Academy Manager - Count Han Seungsu [韓昇洙伯 (한승수포국)]
The Academy of Foreign Affairs is the official organ authorized by the Emperor Gwangmu to organize and authenticate diplomatic relations with foreign states. While we will accept messages outside the Academy, we have created this as a more efficient method to organize our official contacts and diplomatic contacts.
Diplomatic Recognition:
You may submit to the Han Empire a request for recognition of national sovereignty. This is the simplest establishment of relations and requires no prior justification for any recognition. This allows our two states to cultivate stronger bonds and eventually an embassy exchange.
Establishment of Official Exchange:
If you are not certain that we will accept an embassy, we are willing to offer an exchange of diplomatic persons, to facilitate the transition and to build political trust between our states. A exchange of diplomatic personnel offers the Empire an opporunity to send an emissary to your state. If the Empire agrees to an exchange, we will open one of two locations for your diplomatic personnel - the Woegyo Center (Center of Foreign Affairs), located just a kilometer from the Imperial City; or the Hangyeong Conference Center, located by the Cheonghwa University Campus and farther from the Imperial City, although transportation is available (subway, bus, walking, etc).
Embassy Exchange:
You can apply for an embassy exchange in the Han Empire, by establishing a new embassy in the Imperial Capital of Hangyeong. All embassies are fitted with one (1) acre of land near the Imperial Palace. All requests for Embassy Exchange must accompany a formal declaration, indicating prior relationships and a good reason why we should allow you to build anything on our territory.

Dear Count Han Seungsu,
I write this letter today to formally request that the nation of the Armed Republic of the Three Isles of Skibereen receive recognition of national soveregnty.
I take this formal first step in opening of diplomatic relations between our two great nations not for the benefit of myself but for the benefit of all.
It is with eager anticipation I await a response so that I might move further along the process.

I am glad to open official diplomatic relations with your country. It is not often that foreign countries recognize that there is little to bring us together, and I appreciate your awareness of this fact. I do hope that ouur two states are able to cooperate and achieve some balance of diplomacy to improve our relations and thereby herald the establishment of stronger diplomatic relations, and with them future economic and political arrangements. Of course, these arrangements will have to be pursued with oversight by the Imperial Cabinet, and those will come later, once our primary ties are strengthened.

oh, Daehanjeiguk, how do you know this? Do you speak Mandarin and Korean?
I'm learning Mandrin currently, but I do have a passing knowledge of both Korean and Mandrin; more so Korean than Mandrin. But alot of basic (I REPEAT BASIC) words in Korean are transliterated Hanja characters from Chinese, so it's often literally interchangeable between the two languages.

(ooc: Economic - the Agency for Imperial Contracts manages the economy. The top 8 corporations represent the economic interests of the Empire to the Emperor, who also gives oversight to each of the Provinces and a Special Economic Advisor. Political - the Imperial Cabinet runs the day-to-day affairs of the Empire, while the Imperial Assembly is open to plebiscite laws that the Emperor may pass if he so chooses; more than likely, the reasonable laws will pass the plutocracy and be subsequently ordered into law by the Emperor. Otherwise, the Emperor exercises strict political control over the state, willingly sharing his authority to others where he feels his competence is weak. Social - the people of the Empire are free to do as they choose - speech, assembly, petition, religious practice, even protest. However, the Empire also exercises a lot of paternalistic activities to inhibit their practice by common citizens, either by taxing it heavily or making the penalties severe. Also, there are secretive organs that police the populace to ensure that the people are not exercising their right to speech and assemble against the Empire (conspiracies mostly). As an added protection, the Emperor has the ultimate right to confirm or disapprove of a person's sentence, although a popular jury exhibits the right to otherwise try and sentence criminals as they see fit within the law. Foreign - the Empire wants friends, not eneimes. We will punish our enemies severely, but reward our friends very much by sustaining good relations and lucrative trading rights with each other. Of course, we do not ask for tribute from our neighbors, as we now perceive the world as all friends, and not subjects. Hopefully this answers your question. Anyway, just wanted to say, wouldn't the sending country, rather than the host, decide the rank of the official or the level of the mission? OOC: two notes that seem to confuse everyone, and not to their fault either. (1) "Prince" is an administrative and Imperial title disposed to public servants that serve in the Emperor's direct interest - it does not mean that the Emperor likes to make babies and has a bunch kin to represent his Royal Blood all over the world, so to assume that Prince Choi is in fact linked to any royal family would be false and an embarrassment to your country; (2) Jonamdo and Joseon are both axillary kingdoms to the Empire. They serve as tributary systems and are considered semi-autonomous for that reason. However, both Jonamdo and Joseon are subject to Imperial law and must adhere to the Imperial standards of weights and measures, which in effect integrate the three systems under one banner. Otherwise, Jonamdo and Joseon demonstrate a large degree of independence in their domestic policies relative to Imperial Provincial systems, which are administered by democratically elected governors. But the sum of this - Jonamdo is not an independent kingdom and any attempt to establish separate relations with them can be considered a grave casus bellum.

