The Bombardier BD-700 Global Express sat on the runway in the Potsdam National Air Force Base. Piloting the flight were the Richtoff's favorites; Colonel John Lewis was piloting the flight and Second Leiutenant Lionel Richards was acting as copilot. At about 1300 hours, a strech limo - obviously with military grade armor - bearing GGA flags pulled onto the runway and up next to the plane. The door opened, and a group of men emerged. Among them were 5 Secret Service Agents, or the GGA equivilant, and the important figures. The agents stood next to the aircraft, ready to sacrifice themselves if things went awry. This was a daily routine, and yet they still took it on with the same intensity. Besides Eric Richtoff, Secretary of State Jorg Greach, Secretary of Defense Bjorn Pfern, and Secretary of Commerce Oliver Polask climbed into the plane. The Attorney General would be assuming administrative duties in their absence. The agents then boarded, and the plane began its course to Paris.

A Couple Of Hours Later

The Bombardier entered Paris Airspace and began its descent towards the WEF Air Force Base. They were staying away from the media at the normal airports. "This is Foxtrot Zulu Niner requesting permission to land."

"Permission to land Granted" Replied the Head of Military Operations at the WEF Paris Air Base, located some three miles out of the city.

The plane landed with grace, and, after a short while a man who looked like a pilot opened the doors somewhat triumphantly to be greeted by a rather bare site. The media had come to the scene in frenzy, going to all normal airports and soon realising that the Airbase would be the next port of call. So, around 60 Journalists waited outside the front entrance to France's third largest military base, whilst a limo, with both the WEF and GGA flag flown at the front, plus a trail of two more limos for GGA important personal, and a few black jeeps and sedans for security greeted the GGA into what many thought was the most beautiful city in the world - though currently they were in a quiet, quite empty concrete sterile airbase.

The limo and trail left the base speedily through a heavily guarded back gate, and the trip through Paris was surprising quiet, with little media presence and Richtoff staring at the sights he passed through his backed out windows.

Infront Of The Eiffel Tower, Paris, 14:55pm

Mrs. Laura Harding wondered how and why she had become close allies with a fascist dictator. Public opinion of the man, and the GGA as a whole were quite low in the WEF – they felt as if our country should be leaning towards the more democratic ways of America. But, the GGA had done WEF some favours, and they were there largest and most threatening neighbour, and also maintained relations with Russia, something the WEF chose not to, so they were useful – she wondered what the man himself would be like.

She thought this as she stood infront of a podium, with Richtoff a metre away from her on a similar podium, and with each one of them having the flags of there nations waving behind them. With most of the world likely to hear of the event within a few days, she had to keep smart and calm. She was not an unattractive; she wore a smart grey suit and looked her age – 45. There were around 1500 people infront of her, firstly around 250 diplomats, most of them on the Commission, some from the GGA and others reps from other Third Alliance countries. Then, after heavy guarding and a long wall made by a fence and guards, there were around 150 selected people from the media, from all respective nations of the world nearly – and behind them a public gathering had taken place. She was in the centre of Paris, the Eiffel Tower loomed behind her – it had been closed for the day. She did not approve of the media getting better views than the public, but she knew it was important the world heard her message and about the GGA alliance.

She stood forward and began a short speech “Within the next few hours Europe will have changed – changed for the better. With the advancements and takeover of the formal rebel Yugoslavian States and Kingdom of Erstereich the GGA and WEF have shown there determination to make Europe united under one cause, friends and co-operative countries. So, from this day forth we shall be close allies with the GGA, arguably the closest allies in the world – as we shall sign a mutual defence act today to cement our alliance - the European Power Mutual Defence Pact (EPMDP). We, as the two most powerful alliances of Europe shall show we will support each other to protect our interests, and improve our nations economically, military wise and environmentally in this troubled world. Long may this alliance stay strong and together.” And with that she left the podium, and a small parade started up, a series of claps, and trumpets began to play.

Commissioner French HQ, Paris, 16:27pm

The ceremony had gone well, and Mrs. Harding now lead a still quiet Richtoff towards the Commission meeting room, where two hundred Commissioners of the government would watch them as they prepared to sign the treaty which would effectively make them bound as allies. Though, firstly she needed to talk to him about urgent matters of the world today – current affairs, the recent wars, and finally some more strange but worrying news.

