After careful consideration by the Parliament of Granzi and the approval of the Prime Minister's Office, the Commonwealth of Granzi is once again ready to take its place on the international stage. Our nation has undergone years of reconstuction following the chaotic events of the Second Civil War. We have rebuilt the cities and towns ravaged by decades of war and we have restored industry that once lay idle. Out of the ashes of the defunct Bolash Administration, democracy has once again returned to the Commonwealth.

It is our hope that in seeking wider diplomatic relations with the NS nations of the world, the Commonwealth will be able to reform the mutually beneficial bonds that existed before war touched our lands. The Foreign Ministry is looking to exchange embassies that will foster diplomatic ties and in turn, lead to the implementation of trade agreements and alliances.

To this effect, the Diplomatic Quarter in Granzi City has been expanded and subdivided into dozens of undeveloped properties. Upon the acceptance of your ambassadorial exchange request, your nation will have the option to erected a custom-constructed embassy complex on the premise of your choice. Located a short distance from Parliament Hall and other administrative buildings of the capital, the Quarter also borders the Old City's cultural attractions. Security is of the highest standard, with the sector regularly patrolled by personnel of the Diplomatic Service. Your delegation will be reserved speedy access to the government should you so require.

In the event that the Foreign Quarter reaches capacity, and due to the fact that further expansion in that sector is impossible due to rapid urban development, a second area to the west has been prepared as an alternative location of future embassies. Located in the Westolia suburb of Granzi City, this area offers spacious grounds and broad avenues to its diplomatic tenants. The Westolia Diplomatic Annex is within walking distance of the National Financial Sector and Commonwealth Stock Exchange, as well has offering easy access to the waterfront and harbor. Please specify your embassy's location preference within your ambassadorial exchange request, otherwise we will place your embassy in the Diplomatic Quarter.

Unless otherwise outlined by the Foreign Ministry, all embassies in Granzi must adhere to the following regulations:



1. The number of security personnel in an embassy complex must not exceed fifty. Authorized security will be allowed to carry standard handheld arms within the embassy.

2. No caches of heavy weaponry may be stored on embassy grounds. Small arms are not allowed outside the embassy complex, the exception being to provide security services to an official diplomatic motorcade. A maximum of two helicopters will be permitted for aerial transport needs, to be stored in the appropriate facilities on embassy grounds. No weapons of any kind will be allowed attached to these helicopters.

3. The embassy complex will be considered extraterritorial. As an extension of your nation's sovereign territory, Granzian personnel will only enter at the expressed permission of the Ambassador.

4. The Ambassador and up to 4 other personnel chosen by the Ambassador will be granted diplomatic immunity in the Commonwealth. All other employees and personnel will be bound by the laws of Granzi once outside the embassy. If, for any reason, Granzian soil is under threat from within the embassy, we reserve the right to revoke immunity. All diplomatic personnel will be allowed to leave, unharmed, in the case of armed hostilities.

5. We reserve the right to refuse an exchange for any reason.

(OOC: Some background info: Granzi has been defunct for almost two years. Before that, there had been some terror attacks that caused the destruction of the Granzian government at the hands of a domestic rebellion. I thought this would be a good way to reintroduce Granzi in international RP. This thread takes place several years after the restoration of a civilian administration led by Prime Minister Sean Parson.

Any nation that had previous diplomatic ties to Granzi may request a resumption of relations in this thread. If you aren't sure if your nation ever had diplomatic relations with Granzi, you can check in this thread (http://forums.jolt.co.uk/showthread.php?t=351338).

Edit: I should probably add that my nation is modern tech.

Lifesblood was but a miniscule speck on the face of the world. Engrossment in Internal Affairs and lack of expansionist aspects in the Lifesbloodite mentality had produced an introvert approach to governing, save in rare moments perceived as benevolence. With the installation of an enterprising new autocracy however, the Nation was slowly being lured from isolationism and towards the realms of the International. First, the fledgling Empire needed recognition and friendship from others in order to prosper.

