Ming China Army Wargames (E1914)

In accordance with the will of the Jingtai Emperor, (insert titles), the Empire of the Great Ming has announced that, in one month, a series of wargames and contests will be held to determine the nation which will have the honour of supplying the Chinese Empire with arms and trainers.

The contests shall be divided into three parts: Small arms, machine guns, and artillery.
The wargames will be held at the conclusion of the contests.

Rules:
Small Arms Contest:
1. Each participating nation will present a standard service rifle. No scope attachments or aiming devices of any kind aside from the standard sights will be permitted.
2. Two tests will be conducted, one with a marksman supplied by the nation presenting the rifle, and another by Chinese soldiers of the Black Banner army. The test will be conducted at 200, 500 and 1,000 yards, firing five shots at each target.
3. The weapons will be evaluated on the basis of accuracy, complexity, and cost. It is possible that more than one weapon will be selected, however, it will be required that (if more than one weapon is selected) that both be produced in a single calibur.

Machine Gun Contest:
1. As with the small arms, no extra accessories will be allowed which are not present on the standard weapon.
2. Trained operators from the countries presenting the weapons will be provided with a variety of targets to fire at, judges will inspect the targets after the test and determine which weapon caused the most damage.
3. Entries for both light and heavy machine guns will be accepted. Nations may enter both a light and heavy machine gun.

Artillery contest:
1. Nations may use whatever aiming accessories they like.
2. There will be two tests. Direct fire and indirect fire. The direct fire test will take place at 500, 1000, 1,500 and 2,000 yards. The indirect fire test will be conducted at 2.5 miles. Nations may enter both standard guns or howitzer weapons, or both.
3. The targets will include infantry mockups, fortifications and vehicles. Likewise with the machine gun test, damage will be evaluated post-test to determine the effectiveness of the weapons in question, as well as rate of fire, accuracy, and so forth.

In all competitions the nations are expected to provide information including, but not limited to, calibur, cost, and general specifications of the items (EX: Weight, crew number, etc.)

The Wargames:
1. The wargames will be conducted outside of Beijing, with the general staff and Emperor in attendance.
2. Armies will consist of 2,000 men each, deployed and equipped as the sides see fit. Vehicles and so forth will be allowed.
3. The Chinese army will provide rubber bullets and 'flour bombs' for the artillery in the interest of safety. The use of chemical weapons is prohibited.
4. Participating governments must acknowledge the possbility of injuries or fatalities in the course of this wargame. However, China will issue monetary compensation for such injuries or deaths.
5. Armies will be paired off in a series of one on one battles, with casualties being removed from the wargames permenantly. Should an odd number of armies be present, the armies will be split in half.
6. Victory will be achieved either by the destruction of the opposing force or the capture of the enemy commander, or the capture of a pre-defined objective (namely a flag).
7. The victorious army's nation will provide instructors and observers to the Chinese army in order to assist it in modernizing its tactics and training.


China will select from the pool of winners the nation to supply its military with arms, it is unlikely that a single nation will be victorious in all catagories, so dont expect it.
Contestants are expected to make their entries prior to arrival so that arrangements can be made to house troops and/or equipment.
Note that the contests and wargames are seperate events, nations may enter one contest or all of them, and may elect not to participate in the wargames either.

The Emperor has established a pool which will go to the winning army in the wargames. He himself has contributed 20,000 taels of silver ((300,000 modern USD equivalent)) and will match half of every other contribution.

The Emperor has decreed that, once these events are concluded, the naval wargames will be held. He urges patience on the part of those set to participate in those particular events.

Bautzen is interested in participating in the wargames, if it would please the Emperor we would like to make certain that we would be able to supply our troops with peripheral entrenchment tools. These would include things along the lines of barbed wire, mines (which when triggered blow paint from the ground to replicate shrapnel), etc. We would also like to know whether aircraft will be allowed to participate in the roles of bombers (this includes zepellins(I know you said vehicles are allowed but I just want to clarify)).

the Anj Reich proposes to enter the a service rifle, a direct fire artillery piece, and the war games. please see attached documents for details. both are cheap to produce, and the artillery piece is also reasonably simple.

the Reich would, however, like to know what size forces are to be used in the war games, as it would be unwise to deploy more than necessary at this time.

Waldenburg will enter the war games, with the 78th Marine Regiment, and to make up for numbers a special seperate fighting battlion shall be added.

Unfourtunatly we must disallow barbed wire, however you may use non-barbed wire to emulate the effect. As it is we would prefer to keep serious injuries and casualties to a minimum.
Entrenchment and so forth is perfectly acceptable. However, it should be known that the soil around Beijing is somewhat damp and, if it rains, your trenches will most likely vanish in a matter of hours.
Planes may be used for scouting purposes only, again, this is for safety purposes.

Understood Bautzen will dispatch a detachment of the 1st Gaurds Infantry Division, as well as some of our armored vehicles from the 1st cavalry division. We will also disbatch an as of yet unknown number of scout aircraft, in total this detachment will contain 2,000 men as per the requirements.

OOC:It is rather small, I would suggest something like a divisional level force but... oh well. If you hadn't mentioned it I wouldnt have, but since you did so will I.

Having heard word of this contest, Incognitia would send her own contribution.
The force will consist of two short-strength battalions and two armoured car troops of the Colonial Division, as battalions are usually 1,000 men but we wish to show you a somewhat rounded force; these will be accompanied by one battery of field artillery and one scout/spotter troop of two aircraft.

Due to the weapons being brought, we would like to demonstrate individually: the service rifle (Lee Nescia Mk 2 [Lee Enfield Mk 2])
the service machine-gun (Lewis Gun)
the service mortar (7-inch mortar [17cm mittlere minenwerfer])
the armoured car (Rolls-Royce)
the field artillery gun (QF 18pdr)
the spotter aircraft (Sopwith Tabloid)

We are aware that you have not requested individual trials for many of these weapons, so merely state their availability. Obviously you will see their effect in the war-games.
The naval escort for this deployment will also be available for trials, be these wargames or individual comparisons.

OOC: This is primarily RL British kit as fielded in 1914, apart from the German mortar. I'd rather send the 7.58cm one, as it's a smidge more portable, but not quite in production yet...prototype stage only.

Oh, and why my people are sending troops? Well, obviously they'd love to have the Chinese buying vast numbers of Lee Nescias, or Lewis guns, from Incognitia. Crucially however this is seen as a chance to test Incognitian capabilities and doctrine against a live opponent, as well as check out the doctrine and equipment of others.