I am currently planning an event where we could all/partially advance our diplomatic and political ties to closer/farther/nil relations, so I can get more embassies. It's not going to be a boring conference, but it also isn't going to be some stupid civil war shebang (because unlike some people, I like having a stable state). There will be action, there will be blood, but I can't guarantee that it's going to whet everyone's appetite. This is just an FYI - it's still in the plan mode, and I'm not likely to shed more information until I'm absolutely ready to post the event. It will be an II event too, so check around for it later.

Literally translates as: "The Great Old Horse Republic"
I had a choice between "Horse Road" and "Old Horse", because the sound is similar to the way your country would call your state (ROMA - if it's Latin). It has nothing to do with the historical Roman appetite to build roads, although "old horse" can imply culturally an ancient and venerable establishment (horses are expensive), which wouldn't be too far from the fact. Besides, Rome was also noted for its cavalry (more often, the lack thereof, but Roman cavaliers were rather well trained.) Anyway, it's tough work to make these names, because they more often don't correlate to the RL names of many places (for obvious reasons).

Actually, the Chinese don't really know what to call "Rome" but the most consistent way has been "luma" - which translates as "horse road". And the Chinese will know if you mean "old mom" or "old horse" - since the tones are different (mă = horse;mā = mom).
anyways, no problem. As I've said somewhere, it's an RP aspect that I take seriously, since the administrative language of the Han Empire is Korean/Chinese (Haneo), not English. It wouldn't be right if I had simple English names for everything ;).

Paulus Lucanius Silla was a man with a diverse background for a diplomat. Born in Nova Capua, the capital of The Latinian Plebian Republic (once called 'Latinium', a former empire to the west across the sea from Valeria). Paulus Lucanius Silla was riding a troshky (OOC: essentially, a rickshaw; although in Russia they were horse-drawn two-person sledges, in Valeria, with its warmer climate, they are rickshaws driven by bike, person, or horses... some more modernized cities have motorized troshkies) towards the major aerodrome in Isangrad (Isangrad Imperial International Aerodrome). The diplomat was to be the head of a large delegation of Valerians. When Silla arrived at the aerodrome, the people to accompany him along in the mission already assembled.
Many of the people who were to head out on this mission were common Valerian farmers with samples of their crops from all different regions of the Empire to present to the Gwangmu Emperor. Valerian Law protects independent farmers and some larger, aristocratic farmers from agribusiness and gigantic, mass-production farms to protect the livelihoods of millions of citizens. Due to this, much of the Valerian population is still rural, ~40%, and all Valerian farmers belong to Soyuz Valerianovo Agrarinov,or United Valerian Agrarians, a corporation of sorts (but actually more of a collective). These farmers were small in scale, but were highly efficient thanks to government grants to help them purchase modern equipment and learn modern techniques. These farmers were wearing their best clothes, although they were nothing compared to some of the wealthier Valerians coming along with the trip. There were some craftsmen from the cities along for this journey as well. Some were street vendors, small shop owners, or independent goldsmiths, etc.
Some aristocrats were along for the ride as well, including an elegantly-dressed, young Valerian noblewoman around the age of 18. She was beautiful, with delicate features, green eyes, and sandy hair. Her face was covered by a light silky veil, and a velvety white dressed wrapped her body. She wore some jewelry, mostly silver, gold, and electrum with sapphires (a popular Valerian motif), wore large diamond earrings that dangled down from her ears, and wore a diamond circlet on her head. It was also rumored that she was looking for a husband, and that is one of her purposes of heading abroad - to find a foreign nobleman and bring him back to The Empire. This young girl was Akulina Krasnova, of moderately wealthy nobles from Aeola Province.
There were also some capitalists amongst the delegation to present their products and corporations to the Gwangmu Emperor to show off their goods and to ask to establish branches into the Han Empire's market. Valeririyk, Inc. is one of the leading companies of the empire and the empire's largest producer of steel. Valor Motors is the leading Valerian automobile company, known for its high-performance sports cars and comfortable sedans. Bogdan Distilleries also is a producer of liquors, including Valerian-style vodka flavored with all sorts of herbs (like anise, woodruff, tarragon, etc). Aytokratorike Corp. is the nation's best-known brand of cigarettes and tobacco products... all of this large-scale merchants prepared with a representative and some goods.
Along with these people were a few Orthodox priests and monks, representing the Valerian Orthodox Church. They were dressed in full liturgical robes and with their fully untrimmed beards. Some were muttering prayers for the safety of all the people on this trip. They were representing His Holiness Patriarch Feodor III, the spiritual leader of the Empire.
Finally, last but not least, the future ruler of the empire was to head to Gwangju. His Royal Highness Crown Prince Ivan Alexandrovich was coming along for the journey as well. Although his father Alexander III was recently reported as dead, the Crown Prince was still coming along with the delegation. His coronation would be within a few months, but upon the death of his father, the prince's first action was to strike the Valerian Purity Laws out of Valerian law; this law was a guideline for who would be a suitable consort for the future emperor, and was ethnically charged against East Asians. The prince did this so that he could marry the love of his life: Tamar Izyaslavovna Suh, a Valerian Korean girl of a family that was ennobled a few decades ago.
"It is pleasure to see you, your imperial highness," greeted Silla as he bowed before Ivan. "How is your fiancée?"
"It is indeed a pleasure, Sir Lucanius Silla," replied the prince. Tamar hugged onto his arm, speaking up, "We are fine, my lord. Ivanko and I are going to try and arrange for an imperial wedding soon."
The two love each other very much, and Ivan was really looking to marry for love rather than for alliances with his fellow nations at the moment. They were coming along as to represent themselves as the future Emperor and Empress Consort of The Valerian Empire, and to also invite the Gwangmu Emperor and his court to both their wedding and their coronation in the near future.
The whole delegation left on a jet and headed for The Han Empire for their important diplomatic mission.

