Robert Sagget was on his way to inform President Jamison of his decision. Lately, South Opatia was in turmoil, and the government of the area was powerless to control it. It was essentially a coup d e'tat in the south. President Jamison was in a tough position, it was either go to war with the south, or give them independance. Sagget was supposed to be at the press conference, which was being broadcasted to Opatia's allies and South Opatia.

Matthew Jamison, Robert Sagget, and John Donaldson were on the blue and white stage, backed by a Federal logo. Jamision cleared his throat, and began his speech, which could affect the government's place with others.
"Good morning, ladies and gentlemen of the press. As many of you know, the South Opatian revolt leaders have delieved the central government a ultematium. Either we go to war, or we give them thier own nation. After a long talk with the Opatian Congressional Committee, Internal Affairs Department Head Robert Sagget, and Foreign Relations Advisor, John Donaldson, we have decided to take military action against South Opatia if they do not immediatly surrender. Now, I would like to introduce, to explain further, Department of Internal Affairs chair, Robert Sagget."
"Thank you, Mister President. With a Senate vote of 124-3, we have decided to immediatly take action against Southern Opatia. We have set up an operation, dubbed Operation First Strike, which will target several key points in Southern Opatia. Operation First Strike will come into operation in two days. Our Air Force has already been deployed to several bases across the nation."

With the blessing of His Imperial & Royal Majesty, the Sanctified and August Sage-Emperor of All Under Heaven and Defender of All Beings, The Supreme Protector and Keeper of the Way Markos IV Orlan, and with the support of the tricameral Free Peoples' Congress, the Ossyrian Federation is now willing to provide any aid if necessary to your government in this time of open rebellion.
The Ossyrian Imperial & Royal Armed Forces (OIRAF) is mobilized and ready to send troops to supplement your forces. Of course, we realize that you probably do not need our help but we would like to at least offer it as a sign of future friendship and cooperation. Speaking of which, would you also be open to establishing a diplomatic embassy exchange and trade agreement?

Matthew had earlier today recieved a threat from a southerner, and was immediatly escorted to a specially designed "panic room". In it was a television, a fax machine, a telephone, and many other aminities. The telegram from Dai Yuddha Ossyria had just come through. He reviewed it, and then forwarded it to the Foreign Affairs department. He quickly scribbled a note to Dai Yuddha Ossyria.

The Vetalian government requests that you halt your military action against the provinces of South Opatia. We feel that they deserve to have their grievances aired before the world community rather than be attacked with military force, possibly killing many people whose reasons for rebellion may have been entirely justified. If anything, our collective experience of these situations shows that military force can unleash a humanitarian crisis of unrivaled magnitude, and we do not feel it would be morally right to allow this to occur.
If necessary, we will dispatch forces to aid in peacekeeping missions on the border of the rebellious region so that negotiations can proceed without violence and without irrational hostility on either side. The Vetalian government will take an officially neutral stance on the issue, but we will enforce the cease-fire vigorously and with force if necessary.

We hope that our message has not come at too late of a time. It is the opinion of the current Ossyrian administration that the troubles facing your southern region and your governments response to said troubles does not constitute foreign intervention, unless, of course, you request it.
Having said that, and having reviewed your message requesting aid, we are willing to dispatch one carrier battle group to the region, along with a substantial number of OIRAF SpecOps. This is not intended to win your war, but to protect civilian shipping lanes, unless attacked first by the rebels in which case they will engage in battle.
The carrier battle group, under the command of Adm. Gree Bormis, will consist of:
One (1) x Nimitz-class aircraft carrier
Two (2) x Invincible-class light carriers
Four (4) x Arleigh Burke-class guided missile destroyer

We have recently recieved an emergancy transmission from the acting president of the Southern Opatian rebellion. We are going to hold an international conference in Opatia City, in our Capitol District. We invite all representatives and foreign advisors to attend and help us to reach a peaceful solution. We will be providing comfortable lodging, and a secure enviornment for the negotiations. Please make your way to Opatia City as soon as possible if you will be attending. As a final note, with our defense systems being upgraded, you will need to provide an IFF signal to our Defense Advisor to avoid being shot down by anti-aircraft fire.

The 1st peacekeepers will be sending along a company in a few days.
We will attempt to stop the violence and open peaceful negotiations.
We will not be denied entry. We will come whether you like it or not. If a peaceful solution can not be met you will be punished for your rash use of force with out diplomacy.

