((Okay, I've decided I'm going to fully enter into the Extra Galactic theatre of things, and I'm going to start off by helping the GFFA by invading ESUS territory with a massive fleet. I've talked with Siesatia about this, and Chronosia knew this was coming, but before I finalize anything, I want to make sure [OOCly] that the ESUS will agree to this event. Also, if someone within your organizations can provide me with a map as to how your territory is divided, I would appreciate it greatly.
Note:
ESUS members are restricted to OOC.
GFFA are allowed both IC and OOC.
Edit: My personal allies are also allowed to post, i.e., Nova Boozia, The Lost Company, etc.
So, let's get this planning phase started, shall we?))
The SDF-2 Megaroad was the oldest ship in the Copen Protectorate Fleet, and had been redisgnated as the new flagship. Now, you may be asking this: why the hell does this matter? Well, let me ask you something: when was the last time you saw a flagship floating around on its own with no support ship in sight {and don't you dare say the Bismark, because that doesn't count!}?
Well, the reason it's out here is because something monumental was about to happen. It had been cooked up as merely a random thought by a single, small time commander. The thought was quickly dismissed, because, at the time, it was deemed physically impossible of even working.
But much time has passed since then. The Protectorate has seen its share of war, and it has gone through technological advancements that place it on the same playing field as the big boys of the universal theatre. For some time, this meager Protectorate had simply been a fly on the wall, merely observing everyone and everything.
And now it was time to reveal the plan.
Aboard the Megaroad there was quite the little hub-bub going on. The command bridge was completely alive as orders were given out to various sectors of the ship to prepare for the arrival of guests. Confirmations were received, many other transmissions went about the ship.
Sitting in the Captain's chair, Feronen waited patiently, writing down a message to be sent to every member of the Galactic Federation of Free Alliances. The message was short and simple, and went as follows:
To all members of the GFFA. I have urgent news that must be discussed with the senior members of your council. A single warship is located at the coordinates provided at the end of this message. Come only in one ship, and do not use anything larger than a corvette. What we must discuss must be done in complete secrecy.
With the message written, he handed it to his comms officer, who quickly entered it into her station. When she was finished, the transmission would be sent on an encoded frequency to every single GFFA member nation.

"I don't have the time for this right now Lord Dusanyu. This involves your alliance that you so wanted to create for the Empire along with your friends. Your little alliance has gotten us into far more conflicts than we have intended and it has pulled us away from our Empire's objectives. This meeting is for you to attend. Go and leave me to conduct the war at large."
Dusanyu bristled at the Imperial Admirals accusations and assumptions. "I commanded the complete operation against the United Mankind during both wars while you were still an embryo swirling around in a metallic womb, barely old enough to pilot an attack vessel. I sat on the Jade Throne and suffered the inquisitions of the ex-emperors council and it has been my judgement that has kept our economy flourishing allowing you to play war hero for the moment. Do not patronize me on the aspects of my foresight you one-eyed, half helix, primordial soup excuse for an Abriel. You want to impress me then do your damn job and win the war, Imperial Admiral Abriel."
The small room hummed with the anger of the two clashing Abriels. They locked stares as their wills clashed with the older Dusanyu standing tall and calm while the young heir flexed his jaw. Gaf'ton's anger tended to exceed that was usually expected of the Abriel's which meant he could be violent at times though Dusanyu looked unworried. Gaf'ton swalloed back the urge to punch the ex-emperor. "You are dismissed Admiral. Report to your ship. But be assured that I will report this to the ex-emperor's council. I am taking the Abh back to where they should be and I will not let you stand in my way."
Dusanyu turned from the pressurized door to the docking bay. "I am on the ex-emperor's council you blasted fool. What a mistake your gene suppliers made when they gave you all those abilities for war but forgot to develope the brain for a proper leader. Perhaps the Council will sort you out."
The door sealed shut behind Dusanyu as he left. Dusanyu's shuttle left the capitol on its course for the meeting. A single royal liner was all that was needed to ferry the admiral out. In a few moments later, a single royal liner exited a hyperspace gate at the designated area.
This is Admiral Abriel of the Abh Empire. Let us hear what news you bring that is so urgent.

with the transmission ended, a series of runway lights appeared on the port-side deck, showing where the runway was so that the ship could land safely.

