Throughout the world rebellions had long been occurring against the just and wise rule of monarchs whom had only sought to rule in the name of the people had been forced off their thrones by rebellions by radical groups who often then would execute their former monarch along with many members of his only family. Often the results of these rebellions are cruel and dictatorial governments which by no means are better then the former regimes.
As an answer to these rebellions the Emperor Olaf IV now proposes the creation of a congress of nations whose main mission shall the preservation of monarchies around the world against any rebellion in member states and offers of aide to be given monarchies who are in need of aide in the face of revolutions. The justification of this is that many of the governments overthrown by revolution are in fact good and honest regimes and that the results of the revolutions are usually by far worse then the old governments and commit innumerable crimes against humanity.
So now the Congress is open to all nations that wish to join that fulfill the qualifications that are needed to join the Congress.
Qualifications to Join:
1. Willingness to deploy forces to preserve monarchies.
2. Has a government sympathetic to monarchies.
3. Has the ability to deploy its own forces.
4. Does not have an overtly corrupt government headed by a truly mind ruler.
Mission:
1. The preservation of monarchies across the world.
2. To prevent the spread of radical revolutionary governments.
3. Cooperation of monarchial governments in their common defense.
4. The suppression of revolutions against monarchies.
5. Establishment of a truly unified force.
Deployment of Forces:
1. In the case of revolts in Congress member state there shall an immediate use of whatever means are necessary to put down the rebellion.
2. Diplomacy shall be the tool first used before force.
3. An appeal or an answer to a offer is needed before forces are deployed.
4. When the old government happens the Congress shall take a vote as to what action shall be taken.
Diplomacy:
1. Communications shall be established before any direct actions is taken.
2. Offers agreed upon by the ruling government are to be the only ones proposed.
3. No diplomacy shall be opened without representatives of the ‘rightful’ government and representatives of the other side are there.
Voting:
1. All diplomatic actions and plans of action require the consent of at least half of the Congress members.
2. After the failure of diplomacy the Congress shall send in forces with the agreement of only forty percent of the Congress.
OOC: To my fellow history nerds this "Congress" is a more modern NS interpation of the Congress of Vienna's orginal mission.
