Representative Functionary of the Bautizaran Corporations and People

In light of the Corporate Police State of Bautizar's newfound African presence (http://forums.jolt.co.uk/showthread.php?t=523617), as well as its growing international profile, it has been informally agreed upon by the eight corporations that the State should allow the opening of embassies and foreign factories in its territory.
Embassies: All embassies will have sufficient space allotted for no more than 100 personnel and will be located in Government Plaza in the capital city of Kisogo. This will place all diplomatic staff within a ten-minute ride via monorail from the offices of the eight major corporations, and a fifteen-minute ride from Government Center, where the Chief Executive Panel convenes. In addition, please have the following information available for submission:
1. Official name of government
2. Name of ambassador
3. Number of civilian personnel (maximum of 60)
4. Number of security personnel (maximum of 40)
5. Number and description of any and all weapons*
6. Number of vehicles**
7. Any special request(s)
Factories: All corporations will be required to rent space from Bautizaran corporation-owned real estate subsidiaries, and may have offices in the capital city of Kisogo, as well as the district capitals of Hysera, Isenairos, and Oichiya. (Factories will only be allowed in the latter three cities.)
Corporations which enter into business and production in the Corporate Police State of Bautizar will be allotted the following permissions:
1. Permission to build and operate 20 medium factories or 10 large factories, assuming a ratio of 2:1. (Additional space subject to Chief Executive Panel approval.)
2. Special 120-day work visas to all foreign employees.
3. Opportunities to pursue research-and-development projects with State corporations.
4. Tax breaks by the State
A. 0% corporate profits tax for the first 2 years (at the end of which taxation increases to 15%) in exchange for 5% of all goods and materials produced within the State, or;
B. 15% taxation on corporate profits from products manufactured within the State.
Please have the following required information available for submission:
1. Official name of corporation
2. Name of chief trade representative
3. Number of corporate personnel (no more than 100)
4. Number of security personnel (no more than 25)
5. Number and description of any and all weapons*
6. Number of vehicles**
7. Item(s) to be produced
8. Number of factories to be constructed, and nature of tax break to be accepted
9. Any special request(s)

** Foreign citizens should be aware that the State suffers from year-round extreme weather conditions, which include freak windstorms known for their destructiveness. For this reason, requests for helicopters or jet aircraft will be denied. Transportation via rigid airships is the preferred means of long-range travel within the State (short-range is done primarily by monorail and groundcar), and airships can be made available for movement of diplomatic personnel upon request.
