Introduction of Greater Tibet to the World Stage (Open; MT)

(OOC: Nations of the world, my Tibet is called Greater Tibet and includes the regions of historical Tibet, Bhutan and the Indian state of Sikkim. I am open to any and all aid and assistance from your nations, especially military as mine is completely run by warlords who may or may not decide to cooperate with the central gov't which has no military of its own. Oh, and I welcome any and all constructive criticism)

The various monks and garpon have assembled in the capital of the new Free and Independent Theocratic State of Greater Tibet to appoint a new leader; one who might be able to lead the country out of the terrible economic depression which has plagued this country, the highest in the world where the bottoms of valleys can be higher than the peaks of some countries' highest mountains, and bring the plateau out of anarchy. 1,200 delegates have been appointed by the garpon (regional governors), village elders and the lamaseries across the country which serve as the center of education of governance in the village. Many village elders had come in person rather than send representatives.

A relatively dimunitive man known as Deb Nagpo from Druk Yul, also known as Bhutan and one of the provinces of the new state, grabbed the attention of the gathered monks and regional leaders and spoke, "His Holiness the Dalai Lama has fallen ill and will not be present at this meeting. I will take control as King of the People, while His Holiness will remain as a solely spiritual leader. He will still appoint one fourth of the new National Assembly once is he able to return to his duties, but he will not return to his role as temporal leader of the Tibetan people." Many in the crowd were shocked at such a declaration. While it was no suprise that the Dalai Lama was not in the best health, none of the assembled thought that Nagpo would seize the opportunity to claim himself as King of the People of Tibet, a title created at the last meeting of this sort two weeks ago.

Deb Nagpo was the commander of a Bhutanese militia, one of many in the country due to a lack of government oversight and, well, a lack of government at all. He was popular among the poor for his extreme generosity, but was seen by the lamasery abbots and village elders as a threat to their power over the lives of the people.

"Today is a new day for Greater Tibet, no longer shall we let foreign occupiers continue to colonize our lands and strip it of natural resources. It is time that we take control and rebuild, no longer letting the rich and wealthy tell where and how to live our lives."

His militia, the Army of Thunder Dragons, was especially known for brutally suppressing any dissent among foreign-born businessmen and people seen as colonial thieves who were universally despised by the native-born poor villagers, many of who relied entirely on sustenance farming to stay alive. For this, he garnered much support for upholding national pride and protecting the interests of the Buddhist majority.

"The Fatherland will be preserved and the people and state will remain independent! I will slave, toil, bleed and sweat to rebuild our once great nation into a pillar of society for all the world to stare in awe at our successes."

His rhetoric was inspirational to the other militias, and he eventually gained their confidence and support. Because of this and his support among the peasantry, the so-called 'upper' classes had to also support him for fear of being his next targets. Many feared that his provocative attitude would draw the ire of global superpowers who might wish to take control of the massive uranium reserves or use the region for a strategic military base. Either was unappealing, but they would not oppose him.

"And I quote an old proverb from my homeland to evil capitalist autocrats hiding in the cities who wish to exploit our home, 'the arrow of the accomplished master will not be seen when it is released; only when it hits the target,' and we are the masters and they are the targets! Through the international community, we will build up our arms and economy for the benefit of the people, not the elite!"

We are a poor people who have survived under the yolk of tyranny for far too long and now need your help to get back on our feet. We do not want handouts, for we will repay any debts we may incur. We have potentially large deposits of uranium, as well as copper, gold, tin, chromite, and other resources. We hope that someone hears this call for help.

I appreciate your quick reply, and we hope you can expediate any aid. The Tibetan economy has collapsed; unemployment is close to fifteen percent, the average salary is just over three hundred American dollars, and our currency is virtually worthless where one American dollar equals over 60 ngultrum. This is a travesty for my people. We cannot survive without some foreign investment, primarily into our war fund. If you were to provide me, personally, on behalf of the National Assembly, then I would gladly allow your country's crews to begin exploring the Fatherland for uranium.

I will require at least 20% of any and all profits from this venture, and I ask that you employ natives for labor. This will help far more than you will ever realize.

Four hours later, after recieving letter from Deb Nagpo, Patriarch Nicolaus IV boards a private plane and flies to Greater Tibet from his capital city. It is a surprised meeting, totally unexpected by staff in the Maraguistan Government. Two hours after take off, the private plane lands in Greater Tibet.

The National Assembly, made up of the various lamasery leaders and village elders, met to greet the first foreign leader to be welcomed to their country. The Patriarch of Maraguista had arrived on the Plateau's only airport in the capital of Lhasa, which was just barely able to take on the Patriarch vehicle and would definitely not be seen as impressive to a foreign national. The unpaved runway and poorly maintained 'terminal' was certainly not up to Western standards, but with so little air traffic a superior airport had not been in demand especially after the institution of the new Tibetan government.

