History:

You know, history is a very funny omnipotent thing. Nicaragua, in its time of being a country, was... a hell hole for anyone. Excluding the rich, but this was by no means the majority of the nation. No, that's probably why the Socialists where so powerful in the mid and late twentieth century. But the rich have... money and the rich made the people on their side wealthy also. Which is probably which the nation's military junta began. Funny, the pour made the country, perhaps all countries. The poor, in their quest to be better, formed the military junta, but also the poor, in their quest for equality, and therefore attempting to be as good as their neighbor, 'better' if you will, made the Socialist revolution.

The military juntas had a wear side affect for the United States, of which support their anti-Socialist ways, if not their pro-Capitalism. By no means was it a secretive movement, no. While the support they received from the United States was admirable, it was secret and not the main part. Indeed, in 1992, the surrounding countries wanted Nicaragua. So they sent, eighteen in total, rich politicians to form armies to rip it apart. Which they did. In the ensuing carnage, Nicaragua was split in four. No longer Nicaragua each man fought for his region, Regionalism had replaced Nationalism, and for good cause, as everything collapsed around them, even Hondurans and Costa Ricans, maybe even some Puerto Ricans went to Nicaragua, to fight our the separate land that was now held by four main lords, even of the original eighteen, only three hadn't died or been assassinated, and the survivors split up.

But there was a mean to this madness, the fourth piece, which had began it all threw calculation. Because Nicaragua itself was no longer a nation, it had no debt, a clean slate if you will. And the mastermind of this plan, today's Main Premier, Caleb R. Solis, began his recapture of his homeland at twenty years of age. His stockpiled Sherman M1's rode threw the country side, taking back all three pieces of Nicaragua, though only four of the Sherman's survived the crusade, of a hundred thirteen. The reason being, though the rich men had no tanks, they did have Anti-Tank weapons, which tour them apart. But thanks to "General" Solis' use of Infantry he kept the Sherman from being completely annihilated, even though by just a thread.

The retreating rich men, or should I say rich man, as the other two had been beheaded, had left a surplus of weapons, ammunition, and ships. The ships being large yachts that were outfitted with surplus recoilless rifles, some being as large as 107mm. These were used to fortify the surrounding waters of Nicaragua.

On May 18th, 1993, Caleb Ramon Solis declared Nicaragua a nation again, free of its debt and began his recreation of Nicaragua. Using highly trained and illusive pirates he captured three oil tanks, and five large supply ships, that had enough equipment on them to make a single oil rig in the Gulf of Mexico, not to mention Main Premier Solis had copies of these parts created so that three more oil rigs could be placed in the Gulf of Mexico by 1996, though the first was placed in October 1st, 1993. This was the clear marking of the Fascist Reformed State of Nicaragua's economic boom.

Mainly, because Main Premier Solis had the cornfield turned into Ethonal producing farms, and the many highland turned into automobile factories that used Ethonal. This allowed for nearly all of the mined oil from the Gulf of Mexico could be sold, and was, to nations across the world. Mainly the United States, but tariffs had impeded profits, though recently the tariffs between both nations had been lifted.

The following jobs created by the boom in the Automobile and Farming industries lowered unemployment rates to a record bottom in twenty years, 1.7%. Along with the, then, constructing Condos that were being built to allow the rising child rate, and lowing of infant fatalities. By 2001, Nicaragua's economy had a GDP of 180 Billion. A massive scale of what it once was, and due to the none tariff between the United States and Nicaragua it is expected to go up to 194 Billion by the end of the decade.

Even the military had felt the grace of the boom, training compulsory for all sixteen year olds, though they have the option of joining the military. Though many try, only 100,000 are currently surviving in the military. But the equipment they use is of the highest tech in the Central American area, and high portions of South America. Even their Communist Mexican acquaintances up north do not have as well a trained army, nor equipped military as them. Especially thanks to the recent equipment bought from the Austrian nation, the weapon being the Steyr AUG.