Many questions needed answers - how big was the plane? When would they arrive? How many people were coming? Who was coming?
In any case, the Emperor had arranged to have a convoy of gold and silver welcome the guests from abroad. As was custom to all Imperial envoys of public nature, the guests were to receive gifts from the beneficient Emperor, whose grace and majesty were demonstrated in the majesty of His Imperial Majesty's gifts to the guests. It was tradition well played back to the Song Emperors, who would refuse tributes from states that were "too magnificent" to be worthy of His Majesty's grace. Of course, those times were gone, but the tradition still remained, regardless of whether the Emperor or his retinue would care to continue it or not. Hospitality was a function of the host, not the guest.
In due time, the airplane would arrive, with little fuss, the direct access to the Summer Palace - an underground tunnel of about some 16 kilometers - would take the guests to the middle of the Summer Palace's gardens, where the Emperor and his Court would be waiting for them to receive them.

The Valerian delegation, numbering 103 people and all their gifts and goods, were flying comfortably on a comfortable Antanas Aircraft B709 (OOC: slightly smaller than 747). Valerians were mercantilistic, and they always supported home-manufactured goods and vehicles; Boeing is a rare name found at Valerian airports except when foreign air services are concerned. As the Han workers soon found out, the plane was to arrive right after they had finished preparations. Some were not part of the delegation, but attendants to the wealthier Valerians that were along for this trip.
In Valerian, China became known as "Han Zemloy", or Land of the Han due to earlier relations that began back during the Han Dynasty ages ago. Some dialects also refer to the place as "Khan Zemloy", perhaps an allusion to the Yuan Dynasty (or from the inability of some provincial dialects to use the 'h' sound).
The Valerians have landed at Guangzhou. The first to emerge was a few Imperial Guards, armed with their rifles and with their distinctive bearskin hats. After they had arranged themselves off the plane, one stepped forward and announced in a booming voice,
"His Imperial Majesty, Tsar Ivan V!"
A young man emerged from the plane, no more than 19 years of age. He was just until a while ago Crown Prince Ivan, but the sudden death of his father in battle has sped up his succession. Ivan still wore the traditional white and red uniform of the crown prince, even if he was now officially emperor. On his left was Tamar Suh, his recent fiancée, in a simple women's suit. She, too, was quite young at 18.

The Imperial Reception at the airport was a little startled to see any sovereign make an entrance to a foreign land using soldiers. Typically, the Han would have a designated speaker announce the Emperor's arrival - as it was in the West (that is, all lands West of Han; there is no land "east" of Han - except maybe Japan...), they preferred their soldiers.
The Imperial Reception Company was all dressed in regal attire, and a convoy of cars accompanied them. There were few soldiers present, although those among them were noted Hwarang elite - knights of the Empire. They were trained in martial arts, skilled with their weapons, and disciplined beyond comprehension - of those many youths who join the Hwarang, only a select few ever become among the elite Hwarang.
The remainder of the company was a party of Imperial officials, scribes, and attendants. They waited for the Tsar's arrival, and upon his announced appearance, the Chief Imperial Scribe - at least the one appointed for this task stepped forward: "By virtue of his Imperial Majesty's Grace, the Regent of All Under Heaven and whose Majesty bids you welcome - the Emperor Gwangmu - it is our pleasure to welcome you to the Great Han Empire. The city of Gwangju furthermore wishes you goodness and health to your family."
The honorific greeting aside, the Officials opened the way to the convoy, and offered the visiting party the way to the vehicles. "His Imperial Majesty awaits your arrival at the Summer Palace. We will take the Tunnel, which will give us direct access to His Imperial Majesty's residence." At that, they brought them through the tunnel and out to the Summer Palace, at once immersed in the Imperial Gardens there.

