"Well, we can't speak for the Hatarians' needs, but currently our reconstruction is being financed by the grant money allocated and doesn't need to be paid back. Next year, we will begin to loan a small amount of money instead of give it to them, and gradually phase it out until all of the reconstruction money is loans rather than aid. Most of the work is being done by us, since Hataria's construction industry is still too small to meet the current demand, but we're pretty much taking input from anyone in our reconstruction zones as to what they want done. It's been pretty effective and we've been able to maintain strong positive sentiment, especially since our MPs showed up and started adding to the security patrols." He paused to signal a servant to prepare some tea and pour a glass of water from a nearby decanter.

I imagine it has changed a lot since then, so it is up to the Hatarians to provide current budget data for us to use."

The Count looked down at his watch, the people in the talks had talked to themselves for maybe three or fours hours, and sighed. It was time for him to get out of dodge. He show himself as being a good ally by getting 750 million Hatarian from an area of the former Hatarian colonies. If the young Hatarian Emperor used whatever was formed for his bloodline’s old ways, the Count would Barbarossa make paid for it.

Tapping Sir Daniels on the shoulder, the Count started over to Barbarossa. Mason stood up and followed behind him, Singleton and Dash right behind him.

Standing in front of Barbarossa, the Count smiled. “I have some things to do back in the United Dominion, so I’m going take my leave. The teams of people to talk with your nomads is at the airport.” he said. “I got reports that those 750 million are in my nation and being transported to your land as we speak.”

He stepped back and Mason handed him a piece of paper. His old eyes, both sharp and eerily at the same time, scanned the paper. The Count was going to make sure that Barbarossa knew the United Dominion wasn’t going to rebuild the Hatarian army.

“Lord Governor Barbarossa, the Emperor of the second Hatarian Empire, this paper I hold is about your armed forces. To make sure your nation can’t be seen as a threat to the free world again, but to make sure your lands will not be opened to attacks, I have written up this paper.” said the Count, his voice was strong and serious. “It will be known as the Treaty of the Second Age.”

“All it really says that your armed forces will be used for defensive only. That is why your armed forces, which includes both navy and air force, will not raised out of the world numbers.” said the Count, taking a paused. “For this to work out, you will have to follow this paper. If you want to give yourself and your nation a better name, you will need to follow this paper. Do you understand?”

At this time, he hands the paper to the young Emperor.

Treaty of the Second Age

1) The Hatarian Army, Navy, and Air Force will be used for defensive actions only.

2) There will not be more then 60 million Hatarians in the whole Hatarian Military.

3) The Hatarian Military will not have any weapons classified as Weapons of Mass Destruction, which is NBC weapons and weapons satellites to launch ‘Rods of Gods‘.
Until the Lord Marshall clears the Hatarian Military to get those weapons.

4) The Hatarian Air Force will not have long range bombers because those aren’t used for defensive actions. Fighter-bombers can be used for defensive actions.

5) This treaty can be added on to at any time.

6) This treaty can only be called off by the Lord Marshall of the Dominion Commonwealth.

Sir Daniels, Singleton and Dash passed out other copies for the quests at the table to read over. “They don’t need to waste money on the upkeep of ICBMs, long range bombers and etc during this times. They need to focus of the peaceful things before war things.” said the young Foreign Secretary. “To prevent war, you don’t need the power of long range bombers or WMDs. To prevent war, you make allies not enemies. To prevent war, you don’t go around attacking random people.”

“And the Second Empire will be able to protects its self without ICBMs and long range bombers.” adds Agent Singleton.

As the cargo lands safety on the drop zone, the Marines quickly loaded the cargo on the five-tone trucks and moved towards the port to store the medicine until it was time to use it.

To this Emperor Olaf is willing to grant a loan of seven trillion dollars to the Empire of Hataria, with no interest and to be paid back over the next twenty years at regular payments and with no inflation to be added to the overall amount of money.

To expand we do request in return Hataria signs a pact of non-aggression with the Scandinvan Empire and allows our nation to import oil into your nation at the low cost of $41.000 a barrel. Further, we are willing to sell your nation gold and silver to act as a reinforcement to your currency in order to protect your nation from any serve inflation or economic crisis.

I’ll deal with the HatarCong or whatever those terrorist scum call them with my soldiers.” said the Count. “It isn’t like I said that Second Empire couldn’t have a military.”

"With all due respect, Sir Daniels, no large nation can rely on its allies for its defense...large states are simply too attractive a target to leave underfended. As strong as the Dominion Commonwealth is, a concentrated strike on Hataria could cause grievous damage before all of its allies are able to respond. That's a serious risk that that needs to be taken in to account.

