Emperor Barbarossa II was on The Throne of Hataria, with Galaxia and Skulltor Dead along with Neherenia after Hataria's Defeat in the Ryo no Jo'o War, ending The Reign of The Dark Ages and also ending The Del Lunaria Family reign, Changeing The Family Name to Nakagishima and starting a new age, The Nakagishima Age, Barbarossa soon started changeing things. The Army was put down to 40,000,000 in peace time, Slavery was also made illegal and The Old titles of Tarkhaan, Shogun and Warmaster were soon ended, along with The Imperial Diet.

But Barbarossa's Greatest Dream was to in fact Change The Capital City back to Hataropoils...........only one Problem...........It was in Ruins.

when Questers launched it's Missile Strike which ended The Golden Age, not only did 5,000,000 Civilians and Barbarossa's Mother, Empress Serena, Die, but The Old City was destroyed, forceing Neherenia to move into Tangalee as a Capital. For Years it was in ruins, but now Neherenia was Dead, so Barbarossa soon decided to ask a Nation to come and help Rebuild Hataropoils.

It would be time for Hataria to rise out of The Ashes of Defeat soon.

OOC: Hataria, I sent you a TG about my offer to help rebuild your nation as well. If Kahanistan isn't on, I'll ask you for permission directly to be involved in reconstruction.

Metzuda, Capital of Havenic Kahanistan

After sending the letter to the Hatarian Emperor, the Foreign Minister boarded an aircraft bound for South Freetown, a southwestern port city. From there, she would board the superdreadnaught RKS Imperator Marum, commanded by Admiral Carl Jenkins, one of the highest ranked commanders of the Republic Navy.

The superdreadnaught had just been brought up to standard after having sustained war damage from the Kraven and Doomani conflicts that had until now not been repaired. Escorting it were four Solquist class battle cruisers, four Union class carriers, twenty Sianach class destroyers, thirty Tichy class submarines, five Hobbes class hospital ships and five Guinness class multirole replenishment ships. It was the last of these that carried the supplies the Hatarians so desperately needed.

The supply ships carried construction materials left over from the rebuilding of Kahanistan in Haven as well as newly produced concrete, wood, bricks and mortar, in addition to military rations, water filters, generators, and tents for the people made homeless by the numerous wars Hataria had waged, wars that the government of Kahanistan was sure would stop now.

The fleet sailed into Tangalee Harbor, the massive Praetonian-built Royal Sovereign heading it standing as mute testimony to the force that would be brought to bear against anyone who stood in the way of the rebuilding of a new, peaceful Hataria.

Behind the super dreadnaught, the heavy battlecruisers and numerous destroyers anchored in the port, the vanguard that would face anyone who dared kick Hataria when it was down. Fighters patrolled the skies above the fleet, and AWACS planes in the center, surrounded by fighter escorts, would either warn of an enemy attack, or remove all doubt if they went down.

A battle-scarred, athletic, clearly ex-military woman about 40 years old stepped off the ship. She had short reddish brown hair and wore a one-shoulder tropical dress. If anything happened to her, there would be war.

"Rachel Levitt, Minister of Foreign Affairs," she said, introducing herself to the nearest official-looking Hatarian. "I'm here to discuss an aid treaty, with Emperor Barbarossa."

The Person who Miss Levitt met was no other then Grand Admiral Ryu her self. She was here all The way from Brazil when it fell, and takeing control of The Hatarian Navy to Evac all The colonies of all Hatarian and Colonial Civilains, in short a Hero to The Spanish, Algerians, Morocans, Brazilians and others who had made it out.

"Ok." She said Bowing to Levitt and soon called for of all things, a Mastdon.

When Neherenia died in China, Galaxia Declared her self Empress of Hataria, trouble soon came with Prince Skulltor saying He was Emperor, this soon turned into a Fight in Tangalee it self, turning most of The City into ruins, Skulltor and Galaxia killed Each other in a Fight in The Old Diet Building, now being burnt to the Ground.

Their Armies continued to fight till one thing ended the Battle.............an Attack.

The Ten'ho Tribe with over 490,000 Warriors, 20,000 Horsemen and 1,000 War Mastdons Attacked The City to end The Fighting while 20 Ships of The Sea fareing Ryou Tribe from The Black Islands with 50 Ayanami Class Destroyers Blocked any escape by Sea. Both Galaxia's and Skulltor's Armies were Crushed and Destroyed in The Battle, ending The Civil War in one day.

Ryu showed Levitt The Ruined City. "As you can see, We are Rebuilding The Port and The City, and if you see that Bonfire, that is Pictures of Neherenia being burnt." The Mastdon continued to head for The Imperial Palace in Tangalee.

"I see..." said the Foreign Minister. "It seems your people have truly come to despise Neherenia."

She climbed on top of the mastodon (no easy task for someone who's only 5'3") and smiled. "I've never ridden one of these before. I always thought they were extinct."