Among the cargo were live frogs, yellow chives, live oysters, green onion, dried oysters, hot peppers, deer tongues, pig's blood, luffa, live crabs, young coconuts, duck blood, bananas, live carp, oranges, live snakes, apple pears, live mullet, sweet corn, live lobsters, cabbages, live shrimps, lettuces, green beans, live clams, potatoes, live turtles, lotus roots, a whole cow, live seahorses, pig tongues and hearts, raccoon dogs, rabbits, badgers, live squids, live mantis shrimps, live octopuses, live scallops, live sea cucumbers, cucumbers, live cats, live dogs, turmeric, asafoetida, seaweeds, ginseng, live pigeons, live geese, live duck, live chickens, Chinese broccoli, a whole pig, live sharks, live eels, live poison blow fish, live abalone, elephant trunk, camel hump, cardamom, nutmeg, a live ostrich, whale meet, gazelle meat, bee larvae, crocodile meat, horse meat, bull penises, and peacock brains just to list a few of the items for human consumption.
The plane took off and the ambassadors were on their way to the Empire of the Han.

The 737 flew through the air over international waters. Saa had grown impatient and decided to toy with Beesks Hu. She took the last sip of her young coconut juice, got out of her chair and walked up behind where Beesks Hu was sitting. Beesks Hu was busy reading reports of the status of the various Embassies that were being set up throughout the world, and also did not have the keenest hearing due mostly to his age. Saa jumped up from behind Beesks Hu's seat, balanced her stomach on top of it, wrapped her arms around Beesks Hu's shoulders, pressed her bosom against his head, and looked him in the face upside down and smiling impishly.
Though his glasses were knocked off, and Saa's long black hair obscured his reports, the 4'11 youth failed to faze Beesks Hu.
"Saa, I hope you don't plan to do this in front of the Han." said Beesks Hu in his calm but high voice. He added "The Supreme Sovereign may let you do whatever you want in his court, and even build you a forest of meat trees and a lake of wine but jepordizing the international relations of the nation is far more serious than wasting the budget"
Saa pouted and said "Re_ Mraa_ don't be so cruel" She fained tear and added "I'm just trying to be friendly". She kicked her legs back, flipped over the chair and landed on Beesks Hu's lap... crushing his glasses. "Oops" she said laughing, and smiling fiendishly.
Beesks Hu stood up, causing Saa to fall to the ground, and said "The Supreme Sovereign may find you entertaining but I do not." He stepped over her and headed to the back of the plain where his bag, and a few extra pair of glasses were stored.
Saa yelled after him "Your no fun!"
As Beesks Hu walked passed Reen Rhea_, Reen Rhea_ quietly, and nervously asked "Do you think she will be a problem?"
Beesks Hu confidently turned to Reen Rhea_, sighed, smiled and said "No... Saa just plays the fool, If she really was dangerous do you think The Supreme Sovereign would let her go?"

The 737 came in for landing as directed by the Gwangdong International Airport Control Tower. It lumbered in the air, its speed dropping, as its landing gear came out. The aircraft closed to the ground, it landing gear touched, and after a few bumpy seconds, the aircraft came to a stop.
What does your airport use for the unloading and loading of passengers? (i.e. Stairs on the plane, Stares brought to the plane, A bridges the plane taxis to...)