The long-haired, scraggly warlord who had only recently declared himself the People's King escorted the Patriarch to the Assembly to meet with the nation's leadership. Without the aid of an availible translator, the King spoke to the leader in broken English (or whatever language your people speak), "Welcome, we wish to honor your presence with gifts of our heritage. Please, accept these as a sign of friendship."

Nagpo, along with the abbots and other members of the Assembly, proceeded to present native handicrafts such as Tibetan hats, gold and silver jewelry, and completely handwoven Tibetan rugs made from highland sheeps' wool.

The Patriarch, a young man to be in charge of such a nation at thirty four, was somewhat shocked by the looks of things in Greater Tibet. However, he was a politician and it didn't show. As the proceedings of gifts and such things, real business got down to hand when the Patriarch, in a dark blue pressed suit spoke calmly with the warlord and slowly so that he was able to catch up on his words."You can expect total help with Greater Tibet. Already, Maraguista Uranium is looking into coming here with engineers to help you locate stores of uranium. They tell me they will pay high wages in exchange for workers." Smiling, the Patriarch turned towards the General Assembly,"And to help with your economy we are sending 20,000,000 in relief funds." Although it had not been approved by the Senate, the Patriarch could get it done. After all, he was the Patriarch.

It will be a long time before our Great Fatherland can recover from the long era of colonial exploitation at the hands of the Chinese, but with your aid it will happen sooner. I tell you now, this money will go to modernizing my militia, the Army of the Thunder Dragons, so that the villainous former military governors of this culturally-rich region will pay."

At that, King Deb Nagpo turned and summoned forth one of his four wives to bring his favorite local dish, goats' meat cooked in a spicy potato stew with a side of yak yoghurt. One of his aides brought to the King a blueprint of Potala Palace, former residence of the Dalai Lama which was declared to be the new home of the King and the National Assembly (so he can keep a close watch on them).

"I also plan to use some of the profits from our uranium partnership to repair the damaged Potala Palace, which I have declared to be the new home of myself, my Council of Ministers which I have yet to appoint, and the National Assembly you see before you. These blueprints are old and were recovered from the old colonial administration headquarters in this city earlier this year. I just want you to see where this money will be spent."

Official Proclamation Issued By the Greater Tibetan Government

Today is a sad day for the international Tibetan Buddhist community after news of His Holiness the Dalai Lama's passing. The former spiritual leader of the Tibetan people will be given a traditional jhator, commonly called a sky burial in the West. This is primarily because we lack the fuel to cremate his body and he declared before his passing that this will be his final act of charity; providing his own body as food for the holy vultures.

The King of the People of Greater Tibet has declared that the next Dalai Lama will not serve in the same government or spiritual role as the late leader. He has also declared that all powers invested in the Dalai Lama's position will now go to his position. Namely, this includes appointing one-fourth of the National Assembly, and appointing the garpon, or regional governors.

Reaction from the monk community has been reverent silence for the late leader and, no doubt, they will respect the King in his decision. Long live the Fatherland! Long live the King!

Official Government Proclamation

King Deb Nagpo has released the names of the ten members of the newly created Council of Ministers, which will serve in an advisory role to the King. This announcement comes at a time when the King has declared all elections to be delayed indefinitely until the economic crisis subsides. A number of leading members of the National Assembly, primarily monks led by the Panchen Lama, have publicly voiced opposition to the new order.

The Panchen Lama has been forced into house arrest at a government building which has not been publicly named. Ever since the death of the Dalai Lama three weeks ago, the Panchen Lama has been growing more vocal against the government in general and the King in particular.

The King has already declared any opposition to be unpatriotic elements of the past which he intends to sweep away like a great cleansing flood. Long live the Fatherland! Long live the King!

The Patriarch nodded and slowly a Maraguistan aide of the Patriarch leaned forward and whispered something in the Patriarch's ear."Unfortunately, I must cut this meeting short. There are thousands of countries in need of aid, and unfortunately we must be the arsenal to help these developing countries. Thank you for the gifts." Shaking the hand of Deb Nagpo, he quickly left and was out of the country only thirty minutes later. The Maraguistan Navy was sailing to the Cooke Islands that day and they didn't need their Patriarch in a foreign country if a war broke out.

Two days later, Maraguistan engineers working for Maraguista Uranium landed in the capital, bringing with them advanced equipment to find and locate uranium. Many of them were skeptical that anything would be found, considering this a dead end. The exact reason why Maraguista was so interested in gaining Uranium was a mystery, but people could guess that it had to do something with the expanding Nuclear Project to gather weapons of mass destruction. Of course, the Patriarch kept such accusations under a tight lid and said that the only reason that Maraguista needed uranium was for Nuclear Plants.