A small shuttle departed from the liner and manuevered its way towards the port side. The pilot guided the ship through the series of flashing lights and into the docking bay. Air depressurized as the ramp dropped from the side of the shuttle.
Boots clicked off the metallic surface as a tall lean figure descended the stairs. His long blue hair cascaded all the way down his back and fell around his pointed ears. A blue cape trailed behind him matching the blue and grey pressurized uniform of Star Forces. A golden double winged tiara glinted in the artificial light as Dusanyu clicked his boot heels together and snapped a salute.

"This better be important, Mac. The war isn't going so well, and people want results."
Robert MacIntyre sighed and said, "Well, we killed the Makermind, knocked Azaha out, and got the Allaneans out of our hair, right?"
Taniel Gibarian merely replied with: "At the cost of New Wuhan. Besides, the Abh technically dealt the killing blow to the Makermind. People are also not too keen on sending the Red Cross to Allanea. And frankly, overall, we haven't made much headway."
He then leaned up to Robert and said curtly, "Bottom line: they want results. And you're not delivering. You promised victory and the liberation of the ESUS members from capitalist domination or whatever shit AP is spreading now. Instead we have survival, two-three minor players ejected and forces bogged down on other fronts. DO SOMETHING!"
Robert snapped back Taniel, saying, "Jesus fucking Christ, Danny. I am not deaf, dumb and blind. I know very damn well the people are getting restless. That's why we have to go to this meeting!"
Taniel, sensing there was no changing Robert's mind, sighed and said, "Fine. I want to win this as much as you do. After all, my job depends on it." His expressions belied a sense of weariness at having to put up with this day in and day out. He wanted to win; but it was tiring him out, sapping his bodily strength from hours of overwork. He sensed it in Robert too to some extent, he had grown more introspective. Perhaps this was the result of fighting armies which were seemed keen to use weapons out of hentai films and badly written space opera to provide no end to the challenge.
Robert noticed it too. He sat up, drank some water, and said, "Danny....look....sorry about snapping, man."
Taniel replied, with a wave and a nonchalant expression, "It's fine. You apologize too much. What matters is we send someone, and stop worrying about emotional offenses."
Getting up, Robert said, "Right. I'll go. Carla's busy with GFFA matters again, and I need you to be here to keep everybody under control."
Not surprised in the least he had to go, Taniel wryly noted, "Just like my old days as an intern. Tell me, where are we going again?"
Robert said, rummaging for some papers, "We're to the Copen Protectorate. They had something to tell us they couldn't use comms for."
Taniel smiled, only saying, "Guess you should get going?"
Robert said, "Yeah. The sooner I can get to Copen, the better."

Quickly afterwards, a Lin Biao heavy Cruiser exited near the coordinates. He then said on an encoded channel, "This is the NDS Robert Nozick, Comrade Premier Robert MacIntyre of the Workers State of New Dornalia speaking. What do you require?"

Feronen was there personally to meet the Abh representative, and he saluted to him as a response. He was about six feet tall, had irregular silver hair, saphire blue eyes, was not too muscular, but possessed an aura of physical power and complete authority. With Feronen were three Spartan II super soldiers, each carrying a Copen pulse rifle, and they all stood to attention and saluted the Abh representative as well. Each Spartan had an idividual colour applied to them. One was blue, one was white, and one was somewhat larger and had a black colour scheme.
"It is an honour to finally meet someone from the Abh," began Feronen. "I am Feronen Selinorasi, supreme commander of all Copen Protectorate forces." He motioned to the three Spartans. "These are my assault commanders, Captains Mercury, Sin, and Redemption." He pointed them out from left to right. Mercury was the blue one, Sin was the black one, and Redemption was the white one.
Feronen smiled as he returned to the matter at hand. "I requested that you and your colleagues in the Galactic Federation of Free Alliances be here because I believe that I can assist you in achieving victory in your war against the Extra Solar Union of Systems." He sighed. "However, it would be most beneficial if we had more of the members present and accounted for so that I could officially propose and plan this offensive, for you see..." Feronen grimaced. "...I'm going to need a bit of financial and industrial backing before it begins."