As soon as Emperor Ivan V emerged from the plane with his future empress, the Han would only see many more people emerge from the plane from all stratas of Valerian society. Immediately after the Imperials was Paulus Lucanius Silla, the diplomat, and after him were the numerous Valerians that signed up to make this journey to Han Zemloy. Many of the farmers who came along were dressed in traditional Valerian clothing, such as baggy trousers and loose tunics. Many were bearded. As for the peasant women who came, they wore their hair in long braids and wore brilliantly-colored sarafans. Many carried various produce from all over the empire. Some of the peasants were hunters in bear-fur coats with some meat (including bear, a regional favorite of East Valeria). The farmers, who were already singing some folk songs, thought the travel west to get to the Land of the Han was well worth the trip.
The emperor bowed to the scribe. "Most honorable Excellency, it is most honorable to offer us hospitality in your empire. I am humbled by your emperor for such a welcome. The city of Guangzhou has spared little expense – and is truly a magnificent city." Ivan then introduced Tamar Suh, future empress, who curtsied, and the two and the rest piled into the motorcade to head towards the Summer Palace in Gwangju.
Ivan stepped out of the car first with Tamar and Paulus Lucanius Silla. "Such fine gardens!" Lucanius Silla remarked. "Fit for an emperor, of course..."
Ivan, too, immersed himself within the gardens of the Summer Palace. He and Tamar strolled through the gardens to view some flora that weren't really around the Valerian palaces for viewing - unless they went to either of the Imperial Palaces in New Alexandria or New Isangrad, in the rather tropical colony of Shorehaven. The peaceful East Asian style of tranquil ponds and pools could probably be half-heartedly attempted by Valerian gardeners, who rather use fountain pools, floral trees, well-kept flowerbeds and statuary; however, the Han were experts at creating a natural sense of tranquility in their gardens.
Silla rounded up the Valerians that were included on the trip to present his "presentation of the peoples of The Valerian Empire" to the Gwangmu Emperor. The seductive young noblewoman and heiress Akulina Krasnova winked at one of the Han soldiers guarding the complex as she emerged with her aristocratic regalia and with a servant and a lady-in-waiting. An orthodox priest, with his sacramental robes on, muttered a blessing upon the Han citizens who helped the old man out of his car. Various Valerian farmers with their produce to offer to the emperor began chatting with each other and smoked cigarettes.
Ivan V and Tamar planned to go first before before the emperor before Silla and the others were to come through. They walked through the gardens and were soon waiting for their audience with the Gwangmu Emperor.

As they watched the flowers, an attendant was busily seeking out the Emperor. The gardens at the Summer Palace were more extensive than those at the Imperial City in the Capital, but for obvious reasons, Gwangju was his favorite home. The Emperor was caught on his horse riding through the maze with his son and daughther, busily catching butterflies (at least his daughter was - who knew where the Empress was). The scribe immediately rushed to the Emperor, bowing slightly and informing him of the circumstances - "His Imperial Majesty, the Valerians have come!"
The Emperor looked down and nodded. "It is about this time. We should not leave them waiting for us." Immediately, the Emperor rode with his son to the main meeting area. The other scribes had busily been gathering the ministers of the court to the Meeting Pavilion - a temple-like structure near the entrance to the Airport. The Valerian Emperor was already ready to receive the Emperor when Gwangmu Emperor arrived on the scene. His horse was a brilliant white steed from Mongolia, a gift from the Weon King - it was a typical gift from the King of Mongolia. His son was riding a similar horse. The two of them were wearing Hwarang knight costumes. It was a tradition for the Han Emperors to become Hwarang knights, and it seemed obvious that the Emperor was training his heir to follow in his steps.
The Emperor, seeing the Valerian Emperor, stepped down, removed his helmet and approached the Valerian Emperor, bidding him forward. "It is so good to see you. I was concerned that you might not be able to arrive today, but I see that you are well. Please. Bring your company forward to the Pavilion where we may settle our affairs more neatly."

Ivan himself was impressed of the fine tradition of horsemanship that the Han keep alive, much like the Valerian emperors. Every Valerian Emperor is to be able to ride a horse and fight amongst the Cossacks or cavalry of the empire as part of his tutelage for the throne, a fine tradition started impromptu ages ago but fully established and codified by the Emperor Ivan I (r. 1615 - 1649) - Ivan I was a full-fledged cossack and decreed that all his descendants and successors would be part of a cossack host. All emperors were either part of the Imperial Cavalry or a cossack host; Ivan V's father Alexander III was part of the Valerian Cavalry and fell valiantly in battle after a brief reign a little over one year (which explains why Ivan V is so young). Ivan V himself is part of the prestigious Valerianid Cossacks and is close friends with that host's hetman.
The young emperor bowed with his wife and Paulus Lucanius Silla, who ran up and also stooped down to the floor to greet the Gwangmu Emperor. Emperor Ivan greeted the emperor first. "Anh young, your excellency," the young emperor said - he did know Korean, so speaking the main court language of the Han Empire probably should impress the Gwangmu Emperor. "Yes, let us convene upon the Pavilion."
The Valerian Emperor and everyone else followed the Han into the Pavilion. The various Valerians poured into the complex, awaiting for Lucanius Silla to begin his elaborate presentation - but only after Ivan and the Gwangmu Emperor got acquainted and exchanged each other's names in formalities.

