The Kingdom of Immyr has existed in one form or another with the earliest Immyrian ancestors appearing in what was ancient Gaul around the 3rd or 4th year AD. From that point until the early 19th century, Immyr has found itself being passed from one master to another. It has existed as a duchy, a province, and at one point as a penal colony. Eventually, what is modern day Immyr fell under the shadow of the Empire of Illar, taking its place as one of many provinces within that massive nation. It was not until the rebellion of 1838 and the subsequent signing of the Treaty of Independence that the Kingdom of Immyr truly became a sovereign nation. In spite of Immyrian history books calling it a rebellion, what it essentially amounted to was a seperating of ways. It was a period of crisis within the Empire. The Immyrians were clamoring for independence. Rather than sink resources into fighting a rebellion that close to home (a conflict that would have been drawn out but would have definitely ended up with the Immyrians being crushed by the might of the Imperial Army), the Emperor seized the opportunity to be rid of a troublesome province. A treaty was signed granting sovereignty to the newly established Kingdom of Immyr. In return, Immyr agreed to maintain open the trade routes into central Europe and not charge passage fees for Illaria goods crossing their territory. As a result of this history, Immyrians in general are very patriotic and possess a very developed sense of self. They have not however, forgotten their roots. The Illarian flag is depicted very prominently on the 100 franc note.

Modern day Immyr is a federal democracy under a constitutional monarchy. Currently, four states (Flanders, Hainaut, Liege, and Namur) make up the federation. Defense, economic policy, and foreign policy are all handled at the federal level with states being responsible for education, health, and the like.

With few natural resources of its own, Immyr must import major quantities of raw materials and export finished products. With its unique geographical position astride one of the major trade routes in Europe, Immyr enjoys a certain amount of economic stability although fluctuations in surrounding markets can have dire results.

Being a small nation, Immyr maintains only a small, well-trained and well-equipped professional army, supplemented by a sizeable though less capable reserve force. With the expansion of the Kingdom northward, the need for a Navy suddenly has suddenly become very real.

IC:

It was slow to happen, glacial almost, but federal money began to trickle into Cherbourg. Most of the northern coast of the Kingdom began to see an influx of federal funds as a matter of fact.

Construction in and around Cherbourg moved at a snails pace. Most speculated that it was simply the government operating as per usual when in point of fact the explanation was quite simple. Nobody wanted to draw too much attention to the various projects.

Though not widely understood by the general populace, it was all to clear to those at higher levels of government that war was coming to the continent. It might not be tomorrow. It might not be be next week or even next month but it was approaching with the inevitablility of the rising tide.

The Kingdom of Immyr was not a stranger to war. Battles had been fought within its borders for centuries. Blood had been spilt on it's soil on occasions too numerous to count. No, Immyrians were not strangers to war. That didn't mean that they enjoyed it however and so the preparations went on, quietly and without preamble.

Tremendous effort was put into improving those dock facilities already present. Construction began on shipbuilding facilities. Railroad lines to and from Cherbourg were examined in detail and improvements began where it was deemed necessary. All of this seemed innocuous enough to begin with but suspicions grew when construction began on the first coastal artillery emplacements. Within a few months, Cherbourg would be covered by an interlacing field of 5 and 6 inch coastal artillery batteries. Eventually, the artillery coverage would extend up the coast all the way to the Ostiean border.

Meanwhile, training intensified slightly within the Army itself. No reserves were included in the increased training regimen as that could be deemed as provocative by outside observers. Singluar focus seemed to be given to trench clearing exercises and mortar units practiced in support of these execises.

When approached by various press outlets seeking an explanation for the increases in both training and construction expenditures, federal authorities simply passed it off as an effort to maintain the fighting edge of the Immyrian military machine while out of sight, senior military commanders pored over maps of both the Illarian and Ostiean border regions and argued.

Dear Sir,
We understand that the Kingdom of Immyr is soon to be undertaking trials to consider the replacement of the Berthier 8mm Service Rifle.
We would like to offer our Lee Nescia Mark 2 for these trials. A highly capable model, prized by our Army for it's long range, high accuracy and fast reloading, it is already in large scale production.
We would be prepared, were it to be selected, to modify it to suit your requirements, and at a suitable price to licence it for Immyrian production.
Please inform us of your decision, so that we can provide you with the necessary trial models for comparison with any other weapons under consideration.

Regards,
Landon Jones, Chairman, ISAF

OOC: The licencing would be set so you could make it yourself at about the cost of buying it from Incognitia. You'd win, controlling the production yourself. ISAF would win, getting money for it. And it wouldn't cut into ISAF's export market, as that would basically make exporting it more expensive to someone else than buying direct from Incognitia.

OOC:My apologies to you Honako. I don't check my own factbook very often and did not realize that you had posted there.

IC:

The Kingdom of Immyr recognizes the wisdom in establishing and non-agression pact with our neighbors to the south. That being the case, we are willing to enter into said pact.

As part of said agreement, the Kingdom would ask that no more than a single battalion be stationed on the border at any time and no artillery.

May our diplomatic relations only improve.

Mr. Jones,

Your offer is both generous and timely.

The Kingdom will, of course, be happy to accept the Lee Nescia Mk 2 infantry rifle for testing as we seek to upgrade our current infantry rifle. The Kingdom will pay for those units shipped for testing.

The Kingdom also wished to express our gratitude at your willingness to discuss licensing of the firearm should it be selected as the new Army battle rifle.

Respectfully,

While we have no need for 10,000 units right now, the Kingdom of Immyr is interested in procuring the 20 rifles mentioned. We are grateful for your offer.

Should the Mossar be selected as the new Immyrian Army infantry rifle, the Kingdom will wish to disuss licensing costs in order to manufacture the rifle locally.

Respectfully,

Office of Procurement
Ministry of Defence
Kingdom of Immyr

OOC: For those who are shipping rifles for testing, I am simply RPing what I think is the logical thing to do. I will select a new rifle from those that are tested. It will be a completely random selection. I will probably drop all of your names into a hat and draw one. :) I just don't want you to think that the selection has anything to do with peronal feelings. Far from it. I respect all of you as fantastic writers.

"The Immyrians accepted."
"Excellent."
"Er, Mr. Jones, should we not consult the government before pursuing a major weapons contract?"
"Whyever would we need to do that? If we were to produce them, then certainly, that would affect our fulfillment of government orders.
But a token few for testing, followed by a licence of production...no. We will inform them of our actions, and keep them posted of the results of the trials - doubtless the War Office will be interested in how our rifle compares with other models."
"Merely inquiring sir, we don't want any consequences from our biggest customer."
"And they will maintain relations with this country's biggest and most experienced manufacturer of small arms."
"Indeed sir."

Please expect 100 test items of the Lee Nescia Mk II by airship. If your Customs authorities could be informed, this would likely smooth proceedings considerably.
Obviously, we expect no payment for the 100 test models, nor will we expect them to be returned regardless of your decision.