A single transmission was sent to the Dornalian representative.
"Greetings to the New Dornalian representative. Our commander, Feronen Selinorasi, is currently meeting with a representative of the Humankind Abh, and we humbly request that you come aboard our ship as well. Such matters that are to be discussed must be done so in private, and not on a potentially insecure broadcasting wavelength. Please land a shuttle on our portside landing strip, and you shall be brought aboard."

The Abriel returned the introduction. "I am Admiral Abreil Dusanyu of the Abh Empire, ex-emperor of the Jade Throne, and one of the founders of the Galactic Federation. Perhaps we should leave the docking bay and find a more comfortable atmosphere."
Dusanyu walked up past Feronen. "It seems you will have a lot of explaining to do. Especially why we should trust you with our money and access to our industries."

"Let me read it." The Hokage snatched the paper from the poor kid and read it through, now interested.

"I see..." Tsunade mused. She knew what must be done. "SHIZUNE!"
Another shinobi came in. This time a middle-aged woman several decades younger than Tsunade. "Yes, Hokage-sama?"
"Cancel all my appointments today. I have a trip to make." Tsunade replied and burned the paper, having memorized the coordinates. Then she teleported to the spaceport to 'hijack' a shuttle.
"Very well, Hokage-sama." Shizune frowned. Now she has to foist off the paperwork to someone else. She grinned as she went in search of some Genin...
It took some time, but the Shinobi Stealth Shuttle finally arrived at the coordinates.
"This is Hokage Tsunade. I hear you have some urgent business to conduct. Where shall I land?"

"Yes, of course, Admiral," said Feronen, respectfully. "Please, follow me."
He led the Abh commander through the interior of the ship, both of them flanked by Feronen's personal entourage and any bodyguards that the Admiral had wished to bring along, as well. The interior of the ship was massive, easily capable of holding battlemechs. This was shown as a pair of Zentradi, fifty-foot-tall creatures that resembled humans only is physical features, walked by, discussing a station that needed repair work.
A multitude of races could be seen on the ship, from anthromorphs, to Protoss, and even Tau, Eldar, and a few Covenant races. The diversity was immense, and when they arrived in the conference room, it would open up to a massive thirty meter tall, twenty meter wide room with a raised platform suspended in the air by pillars in the center. Two Zentradi were sitting around the platform already. Feronen led the Admiral to the elevator at the base of the nearest pillar, and they were raised to the very top of the platform. When the elevator opened, it revealed a smaller set of tables and chairs made specifically for people smaller than Zentradi. There were dozens of dozens of chairs around the massive smaller table, some seating a majority of the Copen War Council.
From left to right, they were as follows:
The first of the council were ten humans, each seated according to rank. Each of them were part of one section of the military, be it the Air Force, the Space Force, or the Army.
Seated to their left were the representatives of the four major Eldar Craftworlds. They were the Farseers of Kar'hon, Ra'tha, Madna-Ri, and Kior. Each wore their respective battle armor, each one designed separately in colour and appearance.
The next over was the Covenant Military Enclave, represented by four gold armoured Sanheili and one white armoured Sangheili. A single Prophet was amongst them, one who had not favoured his own kind, and was the only of his kind to turn to the side of the Elites.
The next group was that of the Tau'va. Their representatives were three Supreme Shas'o and one Ethereal. The Shas'o were dressed in their respective battle armour, although it was lighter than the standard Fire Warrior armour.
The next after them were the Protoss, represented by four Templar and two Judicators. They were amongst the largest of the smaller species, dwarfed only by the next two.
The next race was that of the Anthromorphs. They were represented by the four major species of their race: a Tiger, a Wolf, a Fox, and a Dragon. The latter of the four was the tallest, standing well over twelve feet in height, and supremely dwarfed the Fox, who stood at a mere five foot one.
The final race amongst them was quite the suprise, and had only just recently decided to become apart of the War Council. They were the Yautja, commonly known to the universe as the Predators. Their council was represented by four Elders, each well into their eight hundreds and pushing for one thousand. They were adorned in their ceremonial armour, having many trophies decorating them, and their armour looked almost like a mixture of Egyptian, Greek, and Chinese.
The final race had been the first noticed upon entrance to the conference room. The Zentradi, both measuring well over the fourty five foot mark, sat along the side of the platform, as if it were a table to them.
Feronen offered a seat to the Admiral, and he adressed the entire council.
"Ladies and gentlemen, I'd like to introduce the Humankind Abh representative," he said. "His name is Admiral Abreil Dusanyu, and is one of the founding members of the Galactic Federation of Free Alliances, one of our allies."
The council gave their own version of greetings to the Admiral, and Feronen was straight to business.
"As we all know, the Galactic Federation has been at war with the Extra Solar Union of Systems for quite some time now," he began. "We also know that the Imperium of Chronosia is one of their largest supporters, and was one of the nations responsible for economically supporting our recently fallen enemy, Sarkaran."
The mention of the former-Emperor's name brought a bit of a dark murmur from the table, each individual having their own personal memories of the recent Civil War.
"Needless to say," he continued, "this gives us a major reason to assist the GFFA in their conflict against the ESUS, as well as a reason for revenge against the one who supported our recent enemy."
Most of the table nodded, but nods were not needed across the entire table. Chaos was hated throughout the Copen Galaxy, and Remiel was the most hated individual as voted by the people. He was also the Ace of Spades in the Copen Military's Deck of Fifty Two.
Feronen then turned to the Admiral. "Now, the reason why I said that we needed financial and idustrial assistance is this: we have the manpower to wage a war, and we may have been one of the largest arms manufacturing nations in the universe, but the Civil War with the Zeon Empire devastated our fleets and idustrial production centers. We have neither the money to rebuild our production centers, nor the fleet necessary to transport our men, let alone the money to rebuild the vast majority of our fleet."
He sighed in exasperation. "This is why we need your help. In return, we will open a second front for you in ESUS territory."