The Gwangmu Emperor spoke first - being polite to introduce first as the host of his guest: "It is a rare habit of our guests to have any familiarity with our culture, but it seems that our people have traveled far and wide around the world." The Emperor nodded in the direction of the Emperor's consort. "But let us not forget our manners. I am Yi Myeongbok, the Gwangmu Emperor, the Most Serene Regent of All Under Heaven, the Emperor of All Han." (incidentally, in the order as it would be spoken in Chinese/Korean) He turned to the Crown Prince: "This is Crown Prince Myeong - he has been learning the manifests of running the state and how to become the supreme being of all people in the lands of Han. It is necessary that the leader be most fit for his tasks, for a weak leader will surely fall and fail to impress and advance his people." The Crown Prince bowed, keeping his hand away from his side arm - an act that conveyed trust and respect. With that, servants came all sides of the Pavilion and brought a table with tea for them to enjoy.
In the meantime, the Emperor bade from his guests - "And I may inquire of your identity and your reasons for such a long and arduous voyage from Daebalriung (the Korean way of saying "Magnus Valerius")?"

The Valerian Emperor smiled with Tamar. The Gwangmu Emperor introduced himself, and Ivan acted accordingly by also introducing himself, with his long Valerian official title. Ivan knew Korean well, and spoke to the Gwangmu Emperor in his mother tongue.
"I am Ivan Alexandrovich, His Imperial Majesty Emperor Ivan V, Son of Alexander III, Fourth Emperor of the Borivich-Vassilakos-Seleukios-Kalderis Dynasty, By the Grace of God Emperor of The Valerian Empire and Beregavan (OOC: or Shorehaven) and Its Dependencies, Grand Prince of Vedus, Descendant of The Great Isander, Ruler and Protector of the Valerian People Under the Heavens."
Ivan paused and then added, "Since we are acquainted, please, call me Ivan for short."
The young Valerian emperor continued as soon as Silla arrived with the other Valerians. Once the tea was served the Valerian imperials immediately requested some.
"This is my future empress, Tamar Izyaslavovna Suh. She is a most charming woman and will be a great empress."
Tamar curtsied and said (albeit in Valerian), "Many blessings of health upon you, Your Imperial Majesty, Emperor of Han Zemloy." Ivan translated for her after she spoke.
"I see that your son, the young Crown Prince Myeong, is learning well. I hope to do the same for my future son and crown prince as well. How old, may I ask, is His Highness Myeong?"
Ivan wondered about possible dynastic ties in the future; Valerian Imperials were none too skittish to marry off their children to foreign houses, no matter where they hailed from (unlike many standard Western royal houses). Ivan did have several younger sisters and marriages could be arranged between Crown Prince Myeong and a desirable Borivich girl if relations improved later on between the two empires. There was still time, since all of Ivan's siblings were in their minority (except for Charlotte, who was now Queen of Brasland, and Pyetr, who is now Crown Prince).
As soon as the Gwangmu Emperor inquired about all of the other Valerians, Paulus Lucanius Silla emerged and began conversing with the emperor in Korean.
"I am Paulus Silla, of the Lucanius clan. These are the various Valerians who have presents for His Imperial Majesty the Gwangmu Emperor, and who wish to present our empire to yours."

The Emperor Gwangmu of the Celestial Regency of the Great Han Empire wishes to impart to all around the world a very great and happy New Year, and wishes also for the most prosperous and happy year for all, enemies and friends alike. The Empire has made great and steady progress in establishing itself as a renowned state, albeit progress has been slow. But the slow progress has made such advances acceptable to the people and the people are receiving the benefits of international renown. We are pleased that we can count many in the world as friends.
We are still dismayed to hear of wars and rumors of wars. We have seen atrocities abroad, ranging from wild and raucous xenophobic tendencies to attempts to instill fear in many foreign peoples. The enemies of peace and stability are enemies to all people, regardless of political, economic, social, and cultural identity. We have hopes that the New Year will usher to the world a new sense of responsibility to maintain peace and order - that the states considered rogue and barbaric will see the light of civilization and take heed of the principles of harmony and reason. There is no reason for conflict when all humanity can see these truths, but as long as such vices exist, the Empire shall stand ready to confront them.
As the voice of the Empire to the world, it is our distinct honor and duty to inform all countries that the Empire will be seeking a new opporunity to strengthen our extant relationships, to facilitate the establishment of embassies abroad and to promote the awareness of the Han culture and technology. To others, if you haven't noticed, there's quite a bit of prime real estate sitting next door to my lands. Much of it I intend to have neighbors. Just to say now, in the near future, I hope to fill these "unclaimed" lands with friendly live neighbors (not puppets), although I am not quite ready yet for regional dynamics. So on that note, if any of you are deeply interested in havinng a homeland and you have no existing homelands/colonies yet, then I may have a geographic solution for you in the coming future. But this is just an interest statement; I'm not going to allow any neighbors until I'm politically ready for it.

