The Greater Continentian Empire is hereby initiating a new foreign embassy exchange, and all nations are invited to participate! The following regulations must be adhered to when partaking in this exchange depending on the level which the Cravanian government views your nation with.

Level One (Warm)
-Basic day pass required for personnel to leave grounds
-Personnel not to exceed projected capacity for building
-Armed personnel not to exceed 30
-Weaponry restricted to small arms; no caliber larger than .50 BMG permitted; automatics are allowed
-Vehicles not to exceed six, including aircraft stowed at hangar at Laurana International Airport hangar, vehicles must be unarmed
-No searches upon embassy grounds without proper clearance

Level Two (Standard)
-Basic day pass required for senior staff to leave grounds; personnel require one routine background check and day visa
-Personnel not to exceed 120
-Armed personnel not to exceed 25
-Weaponry restricted to small arms; no caliber larger than .50 BMG permitted; automatics are allowed
-Vehicles not to exceed six, including aircraft stowed at hangar at Laurana International, vehicles must be unarmed
-No searches upon embassy grounds without proper clearance

Level Three
-Background checks and visas for all personnel leaving grounds
-Personnel not to exceed 100
-Armed personnel not to exceed 15
-Weaponry restricted to small arms; no caliber larger than 7.62mm permitted; no fully-automatic weaponry
-Vehicles not to exceed six, including aircraft stowed at hangar at Laurana International, vehicles must be unarmed
-No unannounced searches upon embassy grounds; all searches will be cleared with parent nation's government or embassy's staff, refusal to admit searches may result in demotion to Level Four.

Level Four
-Pending eviction

Your nation's level will be determined upon application, and details may be ironed out afterwards, numbers of guards and personnel allowed may be edited accordingly if application was designed with a higher level in mind but the higher security level was not granted. The Libertarian Empire expects at least the same standards of the permissions group which the applying nation is placed in when establishing an embassy in the opposite nation.

War:We prefer to explore all diplomatic possibilities first as a history of long and bloody wars has left our nation quite preferable to the peaceful side. However if required, the use of deadly force should always be an option.

The exceptions being, as mentioned previously, beastiality, snuff, and other such unnatural or harmful practices. Legal consentual age for sex is fourteen, with the age of maturity at seventeen. Also, sex has a large part within the Sumerian religion, including sanctified prostitutes of the temple of Inanna.
Gay Marriage:Marriage is a contract between two consenting adults who wish to live in a mutualy benificial relationship. Their gender is of no concern.

Religion:The national religion is the practice of worship of the gods and goddesses, it is supported and encouraged by the government, the head of which holds a religious power place often. However, the free practice of foreign religions, be they Christian, Jewish, Muslim, Hindu, or whatever, is considered paramount to the Sumerian way of life, and the generally accecpted view and practice is that as long as they don't bother us we won't bother them. Religious institutions of all faiths can get government funding to build places of worship, however active recruiting of new converts is illegal. Converting to a chosen religious belief is legal and protected by law if done so by independent choice.
Human Rights:We have had a varied history with the issue of human rights, but are happy to say that we have been holding the modern view on the issue for a century now. How other nations approach the issue we prefer to leave to them, unless it directly effects us or someone in need of our help. Although extreme violations are easily a cause for our concern and possible involvement. All people, according to our laws, are provided basic human rights, with exceptions being made in accordance with needs of the justice system.
Political Rights:The political system in Sumer can be somewhat complex. Citizens can vote for their representitives in two government bodies, the Civil Senate and the Popular Senate. Both hold specific powers in the government, and both are elected through majority vote in designated regions. The choice of Dictator however is not left to the popular vote, although it is a decsion made by the Military Senate, Popular Senate, and the Sivil Senate jointly. The Military Senate is simply a small representation of appointed officers from the various military branches to oversee defensive interests within the nation as a whole. Sufferage is universal at the age of seventeen to all but members of the Temple Guards, Republican Guard, Army, Navy, and Air Force. Territorial Guard members, ue to the nature of the branch, are permited normal freedoms of election.
Civil Rights:As has been alluded to earlier, civil rights are quite strong within Sumer. Religion, race, sexuality, gender, all legally protected as equal within both law and culture.
Democracy:We believe a nation should use what system works for their best interests, both the people and the nation as a whole. Regardless of the type of system. Democracy is not always ideal, but it contains goals which must be strived for by a nation if it is to grow.