Commander Feronen is already in a meeting with the War Council and Admiral Dusanyu of the Humankind Abh.
Immediately, runway lights signalled upon the portside 'arm' of the ship, showing the shuttlecraft where it was to go.

Next to the Yautja, listening quietly, was a slightly incongruous figure, although, among the remarkably diverse members of the council, only very slightly. Justiina Aalto was an ordinary human of Boozian ethnicity (predominantly Germanic, but with enough East-Asian to be visible and other genetic mumbo-jumbo), but stood out in a black leather greatcoat with gold-laced navy cap and all the extras. The greatcoat and cap were an integral part of Boozian culture: all government employees wore some variation on the theme, from diplomats like Fräulein Aalto in exotic corners across the galaxy, to industrial quality-controllers to the armed forces.
She listened attentively through the speech. It was a talent. If she really tried she could disconcert people with that absolute-full-attention stare. Many people start to worry when someone else is very, very interested in them. And the uniform didn't exactly help.
As Feronen finished, she stood up and cleared her throat. The noise was barely perciptible, especially in the vastness of the conference chamber. No-one had ever been inspired, terrified, memorised, or manipulated by a speech begining with "Ahem...".
"Ladies and gentlemen, honoured representatives, you should, when considering your stance on this plan, keep in mind that the full assets of the Boozian Reich und Republik are already behind the operation in accordance with our treaty obligations with the Protectorate. Thank you."
She spoke Basic out of habit, but every being present heard it rendered flawlessly in their own language. To her, Feronen had spoken not even in Boozian-standard German, a fairly uncommon language in any case, but in the distinct Itämäälmo dialect she always slipped into among friends.