"Zdrastvuritiye. Ya Simyeon, iz Vostokskoy Valeriy, i ya prodaryu arbuziy dlya teibya."
Silla immediately translated for the emperor, along with adding on some flair to the rather short and humble words of the farmer.
"Your Majesty, here we have a melon farmer from East Valeria province. He offers his finest melons from the River Alai Floodplains for his emperor's private consumption, and would be glad to see some of his produce appear in market stalls here in Han Zemloy."
Next a rice farmer from Kydonia approached. He was a rather unshaven man in baggy clothing and had a slight inflexion in his voice due to cigarette smoking. Nevertheless, he showed the proper etiquette at the court and knelt before the Gwangmu Emperor with his gift.
"Moy Koryosky Aytokratorik, Meinya zovut Pavil Alekseyevich Pamikov - oryssovoy agrikultnik. Ya zhivü obo-Isangradye. Oryss dlya teibya."
"Ahh yes... we've got a farmer with some fine Valerian rice. Rice is one of the staples of the Valerian diet, every since the ancestors of ethnic Valerians settled on the River Vedus and its marshy banks - a place perfect for growing rice. Mr. Pamikov comes from outside Isangrad and wishes to offer some Vedus Rice. This strain of rice has a slight nutty flavor, fine texture, and a very pleasing aroma..."
Another low-class Valerian citizen approached and without a word, poured the Gwangmu Emperor a steaming hot drink that smelled of spices and honey. The pitiful man carried two heavy brass containers with spigots from which this drink came from, kept warm by the occassional heating.
"Dlya Han-gükskovo Aytokratorika - sbiten."
"This man is a sbitenshchik, a man that makes and sells a warm drink, sbiten. It is made from honey and all sorts of spices. A very healthy and fulfilling drink, that is enjoyed alongside tea in Magnus Valerius and, once in Russia as well - a truly Slavic drink."
The various Valerians offered their gifts and greetings to the emperor, bowing down to the floor and placing their foreheads on the ground to show proper respect. Numerous things, from food, drink, liquors, and exotic animals and plants were presented to the emperor. Unique Valerian things were also presented, such as traditional Valerian dishes or Valerian articles of clothing. The most interesting proposal, however, came from the young noblewoman and heiress, Akulina Krasnova. Krasnova fluttered her eyelashes and curtsied gracefully before approaching the Gwangmu Emperor with her reason for accompanying the party. She was a very attractive woman, with smooth skin, a youthful, upbeat attitude, emerald-green eyes and sandy blond hair.
"Most noble emperor," she began, "I have come here to Han Zemloy to offer my hand in marriage to a fitting young nobleman from your nation. My father wishes for me to get some fresh foreign blood in our line, and I would like to ask if you would have a nobleman in your court who had a young second son or anyone who would like to come back to The Valerian Empire with me and elope and run our estate. My father has few days left on this earth, and as I am in line to succeed him, surely there is a man in this empire worthy of calling me his betrothed bride?"
The Orthodox priests who came with this diplomatic mission rushed alongside Akulina and bowed as well.
"God Bless You, Your Imperial Majesty, and greetings from Patriarch Feodor III of the Valerian Orthodox Church. He would like to know if we can have a small mission here, and perhaps establish a monastery somewhere here in Kanton. We would also offer our services to wed Miss Krasnova here to whomever will take her!"

The Emperor, hearing the requests of all those who came before him and said, "I am sorry to say that all matters of business must be addressed to the Agency for Imperial Contracts (link in my siggy - AICC). Nonetheless, I am pleased with the variety of products that Valeria can offer the Han. I am encouraged that you may come here, and thus offer us your produce. We are certain that the Agency may render similar products and services to Valeria."
To the Lady Krasnova, he was a little curious. "It is interesting that you should come here looking for a husband. Usually, it is the man who comes looking for the woman. And having just surrendered a daughter of Han to another fine gentleman, I can say it will be much harder for me to return a man for you. Nonetheless, you are free to stay and make your interest known to the nobility. I must remind you that the only nobility that remain are in fact the Imperial Family and the Royal Families of Joseon and Jonam. I am fairly certain that the Crown Prince of the Jonam King will be looking for a bride soon, and it would probably bring much honor to his family to marry into a foreign family. It is not often that the Kings of the people can find opportunities to travel abroad except at my invitation. And I am aware that I do not invite them often. If it pleases you, I may permit your travel to Malnira sometime."
To the priests of the Valerian Orthodox Church, he said confidently.
"By the edicts of my grandfather, the practice of religion is unhindered by the Empire. It is therefore permissible for your Church to establish a church here in Gwangju. It is in fact the best place to establish a new church, because of the diversity here. I must caution you though, as I have cautioned other churchs - the Han do not practice religion as a matter of doctrine but rather as a manner of living. It is therefore difficult for any one Han to say that he follows any one religion, as each Han is permitted to practice his religious beliefs in a manner as he chooses. For this reason, many Han do. But as long as your church does not persecute those who meld the practices of living, you are free to do anything you please within the limits of the law. It is nonetheless important for your Church to find a sponsor for your Church to establish any building projects. I doubt that it will be difficult to find a Han citizen to sponsor your Church, as the visit by many monks for a football match left behind many converts. I just wish to note that sponsorship does not constitute ownership, and while not required, it certainly makes the process much easier for you. I have seen many projects stalled because the laws were too stringent against foreigners, something I hope the Imperial Assembly is willing to change. Once you have established yourself, you may wed any who choose to be wed in your manner."
And when the Emperor had ceased to talk, he waited to hear from the Valerian Emperor.

