Largest City in the Marxist State
A man in his late 20s sat on his bench as the snow came barreling down on Red City, as it always did. He had a medium paying job, loved his country, and like almost everyone, paid his taxes. There wasn't much to worry about. For almost a year The Marxist State has had almost no involvement in outside activity. The doctrine of the newly elected government was to stay out of international affairs, if at all possible.
The only thing he was worrying about was if tomorrow would be colder then yesterday. There was no use in being political, approval rates were hovering around 85% for the new government of Extreme-leftist Grigor Istava Savornaz. Unemployment rates were extremely low, as the only excuse for not working was being physically disabled.
The clocks were just striking 7 PM. As usual the polluted city was bleak, traffic was heavy, and it was snowing. On the large televisions in downtown the news was beginning. And it was a fair bet that it was some grossly humongous figure about another increase in production, or another invention by the Ministry of Technology {most of these inventions were military, and would never be used thanks to new government doctrine}
It was a normal day in the new age of peace. A tank rolled down the street. The military always did this. Even in the age of peace, the large military liked to flex its muscles to show it's still in power.
And nobody expected what happened next. The man, along with many other people in the city, were all killed.
It started when a young man pulled up in front of an auto-repair shop with a pick-up truck. He told the man behind the desk that his brakes were failing, and then left. He got a taxi and asked to go to the suburbs. The cab driver stopped, and asked for 3000 credits [or $15USD) as payment, the man kindly handed over the money and went about his business.
Meanwhile back at the auto repair shop, the mechanic opened the hood, and in that fraction of a second, thousands of lives were ended. A nuclear bomb that was built into the truck was triggered, and nobody had any hope of saving themselves

Capital city of The Marxist State
Prime Minister Savornaz sat behind his desk. He was a man in his 30s with dark skin and black hair, his face always had a hint of stubble and he spoke in a loud gruff voice. He watched the large television at the front of the room, his eyes widened. He'd already heard the news, but this is the first time he's actually seen it.

A girl with a bulky radiation suit on was speaking into a microphone as her helicopter continued to make passes over the destroyed city. "And as you can see the damage here is immense. We don't know how many people exactly are dead, but as you can see," she holds out a yellow machine that is making quick buzzing noises, "the radiation level here is off the charts, we must be right over where the bomb went off. This is the worst destruction I have ever seen. Everything, the Vladimir tower, downtown, the port, it's all been wiped out. Wait, we are just getting reports...."
Grigor switched off the television. He picked up the phone. "What about the Airport." He started to his top general without any introduction.
A scratchy voice belonging to an aging Chinese man replied. "It is completely destroyed Comrade, Satellite images show know signs that any of the equipment from our military installations is still standing, the city's a big target for international attacks."
Grigor sighed, "Fine, Comrade Peng, and what about international dispatch."
"It's just been sent out Comrade, I do hope somebody is willing to aide us."
"One last thing, General, any claims of responsibility, any clues?"
"No, Comrade Prime Minister, we don't know who could've done this."
"Alright, thank you." Grigor hung up the phone. He wiped sweat off his face, and almost prayed. However, while The Marxist State advocates religious freedom, all party members, especially the Prime Minister, must be atheist, and adhere only to the laws of the people rather then a deity.

Dear People of the World
A terrible event has befallen the Free Socialist People of the Marxist State. A nuclear weapon has somehow been triggered in our nation. We don't know who has done such a thing. The bomb went off at approximately 7:00 PM on May 13th. Many of our military installations were where the bomb went off, at our largest city, Red City, rather then our inland capital. We need navy patrols on our coast, as we have limited resources to protect from smugglers and hostiles. Our military is large but slow to rouse, so we will need assistance in supplying aid, finding survivors, and hunting the perpetrators of this act.
At present the downtown and costal areas are completely destroyed, with additonal heavy damage in the business and industrial districts. Radiation will likely be heavy except in the suburbs. We will provide any additional information if needed

We find this attack to be exceptionally concerning given the tense situation in several key regions at this point in time. Small-scale nuclear devices are a threat that conventional nuclear arsenals are not capable of countering or controlling. This kind of attack is especially problematic since the raw power and efficiency suggests either that a nation has launched a small-scale nuclear strike against your nation, or that the person or organization that carried out this attack is being supplied by foreign nations to strike against you.
As a nation, we do not, and we will not, abide the use of weapons of mass destruction as a first-strike weapon. This is an inexcusable atrocity that threatens the peaceful coexistence of nations in our world community. Should we find the nation or organization that committed this atrocity, we will help you bring them to justice either through diplomatic or military channels.
In addition, financial and humanitarian aid from our nation as well as our organization the COMECON will be made available to aid you in this dark moment.