She opened a door and asked Richtoff to enter a small room, that had two chairs pulled together, a dim light and wooden walls that were expensive and made the décor reasonable. It was in this room that looked like an interrogation chamber she’d talk to him, whilst two guards stood outside. She gestured for him to sit down and began to talk.

“Well, it’s been so rushed I’ve barely had time to speak to you at all, so firstly, welcome to the WEF Mr. Richtoff.” She smiled warmly and carried on “As you can see across this side of the border things are booming, the economy is only improving, though obviously the wars recently have taken there toll, and we have had to inject billions into creating an economic haven for Morocco and our newly required Yugoslavian states.”

“Firstly, please tell us more about what is happening in the GGA, and ask me any questions you wish to know about the WEF – how are the military operations going? I’ve always been interested in the structure of your government and how you’d define your country, of course we must get to know each others places before we continue our relations to this extent.”

Richtoff was about to speak, and a shady man walked in. Usually Mrs. Harding would have had him fired just for doing that, but the document in his hands was needed now, and was very important. She took it from him and rested it on her knee – that was for later.

Richtoff had been impressed by the whole affair. He loved the sights and sounds of a cheering crowd, and had seen plenty of them in the GGA. He began to respond to Mrs. Harding, when he was interrupted by the man entering. He took a breif mental note of the file she was handed, but said nothing of it. "Thank you Mrs. Harding. I have been quite impressed by your fine nation." He spoke with a thick german accent, but he did speak in Mrs. Harding's native language. "What exactly would you like to know about the GGA? Nationalism is key in our nation - people throng to see their leaders. But they are not foolish nationalists. They know their place in the world. Our military operations are going fine. We took more losses in the opening battle against the KoE than expected, but the toll was kept to a minimum by their quick surrender. The only other military operation was not in the news, so you won't have heard about it. We had to put down a small insurrection around Oslo, but it was quite small, and the news never got out. A few claymores and snipers took care of that. About our government, I am the sole head. I make all the desicions, but have many helpers. The most key of these is the Germanic High Council, not unlike the NAR's presidential cabinent. They breif me on everything, and make suggestions, but in the end I make the final call. We are a dictatorship, but it is not what you believe. After Hitler died, the kinder mind of my father came in power. We grant the citizens many freedoms that even 'democratic' nations do not allow. The only things not allowed are things detrimental to the state. Now it is my turn to ask a question. How do you do it? I mean, turn the nations political spectrum upside down every few years with elections?"

Mrs. Laura Harding paused to consider what to say, and began "Thank you, we are pleased that you have found all this so pleasurable. Your government style I must say is drastically different to ours, but we do not see you as uncivilised as you have not committed any genocides against your people or anything of a horrible nation - we would never see you as Hitler, my, if we did, you would not be in the same room as us now!"

"As for how do we do elections, things are quite different in the WEF from the normal democratic elections. Basically, we have a Commission, a committee of between 200-300 people, it all depends, and who meet to decide on issues. Now, they are spilt into groups, say the Defence Commission, the largest one, has 25 members and one leader - they decide on all Defence issues, but have to bring them before the Commission, unless they are minor, much like a Senate. These 200 or so people are the ones the people elect, with around 30 from each member nations going in each year - they change regularly, and yes, it can be hard to keep up. Though then you have the High Commissioner, me, I don't have the final say unless it's a tie, but I have more influence and votes when it comes to decisions, and also I am seen as the leader - and the public do not choose me, the High Commissioner is voted in from within the Commission every four years. It is fair, though not a perfect Democracy."

She then looked at the paper "We have a little time before I must go in...and I wish to inform you of something rather worrying we have found. For years now the military of the WEF has been building up, now processing one of the most trained and well equipped armies in the world - not to say a large one, possibly over three million men and woman have enlisted due to our schemes to get 1% of the population to enter the army. We have also been developing spaceware, looking at planes etc. which have a stronger ability, and also looking into space projects after we received minor leaked info that the Entente nations had something going on in that department. But, alas, we have spent little on that, preferring to concentrate on our worldly conflicts.

