REQUEST FOR PROPOSALS



Western Motors Corporation, although being, in essence, an 'extra national' entity, does have its own borders and territories in which it needs to defend. Our land mass and population may be relatively minor in comparison to much larger, and established nation states and entities, but this does not allow us to forego the costs and necessities of our defense. Furthermore, as our current Defense Forces lack most types necessary arms for proper defense including but not limited to heavy aircraft (especially dedicated aircraft) heavy infantry fighting vehicles, proper tactical vehicles (we currently utilize a ‘militarized’ version of a domestically produced light truck), helicopters (including both cargo and attack), and even maritime equipment (we do have a small coastline and territorial waters which must be patrolled, as well as shipping to protect), we require a vast modernization of our forces to give our Defense Forces the capability to protect our national assets.

In our current search for modern equipment, we have sought, and found, a handful of the pieces of equipment which we desire. Hence, we have issued a Request for Proposals on the following pieces of equipment:

-MCA-7B Timber Wolf Main Battle Tank (Procurement Talks Under Way)
-GLI-76 Falcon VTOL Multi-Role Fighter produced by Kriegzimmer/The Macabees (We require trade talks, we discovered the aircraft while looking up another nation’s request for a certain type of aircraft which we also require)

Beyond the equipment which we have issued dedicated RFPs for, we also look for the following pieces of equipment, and respectfully ask for procurement prices, trade positions, etc.:

-Infantry Arms (Assault Rifle, Anti-Tank Systems)
-Common Infantry Fighting Vehicle (Preferably Wheeled)
-Armored Personnel Carrier (Preferably Light and Tracked; Capable of Upgrade)
-Tactical Vehicle (Dedicated MILSPEC design)
-Main Battle Tank (Procurement Talks Under Way)
-Light Helicopter (For scout and light transport)
-Medium Helicopter (For Medium Cargo, Specialist Roles)
-Attack Helicopter (Of Moderate Nature)
-Multi-Role VTOL/STOVL Fighter (Require a Rugged Design; Currently Seeking a RFP from the Macabees)
-Cargo Aircraft (Light and Medium; Preferably Capable of Being Modified)
-Coastal Defense Vessels
-Assorted Other Naval Vessels (Capable of Littoral and Blue-Water Warfare)

Again, we are looking for procurement proposals so that we may purchase the equipment we desperately need to replace our light, and in some cases, aging, equipment. Please forward all proposals to my name, and office, so that I may review them before sending them to a Committee review before final authorization. Once we have determined the required contracts, we will officially issue a Procurement Order to the stated company for the stated unit. Multiple contracts can be fulfilled by a single corporate entity. We desire commonality in terms of ammunition types and may request that certain aspects of the design be modified to fulfill our requirements. Request for Proposals are non-binding, Procurement Orders are binding – We expect delivery as much as you expect payment. Additionally, we can look into non-Request for Proposal items of sale as long as we perceive a need in our current force structure that we have previously overlooked. All payments will be in United States Dollars and all payment plans will be decided before hand.

OOC: Can't make an IC post at the moment (strapped for time) but I will take a moment to pimp the MRA-38 (http://forums.jolt.co.uk/showthread.php?t=516920) assault rifle, accompanied by the MAWS-22 machinegun (TG me for more specs on that) and the Aequatian Century (http://forums.jolt.co.uk/showthread.php?t=526786) Infantry Weapons Family. As for land warfare kit in terms of a wheeled APC/IFV of some sort, I'd strongly recommend the Isselmere-Nieland L-16 "Vixen" family, and just as strongly recommend the L-15 "Badger" family for the tracked IFV requirement as well. Both can be procured from IMW-LDS (http://forums.jolt.co.uk/showthread.php?t=391319). If the MRA-38 or G100 series don't meet your desires, I could custom build something for you if you're interested, because weapons design is something I enjoy, from small arms to MBTs.

There is one update, arms negotiations on the MCA-7C main battle tank has ended with the purchase of one hundred units to outfit our Defense Forces.

This is our final attempt at fulfilling the requirements of our Defense Forces. It amazes me that the remainder of the international arms community can continue to ignore an active Request for Proposals, especially concerning the broad series of equipment we require which should open us up for more entrants. Furthermore, if the international arms community can continue to operate without necessity of revenue to fulfill budget and shareholder considerations, then, we, as a corporation, can operate similarly and rescind our Request for Proposals, removing potential revenue from the international market.

I must say thank you to our current entrants, however, we cannot make any decision until there are enough entrants to compare and decide which proposal is best for our required purposes. If we do not receive any more entrants, we will be forced to rescind our Request for Proposals, in which case, we will actively pursue whatever equipment is required to fulfill our needs. However, we will not negotiate on terms of price and/or production amount/plan if forced to actively search. It is then up to the arms corporation in question to decide whether or not it should fulfill its promise to its shareholders and whether or not it requires a positive cash flow.

