certain insignia had been removed, most likely were his lapels that displayed the Imperial Marechal batons, the insignia of the Bonaparte family, and the ribbon that would once have read, 'Joseph-Napoleon, Emp. et Roi'

"To whom may I give the honour?" the Ambassador enquired of the tall, lanky uniformed man.

"Sen. Alexandre Brune...now General as well I suppose." he gave a slight laugh. "Our security forces are rebuilt to nearly half of the pre-war capacity, and the Senate has opted to go further than that, and completely modernize and rearm all of the pre-war security forces, and then some. I was drafted by the Senatorial Committee to be the General-in-Chief due to my previous experiences."

The Ambassadors dossier on Brune would have informed him that the Senator was once an Imperial Marechal for Napoleon IV, and the Emperor Joseph-Napoelon, the last legitimate Emperors of Greater Prussia. He had been the victor of no less than 5 military campaigns and defended New Geneva from Dersconi attack on two separate occasions. During this latest war with Derscon and some of the other Prussian States...Brune and his armies single handedly saved the country from utter ruin and defeat. Many within the newly developed political world were clammering to get Brune to be their candidate, or atleast endorse them. Brune's response was to join the military and head it up.

"Why don't you come in?" Brune invited his guests.

As the guests walked in, they noticed that this place was incredibly bare for an Imperial Palace. There were a few nice pieces of furniture and a couple tapestries, but there was considerable damage to some of the architecture pieces, and a great many of the rooms were unfurnished.

"Appologies for the mess. During the Dersconi occupation, the invaders managed to take almost everything and ship it up to the kremlin. What we have here is just furniture that individual people have brought from their homes, and in some cases items that the staff took with them to shield from the destruction."

Brune opened two large oak french doors at the end of the Grand Foyer that opened up into what seemed like an endless hallways dotted with broken chandeliers and scarred wallpaper.

"This is the wing of the palace dedicated to the running of the national government." Luckily they didn't have to walk far before Brune opened another set of French doors and led them into the first well appointed room that they had seen in the entire palace, Brune's office. "Brought most of this stuff in from home." He walked over to the winebar in the corner, and pulled out a couple of bottles. "Anything to drink?"

In the meanwhile, Allanean managers and professional men have been filling the country. The philosophy has been to hire as many as possible of the locals to do as large a proportion of the job as possible – both because it would be much cheaper, and because it would improve the economy of Reichskamphen. The two Allanean corporations – Demented Schooling and Kazansky Heavy Industries – have been performing almost up to par.

Almost.

Apparently, someone had made an error in the choice of the man to lead the reconstruction force that Kazansky’s company sent in.

His name was Flavian Zenni.

It would not be a problem, per se, had Flavian been merely gay – had he been a gay man who wears a suit and acts like all straight Christian men do.

But Flavian wore an orange suit and a tie with diagonal green stripes, painted his nails bright-pink, and generally tried his level best to live up to the stereotypes that Reichskamphians had of gay people.

When rumour spread that Flavian’s boyfriend – a 17-year-old Allanean – was arriving to share his company in the village of Glenraven, something was bound to go wrong.
Reichskamphen
28-06-2007, 17:26
The small town of Glenraven was as Reichskamphian as you could get. The small town was centred around a brick and mortar Presbyterian Church insofar as the physical planning went, but this was also manifestly the case in the societal structure.

At first, when Flavian came to town with his antics, there was a huge uproar, but most people opted to leave well enough alone...let him finish the road so he could leave. But there had been a holdup in the contruction project and now it seemed he was staying on a longer term basis.

One day, a train pulled up at the station, among its several passengers was a boy dressed in vibrant clothing, short cut spikey hair with blonde frosting, and an earring in his ear. He got quite a few looks from the people on the train, but shruged them off.

As the train screeched to a halt, the young man waked out onto the platform, and there he saw Flavian. They ran towards eachother and began to passionately kiss, embracing in a very suggestive fashion. Mothers began to shield the eyes of their children, and sceam loudly.

After the couple finished thier warm embrace and found their way out of the station to their car, they were approached by two very burly police officers. "Excuse me Sirs...we heard a report of lude and licentious conduct in public."

"We just kissed officer!" the young boy screamed in a loud nasal whine.

The officer that had just spoken looked at the other with a knowing glance. "You two are going to have to come with us."

With that, the two men were handcuffed and escorted in public view into the back of a police cruiser where they were hurriedly sent to the police station downtown for booking.

“No, Flavian! Just no! I am not willing to listen to this foolishness! Look, I respect you as much as any other man. You are the best manager I’ve got. But if I had known… oh God, what you did was just stupid, okay? Stupid. I’ll be flying down to the place myself, I’m taking a plane to Reichskamphen, I’ll be there in a day or two. But you? You are an idiot.”

But Kazansky would not visit Flavian. Once he was in Reichskamphen, he would immediately rush to meet Brune. “Your honor, I beseech your help in this matter. You understand, I don’t know what went on there – and I don’t trust Flavian. He has proven himself to be… an irresponsible fool.”

* * *

In the meanwhile, a traditional-looking woman made her way into the village of Glenraven. She was wearing a long, black dress, and looked extremely businesslike.

She paced into the police station’s main entrance, and smiled politely at the officers within. “Greetings.” – she had a horrendous German accent. – “I am Dorothea von Varnhagen. My son, Horst von Varnhagen, is being held here – I do not know, what do you call this? I do not know ze name of his charge in English.”

It had been a long time since Kazansky and Brune had met face to face. The last time he remembered was during the Campaign in West Axackal against the Edolians. Brune had been the commander of Greater Prussian forces that assisted Allanea in liberating its former territory.

