Here is my advice to you; start out with political things such as trade and confrences, because with a population of 9 million there is no chance in hell that you will win.Also instead of starting a war it is always better to join one. And last but not least let people know you before you start any thing.

look at the sticky threads at the top.

Everything - trade, diplomacy, war - is roleplayed.

That means you have to write it out. Its good fun to see how creative you can get with these things. If you're not a good writer then you might find yourself out of luck. But no one says you can't do anything anyways.

ok first you want to do a serch for storefronts. otherwise you wont have any were to buy your stuff form (such as guns, armor, tanks and exploding panguins) second you need to use a link form one of these storefronts that lead to a site that can tell you how big your defence budget is. then you need to go back to that or a diffirent storefront to buy your equipment. (don't forget that at your size you probably only have around 1,080,000 troops) when you've done all of this then poast here or in a new thread again and I would be happy to have a war with you.

For a newbie you seem to know your stuff. You have earned my respect.

Although you miscalculated. He should have no more than 450,000 active personnal in his armed forces. About 5% of his population.

really I thought twelve was more like it. however as that you have been here quite a bit longer I will go with your estimate and downsize my own armed forces. and thank you very much for the compliment.

In one place I heard 1 percent, but that was because he a very large pop.

LOL, I'll go to war with you. And to make it more even I'll let you use lasers or something, and I'll just use wave after wave of sword wielding maniacs.