As well, any workers wages shall be set at $34,000+ a year, full dental, medicla coverage, and pensions. As for profits we shall give you a third if you agree to allow us to establish the mines.

Our infrastructure is very poor in comparison to many other nations of the world. We have only a few paved highways which cross the country and at the moment only one airport which is in desperate need of repair. I will make sure that all profits from this venture will go towards building more roads and airports.

I am so grateful for such an outpouring of nations wishing to establish trade relationships. With regard to our minig industry, you need to be more specific in what you wish to invest. Our natural resources include copper and uranium deposits, both of which are currently being exploited by foreign investors under government control. There are also deposits of chromite, tin, gold, coal, and some petroleum and natural gas fields which have yet to be explored. I am also seeking to promote tourism in the hopes that our rich Tibetan Buddhist and Bon cultural heritage might draw wealthy people from all across the world to view our beautiful monastaries and dzong.

My personal militia, the Army of the Thunder Dragons, as well as other militias allied to me are in desperate need of military equipment. Unfortunately, due to the complete collapse of our economy after the pull out of imperialist forces and so does my government does not the funds to purchase any supplies. So, I ask in the name of friendship and in the hope of maintaining law and order, that if you have any military surplus that we have some of it.

Needless to say, many in my country, at first seeing the figures your proposed, were utterly shocked at your people's generosity. No doubt, your nation will be held in high esteem for years to come in Tibet. The people thank you and I thank you.

1. The ten billion dollars for the military will to paying back wages and to repair weaponry and purchase new weaponry.
2. The four hundred million will primarily go to repairing monasteries damaged during the occupation and to fund other government-sanctioned projects looking to promote interreligious dialogue.
3. The ten billion which you marked for welfare will go to pay for hospitals in the most remote villages of the Tibetan countryside.
4. The twenty billion will also go towards rebuilding damaged buildings such as Potala Palace and the dzongs of Druk Yul. This money will also be spent to pay many government employee wages that have not been payed in months.
5. The ten billion marked to attract foreign investors will primarily be spent to make access to our mines easier and to provide access to electricity for our livestock farmers, because agriculture and livestock cultivation makes up the bulk of our economy. Leftover money will be spent on culturally significant areas of the country and on media campaigns to attract tourism as well.
6. And the thirty billion will, of course, go towards modernizing our roadways and our single airport as well as setting up some sort of public transportation.

Again, every Tibetan man, woman, and child thanks you dearly.

Potala Palace, Greater Tibet

King Deb Nagpo was on his way to becoming the single most powerful man in Tibet, both politically, economically and spiritually. By having the Dalai Lama erased from this life and claiming he had passed from an illness, he removed the only real obstacle in his path to controlling the monk community. Suprisingly, there was very little dissent among the laymen and peasantry regarding his suspension of democracy in the Himalayan kingdom. The only real threat to his power now was the Panchen Lama who, according to Tibetan Buddhism, is responsible for finding the next reincarnation of the Dalai Lama.

The newly appointed Council of Ministers, responsible for advising the People's King, were sitting on the floor of one of many hundreds of rooms of the massive former residence of the Dalai Lama. The King sat on an elevated platform overlooking the men who had just been served their butter tea.

"Ministers, welcome to Potala Palace, the new capitol of Greater Tibet. We, the assembled, are the new leaders of this great nation. Being the roof of the world, we will no longer be subserviant to foreign occupiers. But foreigners do give us much money to rebuild. Minister Gyalpo of Ngari, Master of the Allied Militias, what is the state of affairs?"

Then ethnic Tibetan was one of the King's most staunch supporters and, like the other Ministers, a commander of one of the ten militias making up the new Tibetan military. He bowed in honor to the King and spoke in a very gruff voice, "The 1.2 trillion ngultrum we received for 'defence' purposes has already been put to good use, my Lord. Half of the money has already been equally distributed to each of our militias and the rest is to go towards upkeep of our equipment. We have yet to receive a response regarding our recent arms purchase, though." At this, he diverted his eyes from the King, whose plan to root out unpatriotic elements of society, primarily the monks, relies completely on the swiftness of the new weapons delivery from the Third World Storefront.

"Minister, do not fear. Our operation will begin soon enough and we will have complete control over the people's lives and their souls." He gave out a sinister chuckle which betrayed his usual kindly smile. "Indeed, for the time being we should focus on building our economy and infrastructure so that we no longer need to rely on foreigners for aid. Minister Nyima, Master of Relations, I want you to make sure that our foreign business partners stay away from the villages and keep them in the cities and around the mines. If they venture outside of the cities, make sure they are accompanied by armed escorts. I don't want foreigners putting their nose in places they don't belong."