Dusanyu still wasn't quite convinced. It was going to take a little more persuasion than simply saying they'll engage the ESUS on behalf of the alliance. Afterall, they were talking to a nation that represented those that had spent time and money upgrading some of their military forces as well as aid allies there in financial trouble.
Rather than take a seat, the ex-emperor paced behind the chairs on the top tier. It felt slightly odd to be dwarfed by the giant creatures in the back ground but Dusanyu showed no emotion and did not let it phase him. "I am glad to hear that there are those of you that hate some members of the ESUS and it is encouraging to learn that there are those that are willing to fight, but you have to understand that because my people have been fighting for so long; we cannot easily throw money and resources around without some guaranteed return. There is no doubt that you will all fight bravely but we have seen the numbers that the ESUS can throw out at a whim I have to wonder what just one nation plans on doing. What is it that you plan to do that we have already not thought of that will open a window for the rest of the alliance to take advantage of."
Dusanyu came to a stop and looked around the assembled. "The Abh Empire has a number of ship facilities that we can loan to you and allow you to rebuild your ships. As far as money goes, I will need an educated estimate as to how much you will need. I will put that before the Senate to vote on for approval."

The leader of the Madna-Ri craftworld spoke up at the request of a monetary estimate. "Our military funds would require an estimated ten trillion more c-bills than we actually have available. That is roughly the equivalent of seventeen point five trillion universal standard dollars."
Feronen then interjected. "If you need a payback, rest assured we will provide you with anything that you request, be it territory, mining rights, access to our stock exchange, et cetera." He paced over behind the Boozian and Yautja delegates. "Your people alone do not need to solely provide the money. You could simply divide the total amount amongst the members of the GFFA, providing they are willing, and give it to us in installments. Any nation that provides us with the money will have full access to whatever they wish, within reason, I don't see what wouldn't be over the top, save the right to take over the nation, of course." He said the latter part with a slight bit of humour to his tone.
He then took a serious look. "I must also inform you of an astonishing discovery that my most competent commander, Captain Henry Gloval, has found," he continued. "By some fluke, or by the will of the Fates, we have managed to find an eight-hundred-strong company of first generation Space Marines who are still adamantly loyal to the currently deceased Emperor of Man. Captain Gloval has managed to convince a small amount of them to persuade their Battle-Captain to join us in our campaign, specifically when the invasion of Chronosia commences. However, I am unsure as to whether I trust these ancient zealots, as they are part of the currently Chaos World Eaters Legion, and the possibility of them turning to Chaos is high. I would advise that the GFFA keep a close eye on them, for I already am, much like a hawk to a field mouse."

Dusanyu waved his hand dismissively. "I understand the concept of distributing the payload which is why I asked for a rough estimate to put before the Senate."
The Abriel then turned his attention back to Feronen. "And allow me to be frank with you. Whenever the Abh have to become serious about a ground battle, there tends to be not much left of the planet. We prefer excess force to actually setting foot on these ground worlds. It is not beneath us to blow away parts of the atmosphere if some people are a bit stubborn. I assure that if any of your troops become a problem, we shall deal with them in our own way. Now, what is this master plan you have concocted to deal with the ESUS?"

MacIntyre nodded his head and broadcasted back, replying with a simple "Affirmative. I will arrive shortly."
Getting up, he walked to his personal shuttle, and then exited the ship's belly, manuevering to the designated landing strip and making a very soft, quiet, and oh-so-stealthy entrance, with a simple "The Comrade Premier is here" uttered by him as he landed.

"That is all well and good. However, I must point out that should the ESUS retaliate, you will be unable to repay the debts sure to incur against you. We would need a serious guarantee that you will pay back for any services we give." Tsunade said. She's speaking from experience. Shinobi are mercenaries after the fact, after all. "In any case, let us hear of this plan of yours."

Feronen nodded, and then faced the taller Zentradi.
"Breetai, if you please?" He addressed the larger creature with respect and authority, and Breetai nodded in return. He stood up, and faced the table, his massive size showing how large some Zentradi could get to be.
"The initial attack will commence once we have received the World Eaters into our ranks, and also once we have contacted the Federal Union," began the Zentradi. "Their leader is a personal friend of mine, and rest assured knowing that convincing them to assist will be very easy to accomplish.
"Once that is done, we will commence Operation Thor's Hammer, an offensive that will bring down the fortified home systems of the Siesatians." Breetai pressed a massive button on the table, and a hologram detailing most of the Siesatian territory came up, save for the interior home system, which was marked with nothing but black. Getting up, he walked to his personal shuttle, and then exited the ship's belly, manuevering to the designated landing strip and making a very soft, quiet, and oh-so-stealthy entrance, with a simple "The Comrade Premier is here" uttered by him as he landed.
The small shuttle was then brought below, and the deck above closed itself, sealing the shuttle in. Several troops were there to escort the Premier to the conference room, which they did, and they would all get there just as Breetai was explaining the offensive plan.