Cortez viewed the modest aircraft with bright eyes, framed by the vivid hues of swirling sky above it gleamed with a lustrous brilliance. His shrewd mind noted the elite military figures who stood like statues in a protective signature about him, a potent paraph of effective weaponry was clutched dexterously by their sinewy forms. Regardless of these necessary incertitudes on his behalf he felt this journey could be auspicious, perhaps even the forging of something altogether new, was not the effulgent vessel before him some kindly omen?

He watched dispassionate as several hefty cargoes were loaded, and the numerous personnel boarded, many of them carrying sleek briefcases, he'd heard that several Secret-Service members had been covertly placed amongst his staff, and he couldn't help wondering about the contents of those cases. Sensitive materials, even firearms could be contained in secret caches amongst the dark leather, this gnawed at his hopeful temperament, anything which could jeopardise his attempts to solidify the links between Lifesblood and Granzi was unwanted, especially something as slight as merely evaluating the situation. He understood the Governments actions, at heart they were insular despite efforts to update, it was up to this first foray into the globe to prove that international relations could be rewarding. It was up to him to show them what the right voice in the right place could reap.

He watched as the greenery, barren plains and rugged mountains all blurred into one jolting image, an ocean of bleak wilderness with wild thrusting jags of tusk lined with veins of blazing emerald which pierced the achromatic skies. Then in one flurry of nauseating turbulence they tore above, seeming to skip along a carpet of billowing cloud like some jubilant dove enjoying the beauty of flight.

After spending some time watching the myriad of patterns from his small portal, and after spending several minutes on his mobile computer sending several messages via secure links to officials back home to aware them of his progress he unfastened his safety gear and carefully strode down the narrow passage to a small door, ducking cautiously he passed through and descended a tiny flight of stairs, hands splayed to combat the intense rockings he eventually reached the penetralia of the aeroplane.

A spartan room, containing an ornate altar, lavished with a subtle gilt and draped with the rich fabrics bearing various ancient armorial bearings, the wild faces of old Gods carved with care into the obsidian coatings, a small shrine of opulence amid the stark metal, dull and lifeless compared to this wonder, flanked by delicate lamps of smoldering Jasmine which rose like rich serpents amid the gloom, striking swift with their lashing tongues of gracious scent they enthralled the weary mind and dissolved all cares. Lifesblood had no Gods, not in the literal. Yet they had these, these thriving shrines so full of mystery and life that they captured the very hearts of men. At which one could pray and pray and pray in glorious bliss without the bondage of faith. Unburden yourself, then leave, renewed.

Cortez sighed as he awoke from some unknown dream, head spinning slightly as his heart beat to the rhythm of the throbbing aircraft, how long had it been? He rose unsteadily, Granzi would be aware of their approach by now, bleary eyed and unshaven, he should go make himself presentable, a good first impression for what could be their future allies.

Granzi at one time had an embassy in the royal city of Tarascus. That city was recently destroyed in the conflict with the Pagan Borderlands.

We are pleased to inform you that your new embassy compound is located in the new Xeraphian capitol of Ravennii, on Imperial Square.

As before, all embassies are permitted up to 15 staff, 25 security people, 2 vehicles, and up to 2 HCGSs.

The size of the compound has quadrupled in size, now consisting of 13 landscaped acres complete with an Olympic-sized pool and tennis courts.

Grant Haffner was shifting through a series of papers in his office after the hearing. Things didn't go well in the second of three confirmation hearings for the job of Senior Vice President and External Affairs Officer. Even though the line of succession would usually dictate that Haffner, as the deputy senior vice president, should get the job since he was nominated by President Mike Sarzo, the House committee responsible for the hearings was skeptical.

It was Haffner's own fault and he knew it, but right now, he was trying to focus on one of his tasks as the deputy senior vice president: Sort through a series of diplomatic communicades from nations large and small and flag ones that required Senior Vice President and External Affairs Officer Mark Lorber's or President Mike Sarzo's immediate attention.

"Hmm, requests for national recognition, the usual declarations of war against communism, nothing exciting," Haffner mused with a decidedly bored tone in his voice. He was ready to head home but he still had one more folder to examine before he could pack up his things and return home.