Why do you wish to partake in diplomatic procedures with nations to far from your border? Is it that you are trying to convert our people, trying to smuggle your infamous KGB into our nation? Well I assure you with the utmost implications of my power in this grand nation of a Fascist state, that if I get the slightest tingle in the back of my neck about your doings in my great nation, that your men and diplomats will be sent straight back to your Socialist ground, even if they are a meter away from docking at any of our ports. Now, establish why your people are attempting to set up a diplomatic communication between our nations?

Signed,
Caleb Ramon Solis
Main Premier of the Fascist Reformed State of Nicaragua

{{OOC: I apologize for sounding so forceful, but I can't let you in without a fight, ya know? ;) Plus I need to feel out your diplomatic skills, this could go sour at any moment. And if it does, I want you to know, it isn't a personnel thing, but Nicaragua isn't very nice to Socialist or Communists.}}

Official Soviet Response

We have no interest in converting yours, or any other people, to communism, as evidenced by our non-aggression pact with Japan. Our diplomats would be more than willing to leave if you expel them, sir, but we'd prefer if you did have a reason for your suspicion first. Diplomacy in today's world knows no bounds, as the Earth has become quite a small place. Our allies, Mexico and Cuba, are both in your region, and we simply want to make sure you relations between all three of you remain stable. As for our reason to establish an embassy in your nation, good sir, we simply want to extend a hand of friendship to your people of Central America, and we hope to further strengthen our diplomatic ties in the future.

We wish to know the amount of the oil you need, and the amount of Ethonal that you could sell to us. Also, any and all trade that happens between us will be protected by your fleet. If the cargo is lost, even one percent of it, you must compensate for it yourself, as it is you responsibility. We will also gladly accept an embassy inside of your borders, as long as we are allowed fifteen armed guard, Steyr AUG equipped, thirty working personnel, also equipped with an FN Forty-nine, and our diplomat will be a black man from the Dominican Republic, Xavier Charles Pilhe. If you wish to have an embassy in our nation, it will located in Managua, where there you will be allowed a maximium of ten armer guards, no vehicles, and up to forty working personnel, only half of which can carry arms if they please.

Ah, we see. You simply are protecting your assets, and hoping to be an ally of an enemy. Well, though we may be Fascist state, we are fair, if not by your Socialistic ways, then by our own, Capitalist ways. And if history serves well for this occasion, then we will allow the following. If you do not wish for these, then simply as so, and you will not require the need to expand oil on a voyage to our great nation. The demands are as follows. Three armed guards a maxium, twenty working personnel, no vehicles. If we're in a state of war with a non Communist power, or one that is, but not of your friendship, we will protect them until your navy arrives to whisk them away. If we are at war with a nation that you are supporting, your diplomatic personnel will be shot. And this is for a revision also, if we are at war with a nation that is your ally, but you will not give support for either crisis help nor war help during the military engagements we have with them, your diplomatic personnel will not be shot, but will also not be allowed to leave during the war. Once it is over you can keep them here or pull them out, but be assured, that we will defend your embassy in such an occasion as if it were our own.

The terms are accepted as long as they apply to any diplomatic personnel you send to our nation. If you choose not to establish an embassy in our nation, however, the condition will be in effect for an amount of Nicaraguan nationals in the USSR equivalent to the number of diplomatic staff we have in your nation.

Something on the order of 2000 barrels or so should be enough, as we are mostly stockpiling now, but we are wiling to buy more to make it worth it to transport. We're capable of producing approximately 300,000 gallons of ethanol, however, we are expecting a population surge soon, and we may need to cut back on that in order to use the crops for food. You're embassy request is approved, and are your provisions for our embassy.

