Phoenix Dynamix suggests it's light and affordable aircraft carrier , the Hammerhead class. Surprisingly it is not nuclear powered, which keeps the cost down. The Hammerhead Class features a full weapons suite, enabling it to deal with up frigate size craft on its own without using its 75 aircraft. The CV-7 has 3 electric catapults and 2 aircraft elevators, and features medium armor around the torpedo belt and additional armor on the flight deck and superstructure, increasing survivability in combat and reducing the chance of being sunk.

The F-4X Phantom is more advanced than the F-14, and is equal or better to the F/A-18D Hornet. Based on your quote of $1 billion, you could not afford AV-28 Wraiths,which are the VTOL aircraft similar to but more advanced than the harrier that Phoenix Dynamix makes.