We are confused as to why we never had you in our database. Following your participation in the Oriental Football Cup, your country's name should have been added to our list of recognized states. Of course, the practice was suspended after the 3rd edition, but we're glad that you've decided to remind us to update our logs. Here in Starblaydia we have a healthy Han population, as shown by the composition of our national football team in the recent Fourth Oriental Football Cup, and feel that the time is long overdue for an official diplomatic recognition between our two nations. I am also inquiring with a view to economic and cultural ties, particularly in regard to the business of football (I hear rumours that a number of Starblaydi companies are expressing interest in NFL teams for purchasing and sponsorship).

We have received your request, and as there is no outstanding against accepting, we are pleased to have formally formalized relations with Starblaydia. For a matter of reference, your Han name will now be recognized as "Seong-bal-ya" - which can be interpreted blandly as "Star leaving night", or perhaps poetically as "The Stars cut through the night and impart brilliance." It doesn't say that, but it wants to say it. The word 發|발 is used in many connotations, among these "to send", "to emit", "to dispatch", "to impart", or "to develop." "Bal" is not typically used to describe "star" or "night", but in your case, we can make the definition fit as needed to suggest that your country is a land, a beacon of civilization (the star) shining ("bal") in the darkness of barbarians (night).
Regardless, we are now officially formal partners, and we look forward to hearing your inquiries into the Han economy, as I am fairly certain that some of our own companies were sponsoring certain endeavors brought by your country (i.e. DBC, WC40, etc...). While not within Imperial regulations, these companies have helped promote international recognition with countries not officially recognized - and we glad to see you as one among them.

Lady Krasnova smiled and responded to the Han Emperor's offer. "I would be quite interested in meeting the Crown Prince of Jonamdo. I would be most honored if you were to allow me to travel to Maniliya. I trust that he is a most charming nobleman worthy of my hand." With that, the Valerian noblewoman melded into the crowd behind the Valerian Emperor, looking on with her delicate features.
The Valerian clergymen kowtowed and thanked the emperor. "We will try to find a sponsor at once, although I am sure that the Patriarchate of Saint Valerian at home in The Valerian Empire has more than enough funds to sponsor itself in the construction of churches and chapels here, but if laws are different, we shall abide by them."
After all was said and done, the Valerian Emperor and approached the Han emperor. "Well, my new friend, I do wish to offer you and your imperial clan an invitation to my coronation to be held sometime in the future. I would also request that I can hold an Imperial wedding here on the island of Jeju, for it is my consort's ancestral land."

The Emperor acknowledged the Lady Kraznova and told her, " I will speak to the King of Jonamdo. We will see what kind of arrangements we can afford for you. By all means, you are welcome to visit the city, and we can arrange your itinerary at the moment. If you wish to leave soon, I can notify the Royal Household. Be aware though - liberalized ideas have made speaking for a bribe a little different than what has been custom. Men of royalty do not look for a bride simply for children - they look for comfort and company, the sense of companionship. Love - it's spoiled the children, but made their families stronger. I have no doubts that you have the qualities of a fine young woman who seeks companionship as well."
The Emperor gazed upon the clergymen and acknowledged their respect as well. "You have my permission to do as you please with the law. And the law is not harsh. Hopefully, we can look to the inspiration of the Valerian Church in its foundation of another foreign religious establishment."
Finally, he noted the respect of the Valerian Emperor. He heeded his words and spoke almost immediately in return. "If I can have the time to attend. There are matters at home (i.e. Mujeongbu terrorists) that keep me occupied at home, and they are matters that cannot be ignored so lightly. I hope that you do not take it as an insult if I were to send my son - the Crown Prince Myeong (present Emperor Yeongmu) - to in my stead.
