The sky was gradually getting darker outside Ibinia International Airport in New York City. The Minister for the Imperial Home Office, Joshua Hayes was sitting in a small chair near the off-ramp. He was expecting a very important visitor. He glanced at his watch... 9:30 'Where they hell is Hadrian, I cannot let a foriegn diplomat off the plane unless he is here' he thought to himself.

Just as he was about to become very angry indeed and phone the Imperial Home Office to find out where Hadrian Micheals was, Hadrian rounded the corner and tipped his hat at Joshua.

"Good day, Minister Hayes."

"Good day to you too Hadrian." Hadrian looked at his watch, "How long until they arrive?" He was refering to the Military Diplomat from Granzi.

"Shouldn't be more than a half-hour," Joshua replied.

Hadrian took a seat beside Joshua, "Good, I don't plan on sitting in a public airport for more than an hour, if he is not here by then, well he will just have to sit on the plane 'till morning."

"Did the Minister of Internal Affairs sign the Foreign National Entry Form? Our visitor may not leave the airplane unless that form is signed."

Hadrian answered with quick wave of his hand, "Yes, yes he signed it, but there are a few restrictions to it. That little bureaucratic prick said that our visitor may not leave the city without himself there. I have the Minister of War speaking to His Excellency to delete that part of the contract. It would hamper the whole reason our visitor is coming here in the first place."

"Good God..." Joshua said. 'I swear, that bastard makes everything complicated...' Joshua thought to himself.

Aboard the Granzian charter craft Alero

Jason Wells was pleased.

He'd joined the National Corp of Civil Engineers only two decades ago, but his movement up through the ranks had been swift. After gaining a few crucial years of experience in combat construction during the waning years of the Granzian Civil War, he'd entered the ranks as a lowly mechanical architect just as peace brought with it a booming demand in reconstruction. Now a Master Technician, he considered himself fortunate to be posted overseas and one of the commanders of an elite military task force to Ibinius. If he completed this assignment to his superior's satisfaction, he could count on a nice cushioned job within the Granzian government bureaucracy for the rest of his career.

Wells glanced out the window as the Alero slowly taxied up to the airport terminal. At public airport no less, he noted. I can already tell the kind of respect that they've allotted me. Yet with all that he'd heard recently about the cost-cutting procedures the Ibinius government was going through, Wells supposed that this was the least of his worries. I hope these people realize that I'm not here on any cakewalk. It'll take some massive restructuring of their defense plans before there's even a remote chance that their country can stand up to a serious offensive.

"Sir."

One of engineers strode up to his seat. "Headquarters just messaged us. Apparently there's two senior Ibinius officials waiting to greet us at the terminal, a Minister Hayes and a Minister Hadrian. We're to brief them on the military situation immediately. Here is a summary as compiled by the Defense Review Board."

"Thank you Jonathan." Jason Well took the folder under his arm and walked off the aircraft. He took a short moment to straighten his tie, before purposefully striding forward with hand outstretched. "Good morning, Ministers. My name is Jason Wells, and I'll be briefing you on the your nation's plan of action."

Minister Hayes glanced up when he heard the roar of an aircraft overhead. He stood and glanced out the huge plated windows as the aircraft landed and taxied.
Minister's Hadrian Micheals, and Joshua Hayes waited near the off-ramp. They smiled briefly when the saw Mr. Wells strolling matter-of-factly towards them. Now was the time to get the technicalities out of the way...

Jason atempted to say something but was immediatly interrupted by Hadrian...

"I am sorry to stop you mid-sentece but before you can legally deboard and enter this country you must sign this Foreign Nationals Entry Contract, it is a bother, but neccasary nonetheless."

Minister Hayes interupted, nudging Hadrian out of the way "At least let the man catch his breath and get his senses about him before you start badgering him to sign a useless sheet of paper," Joshua leaned forward and shaked Jasons hand, "nice to meet you Mr. Wells," Joshua looked around the airport terminal, "I am sorry that we could not provide a private airport for you to land, but with budget cuts and the like....well at least this is a private terminal, better than nothing wouldn't you say?"

Minister Michael's handshake was firm, the mark of a man who knew what to say and when to say it. So this mission may not be completely hopeless, he thought.

"I'm sorry to have left my aircraft in such haste, but there's much to be done if we are to preserve the physical integrity of your nation. I cannot impress upon your excellencies enough the importance of time to this mission." Jason Wells turned to Hayes. "As for the Foreign Nationals Entry Contract, you must understand that I completely understand and respect the laws of your nation. Minister, if you would be so kind as to leave any necessary forms with my chief of staff, he would be more than happy to sort out this legal framework."

Wells lightly tapped his briefcase. "And now, if your excellencies could offer me a secure location, I'd like to begin my presentation.

Prime Minister's Residence: Brookhall

There had not been an emergency session of the cabinet since the Prime Minister had called together his advisors during the Tyrian crisis several years ago. Yet here the heads of Granzi's governmental ministries gathered to debate the Commonwealth's course in the Ibinius. It was supposed to be an informal meeting, the Prime Minister had been careful to stress that no decision had been made, yet the tension was palpable in the air. No one wanted Granzi to be embroiled in an international affair that was now spiraling out of control.

Minister of Defense Michelle Roth rose from her chair. "Fellow ministers. By now everyone in this room knows that the situation in Ibinius has deteriorated to a point that our aid to their country has become meaningless. ComTel reports that following the death of the Ibinian emperor and most of the royal family, a revolutionary regime has taken over the reins of government. The sole survivor of the imperial household seems to be the Crown-Princess, yet even she has fled the country. Any authority that we once had to enter Ibinius has been destroyed. The death toll is rising; anarchy is prevalent in the streets. To keep our military mission in that country would only be placing them in needless danger. We need to extricate ourselves from this mess before it is too late."

"But we have a moral duty to aid the Ibinians." Heads turned to the Foreign Minister. "To abandon a nation that now needs our help more than ever would not only be wrong, it would tarnish Granzi's proud reputation of the past. The Commonwealth was known to stand by its allies. Will we forsake our honor? No. We will continue with our diplomatic delegation."

"But these actions taken by Ibinius... They have been foolish at best, and downright dangerous at worst," said Minister of Finance Dominique Lars. "Their economy is in shambles, their treasury is bankrupt, and the administration has squandered all the goodwill of their people. Is it truly wise to associate the good name of Granzi with a government that has so badly mismanaged the nation? I concur with Michelle, any value that the mission may have had has disappeared with Ibinius' collapse. We must leave, and soon."

The Prime Minister, who had been silently contemplating each opinion up to this point, slowly rose. Sean Parson waved for quiet, and the room fell still. He paused for a second to make sure he had he attention of everyone present before speaking. "I believe that both sides have the best interests of the Commonwealth at heart. However, I'd like to maintain a presence within Ibinius for a few more days to get a gauge of the situation. For now, we will remain non-committal to the revolutionary cause."

To new government of Ibinius:

We ask that you honor the goodwill of our advisors and the policy of the previous administration by allowing our task force to remain in your nation for a few more days at least. We hope that this regime change has not damaged the Ibinian commitment to a non-offensive military. For the good of the Ibinian people, I await your response.
