To the world diplomatic community,

The Holy Empire of Ibinius is hereby disbanding its army. The only branches of the military that will be left intact are the Imperial Air Forces, the Imperial Navy, and the Imperial District Defense Army. The Holy Empire can no longer afford to sustain constant readiness in its standing army; as such, it is disbanded and it resources redistributed among the remaining branches of the Ibinian military. The policy of cutting back on military spending has been approved by the Minister of War, Harold Edwards; the Minister of the Military, Anderson Jacobs; the Minister for Internal Economics, Wyborne Carter; the Minister for Internal Affairs, Richard Trent; and the Emperor Himself, His Excellency, Rudolph Romanova. His Excellency has expressed his wish to hear what the international community has to say about this new policy. If it is met with staunch disapproval; then His Excellency has said that he will over-turn the decision.

Perhaps you would like to rethink your decision. The large number of terrorist attacks around the globe could easily stretch to your empire. Thus, I will make a donation of 1,000,000,000 USD to maintain a small manner of armed forces. In times like this, you need all the allies you can get.

That is why we have increased funding to the Imperial Air Forces, the Imperial Navy, and the Imperial District Defense Army. We have not disbanded our entire military, just the general army. We cannot afford to sustain it. His Excellency believes that the DDA can protect Ibinius. I, being a loyal subject to the Imperial Crown, must agree. His Excellency extends his gratitude for the offer of money to sustain the army, but must decline.

We can also perform conversions on military equipment to civilian equipment for trucks, boats, and other types of equipment. We can convert tanks and other heavy equipment into tractors and construction equipment. We are interested in working with you closely to help you decommission unnecessary equipment. Please contact the Imperial Minister of the Military, Anderson Jacobs; and the Minister of Internal Economics to work out the details of the contract. His Excellency does not wish to interfere in this arena, but has expressed very clearly that he will not allow military equipment out of this country; it must be dismantled here, after which he does not care what you do with it.

We may not have suffiecent funds to maintain a large standing army, but we do, however, have the funds to fund a rather large navy and air force. The District Defense Armies of the five Imperial Districts are not funded by the Imperial Treasury, they are privatly owned and operated by administrators elected in the district. We are well defended. God save the Emperor!

Hmmz, Minister of Foreign Affairs Williams though to himself as he read over the message from The Holy Empire of Ibinius. This would be a great time to extend the role of the Dark Empire abroad. He then turned and stood up, looking out the window at Parliament Square down the road. It had been a while since the corrupt Parliament was disbanded by Supreme Emperor George A. Loak. What could we do for this nation? He thought as he rubbed his chin, he didn't have any facial hair, but he did this anyways.

He then turned back towards his desk and pushed the button on his intercom. "Maria. I want the Ministers assembled as soon as possible. The Supreme Emperor will be back shortly and I want the Ministers to come up with a plan for The Holy Empire of Ibinius before George comes back."

"Understood, Sir. I'll have them here as soon as possible."

"Thank you Maria."

15 Minutes Later
"Alright Gentlemen. We've come together today cause of this." He said, putting up a copy of the letter on the large monitor overlooking the room. There was some mumbling.

The Commonwealth would like to applaud this move by the nation of Ibinius to disband the offensive portions of your armed forces. In these times of great international tension, it is a heartening sight to see a country that refuses to aggravate the problem, and indeed, becomes part of the solution.

Yet on the other hand, I fear that other countries may take advantage of Ibinius' limited population and resources to mount campaigns for their own benefit. The decision on the part of the emperor to broadcast an open message to the international community was both courageous, but also fraught with danger. It is with this in mind that Prime Minister Sean Parson has authorized me to offer your nation some assistance from the Commonwealth. If you should so allow, a team of military advisors are ready to enter Ibinius and assist in the construction of defensive structures that can help repeal any unwelcome intrusions.

Minister of Foreign Affairs Larry Williams walked into the throne room. Supreme Emperor Loak had just returned a short time ago. He watched as Larry walked up the main isle towards him and knelt down in front of him.

"Rise up Larry. You don't have to do that you know."

"Yes, Sir. We recieved reports that a nation is officially disbanding it's military for a more...interesting form of national defence. Privatly owned militia run by 'district' owners or what not. We've come up with a short message to send that we wanted to run past you, or if you want, for you to edit and send yourself."

He gets up and walks up to George and then handed him the paperwork. He took it out of Larry's hand and started to look over it. Reading it word for word. George knew what was being said and he was unsure if this was the correct wording. He then looked over at Larry.

"I'm not sure if this is the right way to work it. But i'll give it some thought and get back to you. I also noticed that the Joint Chiefs took it upon themselves to design or have designed a new seal. You guy's did a good job. I may use it in our next message. You are dismissed."

Larry the shook his head thank you, got up, and exited the room the way he came in.

It has come to our attention that you are partially disbanding your military. We have heard that a contract may be available to dismantle excess military equipment as well as convert some military equipment to civilian use. We could set up facilities to dismantle the excess capacity within your border as well as convert some of the military equipment to civilian use-- tanks to tractors and heavy equipment, convert trucks and boats for regular civilian use. We have use for excess scrap metal. Currently we have a contract to build several thousand vertical farms and could use the steel.
