An Open Invitation to the Nations of the World

Since the declaration of the Second Republic in 1960, the Republic of Candelaria And Marquez has operated a policy of strict neutrality and political isolationism. However, in these times of war and terrorism and other such paranoid unpleasantness, it is surely necessary for nations committed to the proliferation of liberal democracy, the inarguable civil rights of the individual and the right to sovereign nations' political self-determination; to establish friendly and lasting relations that span the confines of culture and geography.

We are therefore delighted to open our door to extra-regional ambassadors for the first time as an independent nation. If those interested in an embassy exchange could fill out the form below to the best of their ability, and review the attached notes, we'd be most 'umbly grateful.

Note 1: Ambassadors, their staff and families may be accompanied by a military guard. We would ask, however, that these are unarmed and fulfil only a ceremonial role. We shall supply armed security. In the unlikely event of conflict between our nations, your staff shall be detained without harm to their persons, regardless of the treatment of our own citizens within your territory (if any) at the time.

Note 2: Foreign diplomats are expected to follow local laws at all times outside the confines of their embassy, while offences against C&M citizens committed within embassies shall also be treated as crimes against the Republic. A notable exception regards the importation and exportation of illegal substances, which may be passed through Customs & Excise with the written support of a senior embassy official and used within embassy territory. However, any suggestion of the involvement of C&M civilians in the use of prohibited narcotics supplied by embassy staff shall be treated with the utmost attention and may well result in the expulsion of the relevant staff members.

Note 3: The Republic has an open attitude towards asylum seekers and other political refugees. While all advice on known foreign criminals living on our soil is appreciated, the establishment of an embassy in the Republic is no guarantee of unquestioning cooperation on extradition issues etc., with each case being reviewed individually and on its own merit.

Note 4: At the current time, the membership of our region of Rushmore in the Great Green Federation has no impact in our cordial relations with foreign states. We would hope that your nations’ similar alliances and relationships would also not impinge unduly.

Note 5: The Republic does not recognise the existence of non-human sentient beings. Don't contact us. You're not real.

Note 6: Ideally, an ambassador to C&M would lack a sense of humour. It helps.


Location of embassies:

Much of our population is spread across many miles of evenly-populated suburban sprawl, and as a result the nation's capital and seat of government, Albrecht, is a little on the small side. To accommodate the influx (or gradual trickle, whatever) of extra-regional embassies, buildings will be made available in locations across our four largest urban areas, viz. the aforementioned Albrecht; nearby Bove; the Marquezian capital of Arrigo; and Bass to its north. Diplomats may well be required at times to use public transport, but can rest assured that rail links between the four cities - even those traversing water - are of a world-class standard.

If you have a particular hankering for a certain plot, please state so. Embassies consist of one address unless otherwise stated. Those in red are inhabited.

We would be most pleased to welcome Ms. Vale and her associates to our islands which are, indeed, wonderful. Since you did not specify a location, the Foreign Office has taken the liberty of establishing your embassy in the Casa de Williams, on the Camino Melenudo, Bass; an expansive former manor house vacated by its ancestral owners some years ago and recently fully renovated. While more than large enough to cope with the domestic needs of your entire travelling party, we must protest the surely unnessessary numbers of security guards and ferocity of their equiptment. In the spirit of friendship we shall accomodate your wishes, but be aware we have no wish to allow the establishment of what amount to private armies on C&M soil.

Our appologies for being so vegue, time was of the essence, and we had other responcibilities to tend to. We do wish to establish diplomatic relations with your country, however, we are quite perturbed at your lack of acknowledgement toward non-human sentients. The Armed Republic of the Toori was established by the coalition of three races: some conservative human factions, Lizasaurs, and Protoss, in order to act indipendantly away from our races governments, of which had much conflict within. Due to our governmental stability, and our foundation as a militaristic republic, we are finaly a force to be recognized.

In regards to the possibility of our trade relations, we ask what Candelaria And Marquez offers in exchange for our fine arms manufacturement, and the harvesting of our natural materials, alloys, and ores?

Mrs Mayilyan and her extensive collection of associates will find No. 67 Claude Lenglet Street, Albrecht, prepared for their arrival. Space will be found for her security personel at the first oportunity.

