We would like to remind Hataria that we have now been attacked twice by Hataria for utterly no reason. Consequently, Hataria is a major security threat to the stability of the Empire, and as such we have utterly no interest in dealing with those barbarians.

Greetings. We applaud the recent decision of the Hatarian leadership to accept peace and make an active attempt to attain a state of peacefulness.

However, we do not see the terms as fitting. For many, including the Asgarnians, complete surrender and demilitarization of the Hatarian "Empire" is the only course that will certainly lead to peace.

The repeated unprovoked and slanderous claims made by the Hatarian leadership in recent times have left many nations wondering if they would have to go to war with Hataria. Now, several nations have formed an alliance against the agression and opression of Hataria. We see no problem with such an action. What we see as a problem is the complaining of Hataria.

Perhaps the Hatarian leadership should have thought of the possible reprocussions of entering such a conflict. For the first time in a long time, the Hatarian "Empire" has been completely beaten, and the unwillingness of the government of Hataria to do the only honorable thing (surrender) shows the true idiocy of the leadership.

Hataria launched a war of aggression on a sovereign nation, pulled allies into the war along with it, and directly threatened multiple nations in the Grand Alliance. Shalrirorchia will not accept any piecemeal ceasefire plan. If Hataria believes it can divide the Alliance and pick off individual nations not included in the peace deal, it is sadly mistaken.

The fact is that Hataria stands severely outnumbered in the current conflict. Despite her advanced warfighting equipment, it is unrealistic to think that Hataria can fend off the assault of the Allied Powers for any great length of time. Surrounded and cut off from the rest of the world, Hataria's war industries and economy will invariably collapse, undercutting the readiness of her troops in the field. Already her invasion in the North Shalrirorchian Sea is in danger of utter annihilation.

Yet it is also unrealistic for the Alliance to think it can conquer Hataria. Even if our armies were to break the back of the Hatarian Empire, the Hatarians could still choose to turn their weapons of mass destruction upon themselves and initiate a scorched-earth policy. Millions of Alliance soldiers would be in danger, as would billions of Hatarian civilians. Hataria would certainly lose, but we could hardly call nuclear annihilation victory.

U.S.S. forces will continue combat operations against the Hatarians at the current time. Nevertheless, the Alliance will dictate terms to Hataria, not the other way around. Shalrirorchia is open to a military occupation of Hataria, provided that three provisions are met:

PROVISION ONE: The occupation of Hataria is not a permanent event, and will have a fixed end date.

PROVISION TWO: The occupation of Hataria will see the reconstruction of the Imperial government and the reduction of the Hatarian army in order to encourage more peaceful future behavior from the Hatarian state.

The government of Kahanistan, concerned that the global Hatarian conflict would kill billions of civilians and create an unprecedented humanitarian catastrophe, had decided to enter the fray.

While they were militarily neutral, lacking the forces for a sustained war, their military was protecting Hatarian civilians escorted from the Shazbot island of Kreshnaw, to which they had been deported by the Shazbot government.

It was with these developments in mind that the Kahanistanian Minister of Foreign Affairs decided to personally attend the meeting. A petite, well-built woman in her late thirties with short reddish brown hair, robust from years of military training and heavy physical exercise, and dressed in a professional business suit (mid-length skirt and light jacket), Rachel Levitt walked into the meeting. Finding the nearest unoccupied chair, she sat down and introduced herself with a smile.

Strategic Airbase 12, central Red Tide...

The SBO-04 Strategic Bombers were housed in concrete hangars to safehouse them from cluster munitions. Right now, those bombers not being maintained were being loaded chemical ordnance. Any sattelite images taken at the right time would be able to see the bombs being transported from the munition bunkers to the aircraft hangars.

The chemical bombs were clearly marked with the universal code for toxic materials. This was also occuring at four other airbases housing strategic bomber divisions.

The chosen chemical agents Red Tide liked to use for strategic bombardment was a mixture of VX(for its lethality) and GB(for its persistance). At another eight strategic bomber airbases, the planes there were being loaded with incendiaries. These bombers would be used against cities the chemical armed bombers would not target... their effects would be obvious.

The major naval base was a hive of activity. None-nuclear powered ships were being fueled while warships were being loaded with munitions. The Red Tide Military was mobilizing, mobilizing for war... with Hataria.

A Dominion party-led by the diplomatic delegate Terrance Wilcox-stepped into the conference as it just began, then talk their places at the meeting. The Amazonians sat apart, at their own position-and listened. The Wanderjar party, the Shazbotdom party, and that of Kahanistan all chimed in to the negotiations-and the Dominion listened. Listened, and took in-they heard, they comprehended, they analyzed, they evaluated. Once all had stopped for a lull, Wilcox took the initiative to speak up.

"I'm Terrance Wilcox, representing the Amazonian Dominion here," Wilcox began, flexing a large shoulder muscle, "and as of yet, the delegation from Kahanistan seems to be on course for the right idea. It defines a nation, keeps it cohesive and unified-and without this, the Hatarian people will devolve into a mindless bloodbath, occupied or not. Better that, however, than what is the alternative-as this conflict draws closer and ever closer to the nuclear threshold with tensions cut."

With this, the Hatarian regime would be still in power through name alone. The Parliament which could be established would then be in command of national agenda and international relations.