The Cassiopeian Commonwealth was always one to keep to itself, it preferred to trade peacefully and make money while the entire Universe blew itself to pieces. Of course now this time it wasn't possible, for see, the Commonwealth resided in the Copen Galaxy. At the very edge yes but it resided there none the less. Saying that it could see ships flying strange routes, communications that were not normal, and a spike in the sell of uranium and building materials and minerals from the Commonwealth which was their main exports.
President Sergei Ilyanov (no relation to the Rosian Sergei Ilyanov, ya right) was a bit confused by all of this, until it received a message.
Granted this message so secret not even I know what it is, but yes.
The point is, the Commonwealth had to send somebody to this fancy meeting that the Copenhaghenkoffenlaughen Government was planning. Who would they send? What Ambassador would they send to represent the Commonwealth at its finest?
Grand Admiral Harrison Ford.
Indeed! Defender of the Cuotle, Theoritical Vanquishier of the Sephiron Empire, and Grammy Award winner. Of course he wouldn't come with his massive fleet of... well it's alot of ships. Point is he wouldn't come with that.
It's not very diplomatic see, unless you're the Empire... we're not rude like that.
So, on board the new Air Hippo class battlecruiser, the CNS SodaPopinski, Harrison Ford went on to this meeting...
... and arrived there very fast as to rush this thread.
Now Harrison Ford (who does indeed look like Harrison Ford) clad in the Cassiopeian white ceremonial Admiral's uniform, with hat included, sitting down and over-hearing what the hell is going on. Quite frankly he was a bit uneasy... an attack. Nevertheless he might as well state his Government's position.
"I'll let you know right now..." The Admiral state. "The Cassiopeian Navy is very small, we are still considering whether to join you folks on this insane endevour. The ESUS have never done anything to us. What have we to gain from this eh?"

The Elite Admiral faced the smaller Harrison Ford from where he sat. "The Cassiopeians are in just as much danger as the Copen Protectorate is," he said bluntly. "The Chronosians were avid supporters of the Zeon Empire during their reign, and because of that, they are our sworn enemies! By the Covenant, I will be damned if I allow those treacherous bastards to go on without just consequence for allowing a corrupt Dragon-God to drive us from our homes and mercilessly butcher our innocent! Think of what the actual Chronosians could do if they so chose to invade our Galaxy! What then?!" The White Elite was on his feet, obviously angered by the cassiopeian's lack of concern for this situation. "Will you just idly stand by and watch as those who harboured you die in droves?!"
By this point, the other Elites were trying to get their leader to sit down, but the Leader continued to stand, brushing off his inferior's attempts at calming.
"Enough." The voice of the leading Yautja Elder, Hamarande, were that of authority. The Leader and Hamarande had a bit of a staring contest, and once the Elite realized the Hamarande meant business, he quickly sat down. The yautja nodded, and then looked to Ford. "The Elite made very good points. If the Chronosians attack, then the Cassiopeians are in the same boat as we are. If we strike first while their entire alliance is still picking itself up, we can easily strike down the arrogant Chronosians and bring Remiel to justice."

"Also, our explosive tags are often underestimated because on the surface, they're just pieces of paper with funny designs on them. But if you stick them onto something, they will detonate with the power of concussion grenades, potentially amplifying any other explosives. There are timer versions as well, which is probably what you want. They're almost impossible to detect and I'm certain that the ESUS will not be able to see them for what they are."
"You have my approval of this mission as well." Tsunade smiled thinly. At last. A pathway to deal with the ESUS, and we don't even have to waste our military units.