We are very pleased that we have been given this assistance. Because of our recent seclusion from the political affairs of the outside world, it seems unlikely that a foreign nation iniated this attack. At present we know at least 45,000 people are dead, though we know that the death toll will continue to rise as more bodies are found and people die from radiation poisining. To control looting and to cretail futher attacks, we ask for nations to donate military police officers to put on the ground
I do hope this situation does not manifest itself into something much worse. The last thing our nation needs in this time of peace is an all out war

32 Hours after the attack
The Prime Minister was just getting ready to address the nation for the first time since the nuclear explosion. He had already sent acceptances to the many nations who offered aid. And now, it was time to tell the people what they had discovered, they still had no idea who carried out the act.
He was just leaning over the balcony, the wind was gusting strong. The crowd in the Judgment Square, overlooking Ingles Tower where the offices of the government were located, and where the Prime Minister sleeps except when the Council Parliament takes vacations. Before Grigor Istava could utter a word, a gunshot rang out, it was aimed for his head but the wind misguided it and it struck his chest.
The Prime Minister was critically injured and passed out instantly without feeling any pain, people ran and there were a few more gunshots aimed at the frantic Military Police officers who were guarding the Prime Minister, but none of the hit. The masked gunman ran, got into an old car, and sped off before anyone could give chase.
Medical staff arrived on scene almost instantly, they rushed him to the hospital where it was pronounced that he was in a coma, and the chances of him awakening were slim. An hour after that he was pronounced brain-dead, his brain only waned down to the functions of keeping him breathing and his blood circulating.

34 Hours after the attack
General Zhou Peng, an Asian giant of a man at least in his 60s with gray hair, a clean shaved face, sat at his desk. His office was made of wood and was vary dimly lit. His phone rang, and he picked it up.
"What!" he said, angry that the calm atmosphere was being disturbed.
The voice was frantic and at first Peng had a hard time making out what was being said
"Comrade-General, the Prime Minister was shot, he is in a coma, the Parliament Council has given you emergency powers to govern the nation as you see fit. What are your orders."
The General slammed his phone back on the receiver and started his computer. His first act was to send another international dispatch.

We have never needed assistance more then we have now. Our Prime Minister is now in a coma, and chances are extremely likely he will never again awaken. We as a people are now taking direct action against these terrorists, and the military forces you have donated will be used for the same purpose.
I am pulling all of our reserve forces, as well as the Secret Police and our special forces agency, NERVE. We ask that one-half the forces you have donated to our struggle be deployed immediately to move north of the Capital in the direction of the City of Thergo, a large city known previously to be a hotbed of terrorist activity. We are donating radiation gear to the other half, so that they can immediately start policing Red City and the area around it.
I ask for any nation who is able to aid in radiation clean up. Red City is a costal city, and we need to somehow contain the radiation from affecting other nations through the water.

One of the secure-line phones rang in the prime minister's office. A distinctly Vetalian-accented voice spoke . "Prime Minister Zhou Peng, this is Proconsul Valerian Kosyachenko, from the Ministry of State. We will be able to supply your nation with doctors, engineers, and technicians specialized in radiation control, as well as equipment and supplies needed to contain the situation. We will also aid in reconstruction when the time comes."
He paused. "However, we must ask you something in return. This attack is greatly concerning to us since there's a good chance a major conflict is on the horizon. We want permission to send some of our intelligence forces to the site in order to aid in the investigation. There are some particulars we need to investigate in order to confirm or assuage our fear that foreign powers were involved in this strike."
Again, he paused. "Vasily Kotov is the consul for the Ministry of Foreign Intelligence. He will be dispatched to your nation to discuss this in depth, and will arrive in two days. Good day, Comrade-General." The phone clicked briefly, and then went to dial tone.

We are very accepting of this agreement. We are just as interested in finding the perpatrators as much as you are, but our intellegent resources are extreamly limited. We have compiled a list of suspects which we will wire to you. None of them are foreigners.
It should be noted that 10 months ago the borders were closed, and there have been no lines of communication with foreign powers since then. It does seem apparent that it was an internal act. The remains on site find that it wasn't from our nation, though we don't know where it came from exactly.
I am also patching you in to our vast network of Unmanned Spy Planes. Also, this is information we are sharing with you. We are now monitiring computers and phone calls, these are turbulent times and we only wish to find the ones involved in the attack.

Reading the transmission, Consul Kotov picked up the phone and dialed. "Very well. We will begin sending aid to your nation immediately, and our intelligence operatives will meet with yours in your capitol to discuss where to go from here. Currently, the Kampferian situation has diverted our military's attention, but we can work through unconventional channels in the meantime."
He hung up...Kotov preferred to say only what needed to be said and allow the other party to respond.