"Let's see... Granzi is back on the international scene and wants to re-establish diplomatic ties," Haffner said. All of a sudden, the exhaustion from a long day and the boredom of communicades that could all be handled by middle-echelon coffee drinkers in External Affairs started to melt away. Even though Granzi was embroiled in its Second Civil War when Haffner came onto the scene in the Sarzonian political engine, he was aware of the history between Sarzonia and Granzi.

The two nations had long enjoyed strong relations, and Haffner was well aware that any action involving them would merit a fast-track response from Lorber or from Sarzo himself. He picked up that folder and immediately called Lorber.

"Mark, it's Grant."

"Anything of interest?"

"Yes," Haffner said in a tone of voice that let Lorber know he needed to pay attention.

"Granzi is back."

"What?"

"They've restored a civilian administration after their Second Civil War and they are looking to re-establish diplomatic ties."

"They've got a civilian government now?"

"Yes, and apparently democratically elected from the looks of it."

"Bring over their request straight away. I think we need to let Mike look at it."

"On my way."

Haffner picked up the folder with the Granzian request and walked briskly toward Lorber's office. Within the hour, they were on their way to the Gray House.

Nathanial Sun Memorial Airbase: Diplomatic Wing

“Diplomatic Flight X3X, you are hereby cleared for landing.”

Foreign Minister Wenyuan Sun sat silently in the glass terminal building, looking out at the slow descent of the Lifesblood aircraft. Around him were arrayed the various elements of an official diplomatic committee; apparently the Prime Minister wanted to impress the first foreign delegation to step onto Granzian soil in almost twenty years. Aides swarmed the building, earpieces glued to the sides of their faces, tapping away on laptops, wandering from place to place. He spied a few members of the Diplomatic Service lounging off in the far corner, arms for the moment holstered, but ready to be displayed as soon the ambassador stepped off his plane.

He mentally withdrew from the noise. Being in this complex had always been slightly uncomfortable for the minister, due to its being named for his dead predecessor. A fitting title considering the terminal’s purpose in receiving diplomatic flights, but the name held special significance for Wenyuan Sun. It had been his father’s. A man that who had years ago held the same responsibilities as he had now, and had probably greeted countless diplomats in his long tenure as foreign minister. A man who had seen the disintegration of his beloved country into civil war, and who had desperately attempted reconciliation with the rebels. Nathanial Sun had left the relative safety of Granzi’s overseas territories to come back to the capital. And had been shot for his troubles.

Details were sketchy at the time, and even now no one really knew what happened to the former minister. He’d simply been swallowed up by the violence and debauchery that raged in Granzi City during the war. His son, a university student at prestigious Hallard College, later fled the country only to return as a member of the exiled government. As foreign minister.

A voice broke into his reverie. “Sir, we have confirmation that the aircraft has docked with the terminal. The Lifesblood ambassador should be coming along in a few moments.” His personal assistance hovered nearby.

Wenyuan Sun shook his mind from these thoughts and took his position at the head of the red carpet. As Ambassador Cortez approached at the head of his diplomatic delegation, the foreign minister strode forward and warmly grasped his hands.

The Commonwealth of Granzi would like to thank the Grand Duchy of Aunesia for their interest in opening up diplomatic relations between our two nations. However, after running a cursory check on Aunesian positions within the international community, the Foreign Ministry has some concerns that need to be addressed before said embassy exchange can occur.

1. Aunesia seems to be a crown protectorate of the Questarian Empire. What does this status entail, and what will this mean for Granzian relations with the nation of Questers?

2. It seems that the Grand Duchy has been in or has been involved with an excessive number of armed conflicts since its inception. The conflict with Laquasa Isle concerns us in particular. Your nation at the time claimed to be supporting an armed liberation against an oppressive government, yet we see no attempt of diplomacy on Aunesia's part before resorting to war. In addition, post-conflict, your nation participated in the dismemberment of Laquasa Isle and continues to maintain a protectorate there. Due to the Commonwealth's preference of diplomacy over war, we strongly object over the Grand Duchy's course of action in this instance.

