"...As the democratic states of Vlasvino finally came into recognition as a new nationstate of the world, the Foreign Affairs department chairman Hayden Tillerman has arranged an international conference of delegations on the fledgling nation's emergence into global perspective and economy. Our field reporter is on the scene, Kelly?"
The scene switches out to a well populated valley area, surrounded by hills occasionally flanked by quaint Victorian style homes. Helicopter noise blared over as the camera uneasily pans around to the pristine blue waters next to the city center populated by skyscrapers.
A ticker below scrolls along: "Recorded on tape."
"This is Atvent, recently proclaimed capital city of Vlasvino, where the conference is being held in the Klas convention center/resort, an offshore reclamation project completed in the latter years of the city's isolation as an individual citystate." The camera focuses on a bay area, surrounded by a respectable amount of piers, and in the middle of which was a glass tower, supported by thick cyclindrical steel columns.
"The city was once one of many citystates that dotted the mainland, seperated by large expanses of barren plains home to the endangered cloud spotted wolves. The denizens of Vlasvino have historically looked towards the sea, which brings them their only truly viable source of food and up until now, livelihood. The discovery of uranium deposits in the barren plains have changed that, and have also served as one of the reasons why states have decided to unite."
The scene switches out to a spacious conference hall with Victorian motifs, "We are now live at the conference, which sh--"
A brunette Caucasian male, in formal military dress attire, steps up onto the side podium and leans in close to the microphone in order to address the crowd. "We will be starting soon, please settle down and keep photography to a minimum."
After a moment, another man in a white suit steps up to the center podium, accompanied by two military officers dressed similarly to the earlier example.
"Ladies and gentlemen, I trust you are all well? Welcome to Vlasvino, and all her magnificence. I am Hayden Tillerman, and I will be addressing any and all questions about the nationstate later." He paused, "However, I would first like to address a more pressing matter for those who want to immediately get down to business. Yes, we do have recently discovered deposits of uranium; an industry we, indeed, wish to be able to integrate into the global economy, but-- and that's a big but-- the government would like to express it's stance on the matter."
"First, we will indeed be allowing free trade of uranium. There will be absolutely no state-owned corporation that will handle uranium. Second, any and all liabilities on the matter will be in the hands of the private corporations. Lawsuits can be filed accordingly upon misuse of uranium in weapons manufacture, but the government cannot and must not be held accountable for any indirect support of WMD proliferation. Third, we will also never consider uranium refining for that matter, and consequently, we will not have any nuclear weapons program either. Further questions may be addressed as we go along."
Hayden takes on a more light-hearted tone. "Now then, you may all proceed with your questions."