"If Hataria's offensive capabilities remain hobbled, its ability to aid others in its alliance is also crippled. The situation around the world is quite dangerous, and I think that it would be a good idea to limit the terms of your treaty to as short a duration as possible in order to give the Hatarians the power to expand their forces in a reasonable period of time."

He stepped over towards the Vetalians. “There is a Hood battleship, two Conquerer class super carriers, and other powerful ships. That isn’t adding in the soldiers will be sending in to act as peacekeepers and hunt down those HatarCong.” he said. “Right now, the defend of the Second Empire is in the hands of her allies and her navy.”

Sir Daniels placed his hands on the table and looked at Vetalians. “Your nation’s will make money. They will make lots of cash in this rebuilding. We need to focus on the rebuilding of cities, not the military.” said Mason. “The Second Empire will not be undefended because it will have a military and allied support. Don’t show your greedy side in want to rearmed the Second Empire, when that times come I don’t think the Hatarians will come to you. I have a feeling that they will shop at Elite Arms to rearmed their military.”

Adm.Arnold said suddenly "For the rebuilding of the Second Hatarian Air Force, we'll donate 55 F-9A Barracuda's, they're light fighters with a decent air defense capabilty, so Count, there range isn't that long, and they are really useful in defense, not offense. So I don't mean to be greedy but, that is the sort of plane they could use."

“Now, that’s a good and smart man.” said the Count, looking over at Adm. Arnold. “The best offense is a good defense. The Hatarain military isn‘t disbanded, it will only be armed for defensive action. Even some them can be used in defend and offense, if you think about it.”

"Indeed Lord Marshal." Wally Shortclaw spoke firmly. The Treaty of the Second Age was not only good politics or care for the Hatarian people; it was also simply good economic sense. "As said, reconstruction comes first, since even an army using interior lines for supply, such as the national road system, is only as good as the quality of those lines and the supplies they carry. Right now, Hataria is well-enough defended against all but insurgency, which our military aid should handle effectively."

Thinking for a moment, he then went on "As for the estimates, that sounds about reasonable. Perhaps a bit low though..." He saw the devastation that Questarian strategic counterstrikes had caused to Hataropolis, and it was grim even with the rebuilding underway. "This place was nuked to the ground and then abandoned for years. It will take some doing and more still paying to pick it all up. Buying bombers or nuclear weapons only subtracts from that, in the long run."

But The way the Treaty of The Second Age was worded it was at lest not Unjust like The Unjust Treaty of Singapore.

“Maybe I put a lot of faith behind you.” said the Count. “The treaty is fair and we not going to talk about it. It is fair for your people. It is fair your rule as you don‘t have to sign checks for useless things.”

He lends closer to the boy. “If you don’t like it, you can get out of the Dominion Commonwealth and watch all of your support disappear. I was your nation’s enemy at one point, but I’m your ally right now.” he said in tone that boy would know the Count wasn’t joking.

“There’s that smart side I saw in your soul.” he said with a smile. “Really, I can’t see in people’s souls. When the time comes and the treaty had been called off, I’ll keep an eye on your military to make sure it stays loyal to what you just said. “

He watched as Barbarossa signed the Treaty of the Second Age then walked over to Admiral Ryu. He looked at her in the eyes before he offer his right hand to her. “Your Dominionite counterpart, Fleet Admiral William Bekkener, will be at this ball. He is a smart and wise naval commander. I hope you two get along as both of your men will be protecting your waters.” he said.

After Barbarossa signed the Treaty, Sir Daniels took the signed version and bowed to the twelve year sold boy. “May the Second Empire be as honorable and wise as the United Dominion is currently.” said Mason. Agent Singleton and Dash also bowed to the Hatarian Emperor.

Adm.Arnold grinned at what the Count had said, but became serious again and said "I've got a proposal Count, I am going to give them 45 F-9B's and 15 F-9T's, I am going to send a squadron from Calizorinstan to train the Hatarian Air Force pilot's, so that they can decently defend Hataria, or if they ever have to go on offense, attack. So, the plane's are ready, the squardron is ready, what say you Count to that idea?" He was going to counter Ryu, that that it's all about the pilot's and not the plane's but kept his mouth shut.

“It’s okay.” said the Count, looking over at Adm. Arnold. “Your men can start the training as air power is the best to have with sea power.” The Count looked back at Admiral Ryu.

Adm.Arnold nodded at the Count and said "The men are already in the air with the F-9's, and so we'll need help to set up a base for them to train the Hatarian pilot's. I guarentee with in 2-3 years, the Hatarian people will have an air force to be proud off. They are the best we can offer for training them, and we've sent our navy over to protect them along with the rest of the DC."