With your approval, Ms. Amanda Bevan will arrive in Regence shortly as the C&M Ambassador to the Jarridian state. Mandy is 52 and has served for the country abroad for many decades including a stint as C&M's Counsellor to the Rushmori Regional Defense Organisation, and the Deputy Head of Mission to The Democratic Republic of Harold Steptoe. This makes Mikhail exceptionally well suited to be the head of our first formal embassy. Mikhail's official marital status lists him as unwed.

Number of Embassy Employees: 25 embassy staff, 7 auxiliary staff. We do realize that this number teeters on the limit, but seeing as how this is first official foreign embassy, we also wish for it to serve as an example and "test run" of sorts for other such endeavors in the future.
Number of Security Personnel: 15 (3 assigned to the Ambassador). This number will, in all likelihood be lowered if the Ambassador finds the security measures already in place to be sufficient.

Lance is a former linquistics student and solicitor who has held a varity of posistions in the Foreign Office and Overseas Trade Services since 1977. His expertise in the latter recommends him for this role, where he will hopefully kick-start and fruitful trading relationship between our peoples.

Lance is married to Emily with two adult children. His enjoys concert going and cycling.

For the attention of the Rt. Hon. Ms. Aiden O’Doherty,

Dear Ms. Minister,

I write on behalf of the government of the Republic concerning a proposition that may seem unduly presumptuous. I would hope, however, that it would be given due consideration.

While few would deny the long-term commitment of successive governments of Candelaria & Marquez to scientific endeavour, it remains a regrettable truth that we yet lag behind many similar nations in key areas, regularly loosing noted scientists to the employ of more prestigious universities, etc., abroad. Particularly distressing remains our lack of a significant space programme, with all satellites – commercial or otherwise – being launched in conjunction with neighbouring nations.

While major multi-national exploratory space programmes are available, President Anderson remains concerned at the minor role the Republic would be expected to play in such an organisation, as well as the likely involvement of military aspirations.

Following on from our cordial exchange of embassies, therefore, we would ask you to consider the possibility of a joint space program(me) between Descartesland and C&M, operating out of Korolyov City. As well as sharing the often crippling cost of such an endeavour, such an arraignment would allow the particular, unique, strengths of our individual outputs – both industrial and human – to combine to make a force considerably stronger than the separate parts.

In the long-term, such an arrangement could extend to other ‘emergent’ (ie. small, newly established or traditionally isolationist) nations, particularly those following a policy of armed neutrality, to allow smaller powers from across the world to gain a significant foothold in space. Clearly such a set-up could provide great diplomatic leverage, as well as the potential scientific, environmental, social, and economic benefits.

While we would fully understand your reticence to engage in such close ties, given the Dominion’s national security concerns, I strongly support President Anderson in his assertion that the long-term benefits to both our peoples could well be immeasurable.

Minister for Presidential Affairs, Fallon Said, read his dear leader’s memo with an increasingly furrowed brow. He was suddenly, horribly, aware that the comfortingly camp manner and indeterminate ethnicity that had propelled him to the higher echelons of the Unionist Party, the House of Representatives, and the corridors of power; would be little help when it came to what appeared to amount to a full state visit. Encouraging the landlubbing Candelarias Air Defence to supply armed support for the long journey was bad enough, but assembling a posse of large afro-Caribbean gentlemen with dark glasses and tubes in their ears? Extra snipers and food tasters and whatnot to protect the First Lady and First Twins? A presidential motorcade? What was motorcade anyway? Said had a vague impression it was some sort of local anaesthetic.

The minister slumped into his swivelly chair, and quietly wept.

Half a world away, Minister Said had a sympathizer. Head of Foreign Visits Jimmy Leberov had his head in his hands at his desk. President Adair's memo stated that this visit was of the utmost importance and all considerations had to be taken. "Two days!" Jimmy thought, "How the hell am I to do this in two days?"

He began working, writing memos and passing on responsibilities to other departments that were more specialized. Given some luck, they could just pull this off.

"Tuesday," Jimmy said aloud, "We'll be ready and we'll knock this one out of the park."

