Cantr: Inner Turmoil

Cantr, and the Cantrian Isle, has been in turmoil for some time. When Seth Deimos came to power, what had once been Cantr had been split in three. Grekr, in the west, is a swampy area dominated by the massive Longinazy river and covered in wetlands and swamps. In the east was a plain known as Ahrimr, which was very flat and full of good farmland. To the north was Cantr, a mountainous country where Seth lived.
After succeeding his father, Seth captured Cantr city, which had been a neutral zone. Immediately Grekr and Ahrimr, which had been fighting one another, sent their weakened and weary forces to recapture the city, which they did. However, with their armies focused on Cantr city, Seth rolled into Ahrimr and captured the bulk of the country. Soon after the rest of the region fell, and Grekr surrendered.
Seth forged the pact of the Cantrian Isle with the other regional powers; Adrian, Drel, Drakanat, and the Walden Nation. Renaming the new country New Cantr, Seth began piecing back together the broken military, installing fortresses in the mountains and trenches on all the borders near the plains. When Drel and Drakanat went to war, Seth intervened, eventually conquering both. When Adria collapsed into utter anarchy Seth took that as well. Walden surrendered soon after. But just as Seth took total control, he was assassinated by a group of Adrian fanatics known as the Paladins. His brother, the military general Nalaris, took over, but soon after he began weeding out Paladin hideouts, there was a communist revolution in Walden, and the once quiet mafya of Cantr, Drel, and Drakanat began gaining power as Cantr lost its grip on law and order.

So it now stands on the Cantrian Isle.

Nalaris sat in the large, brown desk that had been traditionally occupied by his older brother, Seth. He wasn't half the administrator Seth had been. Dozens of reports had been coming in daily. The situation was looking steadily more and more grim. The Paladins and the Red Guard of Walden had seemingly made some kind of alliance and had launched a joint-attack on Cantr City, and the capitol had been moved to Sjoftich, the old capitol back when Seth was on the warpath. On top of that, the Paladins had discovered the tunnels and all of the entrances in Cantrian area's had to be collapsed to prevent invasion from within.

Nalaris turned the situation over and over in his head. What didn't the enemy suspect? What action could he take that would surprise them? Besides surrender, of course...was it possible to put down this revolution?