Deep underground in a bunker that has long since been abandoned by the Marxist State, a man sat at a desk, his face shadowed by the dim light in the room. Behind that was a door leading into an even larger control room. This was the brain-center of the capitalist rebellion, known in inner circles as The Eye of God.
"Sir," a soldier with an XM8 rifle steps in and salutes. "We have made contact with another foreign power. One of their agents is awaiting permission to enter."
A deep and meanacing voice responded to the soldier, "Wounderful, send him in."

We think we almost have a pin on the enemy, but we still need help combating them. A majority of our Conventional cruise missiles were stationed by Red City, and now that we lack those, we may start wiring targets for conventional warhead attacks. Banners of the government were hung all around the Engels’ Tower. The snow had stopped, but the wind was gusting stronger then ever.
Unusually, there was almost no traffic on the streets, under normal circumstances it would be rush hour as people rush to get to their jobs. The speakers and televisions in the city were blaring patriotic music, and occasionally, a news brake on the situation down south in Red City. The Engels Tower was the tallest building in the country, and as mentioned before, the seat of the Marxist State government. The Prime Minister sat on the top floor, a domed office with a wonderful view of the normally bustling capital city of Gloria.
A ring on the intercom alerted the General, who was now the new Prime Minister under emergency power. He pressed the button. "What is it." A female soldier answered. "Comrade-General, it's the ambassador from Vetalia."
"Send him up here," Peng ordered. "Yes sir."
Consul Kutov and his advisors walked quietly in, all dressed in formal, tailored blue and black suits. Their formal demeanor was not betrayed by their conversation, which skipped unnecessary pleasantries in traditional Vetalian business fashion.
"Greetings, Prime Minister Peng, we are quite happy you have decided to accommodate us in the wake of this terrible tragedy. These other officials are my advisors and intelligence agents that will be assisting our investigation. If you permit it, I'd like to send them to the area to speak to your own investigators. They will deliver reports to us daily, and we'll see what turns up."
He continued, not pausing. "In addition, our aid will begin arriving within the week. I hope that we can contain the radiation, rebuild the city, and bring these perpetrators to justice all as quickly as possible. For now, we will focus on containing the damage while my aides begin to collect preliminary intelligence."
Kutov shook the Prime Ministers hand, and Peng noticed how oddly cold and smooth it was, even metallic.

And it was done. While the 6500 military police pledged to the Marxist State were still on boats and heading towards Red City, the BIM and the People's Guard could be flown out to wherever General Peng wished. In this case, it was the capital, Gloria, where the leadership of the BIM and the People's Guard were to meet with Peng and the Secret Police/Special Forces leadership to coordinate.
BIM Agent Kondou Hotaru leaned back her seat in one of Tejana de Aviación's Il-96s. 262 people were on the flight, and about 65 of those 262 were operatives with the BIM, who were coming to assist the Marxist Secret Police. Kondou wasn't sure who else on the plane was BIM, but, as the quintessential Buró mantra said, "You really don't need to know."
Kondou was an attractive woman, half Japanese, quarter Latina, and quarter Afro-Tejana. She was 30, and had fought with the Tejano Proletariat Army as a teenager during the Civil War, yet she continued to look young. Her straight black hair was pulled back into a ponytail, and she wore a red tanktop emblazoned with the Tejano yellow outline of a star. Over that, of course, was a very big coat. Tejanos were warm-weather people, which is why Kondou wasn't crazy about this assignment. Then again, she wasn't crazy about capitalists who blew up nuclear bombs in heavily populated areas, either.
After getting off the plane, she was told to escort Desi Calderón, head of the BIM's commencing operations in the Marxist State, to the Engels Tower.
"Hurry up, Kondou! Ootsuka's been here for like, three hours already!" Calderón shouted. The short Latino, his hair forever full of grease, was pacing back and forth. Kondou put a hand over her face. This is why she hated Calderón; he was a short, paranoid, whiny bastard.
"Coming, comrade!" she shouted back. And, once that was done, they took a car to the Tower. Peng was busy, so they took a seat in the waiting room and patiently sat.

"I'm assuming that by that you mean capitalism inits noblest and purest form, without onerous government regulations? For if that's so, I think our Emperor could help and support you.

The Commonwealth of Australonesia and its people have been shocked by the tragic acts of terrorism that have occurred in The Marxist State. In this time of crisis, we realise that it is essential to put away the petty differences that our two nations have, politically and economically, and work towards the safety and security of the people of the Marxist State. To this end, we are willing to commit a portion of our armed forces to the Marxist State.
VI Field Hospital, and the 8th, 12th, and 3rd Military Police Companies can be deployed to help preserve the peace, aid in your investigation, and engage in humanitarian operations. As you read this communique, the servicemen are preparing for deployment and will, unless you do not wish them to enter your borders, arrive within the next forty-eight hours. If you wish, we can also provide several components of our Ready Reaction Force, whose estimated frame of arrival would be five-to-seven hours, depending on weather conditions.
