Overview

The United Nations Colonial Administration Authority of Bautizar (http://www.nationstates.net/bautizar/) and its colonies stretch across twelve sectors located in the Small Magellanic Cloud. Formerly known as the "Commonwealth of Bautizar," the UNCAA is the unified government that emerged in the aftermath of first contact with the Dimensional Grand Republica of Gaian Ascendancy in the year 510 on the re-structured calendar. (It is now the year 2052 on the re-structured calendar.)

Bautizar itself is a class-M world that was gradually terraformed and transformed into one large city. With a year-round population of over one billion inhabitants, its reputation as "jewel of the UNCAA" stems from the glittering lights on its surface that can be seen from the low- and high-orbiting starships and space stations that are constantly plying the space around its atmosphere. As capital of the government of the United Nations Colonial Administration Authority, it is also home to a myriad of obscure government offices and a labrythine network of business network regulations. Despite this, or perhaps for this reason, the major corporations in Authority territory all have their corporate headquarters here. The planet is often referred to as FleetCom Sector One in military lingo.

The planet of Gorjen Bautizar (http://www.nationstates.net/gorjen_bautizar), one of two primary colonies overseen and directed under the mandate of the UNCAA, is a mostly jungle world that was the site of numerous mining accidents and disappearances in the struggles for control of its vast mineral deposits. Although limited mining operations still occur here, its new place in society is as a growing destionation for tourists, as well as the rich and powerful. Recently-enacted limitations on the religious clergy have created friction between the government and the Church of the Twin Lanterns (the official religion within Authority space). The planet is designated FleetCom Sector Two by the military, a reference to its being the first colony established by Bautizar.

Solstheim Bautizar (http://www.nationstates.net/solstheim_bautizar) is the other primary colony of the UNCAA, located amongst a nearly-impassible and very navigationally hazardous region of space known as the "Atlas Moons." A generally icebound and frozen world home to a growing technical industry, the majority of its population lives underground (very few have been seen off the planet in recent years). Rumors from the few freelance traders and contracted merchants who venture to and from Solstheim Bautizar have referred to vast agricultural domes, factories, and government-run secret installations beneath the surface. Recent sightings of strange starships in the Solstheim Bautizar system have contributed to rumors of a secret government weapons program, a matter which continues to be denied by the Authority.

In addition the UNCAA controls a number of other colonies and frontier settlements, the majority of which have were settled in the three decades that followed first contact in the year 510. Notable names include Emerald, Harvest, Jericho, Minister, New Harmony, Northern Amarillus (http://www.nationstates.net/northern_amarillus), and Olympic Tower.

Law Enforcement

SCIA: The primary corporation charged with the maintenance of law and order in U.N. Colonial Administration Authority territory, the State Criminal Investigation Agency (SCIA) was founded under the 2061 Act of Prosperity.

Corporation Security: By tradition each corporation has its own internal policing branches: their ruthlessness is legendary, and both foreigners and State citizens avoid contact with corporation security agents whenever and wherever encountered. The majority of security officers in corporation service served previously in the United Nations Defense Command, giving the eight corporations a good deal of political connections to the primary defensive arm of the Authority.

Overview (military):

External and internal defensive affairs of the U.N. Colonial Authority Administration are handled by the U.N. Defense Command (UNDC). The UNDC is comprised entirely of Bautizaran citizens, part of a growing trend of xenophobia against foreign citizens that has appeared in the last decade. Automatic acceptance to the highly-prestigious State War Academy comes as part of acceptance into the UNDC: this alone has been determined to account for more than 70% of applications.

The UNDC is divided into three sector commands, all of which report directly to High Command (HighCom) on Bautizar itself. It is further structured into Fleet and Marine branches, with a standing military reserve.

UNDC Cruiser-Carrier

UNDC cruiser-carriers are a United Nations Defense Command starship class that was designed in 2011. They are informally known as the Baxter-class cruiser-carrier, named in honor of the first and only prime minister of the Commonwealth of Bautizar (as it was known before a series of unstable governments resulted in the current U.N. Colonial Administration Authority, or "The Authority" as it is known locally). Prime Minister Sir Samuel Baxter was responsible for presiding over the historic first contact with the Dimensional Grand Republica of Gaian Ascendancy in the year 510 on the restructured calendar, a historic event which was directly responsible for the Authority's current involvement in the League of Free Worlds.

Clocking in at 1478 meters long, the behemoths named in honor of the first and only prime minister of Bautizar are approximately three times the size of a UNDC frigate. They are also known for their heavy shielding and armor, reliability in combat, and above-average logistical facilities that enable longer field deployments in groups or alone.

Features

UNDC cruiser-carriers were designed to replace all capital ships in service with one unique design across the board, supplemented by smaller ships that would provide combat formations and task forces with added logistical and combat support. Despite this (or perhaps because of this), one of the most noteworthy design features is a series of internal cross bracings and honeycombed internal compartments that have made the class surprisingly resistant to battle damage. Preliminary tests, combat trials and computer simulations have shown evidence that these vessels can remain combat operational despite breaches in all major compartments, the loss of all shield coverage, and loss of 70% of exterior armor. The loss of the Magellan in 2049 also showed that crash-landing on planetary surfaces can be executed with these ships, although they will never fly again.

Armories located throughout the vessels hold an array of small arms and ammunition. Fifteen docking bays allow Pelican dropships, Longsword fighter-bombers, Warthogs, and Scorpion tanks to be carried aboard the vessels. In addition internal corridors (some large enough to accommodate Pelican dropships, others small enough to restrict dropships but allow for tanks and Warthogs) running the length of the vessel allow for rapid access to vital compartments, or for rapid egress.

UNDC cruiser-carriers carry a pair of marine expeditionary units, approximately 4400 personnel total (2400 logistical, 2000 combat personnel), sometimes augmented by a battalion of reinforced infantry. Average crew size (excluding marines) is 1700 personnel.

UNDC Frigate

The UNDC currently has four classes of frigates in service, but starting in 2037 ships of the Arabia, Commonwealth, and Fury classes began being decommissioned or transferred into the reserve fleet. For the foreseeable future the brunt of light field work will be carried out by the Fair Weather class, classified currently as the 'UNDC Frigate.'

Noted by officers and crew alike as being dependable, capable, and reliant starships, the UNDC frigate is purpose-designed as a smaller stablemate to UNDC cruiser-carriers. Both classes share many common parts and design features between critical systems, ranging from power relays to point-defense guns and Shiva nuclear weapons.

A simplistic design allows for a previously-unprecedented rate of construction of over twenty ships a month at yards throughout Authority territory, although in peacetime the number is believed to be closer to ten. Standard 60cm armor plating made from titanium-A, about half the thickness used on slightly-larger destroyers and less than a quarter the thickness of that found on cruiser-carriers, means that the UNDC frigate is particularly susceptible to critical system damage once their shields and armor are breached. For this reason these vessels rely on their maneuverability and shielding to escape significant damage in combat.

Various types of armaments can be found aboard the UNDC frigate, including a pair of magnetic accelerator cannons, oversized Archer pods carrying a dozen missiles each, and a single Shiva class nuclear warhead. A number of onboard armories and several drop bays allow for armament and deployment of marine personnel into the field via Pelican class dropships housed in interior bays.

UNDC frigates carry a marine reinforced rifle company, approximately 500 personnel total (100 logistical, 400 combat personnel), sometimes augmented by a second company under emergency situations. Average crew size (excluding marines) is 400 personnel.
