Overview

Gallo Class Light Carrier is a simple based design to the Gamiber Bay carrier, though not having the same armaments as her ancestor, being armed with 20mm Phalanx six-barrelled Mk 15 and Mk29 eight-cell launchers see is the only current Aircraft in-sevice to the Payian Republic.

They currently only have one in service with one more on the way, The "Europa" has been in service for less than two years not seeing full scale combat. She carriers twenty aircraft and four helicopters, even though she does not carry alot of punch does not mean she is pathetic to combat against.

Seeing as how this is smaller than most of the SVTOL carriers in RL exitance i really don't see how you are going to operate CTOL aircraft of any sort, let lone hevay aircraft like the the SU-27K(Su-33). Actually on reflection you might be able to launch SU-27Ks with decent catapults as they are deisign to take off without them on the Admiral Kuznetsov but you certainly won't have the storage room for 12 Su-27ks plus additonal MiG-29s.

To be hoenst for this size you are more or less restricted to using smallish SVTOL aircraft (i.e. harriers) with a ski jump or just helicopters, everything else would be too big and or require too many other sacrafices.

I would keep the number of aircraft but change the type. As Crookfur suggested go with VTOL types. My navy uses the Sea Harrier on our smaller carriers with great success. You may also want to try a sea going version of the Swedish Gripen. It is a small multirole fighter that is a match for most current real world aircraft.
I would suggest a standard steam catapult. This type has been in service for years and the tech. should be readily available