Her voice turned to a more serious tone. "Anyway, four days ago in one of our space observation posts in Morocco we noticed something...unusual. A movement that we had not expected, a craft even that we have never seen before. I do not know what it is, and if I am truthful I am worried to even guess. We have given all these pictures to the WEF Intelligence Agency based in Rome, and they have come to the conclusion that is it either Russian or American ungodly and somewhat futuristic spaceplanes, or...UFO's. It all seems stupid and complex to me, I am a woman who believes in science, but I just cannot stomach the fact that our Intelligence Agency are telling us that there could be life out there. I can't afford to make this public - I can't afford to believe this, it is just not the WEF way. Though...I must know, have you found anything, anything up there in those skies, especially around the moon? We have heard of public reports coming from Australia there was noticeable movement there - this is a very hard predicament for us, we simply can not launch the public into a panic."

And with that she passed the pictures onto the man opposite her - each one more worrying, images of something near the moon. She leaned in and said, "If we are to be allies, we must protect ourselves, and share things - and prepare for the worst."

Richtoff took the pictures gently and scanned over them. "Holy shi..."
At that moment he was interrupted by his ringing secure line cell, which was to be called only in emergencies. He looked at the number, and recognized it to be that of the Attorney General's, whom he had left in charge while he was away. This had damn better be important he thought to himself as he began to open the phone. "Sorry, ma'am, but I have to take this." He pressed the talk button and began to listen "...Whoah, Richards slow down and say that again... Your damned right I'm busy!... What the... Yeah, go ahead and continue on your current course of action. I'll try and wrap things up here... Yeah, I'll get back to you. Bye" He then hung up the phone. "Excuse my language, but I think we have a situation. My boys back in the GGA just picked up the same thing. Our air force is mobilizing, and the army may come next. This news is a suprise to me, it must have happened while I was here. In my humble opinion, I don't believe the UR is behind this. We have plenty of informants within them that we should know if they had done something of this caliber. We're in a bind. I say we keep quiet until we can get a few details sorted out. But prepare your men. This may be one doozy of a fight, if it comes."

Mrs. Harding was shocked. This was serious now, other European nations had seen it too, and apparently Australia - there was no doubt in her mind now that if whatever was up there existed, half the world' observation posts would have noticed it now. It was only time before the people found out, before someone stumbled across it...

"I don't believe in...aliens, Richtoff, it goes against my views, and it, it...this can't be happening. I will mobillize my airforce if I must, and prepare for the worst - whether what we fight is earthly or..." She was too worried to finish the sentence. Someone knocked on the door.

"Mrs. Harding, it is time for the signing ceremony to begin." A man spoke from outside the room.

She remained in silence, and spoke to Richtoff "We will converse more about this at some other time. I understand we both need to be in our countries at this time of danger...god, I do hope whatever this threat is goes away..."

Commissioner French HQ, Paris, 16:50pm

Mrs. Laura Harding and Richtoff sat there listening to a long winded speech by the Commissioner for Defence - taking place of the Deputy who was still in hospital in Morocco - about how these two new powerful nations would make Europe a force that the world would stand up and listen to. If only he knew of the real threats, and by the meeting she had arranged tomorrow, all the government Head Commissioners would.

Finally, she watched Richtoff look through the document he was about to sign - it detailed all the terms, that they would mutual defend each other in times of war, though are especially bound to protect each other when either nation is invaded, that trade would be without tariffs between there nations, that they would both honour the Third Alliance, and if they had to leave, the two nations would have to discuss it first – and most likely go together, and that, as a temporary measure the nations of Slovenia and Hungary could be used for transporting troops, equipment, trade, everything need to rebuild the Yugoslavian states across there, and that various military bases from the GGA would be constructed in the WEF, and likewise with the WEF creating numerous ones in the countries of the GGA. Thrown in with that were all the clauses and demands you'd expect from a mutual defence treaty.

Mrs. Laura Harding read it again, and signed the European Power Mutual Defence Pact (EPMDP). She turned to Richtoff "Are the terms to your liking? If so, please sign." She hoped he would not raise issue with them now.

OOC: Yeah, that was basically part of the general clauses, but I'm sure that can happen. After this post you can RP replying to my leader as she walks away, or going back etc.

Clapping began as all the Commissioners stood up, as did Harding and Richtoff, to appauld the new treaty. Now these two countries were an unstoppable united force, and although the Third Alliance used mostly 'soft powers' to sort issues out, this alliance could be very useful in the future - especially with any threats that loomed above in the sky.

