Tahuantinsuyu Empire

This is to accompany the current war in South America, which appears to be finally taking off.
Background
Tahuantinsuyu is one local spelling of the name given by its people to the Inca Empire. Its ancient history is a little different: Pizarro was defeated, but the empire was still ravaged by European diseases, and eventually fell to later Spanish forces.
Lasting longer meant that the Inca's people maintain a stronger identity, and fighting harder meant that they were oppressed even more terribly by the states that grew-up over them.
As such there is deeper Quechua nationalism and greater resentment of the Hispanic populations, and greater divides between them.
A recent revolt over-threw the Hispanic-dominated governments of Peru, Chile, Ecuador, and Bolivia, and saw part of northwestern Argentina and southern Colombia declare loyalty to Pachacutec Inca, who then over-ran Paraguay.
Millions of Hispanic and foreign refugees fled those nations, and many more were killed in uncontrolled and spontaneous revenge riots. Surrounding nations are overwhelmed with refugees, and many -like Colombia- already have their own problems with civil war and drug cartels.
Now Pachacutec's top General, Chalcuchima, has invaded Colombia.
The Inca have ten times as many soldiers as Colombia can muster, and they are all skilled warriors and religious fanatics, but only a minority have modern weapons. Chalcuchima, then, believes that his only chance for victory is to shock the enemy into retreat or surrender by using massive brutality.
