The prospecting company Nukes4U has recently uncovered a large uranium deposit in the south-west area of Shredderstan. Our government has decided to allow the mining in a small portion of the area. We will use only 35% of the uranium found to power our tiny nation. However, we are willing to sell 65% of the uranium deposit found to the highest bidder. The winner would have to work with Nukes4U to obtain the uranium with NO military forces of any kind allowed on Shredderstan soil.
Any military forces that do arrive will be kept for a few hours for questioning. If they are found to not be military, they will be allowed to stay. If otherwise, this will be considered a breach of the agreement and all of the portion going to the second nation would go to the runner-up

OOC: the rough price for uranium in MT is $100 per pound. It is actually slightly less. That is how i got my figure.

The Republic of Groznyj whole heartedly laughs at all the nations scrabbling over a scrap of Uranium while back home its uranium rich mountains leave Groznyj with a very healthy (albeit somewhat radioactive =) surplus.