Then that is that. The following that will be sent are three guards, ten working personnel, and our Canadian-born diplomat, Edgar Jay Wycliffe. Do you wish to place any economic sanction, discuss dealings with certain nations. Certain regions also, Middle East, Central, South Americas. Of course if you really are attempting to make allies of us, then these would be happily received, at least in the utmost recesses of my own mind, and that of my Grand Parliamentary Cabinet. Of which are two highly trained physiologists that would see a refusal as an offensive touch to these proceedings, and would believe you to be hiding something of importance to our nation, maybe to your ignorance it could be nothing, or to our ignorance it could be nothing.

((OOC: My knowledge of trading levels is sorely lacking. I appologize if I was WAY off))

2,000 Barrels of oil is somewhat low, and if you're stockpiling now I would expect you to be requesting much high, perhaps 20,000? Then again, you will be defending this cargo, and you may want to make it worth your while, and 20,000 would be a such. We are in some need of Ethonal, but prefer to keep our own production of such domestic, we dislike needing other countries, to no offense of your own, to keep us moving. However, we will import 20,000 barrels of Ethonal, and as pure our agreement, you are to protect them. We will cut back our tariffs and taxes to your nation down to only eleven percent. And are these 20,000 barrels to be shipped monthly or yearly? Our 20,000 barrels of Ethonal are to be shipped monthly, and will buy the total of them at fifty million each month. And we expect you to purchase the barrels of oil for forty-seven million, though adding to the tariff and tax.

We shall require the oil shipped monthly. And as per both agreements we must have a termination clause whereby we may send you a notice that we can no longer, or will no longer protect these shipments or accept responsibility for damages and your nation will have to decide whether or not it wishes to continue them. If you'll grant us this clause, we'll have a deal.

Let us instigate this clause can not, and by your major part, will not be initiated during or on the return voyage of the ship. This must be initiate while the cargo is in Nicaraguan's docks. Not in any other place on this earth. No ocean, not in your docks, it has to be in our docks. The reason of this is obvious, but we will simply explain. Allowing you to disengage as escorts of our ships could end in the lose of our ship mid-voyage, which is bad business. And having no escort from the return of the pirate filled waters of Africa, is somewhat... dangerous. And a risk we are not willing to take. Furthermore, your clause being activated while the cargo is in dock, on Nicaraguan soil, will allow us to redirect the ship's cargo towards profits.

Than I expect we have a deal? We have our first shipment towards you at the docks and filled, waiting for their escort. We will allow you some less loss of oil and move our shipment into the United States defended Gulf of Mexico, there you will pick them up. Please be swift, the Gulf of Mexico is notorious for hurricanes and bad weather during the entire year.

We will allow you to move one diplomat and two working personnel into the same embassy as the USSR but will not allow you to have your own. The exchange rate is .53 gold carbons (National Currency) per us dollar. Which would bring the full sum of the exchange at 1.6 million dollars. We wish for you to understand that you will be defending this oil convoy, and if the oil is lost, you must pay for all such things. Including the ship, if damaged or destroyed, or even capture. But we are sure of your technological prowess, and such a thing would be easy for you to handle. But on a further note, one hundred barrels of oil is not much of an expenditure, as that barely fills up even the smallest of our oil ships. We hope you will accept our offer to boost it up to a forty million barrels of oil a month, as your nation consumes a large amount. We've calculated it to be 2.149 barrels of oil a day, while you barely produce 8,000 barrels yourself. Because of such a large cost we will lower the tax and tariff to a minimal fee of eight percent. If you accept this we will send you the check, if you wish. Trust us, we will get you your oil.

We thank you for the business and the tally will be up soon.

560 Per Barrel
40,000,000 Barrels
22.4 Billion
1.792 Billion Added for Tariff
Total due to Acces to NATO: 23 Billion
Amount Added to OUR GDP: 21 Billion

The total price of the shipped oil is twenty-three billion. Remember, if you lose a tanker, or any oil, you must still pay for it. So we expect you not to. The reason why we ask this is due to our small navy and the protection we want for out workers. Thank you for the business, ally.
