Nuclear plant 16km away from Constante Explodes
Yesterday, a massive explosion rocked Constante. Amazingly, it was 16km away. Reports from sattlite images shows that the nuclear powerplant has explode with no real proof how it happened. The nearby town of Kanhnska is totally wiped out, around 2,000 Kansiovians are killed.

Radio active dust has scattered all over the country and Kansiovan experts say Most of the countries around Kansiov will be affected too. Currently no word has been said by President Attontov on why and how it happened. Constante is the most badly hit city in Kansiov and we urge everyone to stay indoors. The backup Nuclear powerplant will be put into action 2 days from now.

The Commonwealth of Irixia

The Commonwealth of Irixia, upon hearing the tragic news from Kansiov, released this statement.

"This Commonwealth is deeply sorrowful at the tragedy that has occurred in Kansiov, and expresses its regrets to the Government of Kansiov. This Commonwealth, as a part of its duties as founder of the Nuclear Non-Proliferation Alliance, would first like to offer funds for the task ahead, but would also like to take this opportunity to once again point out the inherent dangers of using nuclear energy. Why must the world continue to suffer under the vice-like grip of nuclear energy when cheaper and renewable energy sources are readily available? We want to help Kansiov, and we do hereby propose that if Kansiov decides to phase out nuclear energy and bring in clean, renewable energy sources, such as wind and solar energy, the Commonwealth of Irixia will aid them financially if they so desire."

Nuclear energy is a clean source of energy, yes it may cost us lives but it would be inpratical to spend billions of dollars diverting our main source of energy to wind or solar which cost a lot. If your country is around the area, you might have a high chance of getting affected by Radio active dust.

The Commonwealth of Irixia

The Commonwealth of Irixia is not in your region, yet we take an international view when it comes to issues of a nuclear nature.

Yet again we see money prioritised over lives. I regret that you continue to see nuclear energy as an acceptable source of energy, despite your recent tragedy. Perhaps, after the suffering of your population from the radiation, you will see how wind and solar power are superior to nuclear power, both economically and environmentally. Until then, the suffering of your country is bound to continue. Be it on your own head.

500 prisoners that spoke out against the government of Lerasia were arrested and were scheduled for execution. But after hearing of this terrible event we give you the choice. Do you want these prisoners transported to grouund zero where they can begin work piling led pellets onto the radioactive ruins. they will be liquidators. But remember they will have to work only a couple of minutes at a time or or they could die. even after the jobs done they will probably die later on from tumors. But the offer is there. after the job is done anysurvivers you can decide what happens to them. you can keep them from returning to lerasia if you want

so do you want these prisoners to work as liquidators for the nuclear clean up? they will be transported over as soon as possible if you accept. I have to tell you though that all of these prisoners volunteered rather than face torture and execution back home. But watch out for them. they may try to defect and run away as soon as they get off the plane. the choice is yours

The Lerasian government thinks there has been a misunderstanding. These prisoners defyed our laws they were going to be executed, They have redeemed themselves by volunteering to help clean up.
We understnad what you are saying but they were going to be executed and if they help with the clean up all the survivers can seek refuge and they dont have to return to Lerasia where they would most probably be prosecuted and arrested on their return. Its a win, win situation for you and for us
one of them was Victor Devenco who was once a Lerasian Journalist but then he began attacks against the government in his articles. thankfully none of them wer published and he was locked up and sentenced to death for Sedition. Besides he was a good person. we would rather see him exiled to your nation and help with the clean up rather then be executed. But watch out for his arm and leg. they have fresh burns due to the interigation he got while in custody

Republic of Thresh
Office of the Premier

To Mr. Attontov:

The Threshian people are deeply sorry, and if what you believe about terrorists is true, then we would like to offer you our deepest condolences. The tragedy that occured is unspeakable, and for it to be intended is horrific. However, one can note that the tragedy would not have occured if the power plant had not been so close to a metropolis. If Kasniov would relocate either citizens or the power plant so that if such a tragedy were to occur, it would not have such a devastating effect, then Thresh would be happy to pledge financial aid.

A terrible tragedy, but this is just what happens when a bureaucracy is damn fool enough to use what amounts to slow motion nuclear bombs to power cities. We have access to fissionable materials as well as the technology to build such plants. But we have chosen the saner path of solar, wind, tidal, hydroelectric, geothermal and biodiesel energy and a comprehensive conservation program.

