In accordance with the will of the Jingtai Emperor, (insert titles), the Empire of the Great Ming has announced that, in one month, a series of wargames and contests will be held to determine the nation which will have the honour of supplying the Chinese Empire with arms and trainers.
The contests shall be divided into three parts: Small arms, machine guns, and artillery.
The wargames will be held at the conclusion of the contests.
Rules:
Small Arms Contest:
1. Each participating nation will present a standard service rifle. No scope attachments or aiming devices of any kind aside from the standard sights will be permitted.
2. Two tests will be conducted, one with a marksman supplied by the nation presenting the rifle, and another by Chinese soldiers of the Black Banner army. The test will be conducted at 200, 500 and 1,000 yards, firing five shots at each target.
3. The weapons will be evaluated on the basis of accuracy, complexity, and cost. It is possible that more than one weapon will be selected, however, it will be required that (if more than one weapon is selected) that both be produced in a single calibur.
Machine Gun Contest:
1. As with the small arms, no extra accessories will be allowed which are not present on the standard weapon.
2. Trained operators from the countries presenting the weapons will be provided with a variety of targets to fire at, judges will inspect the targets after the test and determine which weapon caused the most damage.
3. Entries for both light and heavy machine guns will be accepted. Nations may enter both a light and heavy machine gun.
Artillery contest:
1. Nations may use whatever aiming accessories they like.
2. There will be two tests. Direct fire and indirect fire. The direct fire test will take place at 500, 1000, 1,500 and 2,000 yards. The indirect fire test will be conducted at 2.5 miles. Nations may enter both standard guns or howitzer weapons, or both.
3. The targets will include infantry mockups, fortifications and vehicles. Likewise with the machine gun test, damage will be evaluated post-test to determine the effectiveness of the weapons in question, as well as rate of fire, accuracy, and so forth.
In all competitions the nations are expected to provide information including, but not limited to, calibur, cost, and general specifications of the items (EX: Weight, crew number, etc.)
The Wargames:
1. The wargames will be conducted outside of Beijing, with the general staff and Emperor in attendance.
2. Armies will consist of 2,000 men each, deployed and equipped as the sides see fit. Vehicles and so forth will be allowed.
3. The Chinese army will provide rubber bullets and 'flour bombs' for the artillery in the interest of safety. The use of chemical weapons is prohibited.
4. Participating governments must acknowledge the possbility of injuries or fatalities in the course of this wargame. However, China will issue monetary compensation for such injuries or deaths.
5. Armies will be paired off in a series of one on one battles, with casualties being removed from the wargames permenantly. Should an odd number of armies be present, the armies will be split in half.
6. Victory will be achieved either by the destruction of the opposing force or the capture of the enemy commander, or the capture of a pre-defined objective (namely a flag).
7. The victorious army's nation will provide instructors and observers to the Chinese army in order to assist it in modernizing its tactics and training.
China will select from the pool of winners the nation to supply its military with arms, it is unlikely that a single nation will be victorious in all catagories, so dont expect it.
Contestants are expected to make their entries prior to arrival so that arrangements can be made to house troops and/or equipment.
Note that the contests and wargames are seperate events, nations may enter one contest or all of them, and may elect not to participate in the wargames either.
The Emperor has established a pool which will go to the winning army in the wargames. He himself has contributed 20,000 taels of silver ((300,000 modern USD equivalent)) and will match half of every other contribution.
The Emperor has decreed that, once these events are concluded, the naval wargames will be held. He urges patience on the part of those set to participate in those particular events.