And so they both the two powerful leaders left after shaking hands. Mrs. Harding took Richtoff to one side and said "I may not be leader of this country next time you return here - Commissioners vote in less than a week as to who the new leader is, it goes through a lot of voting stages, so effectively in thirty days time either I will still be in power or someone else will - I've had my five years, I'm not sure with the threat of the skies I could handle another. From tomorrow all my High Commissioners will be informed of what is happening - I suggest you do the same to your high members of government, do not inform all though, otherwise you could have a public panic. Also, I will order the mobilization of all airforces, including ones we have further developed, and begin more work into our space projects. Goodbye, and good luck."

They shook hands again and smiled. "There is a limo waiting for you outside to take you back to the airbase to return to Germany, is everything fine?" Unless he said something, she would walk off, and he would leave.

Richtoff paused for a moment before getting in the car. "You have proven to be a wise woman, a valuable ally, and an insightful friend. It is from the deepest bottoms of my heart that I wish you luck in whatever you do. I assure you however, that the GGA would be pleased to see you remain in power."

Laura smiled - it was rare she got a compliment, and despite her hard, diplomatic stance on issues, she was still quite happy to see that the GGA cared. "Thank you. We must talk on the phone on a secure line about the situation in the skies, and in our newly acquired European lands soon. I've just been informed that the plane is ready to leave. Again, goodbye."

Outside The Airbase, Three Miles From Paris, 17:35pm

Three hundred people protested outside the various entrances of the airbase - and it was the Portuguese Peoples Front. With the riots dying down strangely after the takeover of Morocco and the arrest of 30 of there 40 high up members, the people who had tried to separate Portugal from the WEF and cost 516 lives in doing so were now protesting this alliance. The GGA men would arrive in half an hour or so, and there plane was waiting on the tarmac - the soldiers were anxious about holding off the protesters.

Richtoff said goodbye and climbed into the limo. His guards and subordinates were already inside. They began the slow drive to the airport.

Outside The Airbase, Three Miles From Paris, 18:02pm

The Limo and trail of the GGA pulled up outside the airbase and must of been quite shocked at what they saw. It was like a mini-battle scene - around thirty fire trucks circled what must of been hundreds of protesters clambered together in the open street outside the base, as men stationed on top of the fire trucks used the water hoses as weapons, firing down on people who tried to climb up the trucks walls. Then on the floor around 200 army and police men fought in hand to hand compat with the angry mob, who swore loudly and rushed towards the GGA cars when they saw them, only to be quickly blocked by gathering police.

A man dressed in a police uniform that looked in his mid-thirties rushed by to the window of the limo to speak with Richtoff, and he leaned in once the window was opened.

"Erm, hi...we have had some problems as you can see" The man paused as he ducked as a coke can was thrown at his head, and he pulled out a weapon, firing it loudly twice into the air "Sorry about that. Anyway, in about a minute we're going to open the gates..." Again he was stopped as stray protesters ran up to the front of the limo and banged loudly on it, shouting every swearword known to man directly at the GGA. He was promptly rugby tackled by a nearby police officer. "Wow, they must really hate you - now, when we open the gates you have to go through really fast, or they'll all climb on you and try to smash the car..." He ran off but returned "Oh, and try not to run any of them over!"

The gates slowly opened, and the mob gazed at them angrily, as the limo began to start up.

The can hit Richtoff in the face. It was all he could do to hold back his rage. One man in his security detail could not, though. He opened the moonroof and stood up, throwing a tear-gas grenade into the mob, all the while yelling "Va te faire foutre, abruti!" Richtoff promptly pulled him back in the car. The look in his eyes said: These dickheads already hate us, don't make it worse! The car drove into the airport and Richtoff quickly boarded his plane.

A few of the running members of the police force, tears streaming down there face, ran out of the coughing crying and in pain mob only to see the GGA plane speeding off to leave.

"Inconsiderate bastards" One officer said, "They just threw tear gas into a crowd of people, including our own forces...and we are allies with them. I have a right mind to tell the Commission of this.

The other one laughed, "Do you think they'll care - there are allies now, close allies - there untouchable." And with that, they began to clear up the mess.

Rictoff was upset in the plane. It had all gone as planned... until that mob. If his man had only kept his cool! He knew what he had to do. He rang up the military base and got the names of the officers who had been guarding the entrance. When each of them got home that night, they would all have personal apologies from Richtoff himself, and an invitation to Berlin for 7 days of paid vacation with their family.