Well, it was quite a surprise to find that the GLI-76 had been requested. We apologize for not responding earlier. Unfortunately, we had received no news that Western Motor Corps had decided to procure the GLI-76 Falcon. Fortunately, parts of Kriegzimmer staff stumbled upon public sources which had cited Western Motor Corps' interest in the product. Hopefully, our reply has not been made too late. Kriegzimmer is interested in opening talks with Western Motor Corps on the GLI-76 and quite possibly other products - if your party is interested. Regardless, we are more than willing, honored and ready to open trade talks over the GLI-76, at the very least.

The most pressing issues would be:

-How many do you wish to procure? OR, do you wish to procure a production license?

-Kriegzimmer is willing to justify certain parts of the design if there are any reservations or thoughts about any lack of ability. We like our customers to know everything that they wish to know, or must know, on our products. Customer satisfaction is our priority.

-If there are reservations and they are not justified, what would you like to upgrade? Would these be done by your indigenous industry, or by Kriegzimmer?


There are certain other products we would like to introduce Western Motor Corps to, as well. We believe that Kriegzimmer leads the way in ground vehicle technology, and that it has the most to offer out of all other export companies around the globe. Testament to this is the fact that our Nakíl main battle tank is the single most exported tank in the world, with over 5 million tanks of two models sold insofar and many more guaranteed [the export model - 1A1 - is soon to be upgraded into two separate models; one for a general upgrade, and the other for select customers. The aim is to diversify the Nakíl 1A1 fleet, given the large amounts of tanks sold, so that the tank does not become redundant]. We'll not bore you in this communiqué with endless data and instead will attach the brochures to our respective ordnance for your review.

We hope to hear back from you soon, and again, we apologize for not responding earlier.

To the Kriegzimmer Staff, thank you for response. We had, in all actuality, attempted to contact you via official, diplomatic telegram. Apparently, our efforts failed. Regardless, we are in fact thrilled that you have responded, especially with several other pieces of equipment. The GLI-76 Falcon was, in fact, one of two pieces of equipment we stumbled on and knew that we needed to fulfill a domestic need, and which we took the immediate initiative to secure. Currently, we are looking for at least fifty GLI-76 aircraft to serve as the primary combat flying component of our Aerial Defense Force. Your aircraft fulfilled every major requirement to fulfill the position, as we required an advanced, VTOL/STOVL-type aircraft to provide us with a multi-role capability. Beyond these fifty airframes, we would be interested in a production license for parts and associated equipment so that we can maintain these aircraft well into the future without cannibalizing other airframes or purchasing parts piecemeal as they are needed.

We will readily look into the remaining entrants you have posted before comparing them with similar entrants. When we make a final decision, we will contact your department and place an order for the equipment in question.

Again, thank you for your response, and we await your response on our request for 50 GLI-76 Falcon aircraft and a parts production license. Hopefully, we will contact you in the future regarding a purchase request for the remainder of the equipment you have entered, as from what we can tell, all of which are exceptional in design.

We would like to apologize once more for the lapse in time between your communiqué and our response. You can be reassured that the problems which hindered our export offices from receiving your message will be fixed in due order.

As per your order, Kriegzimmer can happily ship fifty GLI-76 to Western Motors Corp[i]. Currently, [i]Greater Laerihans Industries [OOC: Originally, it was Greater Luftwaffe Industries, but I didn't have a more indigenous word for air force yet -_-] sells the aircraft at fifty-six million universal standard dollars per unit [56,000,000 USD]. The entire order would thusly cost ~2.8 billion USD. Normally, bulk orders reduce the cost of individual aircraft but given the rate of production bulk orders are normally orders of thousands of aircrafts. In regards to the time it will take to manufacture the aircraft specifically for Western Motors Corp, they can be produced at the rate in which you would like them to be produced. Technically, they can be produced in a matter of days, however, production time can be increased and instead the aircraft supplied in tranches of ten aircraft per month.

A production license for spare parts can be granted without problem. Generally, there are few products which spare parts must be purchased piecemeal. This included the Nakíl 1A1, although spare parts are now allowed to be produced in foreign factories since it's no longer a threat to national security [the Ejermacht no longer uses the 1A1, as it began to be alloted with the 1A2 and the 1A1 was for export only]. The production license for spare parts can be granted for ~700 million USD [$700,000,000]. This price is, of course, negotiable.

Please, keep open communication with Kriegzimmer. Kriegzimmer and the producing companies would be happy to answer any questions. Furthermore, we hope that Western Motors Corp will take a subjective look at our other products. We have enjoyed conducting business, and we will be always available.