President James Anderson loosened his Homer Simpson-themed tie in the glare from his laptop. From across the dining room table, the First Lady looked on with amused concern.
“You’re awfully nervous about this, aren’t you?”
Anderson pffted unenthusiastically. “It’s a just state visit, pum’kin. Hardly rates that high on the list of awfulness I’ve had to deal with.”
“Really? I remember the last one…”
“Mm…” Anderson hummed, thoughtfully, “I don’t”. This was partially true. The last officially state visit outside of the usual suspects had been to Susxk.. Supskai.. Some unpronounceable place that appeared to consist entirely of what the President politely thought of as ‘backwater’. Candelaria, Marquez and indeed the various assorted islands all had their areas of the beaten track you kept the tourists away from, o’cource, but that place was summin’ else. The first evening had been spent addressing a bunch a yokels who, with the best will in the world, only averaged ten fingers each thanks to all the threshing accidents. Dungarees were high fashion. And that was just the government. Anderson couldn’t remember the rest of the trip, except that it involved cider, pitchforks and a quick exit. “They’re not like the last lot, dear” Anderson assured her, unconvincingly. “They’ve got inside loos an’ everything”. He paused thoughtfully, staring at the screen. “Why’s there a sheep on my laptop?”
“Hmm? Oh, Con stuck it on there. It’s a sort of screensaver, I think.”
“Constantine has access to my private computer?”
“Only since he worked out your password. Don’t fret; he won’t leak national security details to the boy next door.”
“I should hope not. His dad’s Finance Minister. I don’t trust him as far as I can throw him. Don’t look at me like that; I’m not trying to change the subject. It’s the flying, more than anything else. What’re the papers saying about it all?”
Vanessa tried to be diplomatic. “Not all that much… Morton did a foreign policy speech yesterday, they’re all cooing over that… There’s photos of Descartesland’s leaders. Handsome fella, I thought.”
“Sweaty, I thought. Funny eyes. His missus’s a fox, mind. The foreign secretary.”
“She looks like thingy, doesn’t she? The one who murdered Phil the builder on Holy Road.”
“I thought it was the african vicar, in the end?”
“No, that’s what everyone assumed. Got life for it. The guy’s contract was up, hardly a surprise.”
“Even so, a nice comment on the scapegoating of immigrant groups in C&M society.”
“And the continued repetition of the meme that all intelligent, sexy women are all inherently evil…”
Anderson viewed his wife fondly. “You all are, hon. Um… about that, are you sure you all need to go?” Vanessa glanced up from removing bubblegum from Rafaella’s hair to give him a disapproving look.
“Nanny’s coming too. And the twins’ tutor. He thinks it’ll be educational.”

We would be delighted to welcome HE Mr. Ó Maoilbhreanainn and his staff to 127, Irish Street and will be bullying several locals into explaining how on earth it is pronounced prior to his arrival. We personally usually avoid assigning full Ambassadors to nations with which they have a personal connection, for fear they might decide to transfer their loyalties entirely; but we joyfully welcome a son of our soil – albeit a generation hence – back to the Candelarias under the banner of his new people.

On the matter of the proposed public house: If said building is to be incorporated entirely into sovereign Sorthern territory on Embassy grounds then there are no issues. If you plan to serve locals there are issues with the strict licensing laws; but between you and me, Minister, in a district made up of Irish-Candelariasians, Sortherners, West Indians, students and bohemian artists, the local authorities and constabulary tend to turn a blind eye to excessive intoxication.

Modern Liberal foreign affairs spokesman Ian Cancela MP has strongly criticised the government’s choice of Ambassador to Kelssek, describing the appointment of José Fernando Lopéz de Quintana as a “continuation of the Unionists’ bizarre attempts to get the hooks into foreign nations ahead of an election they know that they’re going to loose.”

The Foreign Office laughed off Cancela’s comments on TTO’s Evening News last night, with Clare Hamilton MP arguing that Señor Lopéz de Quintana had “all the necessary qualifications for this important brief”, adding that he would be supported by a cadre of more experienced diplomats, including the former deputy senator to the Rushmori parliament Carlos González. Hamilton also dismissed accusations of ‘jobs-for-the-boys’ influencing recent foreign appointments, pointing out that no current Unionist Party members are serving in the roles of the republic’s ambassadors abroad.