The reports were all over the news.

"Terrorists Suspected!"
"Evil bomb plot!"
"The End of the World?"

Karum Hator sat at his desk. Chief Secretary to Lord President Nezzel IV he was a powerful figure in the corrupted government of Tirmanya.
The headlines and news stories were playing across the monitor in front of him.
All over reaction. But the media found it necessary for a government comment. And some action must have been taken.

He wearily bent to the task of composing yet another official letter.
It had been so much easier in the old days.
It was only in the last few years that Tiramnya had paid attention to the outside world, at MY request. I've put a lot of effort into acheiving that. As yet there were no returns, but I am now in an even stronger position. Soon I will commence with my plan. Just a few more political niceties to deal with.

He'd been writing automatically whilst thinking about other things. He re-read the letter before him.

"Most Respected Minister of Kansiov,

The Republic of Tiramnya would firstly like to express it's deepest condolences to all those who lost someone in the disaster.
Secondly we would like to respectfully show our concern for our citizens. According to our database there are eleven citizens of Tiramnya currently in Kansiov. All on business trips. seven of these were registered as visiting Constante. Any information you could give us on their whereabouts and safety would be most gratefully received.

Karum Hator,
Chief Secretary to The Most Glorious Lord President Nezzel IV"

Hator pondered the situation. He knew full well that four of the seven in Constante were his operatives, and that only two of them had been able to report since the explosion.
The response of the Kansiov government will be most interesting...

Death Tolls rose to 12,000

The death figures rose to a staggering 12,000 deaths of which 1,678 are tourisits in Constante. Contante is under going a major cleanup and the city is offically 35% clean. Investigators have confirmed that the Explosion were caused by Mutiple C4 charges placed in the power plant, but are still unsure who have caused this.

A Snippet From A Newspaper Article

"...when a new nation is formed, Honako's Tourist Commission and it's various government controlled Travel Agencies offer cheap holidays to these nations. Whilst in the cheap new holiday rankings Kansiov was not very popular, ranked #3,193 out of a rumoured 5,000 on offer holidays to new nations, it is believed at the time of the explosion 133 toursits of Honako were present in the Constante area. Whilst many of them have called home to make it known to their family of their safety, 76 have not. These 76 are officially classed as 'missing aboard: presumed dead' by the Honakon government, which means the Commission will immediately request that they have investigators sent into the country to find these citizens. If these 76 are dead, it will be the single largest death toll of Honako civilians in another country ever."

Official Statement by the Honakon Commission

We offer our condolences for this horrific, cowardly and murderous attack on your nation that has killed so many. 133 citizens of Honako are believed to have been in the area, and 76 are missing in your country. Therefore we request you do your best to find the citizens and accept our offer of investigators to help find them and help the recovery mission.

All holidays to Kansiov have been suspended and it is officially classed as a 'Danger Zone' - which means no planes will fly there for the next four months.

"I know many Nations are shocked to hear some of their fellow brothers have fallen from this massive act of terrorism that Kansiov has ever seen."

The Kansiovian police assembled all of the tourists in Constante at Contante Airport where they will be flown home for free via Kansiovian Airlines or other airliners which the Kansiovian Government provided the funds.

"The main horrow is over, though the number of deaths is still rising it has come to a staggering 12,679 deaths and 1,457 tourists, and for our Honako friends, 12 are currently at the Airport waiting for a flight home, however the other 64; 24 are found dead, 40 are dying in Kansiovian Hospitals, sadly reports show they these victims exposed to Radioactive dust are expected to die within in the next 2-3 days.

Karum Hator read the reports and was pleased at the remarkable outcome of the situation. It couldn't have been planned better.
All the genuine business men, those that would be missed, had returned on the flights provided by Kansiov. Whereas all four of his operatives had not returned.
Two had checked in, but two were now presumed dead.
To add to the perfection the two who were still alive had been reported dead by the Kansiov government.

He drafted up another letter to Kansiov.
"We would like to thank Kansiov for their swift assistance in the task of returning our citizens, and we are assured that the Kansiov medical services did all they could for our fallen brothers.

Karum Hator,
Chief Secretary to The Most Glorious Lord President Nezzel IV"

That will do. Enough of their government for the moment.