The price you have quoted for the fifty GLI-76 aircraft is in line with what we are willing to spend. We also understand your bulk order policy; however, we do not have the manpower nor need for hundreds, if not thousands, of aircraft to outfit our Defense Forces. Currently, we do not have the immediate infrastructure in place to maintain fifty of these aircraft, but we are currently constructing the necessary air fields, logistics capabilities, and training centers required. At this moment, we are in need to replace the fifteen Harrier GR9s in our current inventory, and thus have the necessary infrastructure to maintain up to fifteen GLI-76 aircraft. We are planning on having the remainder of the infrastructure finished within six months. Therefore, we are requesting that fifteen GLI-76, and up to five additional aircraft (we do have storage for this many available), be delivered immediately or as soon as possible so that we may begin the transition between the two understandably different aircraft. The remainder of the aircraft can be shipped in six months time when we have the storage space and infrastructure available to support them. If this procurement plan can be confirmed, we will happily oblige with the $2.8 billion USD cost and pay it over a four year period ($700 million USD/year).

As for the spare parts production plan, we are willing to pay no more than $500 million USD, partially due to budget constraints as, prior to these purchases, we were generally able to domestically produce our own parts, however, this cannot be the case with foreign-bought goods. If this is a problem, as it is a considerable drop from the stated price, we are willing to drop certain parts from the production plan- specifically air frame materials (including panels, air frame components, bolts, etc.) as well as, if the previous does not provide the reduction in cost we require, avionics as we believe we can adapt the GR9’s avionics structure to the GLI-76 (if not, we are willing to purchase these components separate on a piece-by-piece basis).

Finally, we will certainly keep in mind the entrants you have provided for the remainder of the contracts in our Request for Proposals. Although I am not on the committee which will decide which items to purchase, I can guarantee you that these communiqués will play a heavy part in deciding which items to purchase. I know several of the committee members are already thoroughly impressed with Kriegzimmer, specifically your continued dedication to ensuring our satisfaction, and especially your willingness to negotiate on terms. I am very certain that in the future Kriegzimmer Export Company will be contacted to fulfill at least one of our contracts.

Kriegzimmer can, of course, manufacture the first batch of fifteen aircraft within a day and can be shipped within a week or two. A 'second batch' will be shipped simultaneously, and this will be the extra five aircraft. Logistics maintenance is based on the expected production of said pieces. For fifteen aircraft the production is not likely to be high, and we admit that our price may have been too high. Kriegzimmer can grant production rights to spare parts for $150,000,000. However, this may increase in the future if more aircraft are sought, or if your nation begins an indigenous production program of our aircraft. Kriegzimmer does not really deal with indigenous production requests and so we apologize for our mistakes in the prices we give. This is the reason we accept negotiations!

The XACR Carbine was developed by PsyDefense as an improvement of the old and obsolete M4/M16-type carbines and rifles.By replacing the M16 rotating bolt, actuated by direct impingement gas operation by a gas piston system developed by PsyDefense the XACR does not introduce propellant gases or carbon fouling back into the weapon’s internal,making it the most reliable of any M4/M16 type weapon.

The origins of the XACR began with the realization of the deficiencies of the direct gas impingement (gas tube) operating system found on conventional M4/M16-style weapons. Input from the users of current M4/M16-type arms, high-speed video assessment, and extensive live-fire testing in extreme operational environments such as the deserts and revealed multiple areas for improvement.Improvements were made to the internal operating system and miscellaneous component parts to improve reliability in best and worse case scenarios, with all types of ammunition, with all barrel lengths and with and without sound suppressors attached.

An innovative free-floating 4-quadrant rail system allows all current accessories, sights, lights, and aimers used on M4/M16-type weapons to be fitted to the XACR. The rail system can be installed and removed without tools.

The PsyDefense proprietary gas system uses a piston driving an operating rod to control the function of the bolt, preventing propellant gases and the associated carbon fouling from entering the weapon’s internal parts. This increases the reliability of the weapon and extends the interval between stoppages. It also reduces operator cleaning time, heat transfer to the bolt and bolt carrier, and wear and tear on critical components.

To improve reliability, service life, and operator safety during obstructed bore occurrences or after extreme extended firing sessions, the XACR uses barrels produced by cold hammer forging process.

The highest quality steel is used in this unique manufacturing process producing a barrel that provides superior accuracy for greater than 20,000 rounds with minimal degradation of accuracy and muzzle velocity.XACR variants are available with 10.4, 14.5, 16.5, and 20 inch (264, 368, 419, 508 mm) barrels.All XACR variants also have "OTB" (Over-the-beach) capability and can be safely fired after being submerged in water and not completely drained.

In addition to the improvements in the baseline weapon,PsyDefense has produced a corrosion resistant "High-Reliability" Maritime magazines and a proprietary buffer to improve functional reliability.
An add-on single shot 40 mm x 46 or 30mm Grenade Launcher Module can be quickly attached to the rail system of all models without tools.
PsyDefense has applied its proven and fielded Safe Blank Fire Attachment and Live Round Excluding Magazine technology to the XACR, eliminating the possibility of live rounds being loaded into and fired through a standard issue weapon outfitted for blank firing only.