Questions remain over Lopéz de Quintana’s sudden advancement within the Foreign Office however, particularly following the appointment of Elizabeth Williams as Ambassador to Kura-Pelland. Dr Williams was, like the new man in Neorvins, a former member of the House for a minority party, in her case the controversial Humanist Party, though Williams at least had prior experience in official diplomatic fields before entering politics. Lopéz de Quintana spent his early career as engineer in la Basílica de la Costa’s shipbuilding industry before becoming a local councillor and then MP for the Partido Nacionalista Marquez.

The sixty-four year-old Lopéz de Quintana rose rapidly through the MNP’s ranks as a popular voice among the party’s grassroots first as education spokesman and later holding the finance, foreign affairs and rural affairs portfolios between 1974 and 1984. In early 1984 he narrowly missed out on becoming party leader to Luís Antonio Alonso, a result which guaranteed the party’s direction as a strongly pro-Catholic, right-wing organisation. Though never relaxing his pro-independence views, Lopéz de Quintana remained strongly on the fiscal left of the party and was also a rebel on numerous social issues including abortion and women’s rights – an unnecessary liability in a party with only nine MPs. His positions saw him become increasingly ostracised within the MNP's upper echelons and although he held his parliamentary seat in 1988, and despite being one of only eight party members in the House, he was not given a brief by new leader Raúl Montano.

Listed only 26th on the party’s list under the new electoral system introduced in 1992, Lopéz de Quintana lost his seat but remained a vocal voice in the Hispanic rights movement while also attacking the policies of his former colleagues which he described as amounting to encouraging social apartheid between Latinos and Anglos in Marquez. He declined an offer to join the moderate, socialist Free Marquez party in 1996, and since the turn of the century he has become an increasingly marginalized figure in the media making his sudden return to the spotlight all the more surprising. His most recent spike of press coverage came early last year in an interview with the Herald, in which he praised the Anderson administration and admitted that his once staunch beliefs in the cause of Marquezian independence had ‘long since dissipated’.

Supporters will no doubt stress his great experience as a moderating voice, but Cancela will not be alone in questioning the necessity of this factor in any relationship with Kelssek, a country that successive Candelariasian governments, as well as the majority leftist press and public, have long looked up to; while Lopéz de Quintana’s political views and history appears to jar with that of Kelssek’s new centre-right administration The Unionists under James Anderson have in the past certainly not been averse to ‘stealing’ high-profile current or former members of other parties, most notably the MLP’s Tamara Amoruso (retaining her role of Minister for Regional Affairs which she held under President Clark) and the Social Democratic & Green Party’s Reuben Queseda (who became the Unionists’ home affairs spokesman and later social affairs minister). The appointments of Williams and Lopéz de Quintana however lead to accusations of playing political games with two hugely important international briefs ahead of the May national elections.

The new Ambassador and his staff are set to move in at 46 Macdonald Street later this week, while Foreign Minister Eric White will welcome his new counterpart, HE Lawrence Peel and his employees to 69 R.I. Lewis Street in Central Albrecht, a continuation of the current policy of focusing new extra-regional embassies in the capital. White appeared desperate not to let the row overshadow the exchange on R-One this morning, hailing a historic step in the ‘vital furtherance’ of Candelariasian-Kelssekian relations, and confirming that as has become traditional the arrival of the foreign ambassador will coincidence with a day of Kelssek-based public events across the capital’s schools. The minister was also quick to invoke the Kelsskian community in the Candelarias, though floundered when it was pointed out that this consisted entirely of the Albrecht FC and Kelssek international left-back Francoise St. Louis.

The Senate has, rarely for it, unanimously approved Mrs Randall to the post, and she will be joined by her husband Mark Randall and son Paul, 11. She is a Francophone and her maiden last name is LeFevre, but she speaks perfect English.

Per Ad'ihani policy, any other staff, if required, will be hired from within the host country.

Should your representative be a football fan we would recommend sending an other Ambassador to the capital and your football-mad representative as a Consul to Stanley, as the foreign consulates there are within walking distance of the home ground of County Stanley, who play in the Second Division. Then again, in the City of Ad'ihan you're always within a few kilometres of the giant Protectorate Stadium, although due to recent violence involving foreign fans that's currently being rebuilt.

Former Senator approved as Ambassador to C&M

The Senate today unanimously approved former Senator Justine Randall-LeFevre (GR, City of Ad'ihan) as the nation's latest overseas representative, following a thirty-minute debate. It is the first time in two years the Senate has unanimously approved a measure.