"Ah, Monsieur MacIntyre of New Dornalia, I presume?" Feronen greeted him warmly as he entered the chambers. "I'm Feronen Selinorasi, Supreme Commander of the Copen Protectorate, and these are my War Council members." He motioned to those that were part of the council, including the Boozian and the Cassiopeian.
At the end of both Tsunade's and MacIntyre's mini-speeches, he nodded and clapped his hands together once, clasping them together. "Wonderful," he said. "Anti-matter would be much appreciated for use in our 'fireships,' as would the explosive tags, although I'd prefer to have them set on a remote version, if at all possible.
"Pertaining to the World Eaters," he continued. "I do not think that they will be too difficult to handle. If my memory serves me right, Captain Gloval said to me that the representative they sent to him had told him that they had less than one thousand. Whilst we all know Space Marines are destructive, their number would not be too difficult to handle. Monitoring them, however, is another thing entirely. We want to monitor them without antagonizing them into hostility."

You would have to move quickly to take out any and all enemy ships in the area not even allowing civilian vessels to leave. If one word gets out of the attack, then you will have their allies to deal with."
"On another note, what are your intentions with these 'World Eaters'?"

Feronen smirked at Dusanyu's final question. "Their name denotes their purpose," he stated. "They will be used to quell the civilian population. They'll also be used to fight the Chronosians when the time comes for that theatre of battle. Their secondary purpose will be shock troops for planetary drops, where they will join my Spartans and the Yautja in the same tactic.
"And before you say what is on your mind on this subject, Tsunade, keep in mind that I will take no chances of having my ranks infiltrated by these arrogant bastards. Any ESUS civilians we come across will be treated as an expendable enemy resource." He stared at the Hokage, his eyes cold and lacking remorse in his decision. "My nation learned from this last civil war not to show mercy twice, and while the majority of my council dislike the tactic we plan on employing, each one of them agrees that this step must be taken."

The council members nodded their heads, some somberly, others with firm looks similar to their Commander's own. It was obvious that Feronen had changed much since he had met with Jacob Masaki. He hadn't turned to evil, but had merely grown darker than he once was.

Not only that, but that will open up a flood gate allowing every member nation to completely annhilate your claims. Not one planet would be spared. The mercy shown to those children, I guarantee will not be shown to yours."

The council murmured in quiet discussion, but Feronen continued on.
"Ah, yes," he began. "The tragedy of Uchiha Itachi of the Uchiha Clan. I'm quite versed in this. Uchiha Sasuke, younger brother and soul survivor of the Slaughter of the Uchiha Clan, ended up becoming quite the evil little demon, did he not?" Feronen chuckled mildly. "I see your point, Lady Tsunade, and I say that I quite agree with you on this."
Feronen turned to face the members of his council. "I would like to take a quick re-vote on the matter of full extermination of all ESUS population centers. All those in favor of mass genocide, please make your votes heard. Remember, each member of the council is entitled to one vote and does not speak for his or her superiors or inferiors."
The council then broke out into a heated discussion about the events. The Covenant members were avidly supportive of the idea, as were the Protoss and the Yautja. The humans were torn in two on the matter, leaving only the Boozian and the Cassiopeian members to divvy up between them. The Tau and the Eldar vehemently disagreed with the idea, comparing the idea to the actions of their former aggressor, Sarkaran. The only ones who were still discussing the matter were the anthromorphs, and after some ten minutes, they voted against the tactic of full mass genocide.
The vote stood as such:
All in favor: 18
All opposed: 17
The final vote hinged on the decision of the final two members of the war council.

If you guys actually ICly go through with this, not only will nearly ALL of the ESUS jump in, but even the gentlest of them ("Them", I won't play nice) will at the least take no military quarter. Any involved in genocide will have consequences far more dire than their crimes. Apparently you haven't met Mekanta yet..