He turned his attention to the press report,
He got halfway through assuring the press that all their citizens had returned safely when his phone went off.

Who could it be? At this time of night?

He picked up and heard the familiar static of a portable radio. Then suddenly his day was ruined.

"Boss, boss, they found the C4...."

We request you do not send them back - all planes from your country have been banned for a short while (a week at most), and all planes from Constante for four months. We shall send a plane to your country, consisting of:

- 250 nuclear suit protected volunteers
- 35 medical experts of Honako to see our 40 injured and check up on the 12 waiting in the airport to see if they are fit to return to Honako.

These are all protective measures to make sure radiated citizens are getting enough at your possibly overcrowded hospitals, and to stop the 12 citizens, who may be suffering radiation, from entering Honako until they are treated.

President Attontov sat back down on his chair and closed his eyes for a minute or two. He did not sleep for the past 24 hours and he is about to give a speech to the Nation at 7am...

"Fellow Kansiovians, yesterday was the darkest hour in our Nation's history. No single attack has caused such a loss of lives for us and our fellow brothers abroad. As I make my speech at the break of dawn, this not only shows that we are entering a new day and era in Kansiov. The hunters shall now be the hunted, if found, will be charged by Kansiovian law."

Mr. Attontov steps down from the mic and ends his speach with a massive applause from his ministers.

"Sir, I have some important news to tell you."

"what is it?"

"Reports from the CIB shows that the people who planted are from other countries."

"ok any links?"

"Yes, from two Nations Void Templar and Tiramnya both sent agents to our country but the ones from Tiramnya are dead."

"What about those from Void Templar?"

"They are at Constante Airport sir."

"For fuck's sake get them to Helkis Miltary base for further interigation and investigation. I knew that fucking country was behind this."

The two Tiramnyese agents were known simply as alpha and beta.
They had their instructions.
Alpha had made the call to Karum Hator earlier that day and got one simple reply.

"Lay low"

They were dressed in traditional Kansiovian clothes. Both unshaven and looking rough from their mission.
Alpha broke the silence first.

"He'll send help won't he?" he sounded nervous.

"He'll find us."

"Good. We're gonna be safe then?"

Beta sighed. Despite the seniority of the names, this was Alpha's first mission.
"Look lad, this goes with the job. Just stay calm. And just for the record, it's usually not a good thing if old hooknse wants to find you."

Alpha started shivering.
He suddenly felt a lot colder.

From: Boronis Cruonian, Outreach Specialist, Ecotechnics Institute, United Arcologies of Commonalitarianism.

It has come to our attention that your country has suffered a major nuclear accident. We are a specialized ecological engineering institute run out of the Commonalitarianism.

We may have some phytoremediation and bioremediation technology that may partially help clean up your problem.

In New Russ at the Chernoblat site, we pioneered the use of the Indian Mustard and Sunflowers to help remove radioactive contaminants from soil. We have several varieties bred to accelerate the process of removing heavy metals from soils. We are also working on developing transgenic tall grasses that are bioaccumulators of heavy metals.

In addition we have been developing bacteria designed to bind to nuclear waste allowing easier removal from soils. This has required special breeding and gene engineering technology.

We would use both special chelating agents developed from seaweed and other plants which would force the contaminants closer to the top of the soil, then plant layers of plants. The plants would be removed and processed into special vats where they would be destroyed. This would take many seasons, but would accelerate the process of returning the soils around the site to regular use.

We look forward to doing business with you.

This is new technology which we are testing. It would have to be used after the initial cleanup to revitalize damaged areas. Because we are testing the technology, we would be willing to do this on the basis of goodwill and research cooperation.

A number of specially designed shielded ROV-- Remote Operated Vehicle rolled around the edges of the destroyed plant mapping the highest concentratations of radio activate fallout. Geiger counters and imaging equipment checked the levels of contaminants. They took pictures of the damaged building and sent them to the waiting scientists and cleanup crew. They mapped the damage outright, identifying the areas with the highest concentrations of nuclear fallout. A map was forming of how to move around the areas of the plant slowly. Wind patterns showed the direction of airborn particulate matter. Also thermal images showed where high concentrations of fallout had spread. They had several satellite pictures of the site as well. The cleanup crew would have something to start working with.

They would need to take soil, plant, and water samples to evaluate the best way to go forward, but first a general map would help.