Mrs Randall, 41, was appointed ambassador to Candelaria And Marquez. It is her first diplomatic appointment, although she has previously been stationed out of the country when she represented the Parti populaire ad'ihanais in the Liverpool England Federal Parliament.

Her deputy Ambassador has been named as Michael Perkins, 31, a lawyer by training. Mr Perkins will serve as Acting Ambassador to Candelaria And Marquez if necessary, although his term will be for only two years before he returns to the United Islands.

Senator Julien Ressard (PPA, Stanley) welcomed Mrs Randall's appointment, calling it a "great step forward in relations" with the Candelariasian government. The country's Foreign Affairs minister, Senator Thomas Desaiye (GR, Tallyn), told reporters he had also invited the Candelaria And Marquez government to send an envoy to the United Islands.

The two nations have had no prior political links, although Candelaria And Marquez's Minister of Sport, Lyndon Hernández, is a familiar figure in Ad'ihan's former protector, Liventia. The two countries have also met on the football pitch once, in a friendly in Liventia before the recent World Cup qualifying campaign.

Ambassador Randall is expected to take up her posting in Albrecht within the week.

I was most gratified to receive your embassy request and subsequent corresponding invitation, and can affirm that the tasks of establishing the respective offices in Albrecht and the CoA will be utmost in the Foreign Office’s responsibilities over the next few days. It does me great pleasure to institute full diplomatic relations with a sovereign Ad’ihan, and I am certain that this agreement will mark many years of co-operation between our peoples. Although even more years your end, obviously. Isn’t Time a bitch?

The Secretary of State for Foreign Affairs, the Rt. Hon. Eric White MP will receive Her Excellency Justine Randall at the first opportunity, which isn’t anywhere near as anatomically dubious as it sounds. She and her staff will find No. 127, R.I. Lewis Street in Albrecht waiting for their use.

We will shortly be confirming the dispatch of Eoin Nelson to Ad’ihan. Mr. Nelson is an extremely experienced, 58-year-old diplomat who first joined the C&M foreign office as a teenager in 1966. Eoin’s voice, generally described as comforting northern camp, and ‘trust me’ mannerisms has seen him through many a difficult brief; including periods as various regional offices throughout the eighties and nineties, and four years spent back in Albrecht and the Head of International Crises Management. He has most recently spent five years as the civilian Deputy Chief of Staff with Candelariasian peacekeeping forces in the Timoniums.

Eoin’s wife Anna, who will act as the Consul & Entry Clearance Manager, will be one of his eight Candelariasian members of staff. They have two adult sons, who will not be among the party but are included here for the sake of colour. Eoin is fond of dogs, and enjoys assembling and painting model trams.

We would also request, though I appreciate and accept any reasons for denial thereof, that Eoin would be permitted to also carry concurrent accreditation as the Republic’s Envoy to Liventia and the Heartland, and to act without interference in a non-residential role in this manner if circumstances so demand it.

Dear Minister Qasem-George,
I regret to inform you that it will not be possible for His Excellency Ambassador Eoin Nelson, whom we have warmly welcomed to his new residency (he enjoys the weather, says it's good for the paint on the trains), to hold simultaneously, along with his current title, the position of Envoy to the Republic of Liventia and the Heartland (conditionally in the latter case).

The reasoning for the former is very simple; Liventia's relations with Ad'ihan are, shall we say, not at their best, probably due to the fact that we have former pro-independence rebels in the Senate as part of our power-sharing deal that earned us full independence and the expansion of Ad'ihan from a small protectorate to incorporate two islands.

I did personally discuss this issue with Liventian Ambassador to Ad'ihan, Cmdr Simon Collins. Cmdr Collins regrettably informed me that this would be out of the question. I'm unsure if your colleague, the Minister for Sport Lyndon Hernández MP, might be able to pull some strings with his connections to some high-ranking sporting figures in Liventia. I'm afraid that that's out of my reach, however.

As for the latter, whilst His Excellency the Ambassador is more than welcome to act as the Republic's Envoy to the region, whether each individual nation within the Heartland recognises Mr Nelson as the Republic's Envoy to them is obviously out of my hands.
