IC:
The United States announces it is changing its fees that are charged for use of the Panama Canal.

The changes are:
1. From now on, all US civilian vessels will pay the same fees as foreign civilian vessels for use of the canal.
2. The US military must pay the US government to use the canal due to loss of revenue from the military using the canal during transit. This applies to foreign militaries as well. No military units may enter the canal which are on a mission to attack or otherwise harm an ally of the United States. Ships who are headed on peacekeeping missions may traverse the canal free of charge if they contact the US government at least one month prior to their departure from home port.
3. It now costs 36 cents to swim the canal. That's down from 50 cents. However the US government strongly discourages people from swimming the canal.
4. Miscellaneous taxes, telex fees, and fumigation fees are now combined Transiting Tax Fee of $2,500.
5. The cost per tonnage is now $75.
6. The cost for each person on the ship is $2.00

These rates were arrived at after 5 months of negotiations between the federal government, the Department of Defense, and the State of Panama.