"Our countries, and we in particular, have had a long history of friendly association. I won't let something like this come between us."

Brune immediately walked over to his desk and pressed a small red button.

"Edna, send a Memo on the office letterhead to the Police in Glenraven. Tell them to release the homosexuals into Allanean custody."

------------------------------------------------------------------

To: Glenraven Police Department
From: The Office of Sen./ Gen. in Chief Alexandre Brune, New Geneva

To whom it may concerne,

I heavily advise you to release the two homosexuals that you currently hold into Allanean custody so that they may do with them as they see fit. Do not harm or otherwise humiliate them.

Not heeding my advice will bring serious consequences.

Sincerely,

"I am assuming your son is the young man that arrived by rail today?" a young policeman enquired. "He's the only young person in our jail."

The policeman took a sip of coffee and opened up his file. "It's seems your son has been arrested for lude and licentious conduct in a public area. The file says that he was making out with an Allanean Manager...a male Allanean manager. He is going to be seeing the Judge today...minimum sentence is two weeks in jail, but maximum is two months."

Kazansky smiled. “Look. I realize that you are trying to do the best for us. But… I need to know what was it that happened there. Because while I am sure what my employee did would likely be okay if he did it in Liberty-City – pretty much whatever he could have conceivably done – I want to know how unprofessional it was. Because I can’t have my managers running about like madmen and offending the local population. People need to understand that Allaneans need to respect the people they work with, or we’ll have a riot on our hands. I need to know what he did wrong, so I can punish him.”

----

The woman wipes her eyes. “Oh, I knew this would happen. Poor Horst, he should never have picked up on this Flavian person. You understand,” - she looks embarrassed – “I may be a very tolerant person. I never said anything about him being… gay. But Flavian… oh god, that man is an offense to all decency! And Horst is a painter, don’t you know, he is so sensitive, I don’t know how he didn’t see right through him! But I am an old woman, and you are a busy man, and I speak too much… tell me, will I be allowed to see my son.”

"Of course ma'am. This way." The young officer escorted the woman to a small, but reasonably clean cell where the young boy sat, dejected.

"Unfortunately, President Kazansky, I am not intimately familiar with the details. The police department there has yet to contact me, and all I know is from the news, which sadly are eating this up. What I've heard is that he was passionately kissing and embracing, maybe even fondling another man in public...in one of the most conservative areas of the country."

Brune sat down behind his desk, hitting himself on the head. "Where are my manners! Can I get you a drink, or something to eat?"

"I also want to express to you my gratitude and that of this government for the assistance you have rendered us in our time of need."

The man was a legend and it certainly looked like one. And the bareness of the place made Brune’s presence even more pregnant. As they walked to his office, it seemed that the emptier the space was, the better he looked, walking straight into an very “unstraighting” empty palace, talking about bringing stuff from home to shed a small light of majesty (it was hard to reject any imperialism in here) over bare stones.
Still, thought Toris, you voted to rearm yourself.

Anything to drink?

Cat, what was the protocol in here?! Admit, reject? Cat damn it, truth.
Just water, he said, smiling. Or a juice of some sort. Alcohol is something that didn’t stick in Revterr, except for industrial purposes.
As the two men exchanged alcohol related opinions, Esena looked around. The office looked both bare and rich. I wonder how many aristocrats emerged from the war with stuff to bring to their office?, she asked herself.
In the end, they all settled down with their drinks.
So, mr. Brune, Toris thought to open a discussion, how do you like diplomacy? Even though you have been recently confirmed as head of the military, you’re still the one regarded as president –or royalty- replacement.
Reichskamphen
29-06-2007, 20:40
"To tell you the truth, I'm well suited to diplomacy...but I've always been more accustomed to action rather than discussion. Having attended a military school since the age of 12 and having fought in the Emperor's service for my entire life...my discomfort with the process is to be expected. I generally had other people to do the talking for me, people with far more golden tongues than I." He chuckled as he poured a refill of juice when he saw a glass empty. "As for my status in the government...my official and unofficial statuses are quite differant. Officially, I am simply the Chairman of a Temporary Senate Committee and the Head of the Military. However, as the brunt of government activity is being coordinated and handled by the Committee, I am as close as it gets to being the head. The actual head of state is Dr. Kenneth Stevens, the Moderator of the Presbyterian Church NS, and the Seniour Minister of the New Geneva Cathedral." Brune motioned out the window at the immense spire that towered above every building in the city. The Church Spire doubled as one of the tallest skyscrapers in the world and was the symbol of New Genevan survival and recovery.

"This isn't without precedent, as his predecessor, Dr. Graves and I worked together when the Dersconi's attempted to invade only five years before after anarchy had descended on our nation. The Church is the most lasting and trusted institution in the country, and with Stevens at the head, things will go alot more smoothly."

He looked down at the morass of papers on his desk, attempting to locate the outline of the Senate's plan for economic and military reconstruction. The paper volume on the small desk had nearly doubled since he accepted the Senate's appointment to head the rebuilding of the Security forces.

"Ah ha!" he pulled three pages of paper, stapled, on Senatorial letterhead, and handed them to the Chief Ambassador. "This is just an outline of the plan's we are currently working on, and/or plan to execute in the near future. We are indeed making amazing progress."

Brune stood up and opened the curtains to let a bit of light in. The golden rays illuminated the room and lit the Marechals sunken cheeks, making him look a bit younger than perhaps he really was.

"As you may know, the Senate has repealed all national taxes for the next two years, and taxes will only be reinstated at 50% of their prewar levels for the next 5. Now is a perfect time for investment with huge profit margins to be had."