If the Secretary of State could explain these matters to our satisfaction, Granzi would be more than willing to exchange embassies.

With regards to your inquiries,

1. The Grand Duchy of Aunesia is a protectorate of the Questarian Empire and Commonwealth - it is a fully independent and sovereign nation with close economic and defensive ties with The Crown Imperium of Questers, our Havenic neighbours. The Grand Duchy is fully responsible for their own Foreign Affairs. Our relationship with The Crown Imperium has no bearing on our future relations with Granzi.

2. The Grand Duchy of Aunesia does not recognise the illegal 'government' of the Laquasian Islands. This (previously-toppled by popular democratic election) regime acted highly irresponsibly in its actions on the international arena - namely the use of nuclear threats against much smaller, defenseless nations, resulting in the support of the previous Federation of Aunesia in limited military operations against the members of the aforementioned government, in partnership with our allies, during which the Federation's armed forces fired not a single bullet.

It is a complete fallacy to state that the Grand Duchy has been involved in an excessive number of armed conflicts since its inception. Aunesian forces have never yet fired a single weapon in anger.

Following the surrender of the regime after a successful, responsible operation by our allies, the Republic of Laquasa Isle agreed to cede, as part of its terms, two square kilometres of territory. This land was for express use as a more secure diplomatic outpost, as our previous embassy had been ransacked by the previous regime, and our Ambassador threatened with death. This land was later ceded to The Slavic Federal Republic of Jaredcohenia upon the recall of our Ambassador and the end of diplomatic relations.

Even hearing of Granzi's recovery was something of a feat for the Empire of the Four Quarters since the restoration destroyed so much infrastructure from Southern Colombia to the cold tip of South America's tail. More still thanks to Pachacutec Inca's, "pro-aboriginal" legislation, which had stripped the nation of most of its now unsupportable electronics.

Still, in the holy capital at the navel of the world there was maintained a major government communications centre, cut by hand deep into the earth, decorated antennas and dishes protruding here and there as thousands laboured to rebuild in the Inca's desired traditional manner.

For all of its regression, Pachacutec's brutal restoration and the over-throw of the governments of Peru, Ecuador, Bolivia, Chile, and Paraguay, and the capture of significant Colombian and Argentine lands, did at least put valuable resources in the hands of the Quechua-speaking masses. The Inca was keen for export partners, and was considerate of the likely need to buy modern weaponry and training for his millions of brave but ill-equipped soldiers.

The Willaq Uma, the Empire's High Priest and all but next to the Inca himself in importance and holiness, took his time, but, eventually would forward Cusco's interest in an exchange of ambassadors. The communique came by courier in the form of a videotaped message from the Willaq Uma (it would hardly be fitting for the empire's second holiest man to have the knowledge of writing, a tool of the oppressors) and was delivered with a token: a replica of Granzi's flag, hand-woven by skilled craftspeople yet having a thread-count that a machine could hardly beat. To the Inca's people fine fabrics are more important than metals such as gold, and so represent a significant diplomatic gift.

Notably, the courier, who walked whenever possible and almost died of fright when taking a foreign commercial ship to Granzi, suffering horrid seasickness all the way and never quite understanding why anyone would choose to live across the ocean, away from the centre of the earth, looked to have stepped out of a history book. His jet black hair was stylised in such a way as to indicate his place of origin within the vast empire, and he wore around his thick neck a silver medallion telling of his significant rank in the military. He wore uniform: a long, hand-woven black and white chequered tunic topped with a red triangle and quilted to provide modest armour protection, covered initially by a rainbow-patterned poncho, a small headdress of fantastic feathers collected in the Amazonian fringe of the Antisuyu quarter, and open sandals. On his hips the courier wore a bronze mace and what appeared to be a stone dagger.

A slight problem would be evident in the fact that, though fluent also in Spanish and familiar with maybe a handful of English words, the courier would absolutely refuse to use the former tongue, preferring his imperially-indicated mother tongue of Quechua. He would also be liable to spit upon anything or anyone remotely Hispanic, and generally flip-out and go bronze-age on anyone mistaking his poncho's reference to the flag of the empire for a statement of his gay pride. And, if there's any around, he wouldn't mind a nice boiled guineapig on potatobread.

