The Commonwealth of Irixia

The Commonwealth of Irixia is interested in expanding its relations with other nations. We are open to requests for embassies. The conditions and rights of diplomatic personnel and the embassy are listed below:

1. All embassies are granted the status of extraterritoriality (see note 1)
2. No military personnel of any nationality are permitted inside the embassy.*
3. No weapons or items of a militaristic nature are permitted in the embassy.
4. There is a maximum of 50 foreign personnel, not including the Ambassador.(see note 2)
5. The Ambassador reserves the right to hold an audience with HM Queen Atani I at his or her discretion.
6. HM Queen Atani I reserves the right to summon the Ambassador to Vetilar Palace at her discretion.
7. All embassies shall be located in the capital, Riltar, and be limited to 1 square kilometre. The specific location shall be chosen by the Senate of Irixia.
8. All diplomatic personnel, and their domestic staff who reside in the Embassy, shall be issued a Diplomatic Visa by the Commonwealth of Irixia. The Diplomatic Visa must be carried at all times by the person it is issued to when in Irixian territory. The Diplomatic Visa proves that the carrier is a diplomat, makes the carrier exempt from any time limit on their stay in Irixia, and grants the carrier diplomatic immunity as defined in Notes 1 and 2. The Diplomatic Visa, once issued, may only be revoked by the country represented by that diplomat, or if there is a legitimate reason for the Monarch to revoke the visa. Legitimate reasons include:
A serious crime committed by the diplomat whilst in Irixian territory
A violation of the diplomatic immunity granted to the diplomat for personal gain
9. Security: All embassies shall be afforded full protection by the Imperial Armed Forces of Irixia. The amount of forces designated is negotiable, but cannot exceed 200 units. Escorts will be provided if so desired, and the applying country shall be allowed a civilian aeroplane for transport within Irixia. One aeroplane of any nature of the applying country's own Armed Forces may be used for leaving and entering Irixia and must be stationed at Arril International Airport when not escorting diplomats entering or leaving Irixia.

The Commonwealth of Irixia will not allow foreign military bases to be established on its soil as this is a blatant violation of Irixian sovereignty.

Note 1: The definition of Extraterritoriality by the Commonwealth of Irixia means that:
a) The embassy afforded the status of extraterritoriality is owned by the country represented by said embassy, is a part of that country, and is governed by that country's laws.
b) The embassy, and all personnel inside embassy grounds are exempt from all Irixian laws.
c) No one, apart from embassy staff who are not Irixian, can enter the embassy without the express permission of the Ambassador
d) Irixian Police cannot enter the embassy at all, even if they have permission from the Ambassador

Note 2: All embassy personnel are exempt from Irixian law whilst inside the embassy. These personnel are granted diplomatic immunity when outside the embassy only if they are on a specific diplomatic errand. Otherwise, they are subject to Irixian law with the following exceptions:
a) If charged with a crime punishable by a minimum of four years in jail, the person in question will be tried by the Senate and HM Queen Atani I
b) If found guilty, the person in question will be expelled from Irixia and banned from re-entering for five years.

*This condition, coupled with the law stating that no foreign military personnel will step foot on Irixian soil, effectively bans the presence of any non-Irixian military personnel, inside or outside any embassy.

By a vote of 5-3 the Board of Directors of the Chief Executive Panel has agreed to a recent proposal by the Science and Trade Institute to establish a chamber of commerce in the Commonwealth of Irixia.*

The State is prepared to send a chief trade representative to oversee the chamber of commerce and act as its political representative, 24 staff (three per corporation), and a totel of six unarmored Land Rovers.

In exchange, the Chief Executive Panel invites the Commonwealth of Irixia to open an embassy (http://forums.jolt.co.uk/showthread.php?t=523754) in the capital city of Kisogo.

* The Corporate Police State of Bautizar does not maintain embassies abroad due to the nature of its governmental structuring. A 'chamber of commerce' does contain offices for representatives of the eight corporations however, so it may be considered by some to be an embassy.

We have made a few amendments to the criteria to help ratify your concerns (see above), yet, in the interests of national security, we cannot allow foreign soldiers onto our soil unless they are involved with the 1st International Peacekeepers.
As to your concerns with the arrangement of your government, you may rename the building as you wish, but it shall still have all the elements of an embassy.

Should one of the involved nations be attacked, the other is compelled to come to its defense, if so requested by the attacked nation.
Should one of the involved nations, in an offensive war, be invaded, and ask for assistance, the other nation is compelled only to assist in repelling the invasion and no more.
Should one of the nations be an aggressor in a war, the other is not required to help in any way, but nor is it discouraged from assisting.
Any and all trade between the two nations, which is encouraged, but not required by this pact, should be conducted with minimal taxing and tariffs and shall obey all laws of the sovereign nations.
This pact neither disallows nor discourages other alliances for the two nations.


If there are any points in this that you would like to change or add, we are more than open to it.

These terms are entirely acceptable. We have no problem with using Irixian troops for security purposes and we will adjust our needs accordingly. Based upon our estimates, we will require approximately 1 square kilometer for an embassy of this size based upon our needs and its projected size. Our government will provide funds for our personnel to purchase homes and apartments in the city, so housing on site won't be necessary.

The Chief Ambassador to your nation is Nikolai Khrutsky and our Vice Ambassador is Vera Losenko. The Vice Ambassador will be an assistant to Procurator Khrutsky and will act as the liason between the Irixian government and our ministries of Trade and Economic Development when economic negotiations are performed.