The Gods have given sign that your situation is of some importance, and so I shall be coming personally to help resolve this crisis, as a sign that the Gods love peace as well as war. I shall arrive on a tekar tomorrow, which, if you do not know, is a large winged reptile used by Nakarak for air transport and combat. We shall transmit the proper code identifying ourselves, and I shall arrive with an honor guard of six Kanaka warriors. May the Gods bring good fortune to you in your efforts at peace, or, if they fail, may they bring you much honor in battle.
So says Nakar Kor, the Will of the Gods, leader of the Kingdom of Nakarak.

Everyone was already seated around the large conference table in Madison Hall, named for Lieutenant Colonel Madison, a soldier in the Opatian Revolution.
Matthew stood at the head of the table at the podium, and called the meeting to order. "I would like to welcome our distinct guests, and representatives who have travelled here to discuss peace. I'd like to open by explaining the current situation in the Opatian continent. Opatia has set up several military bases on Southern Opatia's border, which are currently under the command of our Military Advisor. At this time, the Military Advisor for Opatia has ordered a direct attack on Southern Opatia. I convinced him to hold the attack until we complete negotiations. Our capitol is being protected currently by the Federal Defense Team 37. Any questions?"

Emperor Markos IV took this time to speak up.
"First off, before any negotiations can begin demands from both sides must be presented for discussion. Remember, everyone is here so as to avoid any bloodshed. While that is commendable in and of itself, we must all remember further action, or to be more precise inaction, is what will define the success of these negotitations."
"It is my personal suggestion that everyone keeps an open mind when hearing of the other side's demands, and we will all work together from there."
His Imperial and Royal Holyness took his seat and awaited the response of the Opatians and other delegates.
Matthew stoop up.
"Thank you. I will take this time to present Opatia's demands. We want your side to surrender arms, and hand over the leader of the rebellion, or the person who started this rebellion, where he will be sentenced by a Federal court."
Nakar Kor stood, his regal bone crown adding to his already formidable height, his shimmerskin cloak sparkling like a starry night. "I believe that we should first ask why Southern Opatia why they felt the need to succeed. We must determine if their greivances are well founded before we can render judgement. In Nakarak, we would simply have the two opponents fight in divine combat until the Gods showed their favor for the survivor. However, I believe that may not work for outsiders such as yourselves, so we must settle for explanations." He returned to his seat, still a head taller than anyone else at the table.

"We agree with the Nakaran delegate. Before the Opatian government seeks to take the leader of the rebellion into custody, we should first establish why they wanted to rebel."
"The issue of national self-determination is a well known one in our country. Right off the bat, we would suggest providing the Southern Opatians with some sort of limited self-government while remaining a part of the Greater Opatia Nation. Of course, this does not take into consideration the specific needs of both groups but until we know more this is my current suggestion. We would suggest to the Opatian government not to execute the rebel leader, and even consider the possibility of amnesty for the sake of not inflamming tensions even more."
Matthew appeared to think it out for a minuite. After confering with his advisors for another moment, he stood up, and "Yes, that seems like a good idea." A bell rang. "Ladies and gentlemen, it seems that our time is up. You can either obtain a diplomatic visa from my secretary, or return home. Until our next meeting, we will allow South Opatia to remain a seperate nation, known as Lesser Opatia, giving them semi-autonomy." He banged a gavel, and said "Dismissed,".
Escorted back to his palace, he set up several guest rooms.
Nakar Kor walked out of the chamber, flanked by his six bodyguards. Each was wearing traditional Kanara clam armor, ceremonial but effective against edged weapons and low caliber firearms, and was armed with a steel sword across their back. Nakar Kor himself carried the Sword of Nakana, the first ruler of Nakarak. The blade was made of ebony and the hilt from polished bone. Even a thousand years after its forging, it remained as sharp as it was was Nakana lead his armies to victory in the Great Crusade. Nakar Kor fingered the pommel of this blade as he entered a smaller office.
After several minutes of conversing with the secretary, Nakar Kor had obtained a diplomatic visa and made his way to the guest chambers. With his bodyguards posted at the door and the windows, Nakar meditated on Opatia's decision. It was a good start, but there was much more to be done.
Matt sat at his large desk, and reluctantly stamped "APPROVED" on the Lesser Opatia proposal. He stood up, and walked to the wall. He thought about the decision, and walked over to a small red button behind a picture of John Opatia. He pressed it, and a small red light flickered on his desk. On his computer, a password screen appeared. He typed in his password, and navigated his way to a screen called "Internal Security Team Deployment". He logged in, and ordered a unit to caputre the rebel leader.
"No. I can't take this anymore."