The Inca welcomes Granzi back to the international stage, and introduces him to the new (older) South America that he and the Children of the Sun have raised up during their absence.

The message itself appeared to be standard Naestorian. The small and carefully sealed envelope, hand-delivered by a courier; the wax seal that denoted it had never been opened; the expensive cream laid paper and hand-drawn emblem above the text, the thirteen stars of the Naestorian flag; and the beautiful handwriting that could have come straight out of Victorian aristocracy. Throughout the writer referred to himself in the first person plural; it was not a royal "we", but rather indicative that he was speaking for the entire Second Council. The missive itself was simple.

The city of Llactapata, 3,000metres up a mountain near sacred Machu Picchu, is prepared to host an embassy from Granzi at least in the short term, while Cusco considers the proper site for such facilities.

Ambassador deMalara's advance team arrived less than a day after the Granzian response came through. They went over the old Embassy compound, and pronounced less than half of it suitable. Within a day, construction workers swarmed over the site, fixing up the decrepit buildings; some needed simple refurbishment (such as the Trade Consul's offices), most needed to be demolished and rebuilt (such as the Ambassador's quarters), while a rare few just needed to be cleaned (the Chapel).

The entire compound needed redecoration; new stained-glass windows were imported from Nak-Saldar for the Chapel, and the landscaping was redone from scratch (using local plants, or sterile forms of Macisikani natives passed through quarantine, so as to minimise contamination). Polished hardwood furniture was installed, luxurious carpets, a bronze bell, and so on. The technicians arrived then, running wires, installing the communications uplinks, adding the servers. Then stone walls rose around the entire construction, replacing the old, rusted, wrought-iron fence. The entire time SIS was sweeping the compound; not that the Granzians were suspected, but the MEA was paranoid.

deMalara arrived, with his deputy and the Pontifical Nuncio, without fanfare or fuss, entering quietly, and slipping into the Embassy compound. No opening ceremony was held, aside from a short service and dedication, in the Chapel while the flag was raised. A message was then dispatched to Wenyuan Sun, letting him know that His Excellency the Ambassador had arrived, and was prepared to present his Letter of Credence at the President's convenience.

With the sudden and abrupt loss of communications with the Granzian people, we in Schultaria Prime felt a deep loss not only on the political and strategic levels, but personally as well. Despite whatever political infighting or rampant backstabbing might have taken place on the global arena, your nation was one of but a few we felt we could implicitly trust in these chaotic times.

I personally wish that our nation would have been among the first to welcome you back to the global arena, but circumstances far beyond our power dictated otherwise.

While our maladies haven't rendered our nation completely unresponsive to the rest of the world, unlike the tragic events of your Second Civil War and the resultant disintegration of your previously Democratic government, our nation has had to devote the entirety of its material and intellectual resources towards preventing a few potentially catastrophic events of our own. Our nation hasn't grown in physical size, but our national population as grown at least three-fold since we last conversed as national equals. With any demographic analysis on the Schultarian State, I can assure you the pressures of a nation with the type of population hyperdensity we currently experience can not be accurately described by numbers alone.

That being said, however, our nation feels itself in a position enough to return to restoring its international diplomacy at least on some nominal level. Towards these ends, I extend my personal invitation to your nation to come to Schultaria Prime to engage in a rare, but joyous, political event to rebuild our diplomatic ties.

When we lost contact with your government, our nation declared Granzi a nation 'In Historical Perpetuity', to use the approximate English translation. In doing so, the National Assembly, Constitutional Court, and Central Directorate declared the Granzi as lost to history with little to no hope of recovery. Save for HDI's ship designs and tracking of Granzian-owned orbital assets of Designwerks manufacture, every diplomatic correspondence, treaty, and even the vacated remains of the Granzian embassy were sealed and moved to the Halls of Perpetuity as a national memorial.
