IDF had been exploring space for nearly 2 centuries now. During that time they encountered thousands of civilizations. One thing they noticed was that most of the species encountered in space were Homo-Sapiens or at least very similar to them.
This was observed by most scientists as either a coincidence or the result of living on similar planets. A group of Starfleet Officials knew otherwise.

Captain James Tiberius Kirk was in the middle of his 3rd year of his now famous 5 year mission to explore the Beta Quadrant. He had just spent nearly two months on a planet populated by a mysterious group which was similar to an ancient group on another planet he had visited.
Starfleet had first made contact with earth a century before. Close relationships had led to a full study of the planet's history. Both Primus III (IDF's Homeworld) and Earth were populated by humans.
One interesting part of Earth's past was the so called "American Indians." There were many groups such as the Navajo, Cherokee, and others. Their civilizations were destroyed centuries ago.
On the planet of Amerind, Kirk and his crew found a group which had what could be described as a blended culture made from a mixture of various tribes.
This was an amazing discovery, but it wasn't this discovery which sent shivers down Starfleet's spine.
Kirk's log had noted the presence of an alien obelisk. This obelisk performed a mission that the Enterprise's phasers and deflector array failed to do. It had forced an asteroid off its intended course preventing the destruction of the planet.
After Kirk and his crew departed, leaving behind Kirk's dead wife and unborn child, Starfleet officially downplayed the obelisk's discovery as nothing more than a deflector placed by another advanced race.

One Month following the departure of the Enterprise
Starfleet had decided to use the Pegasus for the top secret scientific survey. Her absence wouldn't be noted as she was only used as a test bed and the vessel frequently would depart for top secret evaluations for new starships.
This wasn't the case as she was once again fitted to fulfill her original role of science vessel. She carried the normal ship's company of 20 men and women plus 40 scientists and Starfleet officials. They were all sworn to secrecy. Afterall, no starship would stray towards this backwater planet.
Something in the Enterprise's initial survey of the planet showed what could be a startling discovery. The planet was the twelth planet discovered in the last century to share some unique characteristics with Primus III and Earth. This discovery could mean one thing, the planets had been either artificially created, or more likely modified by an alien intelligence. The presence of a primitive civilization known to exist in earth's history was just as shocking.
The biggest mystery of all was the obelisk. It had likely been placed there by the same alien intelligence that planted the people there in order to preserve them.
The object contained some newly discovered materials and was found to only be 1000 years old. It's placement on the planet coincided with the placement of the population, just before Europeans had discovered the "New World."

During the following ten years, Starfleet teams using the less conspicuous Danube class runabouts and old NX class explorers or Oberth class science vessels searched the Alpha and Beta quadrants for similar planets and obelisks. In the ten years they searched, they found nearly 120 such obelisks on 120 different planets. Each of these were numbered and labeled as Preserver Artifacts. Whatever race had modified the planets and placed the people there was unofficially called "The Preservers" for they had preserved civilizations which were on the verge of being destroyed on other planets.
The most intriguing discovery came on Primus III. When an old residential building was razed, a unique artifact was found by an engineer below the building's foundation. It was an obelisk. Starfleet Security personnel quickly got a hold of the object and made sure the engineer wouldn't think much of the artifact. He was told nothing more than it could've been left by aliens hundreds of years ago. This wouldn't be much of a surprise as it was believed aliens had visited Primus III long before IDF had reached towards the stars.
The cover was actually the truth in a way. The Obelisk was labeled as Preserver Artifact 121. It was found to be 4,000 years old. This meant only one thing. The bulk of IDF's population on Primus III and the colonies was transplanted from another planet. They were here because of the Preservers.