“That’s good.” said the Count, shaking Ryu’s hand even she didn’t want to do. He didn’t have time to waste by standing there offering to shake somebody hand. He looked at all of them, at the table and those standing. “It was nice to met you all. I hope there will be many friendship formed form this day. I would stay for the ball and etc, but like said early, I have to rule a nation.”

He looked at Ryu and Barbarossa. “Those people whom will talk with your tribes will arrive in half an hour at the airport. I’ve told them to come to the palace first. It would be helpful, if you could have people aid them in their mission.” he said.

“Good day, gentlemen and ladies.” he said with a bow.

With that, the Count and his posse moved out of the palace and to a waiting sedans, which were offload form the civilian cargo ships. Going the speed limit, they drove to the airport, where the waiting Lear Jet was at. After boarding and being cleared to fly, the Lear jet enters the air and sets a path toward the Greystone Airbase, located within Greystone, Romania, the United Dominion.

Adm.Arnold turned to Ryu and said "As my men are coming here with the jet's to train your air force, I suggest you and I gather them up and take them to the air-field for training."

Barbarossa was also leaveing, since The Ball was soon to start and also He was going to start a New Plan for the Government. Since the Diet was desolved, There was no Legislative Branch, that was to change, instead of a Diet, a High Cabal would be The Legislative body of The Empire.

another Political move was for Legalizeing The Hatarian Communist Party, this would end The HatarCong Rebelion by allowing The Communists in.

and also the HatarCong was dealt a Blow to the Hard Liners, Ten'ho Warriors had attacked a HatarCong Camp in Northern Hataria and in that Camp, the Hard0line Communists Leaders and Military Heads were meeting.................they were all Killed.

The Moderates took control of The HatarCong and now Peace was coming at last.

Barbarossa II soon made a Edict Legalizeing The Hatarian Communist Party and calling for a Vote for a Khagan Or Great Khan, a Hatarian version of a Prime Minister.

OOC: Vetalia, your last post is strange to me. The talks have just ended and I haven’t even started the talks with the tribes. I’m about to drop those people right now.

IC: Tangalee Airport, another Lear jet that had Dominion markings had touched down thirty minutes after the Count had leave. The two sedan were parked on the side of the Lear jet as four men exited, each one carrying briefcases. Two of them were from the United Dominion Foreign Affairs department and the other one were people from Honey Pot Furs and Black Heart’s Meats.

The two from United Dominion Foreign Affairs department were the former ambassador to Camel Eaters, Benvolio Capulet, and the former ambassador to Clan Fur, Old Jagada and Neo Jagada, Antonia Rivera. Two men that could deal with nomad people as Mr. Capulet stayed in Camel Eater until the Count called their alliance off and Mr. Rivera had to deal with some strange people in Clan Fur and lived through the Kraven invasion of Old Jagada.

Benvolio Capulet reminds people of a curious squirrel. He has droopy brown eyes that look like two discs of wood. His luxurious, wavy, night-black hair is medium-length and is worn in a severe style. He's got a short beard. He is very short and has a masculine build. His skin is china-white. He has an elegant nose and prominent ears. His wardrobe is professional, with a lot of purple and blue. Benvolio had a number of degrees in Research Medical Science, in Popular Politics, in Business Philosophy, and in Basic Scientific Engineering.

Antonia Rivera reminds people of a prowling panther. He has round eyes the color of fresh green apples. His silky, straight, amber hair is worn in a style that reminds you of a rooster's crest. The four men hopped in the waiting sedans and heads out to the place like they were told. After going the speed limit the whole way, the two sedans arrived at the palace. The four men heads out to find Admiral Ryu like they were told.

Antonia stopped one of Hatarian servants and asked “Can you point out Admiral Ryu’s location as I was told she could help set up a few things? I’m Antonia Rivera from the United Dominion.”

OOC: Not really. I'm assuming these talks occur over the period of a few months, sort of like the discussions over postwar reconstruction in Germany during the late 1940's. I mean, we couldn't hammer our a reconstruction plan, a military treaty, as well as negotiate with various groups in the course of a few days.

And so, this would probably be a few weeks or a month in to the reconstruction, which would mean that we're already established, but we're going to need you to negotiate with the tribes in order to get us the oil we need after the stuff we're bringing runs out in a couple months. A lot of basic stuff is already done, but we're still suffering economic problems because of raw material shortages from the lack of tribal supplies.

And, at the same time, we're starting work on the refineries we'd need to process that oil. Since it usually takes a few months to not only build the refinery but train the workers and engineers that work there, this fits perfectly in to the timeline.