Justiina's famous full attention could equally be well applied to what was going on inside her head. Since the voting had begun, she had been weighing it up in her head, balancing pros and cons. She had the diplomatic authority to make such a decision, which was a lot of initiative, and the primary reason for this was she could make a decision objectively. Emotions didn't enter into the equation where matters of statesmanship were concerned.
Even objectively, it was hardly an easy choice. Jurai was slowly fading into the "what not to do" pamphlet of history, but it was a big, dangerous precedant. But there was only one conclusion she was coming to.
"Boozia is in favor. Although in my opinion, all-or-nothing is a better option. The little ones will grow quickly, as has been pointed out. We either leave them be altogether, or we deal with them now."

I must concur that if we commit genocide, then we will give the ESUS membership a damned good excuse to commit many more New Wuhans--not something I wish upon our assembly at this point. I would rather endorse a policy of drafting any civilians captured for use as conscript labor; besides, it would be more expedient in terms of denying the enemy a valuable resource. And, it doesn't invite the above scenario."

However, should the population become unruly and difficult to maintain, I will give the order for extermination until the population cooperates."

The money will also be hard currency to keep out anyone tracking electronic logs."
"For ship building facilities, whatever nation harbors this construction will have its facilities completely hidden to prevent the construction from being discovered and any retalliation. No ships of yours will have a map of that facility and none of your military vessels will be allowed back into the system once they leave the area. Make no mistake, if this is something you go through with; you can never mention the name of the Galactic Federation in any of your attacks. My Commissar for Foreign Affairs, also known as the GFFA Consul, would not enjoy being associated with genocide, should you do it. And believe me, if you've known her as long as I have...."

"Furthermore, the former citizens of Jurai have been kept upon a class M planet in the south-eastern quadrant of our galaxy, and they seem quite content." He pressed a small button the table bringing up a galactic map. It quickly zoomed in on the spot mentioned, and showed a ring of blue around the planet that they inhabited within a sea of green. Not too far away was a line drawn with black that separated a sea of red from the sea of green. "The Force sensitivity of your people has made it quite difficult for the Orks to even notice that they exist, and everytime they go near the planet, they flee in terror. As to why they do is still a mystery, but it's given us a distraction on multiple occasions to bring in food, supplies, and defensive weapons. They've completely rebuilt the Jurai Royal City, from what we've seen, and they have managed to cultivate the countryside of the planet. It's astounding how well they've managed to recover from the loss of their home, and I think that you'd find it pleasing to know that we believe they've started their own ninja training academy, although this is unconfirmed and would need someone with knowledge of the ninja arts to really find out if this is true."
Feronen pressed the button once more, removing the holomap from above the table, and he faced Tsunade yet again. "We can set up a time prior to our invasion of the ESUS for you and Daniel to come visit the planet, which was appropriately named Neo Jurai by the populace and thereby had the system named after the planet, as well."

Satisfied with Feronen's response, Dusanyu decided to move on to a new matter. "Then barring that acceptance of our conditions, we should discuss where you would like to build your ships. After some of the representatives have spoken up, I imagine the Coredians will not allow you to use any of their naval yards nor will some of the other members. Now, you can have your fleet rebuilt in some of the other yards or perhaps your naval yards could be rebuilt. The choice is yours but the decision should probably be made before we all leave here."

"I believe that we should attempt to rebuild our major shipyards of Aranea, in the North Western quadrant, and Yuktoban, in the South Western quadrant. Both planets have the industrial capacity to produce dozens of ships in a week, when at full capacity, and having them ready and available would be in all our nations' best interests, that way, we can prevent the ESUS from noticing anything suspiscious."
He looked at the Boozian representative. "If the Boozians would be willing, we'd like to ask them to begin massing their troops and equipment near the Grunder system in the South. The planets in that system will provide your men some orbital colonies on which they can rest and do basic training drills. Live fire drills wouldn't be in their best interest for that environment, though. For obvious reasons."

OOC: Can someone remind me about these "Jurai citizens"? It's been a while. Is it refering to Boozian troops evacuated by Copen forces? Also, forgive the one-liner. I don't have much to say.

"That will be fine. We're keeping at a reasonable readiness level. Including changing to war establishment and being joined by reservists... we can probably have everyone who's going ready in about 2, maybe three weeks."