Meanwhile, Admiral Jenkins, commander of the fleet that had arrived, was unloading supplies from the supply ships, food for starving Hatarians, tents to protect them from the sun, wind, rain, and other elements, blankets, and building materials. This night, the people would get to relax outside of fear of the elements.

The tents were of the same quality that Republic Marines used to camp in the field; they were quite durable. They would keep those who needed them warm. Trucks with all kinds of filtering equipment and hoses poured out of the supply ships; the hoses sucked up seawater and the internal filters removed the salt and other impurities, providing Hatarians with fresh water to drink. The salt could also be used as common table salt.

Republic Navy doctors with huge crates of medicine administered free vaccines against diseases such as smallpox, cholera, anthrax, measles, mumps, rubella, polio, plague, hepatitis, malaria, and Ebola to anyone who wanted one for themselves or their children. These diseases were undoubtedly rampant with the destruction of local medical facilities.

The Mastdon stopped at The Imperial Palace, it was one of the Largest Buildings in Tangalee, Black as Night, it was known as The Palace of the Night. Most of the gold that once covered the Great Hall was stripped off by The People. one Staute of Neherenia, the Golden Staute of Neherenia, has Ropes around it as the People waited for Barbarossa's order to pull it down.

Comeing out of the Palace, was a 12 year old boy, wearing Chinese looking Clohes, This was Barbarossa II.

"Hello," said Rachel, jumping off the mastodon and landing on her feet. She wasn't used to talking to 12-year-old boys and looking at them as equals, let alone Heads of State. However, she had been briefed by Kahanistanian Intelligence that the youth was the Hatarian Emperor.

"Well... shall we go inside, and discuss the aid treaty?" she asked as the humanitarian mission commenced its work among the people.

"We shall," Barbarossa said, "But first." He soon pulled out his Katana, The Signal for The People on The Ropes to Pull. After Much Pulling, The Golden Staute of Neherenia fell down on it's face.

a Red Head woman soon came to The staute and Pulled a Knive out and soon took out one of The Emu Egg Sized Rubies that were The eyes of The Staute. The Red head was Grand General Asuka.

"Ok, lets go and start talking." Barbarossa said.

Rachel smiled. "Certainly."

Treaty of Alliance between the Free Havenic Republic of Kahanistan and the Second Empire of Hataria

PREAMBLE

The Free Havenic Republic of Kahanistan and the Second Empire of Hataria, desiring of mutual security, peace, and economic prosperity, do establish this Treaty of Alliance between their two nations.

Article I

The Free Havenic Republic of Kahanistan and the Second Empire of Hataria agree not to take any hostile military or economic action against each other or each other's allies. Should an ally of one of the contracting parties commence hostilities against the other contracting party, the nation allied to the hostile party will immediately withdraw its alliance from the hostile party.

Article II

Should one of the contracting parties come under unprovoked military attack, the other party will commence hostilities against the offending nation. Nothing in this article will require the intervention of one nation to protect the other when the other nation is clearly the aggressor.

Article III

Should internal conflicts threaten the security of one of the contracting parties, that party may request the assistance of the other party.

Article IV

Both parties agree to open free trade with the other.

Rachel smiled. "Certainly."

"Hopefuly The Economy will going again soon." Barbarossa said, "As for Peace.......It will happen. Vetaka's Oath will be done soon and We will withdraw The Declaration of war with Shazbotdom."

OOC: Hataria, the blockade is falling apart and our aid will begin flowing in to your country as previously mentioned. We hope our shipments will provide aid to your economy and that you will consider building stronger diplomatic relations with Vetalia and the COMECON-SD.

Levitt leaned back and smiled. "Now, all we have to do is get some banking companies to come in, that's what the Whyaticans did when they were helping us rebuild. I can have half a trillion dollars of aid shipped in, and I might recommend DMG Military Industries (http://www.forums.jolt.co.uk/showthread.php?t=440478) to reconstruct your nation's cities. Their instant mini-cities cost fifteen billion dollars, but they can house over a hundred thousand people each. I can't recommend their weaponry, for the most part, but some of their heavy tanks are pretty good. I assume you still have plenty of weapons, so I'll focus on rebuilding your civilian infrastructure for now."

"Ok." Barbarossa said, "But there is one thing I like to ask about. What are you going to do about Questers Blockade?"

"Well," Levitt seemed to be thinking. "We think the Questarians will eventually have to leave, under the international pressure it's coming under. I don't think they want to sink a ship with me on it, it would be a clear act of war, and if bad comes to worse, we'll fight through it."

"Of course, trade relations with nations such as DMG, which have superior economies, is essential. I would strongly advise purchasing large quantities of prefabricated housing, to get the economy rolling although we'll be giving you guys lots of it for free. You might also want to talk to someone from the Dominion Mercenary Syndicate (http://forums.jolt.co.uk/showthread.php?t=498232) of DMG. I think they're a little better at blockade running than I am. If you inform them of the blockade, they will probably take steps to avoid it, though I would expect them to assess extra fees for hazard pay. We will cover the hazard pay, and remember, we have the half trillion wired to you for infrastructure repair."