OOC: I’m still going with the eight hours talks as the Count could haven’t stay in Hatarai for few months. All I need is Hat and I’ll start the negotiations with the tribes.

OOC: We're probably moving at different time scales. Since most of my stuff is macroeconomic in scale, it's moving faster than yours to better gauge the reconstruction process. Also, my guy negotiates with other Hatarian officials, so most of our stuff isn't even really involving the higher-ranking people.

So, one of my posts reflects the events of an entire week or few months; anything you do will happen between my posts, and I RP them based upon what happened during the shorter time spent in your own.

I keep track of what happens in your posts and adjust mine accordingly.

OOC: Vetalia, your last post is strange to me. The talks have just ended and I haven’t even started the talks with the tribes. I’m about to drop those people right now.

IC: Tangalee Airport, another Lear jet that had Dominion markings had touched down thirty minutes after the Count had leave. The two sedan were parked on the side of the Lear jet as four men exited, each one carrying briefcases. Two of them were from the United Dominion Foreign Affairs department and the other one were people from Honey Pot Furs and Black Heart’s Meats.

The two from United Dominion Foreign Affairs department were the former ambassador to Camel Eaters, Benvolio Capulet, and the former ambassador to Clan Fur, Old Jagada and Neo Jagada, Antonia Rivera. Two men that could deal with nomad people as Mr. Capulet stayed in Camel Eater until the Count called their alliance off and Mr. Rivera had to deal with some strange people in Clan Fur and lived through the Kraven invasion of Old Jagada.

Adm.Arnold had by now left the palace, to help train the first batch of Hatarian pilot's, but as a solo insructor, he would fly alone in one F-9A while the lucky first Hatarian and the Calizorinstani instructor would watch what he did, and then the instructor would teach the Hatarian what Adm.Arnold did.

He climbed into the cockpit of his personal F-9A, and started it, taxing to the hold posistion at the hold near the Tanglee runway and he said "Tangalee Tower, This is Aardvark 260, requesting permission to take off."

"I've found out a few things, there are several businesses paying protection money and rumor has it that the leader of this elusive group is a man by the name of Blacksnake. No info on his whereabouts however."

It would take 20 minutes to get to Manpazi and The Ship was now on it's way, Sailing for The Black Islands.

The Black Islands were Volcanic Island, with one, the Large Ckango Island, Still Active. The Ryou were a People that were Seafareing, Their Junks one timed Terrorized The Coast and they were The ones who at one time, Ruled Southern Hataria in the time of Their Ryou Empire (678 BC-AD 1000.).

Their Main Village was Manpazi, a Large Floating Village, Large Pattle Wheels made it move with Steam Power. This was the Center of Trade in all The Black Islands.

The four Dominionites, which hope that these talks would get the oil, quietly sat on the boat. They weren’t talking with each other or anybody else on the whole junk. They would stand that way until arriving at Manpazi. They did listen to those on the boat and hear that Manpazi was a floating city. Maybe it was like those cities in that movie Waterworld.

another Political move was for Legalizeing The Hatarian Communist Party, this would end The HatarCong Rebelion by allowing The Communists in.

and also the HatarCong was dealt a Blow to the Hard Liners, Ten'ho Warriors had attacked a HatarCong Camp in Northern Hataria and in that Camp, the Hard0line Communists Leaders and Military Heads were meeting.................they were all Killed.

The Moderates took control of The HatarCong and now Peace was coming at last.

Barbarossa II soon made a Edict Legalizeing The Hatarian Communist Party and calling for a Vote for a Khagan Or Great Khan, a Hatarian version of a Prime Minister.

While the higher-ups were at the Imperial ball, Ayatekov was in his office speaking to the Hatarian officials responsible for the day-to-day reconstruction.

"Reconstruction is going very well, but we need to know where next to focus our efforts. I've heard negotiations with the tribes are moving forward, and there has been some improvement in the supply of raw materials, but we need to know where the Hatarian government wants us to invest the next $500 billion in loans and grants from Vetalia."

While we agree with such a sentiment in principle, we will not sign a treaty. Our government does not feel it should be compelled by any foreign power to declare war without justification or consensus from the world community. That decision, if it is made, should solely be our own decision or the decision of the alliances we are a part of.

We also feel that this is critically flawed in that it does not list any justified reasons for Hataria to declare war on another nation; should they have need to do so, we do not feel it would be justified to declare war on them if they have a valid reason for attacking another nation. It should be brought before our alliances and decided democratically by the international community, not listed in a treaty that other nations have no input on.
