The Commonwealth of Irixa, upon finding that the World Assembly does not ban nuclear weapons and energy, hereby decided to propose the creation of the Nuclear Non-Proliferation Alliance.

Nuclear Non-Proliferation Alliance


Article 1:
Requirements for Application
All nations applying to join must be opposed to the use of nuclear energy as a form of weaponry.
Nations may be nuclear powered, but must undertake steps to limit use of nuclear energy wherever possible. Complete abolition of nuclear energy in all its forms is encouraged but not required. A vote will be held on this issue.

Article 2:
Restrictions on Members
All members cannot use any form of nuclear weaponry, as defined in Article 1, in their nation and its dependencies. If any member of this Alliance violates this Article, they risk expulsion.

Article 3:
Rights of Members
Any member who faces expulsion has the right of appeal.

Article 4:
Role of Members
All members must take an active role in the opposition to nuclear weaponry.

Article 5:
Representation in Member States
Each member must allow the construction of a consulate to this Alliance in their capital city. No military personnel shall be permitted inside these consulates. These consulates do not possess extraterritoriality.

Article 6:
Governance
Part #1: This Alliance shall be governed by the three members of the Executive Board of NNPA Nations, who shall be appointed by the Commonwealth of Irixia when it sees fit. Nations who hold Supreme Executive seats are opposed to all forms of nuclear energy, including weapons, reactors for power etc. Responsibilities shall be the management of the Alliance, including the acceptance of new members, creation of lower authorities within this Alliance, and general management of the Alliance.

Part #2: This Alliance shall further be governed by the Council of NNPA Nations, in which all members have one vote, and the policies of this Alliance shall be decided.

Article 7:
Hostilities
Part #1:
If any member of this Alliance is attacked by a non-member, they have the right to appeal for defence to this Alliance.

Part #2
If any member of this Alliance is attacked by any other member of this Alliance, hostilities must be ceased immediately, and negotiations begin between the aggrieved parties. If this Article is ignored, both parties risk expulsion.

Article 8:
NNPA and the World Assembly
This Alliance has been created under the allowance for opposition to nuclear weapons as decided in WA Resolution #10 Note 2. All member states must vote in accordance with our policies in relevant WA Resolutions if they are WA members. This policy was passed by a 5-0 vote (100% support) by the members of this Alliance.

The Republic of Kanami will not wish to join unless the first clause is changed. Nuclear Energy is very much a reliable and clean power source as opposed to coal or oil burning. We oppose Nuclear Weapons but not nuclear energy.

ooc: This does not go against rules, however, signing up for this alliance is like signing up for a massacre. Nuclear powers will see this and nuke the fuck out of you if you are at war with them.

OOC: I think some nations go by this as a means honor and duty. Seriously, nukes turn all RPs into mud. They are a deterrent, but a means of protection yourself from the deterrent is just a good as the deterrent itself. Though....does this apply to fusion?

The Commonwealth, although opposed to all forms of nuclear energy, shall amend the 1st Article to allow nuclear powered nations to join, although the weapons clause, as the heart of this Alliance, shall never be abolished. For the record, the Commonwealth of Irixia would like to point out that it is powered entirely by solar and wind energy, and nuclear, coal and gas have no place in this Commonwealth.

The Commonwealth is interested to hear of 'fusion' energy, and would like to learn more of this new energy. However, any adverse effects, such as those surrounding nuclear energy, would nullify our interest.

Although Naasha is not able to surrender our nuclear arsenal at present due to political climate and national security concerns we do wish the best of luck to this alliance.

We would be greatly interested in how your nation generates enough electricity from solar and wind power to fuel the whole nation, as a recent feasibility study conducted in Naasha concluded that to power the entire country we would have to spend the entire energy budget several times over and devote massive amounts of land to such projects.

The Commonwealth of Irixia is saddened to hear of your inability to join this Alliance. As to your question about our energy sources, the population of Irixia is currently only about 10 million people, so their needs are quite easy to fulfil with the right technology in wind and solar power. As our nation grows, it will become harder to supply energy in this manner, but we shall endeavour to do so without relying upon nuclear or other polluting and unsustainable energy sources, which shall be achieved through funding research into these areas.

As we do not know of the pros and cons of fusion energy, we shall not implement this energy source without the proper precautions.

Dear Ms Lymane,

I think you'll find that very few nations are willing to give up nuclear weaponry - not because they intend to use them, but because they are afraid of the world at large.

And understandably so. I realise that you're likely unfamiliar with the post-fractal* world, but it is in all likelihood quite a bit more violent than the one you came from, with a political climate - and understanding of international relations - much closer to the age of imperialism, between roughly 1880 and 1920. Armed conflicts are common, and the reasons for them can be flimsy.

And all this with nuclear weapons, irrational as this may be.

It is a fairly simple affair, really - a degree of deterrence is pretty much a necessity if one is to protect one's own sovereignty, preventing oneself from falling to the more often than not amoral entities pursuing wars of aggression.

It is the reason we reserve a first strike option for ourselves, and it's also the reason why we're actually rather fond of tacnukes (I hope you'll excuse my sloppiness in using this term).

Morally speaking, there is nothing wrong with renouncing the use of strategic weapons - the mass murder of civilian populations remains the mass murder of civilian populations. But sometimes, reality forces us to take a step back from absolute morality, and to look at the unintended side effects of following such a morality - Max Weber explained it better than I ever could in his lecture 'Politics as a Vocation'.

As such, I fear that your intention to stay 'Clean' when it comes to nuclear armaments might be somewhat impractical to follow, limiting the number of nations that'll agree with you.

I do most certainly have the greatest respect for your stance, but I cannot honestly call it 'Practical'.

The Principality of Kurona has been a long opposer to Nuclear Weapons after seeing first hand the effects of them. We would like to join. Thoes that stock nuclear weapons out of fear are no better than the ones that use nuclear weapons.

We send our thanks for accepting us into this noble alliance. But we wish to inform you that Article Three seems to contradict what was said earlier. You had accepted the use of Nuclear Power but not Nuclear weaponery, Article Three states that a member must be an active part of the opposition of nuclear power.

Though to us this does not matter, we are against Nuclear energy in any shape, form, or size. We have banned the minning of Uranium which is a primary component in anything Nuclear.

The reason for that is that this Alliance originally forbade nuclear power in all its forms, but recently revoked this policy to allow nuclear powered nations to join. However, this Alliance will look at restricting membership to those completely nuclear free again, but that shall be done by vote (poll) by all members of this Alliance. The Articles have not been completely reworded as yet.

Irixia, too, is against all forms of nuclear energy and is powered on wind and solar energy. We commend you on your banning Uranium Mining, and we can assure you that, when the issue arises, we shall do the same in Irixia.

Notice to All Member Nations:

All member states must now vote in accordance with our policies in UN Resolutions if they are UN members. This policy was passed by a 5-0 (100% support) by the members of this Alliance on the 15th of May, 2007 CE, coming into effect on the 16th of May 2007 CE at 12.01 am.

The Charter of this Alliance has also been altered. However, the only new rule is the one mentioned above. The Charter has been altered to make it more comprehensive for new members, as well as for reference for existing members.

OOC: Does anyone know if I can put another poll on this thread? I can't find where I can do it.
