Stand-In Flag. >:

For too long, the nations of South America are used as pawns in NATO and the Warsaw Pact's Cold War. They have tried to push us in either direction, trying to gain control of South America and use it against their foe. No longer shall we be pawns. This alliance will put power back into South America and with it we shall resist all the attempts of NATO and the Warsaw Pact. In this alliance we are united and united we are strong!
-Luiz InĂ¡cio Lula da Silva. President of Brazil

Backround
The SATO, South American Treaty Organization, was created in 2007 to combat the growing pressure placed upon the neutral countries of South America to join NATO or Warsaw Pact. It is hoped that with culmination of this alliance that the Pressure from NATO and the Warsaw Pact will be significantly reduced if not removed completely. The Primary signers of the treaty are hoped to be the nations of Brazil, Argentina, and Chile, while the other nations of South America are invited to sign as well. It is hoped that eventually this alliance will encompass all of South America.

What the Treaty means for...

The Militaries of the Signee Countries:
1)Each of the signee nations will pledge to help defend each of the other signees in a time of war. This is only for a defensive war, not for an offensive war.

2)Each of the signee nations pledge to help combat terrorism in South America. If the signee nation doesn't have adequate forces or training for anti-insurgency training, then the other nations will help them in this endeavor.

3)SATO's Peace-Keeping Force and other Military Units will be made up of units donated from the signee nations. The bare minimum of soldiers for SATO duties is 600 soldiers. There is no maximum number of soldiers each signee nation can donate.

4)Wargames held between the SATO members will be held at regular intervals. All signee nations are invited to participate, but are not required to. These Wargames will usually be held in either Brazil or Argentina.

The Governments of the Signee Countries:
1)Free trade will exist between each of the member nations. No tariffs of any kind can exist, unless they are hazardous materials. Then a max tariff of 14% will be used.

2)Member Nations' governments will be required to give their citizens atleast a High School Level education and provide for them proper infrastructure to use their roads. Other member nations can help out with this.

3)Elections in all member nations will be closely monitored for fraud. If fraud is found SATO will immediately put out a statement asking for another election, but this time with more security and SATO personel.

Member Nations:
The Federative Republic of Brazil.

TO ALL MEMBERS: THIS TREATY IS NOT SET IN STONE. AT THE FIRST MEETING OF SATO WE WILL DISCUSS ANY AND ALL CHANGES THAT WILL BE MADE TO THE TREATY.
